Energy and the Pakistani Economy: An Exploratory Analysis to 2035in identifying areas of potential trouble and in illustrating the need forcorrective policy responses.On the other hand, the macroenergy model has a number of inherentweaknesses that need to be resolved before a high degree of certaintycan be attached to its visions of the future. In particular, there are anumber of inherent contradictions that need to be resolved, such as theinconsistencies that exist between the initial rates of growth of energysupplies and the subsequent demand for that type of energy at later stagesof the model. Specifically, further work must be undertaken to showthe precise manner in which the increased availability of various typesof energy alters income streams and sector growth and hence the futureprofile of energy demand.The model also implicitly assumes that a major goal of energy policyis to become less dependent on imported petroleum and petroleum products.Other objectives should be examined and their feasibilities assessed.Additionally, while the model suggests certain policy actions, the impactof these measures is difficult to predict in any systematic way.Finally, without a more extensive macroeconomic framework, it isdifficult to assess the feasibility of sustained levels of energy imports tobridge the gap between demand and domestic supply. Under certain balanceof payments situations, these shortfalls could be easily financed,while under others the same shortfalls would create a severe stress on theeconomy. Much depends on the availability of foreign direct investmentand the extent to which these funds could be directed toward expandingdomestic energy sources.This final point leads to a general conclusion: what takes place outsidethe energy sector may have consequences that are just as important forthe country’s energy picture as are the policies and events that directlyaffect the energy sector.Notes1.
