MALTA
Mr. Herald Bonnici, Director General (Financial Policy & Management). Financial Policy &
Management Division. Ministry of Finance, the Economy and Investment. Mr. Herald Bonnici was
appointed Acting Director General (Financial Policy & Management) in January 2011, holding the
position of Director (Financial Policy & Analysis) within the same Ministry since December 2006.
He acts as adviser to the Minister and Permanent Secretary on policies related to public finances.
The division’s functions impact wholly on the budgetary process with revenue estimated to reach
€3.4 billion in 2011, recurrent expenditure and public debt servicing estimated to reach €2.8
billion and capital expenditure is estimated to reach €446.0 million in 2011. Mr. Herald Bonnici
represents Government on the Financial Services Committee, which was set up by the Ecofin
Council and the Investment Facility Committee which was set up by European Investment Bank.
He also acts as Chairman of the Transfer of Residence Exemption Board and leads a task group
responsible for Government occupational codes.
