PrefaceThe present study of "Knowledge and People's Power" was conceived withinthe framework of the Participatory Organisations of the Rural Poor (PORP)Programme of the International Labour Office, the purpose of which is tocontribute to a better under standing of the peasant classes and the furtheringof their participation in the development processes through self-reliant formsof organisation. Two of the main components of this programme concern theneed for participatory research and technical cooperation with nationalagencies to stimulate and promote this type of initiative.The subject of the present study is pertinent in relation to two ILOinstruments. The Rural Workers' Organisation Convention, 1975 (No. 141),and ' Recommendation, 1975 (No. 149). Both emphasise the need for accessto first hand information on the obstacles confronting the establishment ofpeople's organisations and the opportunities for their development. This time,the processes are examined in the light of the knowledge-making efforts andmethodology known- as participatory-action research (PAR), which isopening up encouraging perspectives. The World Employment Programmehas already sponsored work in this field, especially in Asia, and variousbooks and papers have appeared on the subject. Now we have thismonograph on Latin America in which the PAR methodology has acquiredgreater maturity through the development of systematic procedures forworking with peasant communities whilst respecting their autonomy andcreative capacities.The resulting study-a synthesis of participatory experiences in Colombia,Mexico and Nicaragua-makes a major contribution not only to our knowledgeand understanding of grass-roots processes but also to the ways in whichparticipatory investigations can be pursued in different socio-politicalcontexts. It offers an alternative to the formal practices of academic researchand participation imposed from above, which have not always resulted insubstantial social change.7
