Robert M. HathawayEnergy matters <strong>for</strong> Pakistan. If Pakistan is to flourish…if it is to succeedin its ambitious plans <strong>for</strong> economic development…if it is to raise<strong>the</strong> grossly inadequate living standards of its people…if it is to achieve<strong>the</strong> economic growth necessary to ensure political stability…if it is tocreate democratic institutions and practices capable of providing goodgovernment and reflecting <strong>the</strong> will of <strong>the</strong> people…if it is to establish <strong>the</strong>conditions <strong>for</strong> long-term financial solvency…if it is to begin to address<strong>the</strong> many environmental problems that up to now have been largelyignored, and which have a hugely adverse impact on <strong>the</strong> daily lives ofPakistani citizens…if it is to live in peace with its neighbors, several ofwhom are directly impacted by Pakistani decision making in <strong>the</strong> energysector…if Pakistan is to move toward all <strong>the</strong>se goals, it must successfullyaddress <strong>the</strong> many challenges it faces in <strong>the</strong> field of energy.* * * *As has been <strong>the</strong> case with <strong>the</strong> two previous volumes produced under<strong>the</strong> auspices of <strong>the</strong> <strong>Wilson</strong> <strong>Center</strong>’s Pakistan program, this compilationreflects <strong>the</strong> hard work and unselfish dedication of numerous friends andcolleagues. The authors whose essays appear here deserve commendation<strong>for</strong> <strong>the</strong>ir seriousness of purpose, <strong>the</strong>ir patience, and <strong>the</strong>ir good-humoredand (almost always) prompt responses to <strong>the</strong> stream of emails thatpoured <strong>for</strong>th from our computers. To my coeditors and esteemed AsiaProgram staff, Bhumika Muchhala and Michael Kugelman, I give specialthanks <strong>for</strong> <strong>the</strong>ir professionalism, <strong>the</strong>ir attention to detail, and <strong>the</strong>irperseverance.
