6. ROLES AND RESPONSIBILITIES OF KEY PARTNERS<br />

NATIONAL<br />

Nationally, community safety policy and delivery<br />

are the responsibility of government departments.<br />

The departments with an interest in the PSAs in this<br />

document include:<br />

■ Home Offi ce<br />

■ Ministry of Justice<br />

■ Offi ce of the Attorney General<br />

■ Communities and Local Government<br />

■ Department for Children, Schools and Families<br />

■ Department for Environment, Food and Rural<br />

Affairs<br />

■ Department for Culture, Media and Sport<br />

■ Department of Health<br />

■ Department for Business, Enterprise and Regulatory<br />

Reform<br />

■ Department for Innovation, Universities and Skills<br />

■ Department for Work and Pensions<br />

■ HM Treasury<br />

■ Cabinet Offi ce.<br />

NOMS was created in 2004, with the aim of reducing<br />

reoffending and protecting the public. Based within<br />

the Ministry of Justice, it includes a number of<br />

organisations including the Prison Service and<br />

Probation Service, and is putting a system in place<br />

to deliver end-to-end offender management.<br />

REGIONAL<br />

The Government also works through the Government<br />

Offi ces for the Regions in England, and through the<br />

Home Offi ce Crime Team in Wales. The Government<br />

Offi ce Network consists of nine regional offi ces<br />

across England, and the corporate centre, the Regional<br />

Co-ordination Unit. The Government Offi ces<br />

represent 11 Whitehall departments and have an<br />

important role to play as the key brokers between<br />

central government policy and delivery on the ground.<br />

The Government Offi ces negotiate LAAs for the<br />

Government, delivering for Whitehall and enabling<br />

local partners to focus resources on local priorities.<br />

They:<br />

■ strengthen national policies;<br />

■ integrate regional strategies; and<br />

■ drive local delivery.<br />

In Wales the Home Offi ce Crime Team is responsible<br />

for monitoring the performance of the 22 community<br />

safety partnerships against agreed local crime targets. It<br />

is also responsible for working with the 22 partnerships<br />

to improve performance and disseminate best practice.<br />

The Home Offi ce Crime Team works closely with the<br />

Welsh Assembly Government on matters that might<br />

have an impact on community safety but for which<br />

responsibility is devolved.<br />

Responsibility for offender management and delivering<br />

a reduction in reoffending is devolved to nine regional<br />

offi ces in England and one offi ce in Wales. The<br />

English regional offi ces are led by regional offender<br />

managers, and the Welsh offi ce by a Director of<br />

Offender Management. These leaders have substantial<br />

knowledge of the offending-related needs and issues in<br />

their region, and their responsibilities include:<br />

■ developing and overseeing the implementation of a<br />

regional delivery plan for reducing reoffending;<br />

■ building and co-ordinating robust regional and<br />

local partnerships to help to ensure that the<br />

capacity exists to meet the shared goals of reducing<br />

reoffending and protecting the public; and<br />

■ commissioning and joint-commissioning services<br />

to address the priorities of their region.<br />

Along with appropriate regional partners, the regional<br />

offender managers and Director of Offender<br />

Management lead work through their regional<br />

Reducing Reoffending Partnership Boards in England.<br />

In Wales, they lead work through the joint NOMS/<br />

Welsh Assembly Government Reducing Reoffending<br />

Board.
