What does this mean for partnerships?<br />

■ In place of nationwide mandates from government,<br />

the onus will be on partnerships to understand<br />

the full breadth of crime and community safety<br />

issues in their area, and to be able to demonstrate<br />

effective action to address them. Partnerships will<br />

be expected to improve their skills and processes<br />

to perform better and, in doing so, to rise to the<br />

increased challenges posed by this greater fl exibility<br />

and to meet the needs of their community.<br />

■ Through a review of the partnership provisions<br />

in the Crime and Disorder Act 1998 and extensive<br />

stakeholder consultation, the Government has<br />

identifi ed what works well and has developed<br />

the Hallmarks of Effective Partnerships. 5 These<br />

represent the key aspects of partnership working<br />

that underpin effective delivery. Each hallmark<br />

comprises two elements: statutory requirements and<br />

suggested practice. The statutory requirements have<br />

been refl ected in regulations that came into force<br />

in August 2007 (and in November 2007 in Wales).<br />

Beyond these minimum statutory requirements,<br />

partnerships have the fl exibility to deliver in their<br />

own way. Providing front-line professionals with<br />

increased fl exibility to respond to local issues<br />

refl ects the Government’s belief that an effective<br />

partnership is one that is visible to the local<br />

community and held to account for the decisions<br />

that it makes.<br />

What does this mean nationally and regionally?<br />

■ The Government will remove some of the<br />

central direction that had been necessary as local<br />

community safety partnerships were developing.<br />
