SOTSIAAL- JA HUMANITAARTEADUSED | SOCIAL SCIENCES AND HUMANITIES15CENTER OF ESTONIAN LANGUAGE RESOURCESThe Center of Estonian Language Resources is an infrastructure which will provideaccess to language resources and technologies for all researchers. To achieve this,the existing digital achieves will be interconnected and supplemented by languagetechnology tools as a web-based service which will use the archived/stored data.Language technology belongs to a keystrategic technology – info and communicationtechnology - of the EstonianRD&I Strategy 2007–2013 “KnowledgebasedEstonia”. Language technology isalso a key technology in the “Strategyfor the development of the Estonianlanguage” (2004-2010) and “Strategyfor the development of the Estonianlanguage” (2011-2017) under design.The strategy stipulates that Estonianlanguage technology researchers haveto participate in the internationaldivision of labour, to create open codeapplication whenever possible, and touse standard protocols and other standardizationmeasures for their languageresources and solutions.EXISTINGINFRASTRUCTURENational programme “Languagetechnology support for the Estonianlanguage” is funding Human LanguageTechnology related activities includingcreation of reusable language resourcesand development of essentiallinguistic software (up to the workingprototypes) as well as bringing therelevant language technology infrastructureup to date. Currently theprogramme funds research and developmentactivity in the following areas:speech synthesis and recognition,compilation of digital language corpora,Estonian emotional speech corpora,database of an Estonian–X dictionary,lexicographer’s workbench, machinetranslation, information dialogue, for research purposes, 3) a limitedlexical resources and tools, morphosyntacticand semantic analysis, language under certain restrictions. Restrictednumber of resources will be accessiblelearning, and language software for the access and the use of resources will beWeb. The resources and prototypes regulated by contracts either betweenfunded by the national programme are institutions or between an institutiondeclared public.and a user. The procedure for solvingNEW INFRASTRUCTURETo create a new infrastructure, it isnecessary to map the existing languageresources and to elaborate the registersand audit services. The auditing andauthorization of the users will takeplace on three levels: 1) free accesswill be guaranteed to a great numberof resources, 2) certain resources andcomputational power can be used onlyhttp://www.keeletehnoloogia.ee;CLARIN http://www.clarin.eu/legal issues will be elaborated and theBasic Language Resource Kit (BLARK)specified according to the internationalstandards, followed by the launch of thepilot center.PARTNERSHIPSThe project partners are the Universityof Tartu, the Institute of Cybernetics atTallinn University of Technology and theInstitute of the Estonian Language.
