Jal Nigam in Class-‘A’ category for " sewerage or "Turn-Key sewerage Project" shall be eligible to participate in tendering.3- In case the tender documents are delivered by post, same can be obtained by writing to the Executive Engineer,Maintenance Division, U.P. Jal Nigam, Agra who will dispatch the documents by Speed Post/Registered Mail onremittance of Rs. 300.00 + Service Tax (if applicable) as postal charge, but under no circumstances the departmentshall not be held responsible for the late delivery or loss of the documents so mailed NIT can also be seen on U.P.Jal Nigam web site www.upjn.org.4- A bid meeting to prove be clarifications, if any required by the interesting parties will be held at 11:00 am on02-05-2013 in the Office of The Chief Engineer (Agra Zone) U.P. Jal Nigam, Agra, in which prospective applicantsmay request clarification of the projects requirements the criteria for qualification. Attendance to this meeting isnot mandatory, but the bidders are recommended to attend the meeting Intending applicants may confirm theirparticipation by fax to The Executive Engineer, Maintenance Division, U.P. Jal Nigam, Agra, U.P. at least 2 daysbefore the meeting. The queries requiring clarifications shall preferably be received in writing by the ExecutiveEngineer 3 days prior to the date fixed for the clarification meeting. All such clarification shall be recorded and shallbe part of the this Pre qualification bid documents which shall be signed as token of acceptance by the authorizedrepresentative of the prospective applicant and shall be submitted by the applicant along-with their Prequalification documents as Annexure.5- Documents for Pre qualification bid accompanied with earnest money and technical bid must be received in sealedseparated envelopes named as ‘A’ and ‘B’ respectively in any of the offices mention in para-1 above latest by 03:00pm. On dated 08.05.2013Pre qualification bid for the each package shall be opened at 3:30 pm. on 09-05-2013 in the office of theDistrict Magistrate, Agra or officer authorized by him in the presence of intending bidders or their authorizedrepresentatives. The financial bid, shall be received only from pre-qualified/eligible declared bidder at a date to benotified to such bidders later on.6- The U.P. Jal Nigam reserves the right to accept or reject any bid without assigning any reason thereof and thedecision shall be final & binding.7- The quantum of work can vary to any extent.8- The tenderer's are advised to inspect the site of work before quoting the rates.9- If a holiday is declared on any of the above dates, then the stipulated action will be taken on the next working dayat the same time and venue.10- Remaining terms and conditions shall be those as contained in tender document.11- Earnest Money shall be pledged in the name of Executive Engineer, Maintenance Division, U.P. Jal Nigam, Agra inthe shape of FDR/CDR of Nationalized Bank. Conditional or tenders without or invalid earnest money will besummarily rejected.12- The bidder should have technical experience as under:Experience of having successfully completed works during the last 5 years ending last day of the monthprevious to the one in which applications are invited.(A) Three similar completed works of total cost not less than the amount equal to 40% of Estimated costor(B) Two similar completed works of total cost not less than the amount equal to 50% of Estimated costor(C) One similar completed works of total cost not less than the amount equal to 80% of Estimated cost14- Turn Over :-(a) Average annual turn over for works costing less than 25 crore should be at least 30% of the estimated cost of workor Rs. 7.50 crores, which ever is more during the last 3 years ending 31 st. March of the previous financial year.(b) During the last 3 years ending 31 March of the previous financial year and minimum 50% in any financial year.Solvency :-(i) The Contractor should have the solvency of the amount equal to 20% of the Estimated Cost of works orRs. 10 crores, whichever is more.(ii) For works costing less than 25 crore above the countractor should have the solvency of the amount equal to 40% ofthe estimated cost of works.15- The performance report of the contractor to be obtained by him from the authorized representative of the client inthe sealed cover and to be enclosed with pre-qualification document. Before taking the final decision on thematter, the authority competent for Pre-qualification may inspect the works of those applicants who otherwise prequality or confidentially obtain reports from their clients.16- An undertaking on non-judicial stamp paper for value of Rs 100/- will have to be given along with tender, statingthat earnest money may be forfeited in case of withdrawal of bid.17- The rates quoted by firms/tenderers for the works shall remain good for acceptance by competent authority forFour Calendar Months from the date of opening of tenders.18- Envelope having earnest money, experience, solvency, turnover and technical & specification etc. will be openedfor pre-qualification bidding and envelope II of having only financial portion of the bid shall be opened only ofthose bidders who will qualify the pre-qualification process.( S.K.
