SEMARNAT) to pursue recommendations <strong>of</strong> CIRVA and <strong>the</strong> Joint Initiative.<br />
2003 Mexican Standard NOM EM 032 ECOL 2003 is published to protect <strong>the</strong> biodiversity <strong>of</strong> <strong>the</strong><br />
Biosphere Reserve <strong>of</strong> <strong>the</strong> Upper Gulf <strong>of</strong> California (SEMARNAT).<br />
Coalition for <strong>the</strong> Upper Gulf is formed by 17 non-governmental organizations.<br />
Biosphere Reserve Management Programme completes its first 10-year revision and update (yet to<br />
be published).<br />
San Felipe, Baja California, proclaims itself Home <strong>of</strong> <strong>the</strong> Vaquita Marina and agreement is signed<br />
with <strong>the</strong> town Council to support <strong>vaquita</strong> conservation.<br />
2005 Natural Resources Defense Council (NRDC) explains in a letter to Ocean Garden (<strong>the</strong> primary<br />
exporter <strong>of</strong> Mexican shrimp and o<strong>the</strong>r seafood products) that <strong>the</strong> company should use its leverage<br />
to discourage unsustainable fishing practices that threaten <strong>the</strong> <strong>vaquita</strong>. Ocean Garden and NRDC<br />
sign an agreement with fishermen to work to prevent <strong>the</strong> <strong>vaquita</strong>’s extinction and promote<br />
conservation and sustainable fisheries. <strong>The</strong> company takes an active role in forging <strong>the</strong> agreement<br />
while Noroeste Sustentable, a local non-governmental organization, acts as facilitator.<br />
SEMARNAT’s Programme for <strong>the</strong> Protection <strong>of</strong> <strong>the</strong> Vaquita is published in <strong>the</strong> Federal Register (29<br />
December) and $1 million is transferred to state governments <strong>of</strong> Baja California and Sonora to<br />
implement <strong>the</strong> programme. <strong>The</strong> <strong>vaquita</strong> refuge is decreed.<br />
