INTRODUCTION<br />

The Workshop on the<br />

“Development of Photovoltaics<br />

in the European Union New<br />

Member States” will be a joint event<br />

for members of Parliaments and<br />

Governments, energy regulation<br />

authorities, operators and distributors<br />

from 12 EU NMS (Bulgaria, Cyprus,<br />

Czech Republic, Estonia, Hungary,<br />

Latvia, Lithuania, Malta, Poland,<br />

Romania, Slovakia, Slovenia and,<br />

representatives of world’s photovoltaic<br />

industry, R&D institutions and<br />

consultant companies.<br />

The Workshop on the economic,<br />

policy, financial, etc. aspects of<br />

PV will be side event of Intersolar<br />

Trade Fair Munich. The scope of this<br />

Workshop will pave the way for wider<br />

endorsement of the PV technology’s<br />

potential, raise interest, awareness<br />

and competence of PV applications,<br />

assuring right place of PV in the<br />

National Action Plans for RES,<br />

overcoming the prejudice towards<br />

grid-connected PV installations,<br />

understanding how to handle PV<br />

with balanced and logical decisions<br />

without preconceived notions and/<br />

or based on misleading information.<br />

The involvement of institutions/<br />

companies (EPIA, Schott Solar,<br />

Sharp, Fraunhofer ISE Freiburg,<br />

BSW-Solar) with the experience<br />

in similar initiatives could help<br />

transfer know-how and information<br />

especially on the development of<br />

strategies and support to national<br />

authorities; to envisage advising<br />

tasks on PV market issues and in<br />

particular on national action plans<br />

and support mechanisms.<br />

The Workshop is organized in<br />

frame of the project PV-NMS-NET:<br />

Development of Photovoltaics in<br />

the EU New Member States. The<br />

project is funded by EACI under<br />

the Intelligent Energy Europe<br />

Framework Program.<br />

Lars Waldmann<br />

Lars Waldmann studied sociology (M.A.)<br />

and economic sciences (bac.oec.) at the<br />

University of Augsburg. He began his<br />

professional career at OTTI ENERGIE-<br />

Kolleg in 1994, where he was responsible<br />

for public relations work that pertained to<br />

symposia on photovoltaics, solar thermal<br />

and geothermal, among other fields.<br />

From 1994 until 2002, he worked as an<br />

editor for Pro7, among others, and as<br />

a public relations consultant for the<br />

Green Economy Network, an initiative<br />

of the Bavarian state branch of<br />

Bündnis90/Grünen.<br />

Waldmann joined the photovoltaics<br />

industry in 2002 and was responsible for<br />

marketing and sales of solar modules as a<br />

Key Account Manager for Europe, Asia and<br />

Africa at RWE SCHOTT Solar GmbH.<br />

Then, he switched to press and public<br />

relations work. Waldmann has been<br />

Public Relations Manager for SCHOTT<br />

Dr. Winfried Hoffmann, He graduated in physics and did his PhD-thesis in biophysics.<br />

He joined the just formed photovoltaic R & D group for thin film solar cells of NUKEM in 1979.<br />

He served as Managing Director of ASE GmbH in 1994. In October 2002, the RWE SCHOTT Solar<br />

GmbH was formed, where he served as Chairman of the Board. Effective in 2005 the company<br />

was renamed SCHOTT Solar GmbH where he was Member of the Management Committee. In 2007<br />

he joined Applied Materials to become Chief Technology Officer and Vice President of the Solar<br />

Business Group and member of the Management Board of the German based Applied Materials<br />

GmbH. From November 2010 he serves as consultant to the solar business of Applied Materials.<br />

(BSW-Solar) Energieforum. Thomas Chrometzka studied Political Science with a focus on<br />

International Relations with Minors in Communication and Social Anthropology at the Westfälische-<br />

Wilhelms University in Münster, Germany and Macquarie Unversity in Sydney, Australia. In 2006 he<br />

graduated and holds a Master in Political Science. After his graduation he was Programme Manager<br />

of the „European Master in Renewable Energy“, a study <strong>program</strong>me administered by the “European<br />

Renewable Energy Research Centres Agency” (EUREC) in Brussels in 2007. Later that year he moved<br />

to the German Solar Industry Association in Berlin where he took up the job as International<br />

Affairs Officer. At BSW-Solar, Thomas worked on European projects, solar policy analysis and global<br />

PV market development. In 2009, Thomas became Head of International Affairs at BSW-Solar,<br />

responsible for promoting the German Solar Industry abroad and contributing to creating favorable<br />

framework conditions for solar globally. For BSW-Solar he is responsible for the development of an<br />

export strategy of the German solar industry in cooperation with the German Ministry of Economy<br />

(BMWi). Furthermore, Thomas coordinates the European funded project “PV LEGAL” aiming at<br />

appointed Acting Director General (Financial Policy & Management) in January 2011, holding the<br />

POLAND<br />

Prof. Maciej Nowicki, Polish ecologist, scientist and social activist. He held twice the<br />

position of Minister of the Environment: (1991), (2007 – 2010). In 1992 he has created Fund<br />

EkoFundusz, dedicated to eco-conversion of the Polish debt on actions to protect the environment<br />

in Poland. Thanks to this the amount of $600 million was directed to investment projects in the<br />

areas of air protection, waste management, water and sewage management. In 1996 he was<br />

awarded Europe’s highest award “Der Deutsche Umweltpreis” (so-called “eco-nobel”) in the<br />

environmental protection. The money from this award (350 000 DM) he earmarked for setting up<br />

a Foundation of Nowicki for young scientists. He is the author of over 170 publications and six<br />

books on environmental protection and sustainable development.<br />

Dr. Jan Rączka, is the President of the National Fund for Environmental Protection and Water<br />

Management (NFOSiGW) from 2008. He worked in the European Bank for Reconstruction and<br />

Development, the Stefan Batory Foundation and the University of Warsaw. NFOSiGW forms the<br />

backbone of the system for financing environmental protection projects. It finances tasks relating<br />

to environmental protection and water management from its own funds and from monies otherwise<br />

obtained. The National Fund is the largest institution in Poland that cooperates with international<br />

financial partners and handles foreign funds designated for environmental protection. National<br />

Fund has taken over the responsibility for the use of EU subsidies for flood control infrastructure,<br />

Dr. Stanislaw M. Pietruszko, Stanislaw M. Pietruszko is the initiator of the Centre for<br />

Photovoltaics at the Warsaw University of Technology and the President of the Polish Society<br />

for Photovoltaics. He is also Member of the Steering Committee of the European Photovoltaic<br />

Technology Platform. His 32-years scientific career in PV is focused on research on thin film<br />

amorphous silicon solar cells and thin-film transistors, PV modules and systems. More than 150<br />

PROJECT<br />

The project PV-NMS-NET was<br />

build on previous initiatives at<br />

European level, first-of-all on PV-<br />

NAS-NET and partially on PV Catapult<br />

and complementary to other activities<br />

on the fields of PV like and European<br />

Photovoltaic Technology Platform.<br />

The most important for PV-NMS-NET<br />

are recommendations and conclusions<br />

of PV-NAS-NET. PV-NAS-NET has<br />

aimed at increasing efficiency and<br />

coherence of the RTD <strong>program</strong>mes<br />

supporting photovoltaic solar energy<br />

in European Union.<br />

The main assumptions of the project<br />

have been targeted at strengthening<br />

the links between PV RTD institutions<br />

from the Newly Associated States and<br />

the Member States of the European<br />

Union, what have coincided well<br />

with the approach described in the<br />

Commission communication “Towards<br />

a European Research Area”. Defining<br />

the legal, financial and political<br />

environment concerning PV in NAS,<br />

comparing it with the EU members and<br />

continuous exchange of information<br />

have been the main measures<br />

effecting in setting out a new<br />

strategy of PV improvement and<br />

preparing the recommendations<br />

for European Commission and<br />

national governments.<br />

In effect the project has been<br />

helpful to improve NAS, and<br />

EU PV RTD <strong>program</strong>mes by<br />

strengthening the European PV<br />

RTD base and its impact on the<br />

European PV industry.<br />

The activities of the PV-NAS-<br />

NET project brought the report<br />

on “Status of Photovoltaics<br />

and Recommendations for PV<br />

Development in the European<br />

Union New Member and Candidate<br />

States” which is a review of<br />

PV RTD, demonstration and<br />

dissemination activities in the<br />

NM&CS. This document was<br />

a pioneering study concerning<br />

state-of-the-art of photovoltaics<br />

in EU NM&CS and it was a base for<br />

benchmarking which provided<br />

an input to recommendations<br />

to NM&CS governments and the<br />

European Commission. Project<br />

prepared Status of PV in NM&CS<br />

twice in 2003 and 2004.<br />

The reports on activities in 2005,<br />

2006 and 2007 were done thanks<br />

to maintaining the old <strong>net</strong>work.


PV-NMS-NET – Supporting<br />

Development of Photovoltaics in<br />

the EU New Member States Network project<br />

was created on the ground of European initiatives<br />

in order to contribute to achieving the objectives of EU energy<br />

policy and to implementing the Lisbon Agenda, especially in the<br />

European Union New Member States. It will generally contribute<br />

to use of RES (notably PV) in electricity production which will<br />

cause a secure, sustainable and competitively priced energy<br />

development in Europe, environmental protection and economic<br />

cohesion.<br />

THE MAIN AIM OF THE PROJECT IS: to increase solar energy<br />

application in production of electricity in EU (mainly in NMS)<br />

to contribute sustainable energy development by tackling nontechnical<br />

barriers with a view to reducing energy consumption and<br />

CO2 emissions.<br />

THE SPECIFIC AIMS ARE:<br />

► to develop of methodology, the means and instruments to<br />

follow up, monitor and evaluate the impact of the measures<br />

adopted by the NMS in the PV fields;<br />

► to contribute transparency, reliability and cohesion of legal<br />

framework conditions of PV development and implementation;<br />

► to rise awareness about PV among decision makers, regulators<br />

and utilities in NMS to integrate PV into their economies;<br />

► to maintain co-operation between national PV activities in NMS<br />

and EU15 shaping a common vision for the development of PV.<br />

The origins of Polish universiti es<br />

of technology go back to the<br />

XVIIIth century. In Poland, the fi rst<br />

multi disciplinary university of technology<br />

was the Preparatory School for the Insti tute<br />

of Technology, which was opened on<br />

� e Cyprus Institute of Energy (CIE) was established<br />

in 2000 by the Minister of Commerce, Industry and Tourism<br />

as a non-governmental organization in accordance with the<br />

provision of � e Societies and Institution Law 1972 (57/1972).<br />

The Malta Resources Authority (MRA) is a public corporate body with regulatory responsibiliti es relati ng to water,<br />

energy and mineral resources in the Maltese Islands. It was set up by the Maltese Parliament through the Malta<br />

Resources Authority Act of 2000. Arti cle 4 of the MRA Act establishes the functi ons of the Authority and gives wide<br />

PERSPECTIVES IN THE EUROPEAN UNION NEW MEMBER STATES<br />

Development of Photovoltaics<br />

in the European Union New Member States<br />

The scope of this Conference is on economic, policy, fi nancial aspects of<br />

photovoltaics. The Conference will pave the way for wider endorsement of<br />

the PV technology’s potential, raise interest, awareness and competence<br />

of PV applications, assuring right place of PV in the National Action Plans<br />

for RES, overcoming the prejudice towards grid-connected PV installations,<br />

understanding how to handle PV with balanced and logical decisions<br />

without preconceived notions and/or based on misleading information.<br />

Institutions/companies involved in the World’s photovoltaics with<br />

the experience in similar initiatives could help transfer know-how and<br />

information especially on the development of strategies and support to<br />

national authorities; to envisage advising tasks on PV market issues and in<br />

particular on National Action Plans and support mechanisms.<br />
