Preamble:UNV VOLUNTEER TERMS OF REFERENCEThe <strong>United</strong> <strong>Nations</strong> <strong>Volunteers</strong> (UNV) programme is the UN organization that promotes volunteerism tosupport peace and development worldwide. Volunteerism can transform the pace and nature ofdevelopment, and it benefits both society at large and the individual volunteer. UNV contributes to peaceand development by advocating for volunteerism globally, encouraging partners to integrate volunteerisminto development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing andsupport within the communities. In this context, UNV volunteers take part in various forms of volunteerismand play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging involunteer activity can effectively and positively enrich their understanding of local and social realities, as wellas create a bridge between themselves and the people in their host community. This will make the time theyspend as UNV volunteers even more rewarding and productive.1. UNV Assignment Title: UNV <strong>Monitoring</strong> and <strong>Evaluation</strong> <strong>Specialist</strong>2. Type of assignment: International UNV volunteer (IUNV)3. Project Title: Technical support to the UNODC Country Programme4. Duration: Two years5. Location, Country: Hanoi, Vietnam6. Expected starting date: July 20107. Brief Project Description:To provide assistance to the UNODC Country Office in designing and implementing monitoring and evaluationexercises of drug control and crime prevention related fields. In this regard, the IUNV will participate in variousactivities in support of UNODC mandates and volunteerism which are relevant to the UNODC Country Officeand its partners, including other UN agencies, international organizations, and NGO.8. Host Agency/Host Institute: UNODC9. Organizational Context:UNODC is a global leader in the fight against illicit drugs and international crime, and it is mandated to assistMember States in their struggle against illicit drugs, crime and terrorism. The three pillars of UNODC’s fieldoffice work are: Field-based technical cooperation to enhance Member States’ capacity to counteract illicit drugs, crimeand terrorism; Research and analytical work to increase knowledge and understanding of drugs and crime issues, andto expand the evidence base for policy and operational decisions; Normative work to assist States in the ratification and implementation of relevant international treaties,and the development of domestic legislation on drugs, crime and terrorism.10. Type of assignment place: Assignment with family11. Description of Duties:Under the direct supervision of the UNODC Country Manager, the UNV volunteer will undertake thefollowing tasks: To provide input and technical support on the development and implementation of monitoringand evaluation programming for country programme activities; To assist UNODC national counterparts in recognizing and responding to monitoring andevaluation (M&E) needs within their programmes; To assist in the development and implementation of a UNODC country programme results-basedimpact monitoring framework; To participate in the UN <strong>Monitoring</strong> & <strong>Evaluation</strong> Working Group;1


To undertake other UNODC monitoring and evaluation-related support duties as assigned by theUNODC Country Manager.Furthermore, UNV volunteers are encouraged to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNVand external publications and taking active part in UNV activities (for instance in events that mark IVD); Get acquainted with and building on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation inongoing reflection activities; Contribute articles/write-ups on field experiences and submitting them for UNV publications/websites,newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UNV volunteers; Promote or advise local groups in the use of online volunteering, or encouraging relevant localindividuals and organizations to use the UNV Online Volunteering service whenever technicallypossible.12. Results/Expected Output: To provide assistance to the development and implementation of the UNODC M&E strategy for theCountry Programme; To provide assistance to the development and implementation of a UNODC Country Programmeresults-based impact monitoring framework; A final statement of achievements towards volunteerism for development during your assignment suchas specific quantification of mobilized volunteers, activities, capacities.13. Qualifications/Requirements: University degree in a science or social science field; Minimum of three years demonstrated experience is required in the development and/or implementationof M&E planning and programming frameworks; Demonstrated ability to write and produce results-based reports is required; Experience in using a mainstream statistics-oriented or database management software package isrequired; The working language for this post will be English, so strong English-language skills are required.14. Living Conditions:Living conditions in Hanoi are good. There is no immediate threat of violence and the situation in wholecountry is peaceful. However, the traffic might seem chaotic and traffic accidents are a potential securityissue.15. Conditions of ServiceA 24-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needsand utilities, equivalent to US$ (US$ 1,900 single, US$ 2.150 +1 dependent, US$ 2,350 +2dependents.); settling-in-grant (if applicable); life, health, and permanent disability insurance; returnairfares (if applicable); resettlement allowance for satisfactory service.Closing Date: 8 May 20102
