A hazardous designationwould add huge costs to consumer electricbills. It would also eliminate beneficial coal ashrecycling.To those in the road and bridge constructionindustry, coal ash is not viewed as waste,but as a "material waiting to be made into a greatproduct."¹ It is commonly found in concrete,brick, block and grout production or embankmentstabilization. It has also been used as an additive toasphalt and in salt/beet de-icing materials.The <strong>Co</strong>al Residuals Reuse and ManagementAct, H.R. 2273, would prevent the EPA fromregulating coal ash as hazardous, provide regulatorycertainty, and protect the beneficial use ofcoal ash.Over the past two weeks, more than 6,100co-<strong>op</strong> leaders made their voices heard on CapitolHill. And 650 of those voices were from Missouri.No one boarded a plane and very few called theirlocal <strong>Co</strong>ngress person, so how did this work?NRECA sent out a Take Action NetworkAlert to every state regarding H.R. 2273. Withthis alert, NRECA sent a direct link to the TakeProtect Your<strong>Co</strong><strong>op</strong>erativeAction web site. The web site included detailson the issue and an email form page that wouldallow any co<strong>op</strong>erative member or employeeto quickly and easily send a message to their<strong>Co</strong>ngress person asking for support. The legislationpassed the House of Representatives with abipartisan vote of 267-144. Missouri’s delegationwas split upon party lines with a vote of 6 to 3.If H.R. 2273 passes in the Senate as well, itwould prevent the EPA from defining coal ashand coal combustion by-products as hazardouswaste. This legislation is extremely crucial toMissouri due to our plants at Thomas Hill andNew Madrid, as well as the many cities/countiesthat depend on coal ash in road construction andmaintenance projects.The Senate may begin debate on H.R. 2273as early as next week.
