GENERAL REGULATIONSThe <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong> <strong>of</strong> Budapest will be conducted inaccordance with the <strong>ISU</strong> Constitution and General Regulations 2008, the <strong>ISU</strong> Special Regulationsfor Single & Pairs 2008, the <strong>ISU</strong> Special Regulations for Ice Dance 2008, the <strong>ISU</strong> Technical RulesSingle and Pair <strong>Skating</strong> 2008 and <strong>ISU</strong> Technical Rules Ice Dance 2008, and the relevant <strong>ISU</strong>Communications.Participation in the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong> <strong>of</strong> Budapest is open to allCompetitors who belong to an <strong>ISU</strong> Member, and qualify with regard to eligibility according to Rule102, provided their ages fall within the limits specified in Rule 108, paragraph 2 c) and they meetthe participation, citizenship and residency requirements in Rule 109, paragraphs 1 through 5 and<strong>ISU</strong> Communication 1420.In accordance with Rule 109 <strong>of</strong> the <strong>ISU</strong> General Regulations and <strong>ISU</strong> Communication 1420 allSkaters who do not have the nationality <strong>of</strong> the Member by which they have been entered or who,although having such nationality, have in the past represented another Member, must produce an<strong>ISU</strong> Clearance Certificate. Passports <strong>of</strong> all Skaters, as well as the <strong>ISU</strong> Clearance Certificate, ifapplicable, must to be presented at the accreditation <strong>of</strong> the event for verification.All competitors must be entered through their respective Member Federation.With reference to the Announcement <strong>of</strong> the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong>/2010 thelist <strong>of</strong> <strong>ISU</strong> Members invited for participation with the quota in each discipline as mentioned in theannex <strong>of</strong> this announcement must be observed.2. Thearrangement <strong>of</strong> the chosen music should give a genuinefeel for folk/country dance. For the chosen type, there areno restrictions on the number <strong>of</strong> musical selections.Although the dance may consist <strong>of</strong> different musicalselections – fast and/or slow – there must be a consistenttheme based on a specific country or region.Vocal music is permitted. Variations <strong>of</strong> tempo within oneselection <strong>of</strong> music is permitted. ENTRIES3.1 Entries by NumberIn accordance with the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong>/2010 announcement the rightto enter competitors is limited for each <strong>ISU</strong> Member. The individual quota as well as the <strong>of</strong>ficial“Entry Forms by Number” is included in the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong>/2010general announcement package. The entries by number indicating the number <strong>of</strong> Skaters/Couplesin the disciplines concerned must be submitted not later than June 15 th , <strong>2009</strong> at the latest, to the<strong>ISU</strong> Secretariat, to the Chair <strong>of</strong> the Sports Directorate, Mr. Peter Krick and to the <strong>ISU</strong> EventCoordinator, Mr. Mario Meinel simultaneously, their participants by number for all eight events <strong>of</strong>the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong>.The Members must also announce by June 15 th , <strong>2009</strong> the disciplines and/or the events in whichthey are originally entitled to enter participants but do not use this right.Members announcing the events and disciplines after the above-mentioned deadline may lose theright to participate in the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong>.Paragraph 2 <strong>of</strong> the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong>/2010 general announcementregulates additional entries.3.2 Entries by Name3.2.1 GeneralEntries must be accompanied by the <strong>of</strong>ficial "<strong>ISU</strong> Declaration Form” as per Rule 131. Entries byfax or e-mail must be confirmed by a letter sent out simultaneously to the Organizers (Rule 115,paragraph 5).The completed Declaration Form must be signed by the competitors and also by all <strong>of</strong>ficials(including team <strong>of</strong>ficials) appointed by the Member serving at an <strong>ISU</strong> Event (Judges, TeamLeaders, and also those Coaches, Choreographers, Team Medical Doctors, Physiotherapists,Team Officials who are requesting accreditation for the Event).In case <strong>of</strong> competitors who are not full <strong>of</strong> age (under 18), such Declaration must be co-signed by atleast one <strong>of</strong> the parents or other guardian at law.Each Entry Form and Declaration Form must be signed by an authorized <strong>ISU</strong> MemberRepresentative such as President, General Secretary, Executive Director, CEO (Rule 104,paragraph 4).For more details please refer to Rules 115, 131, 378 and <strong>ISU</strong> Communication No. 1523 or anyupdate <strong>of</strong> this Communication.

Entries by e-mail and fax must be confirmed by a letter to the Organizers sent outsimultaneously (Rule 115, para 5).3.2.2 Entries <strong>of</strong> JudgesEach participating <strong>ISU</strong> Members may nominate one Judge and one substitute Judge for one eventin which the Member has Competitor(s) entered. If an <strong>ISU</strong> Member has entries in one single eventand the ice dance event or has entries in three categories, this Member has the right to enter asecond Judge. It is recommended that the second Judge, if possible, has the qualification for IceDance.If the number <strong>of</strong> entered Judges is too high, the <strong>ISU</strong> <strong>Figure</strong> <strong>Skating</strong> Event CoordinationGroup may reduce on a short notice the number <strong>of</strong> accepted Judges per <strong>ISU</strong> Member.Possible cancellations <strong>of</strong> acceptance will follow a strict policy.Please observe the restrictions concerning the selection <strong>of</strong> Judges within the events <strong>of</strong> the <strong>ISU</strong><strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> 2008/<strong>2009</strong> that no Judge may serve in more than three <strong>ISU</strong><strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> events (<strong>Figure</strong> <strong>Skating</strong> and Ice Dance not separated).The <strong>of</strong>ficial entry form for Judges must reach the Organizing Committee, the <strong>ISU</strong> Secretariat andthe Chair <strong>of</strong> the <strong>ISU</strong> Sports Directorate, Mr. Peter Krick (addresses see above), not later than 31days prior to the first day <strong>of</strong> competition: July 26 th , <strong>2009</strong>.Each panel <strong>of</strong> Judges will consist <strong>of</strong> a maximum <strong>of</strong> 9 Judges but with a minimum <strong>of</strong> 7 Judges, ifpossible.


<strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong>/2010 - <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> BudapestIn case that there are more Judges attending the event than required to compose the panels <strong>of</strong> 9Judges, the <strong>ISU</strong> together with the Organizing Member may decide to seat Judges for the secondsegment which have not been drawn for the first segment in the category in question.The panel for the second segment (Free <strong>Skating</strong> / Original Dance) will in this case be completed bya draw between Judges serving in the first segment <strong>of</strong> the category in question. In case <strong>of</strong> the FreeDance there will be a free draw amongst all Judges serving in the first two segments.Entries must be made by the Member concerned and must be forwarded by letter, fax or electronicmail. Entries by e-mail and fax must be confirmed by a letter to the Organizers sent outsimultaneously (Rule 115, para 5).3.2.3 Entries <strong>of</strong> Team MembersOfficial entries <strong>of</strong> Team Leaders, Assistant Team Leaders, Team Officials, Team Medical Staff andCoaches and the partner or relative <strong>of</strong> a Judge will be accepted. Accreditation will be provided tothose who are <strong>of</strong>ficially accepted by the Organizer.Please be advised that only one Coach per Skater will be accredited. An Assistant Team Leaderwill be accepted for Teams having six (6) and more Skaters. Only two Team Officials <strong>of</strong> eachMember, including the Member President provided that they are Council Members, TechnicalCommittee Members or Members <strong>of</strong> the Head Office <strong>of</strong> their Federation, will be accredited. Notmore than one (1) Team Doctor and one (1) Team Physiotherapist will be accepted as the TeamMedical Staff, for which the organizer requests the right to have a medical certification (document)presented before accreditation. An accompanying person to a Judge will only be accepted foraccreditation if this person is a partner in live or a relative to the Judge. The Member Federationsguarantee that the requested accreditation <strong>of</strong> Team Members will correspond to their functionwithin the team.The names <strong>of</strong> all team members must be listed on the Entry Form “Composition <strong>of</strong> Delegation”.Entries must be made by the Member concerned and must be forwarded by letter, fax or electronicmail. Entries by e-mail and fax must be confirmed by a letter to the Organizers sent outsimultaneously (Rule 115, para 5).4. MEALS, LODGING and TRAVEL EXPENSESThe organizers will provide and cover the expenses for rooms and meals for all Competitors andJudges participating, beginning with dinner on Tuesday, August 25 th , <strong>2009</strong> until breakfast onSunday, August 30 th , <strong>2009</strong>.Should any Competitor or Judge arrive at the hotel before or stay longer than the period describedabove, their room costs and expenses will be the responsibility <strong>of</strong> the individual and must be paidon arrival for the Organizing Committee at accreditation.The organizer will provide and cover the expenses for rooms and meals also for the Referees, theTechnical Controllers, the <strong>ISU</strong> Coordinator for the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong>, the <strong>ISU</strong>Event Coordinator, the <strong>ISU</strong> Event Coordinator Assistant, the <strong>ISU</strong> Video Specialists, theCameraman, the Technical staff <strong>of</strong> ST-Sportservice GmbH and the Anti Doping Control Team


<strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong> <strong>Skating</strong> <strong>2009</strong>/2010 - <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> Budapestduring the same period as indicated for the competitors. If any longer period is agreed upon withthe Organizing Committee, the period <strong>of</strong> coverage will be prolonged as agreed.The costs for rooms and meals for the Technical Specialists, the Data Operators and the VideoReplay Operator will be covered by the Organizing Committee and reimbursed by the <strong>ISU</strong>.The Organizing Committee will cover the costs for travel expenses for the Technical Controllersand the Anti-Doping Control Team.All extra expenses (e.g. phone calls, mini bar consumption etc.) incurred by any Team Member orany kind <strong>of</strong> Official will be the responsibility <strong>of</strong> that person and must be paid prior to departure atthe hotel reception.The Judges, the Referees, the Technical Controllers, the Technical Specialists and the Data- andReplay Operators will receive remuneration in accordance with <strong>ISU</strong> Communication No. 1401,paragraph I (or any update <strong>of</strong> this Communication). Only hard currencies are acceptable. Theremuneration will be paid upon accreditation. The <strong>ISU</strong> will reimburse the total relevant costs uponreceipt <strong>of</strong> an invoice stating the number (including names) <strong>of</strong> the acting <strong>of</strong>ficials and their signature.5. PRACTICEOfficial practice for Competitors begins on Wednesday, August 26 th , <strong>2009</strong>. The detailed schedulewill be issued at the time <strong>of</strong> registration. According to <strong>ISU</strong> Regulations 540 paragraph 4 and 634paragraph 4 no competitor/couple may practice in a rink other than the <strong>of</strong>ficial rink or rinks afterbeen accredited through the Organizing Committee.6. MUSIC / PLANNED PROGRAM CONTENTAll Competitors shall furnish competition music <strong>of</strong> excellent quality on CD or MD format, inaccordance with Rule 343, paragraph 1. A list <strong>of</strong> titles, composers and orchestras <strong>of</strong> the music tobe used for the Short Program and Free <strong>Skating</strong> Program for Single and Pairs, for the Original andFree Dance Program for Ice Dance and for the Exhibition must be listed for each Competitor on the<strong>of</strong>ficial Music Selection Form and attached to the <strong>of</strong>ficial Entry Form for Competitors.In accordance with Rule 343, paragraph 1, all discs must show the Competition event,Competitor’s name, the Nation and the exact running time <strong>of</strong> the music (not skating time) includingany starting signal and must be submitted at the time <strong>of</strong> registration. Each program (short program,free skating, original dance, free dance) must be recorded on a separate disc. In additioncompetitors/couples must provide a back-up drive for each program.If music information is not complete and cassettes or discs not provided, accreditation will not begiven.With the entry forms, the “Program Content Sheet” must return to the Organizing Committee intime. It is mandatory that the Program Content Sheet must be filled in precisely by eachSkater/team in English using the terminology for the elements listed in the respective <strong>ISU</strong>Communication.

ARRIVAL OF PARTICIPANTS / TEAMSAll Referees, the Technical Panel (Technical Controller, Technical Specialists, Video- and DataOperator) Judges, Competitors, Team Leaders, Team Officials, Team Medical Staff and Coachesas well as the <strong>ISU</strong> Doping Control Team taking part in the competition are requested to announceto the Organizing Committee as soon as possible but no later than Wednesday, August 12 th ,<strong>2009</strong>, the name <strong>of</strong> the airlines, flight numbers, dates and times <strong>of</strong> arrival at the Budapest,Ferihegy Airport or any other information concerning transportation and arrivals. The <strong>of</strong>ficial“travel form” should be used.The nearest airport in Budapest is Ferihegy Airport (BUD) with a distance <strong>of</strong> 10 km to the <strong>of</strong>ficialhotel. The Organizing Committee provides a bus shuttle to meet the teams on arrival. Pleaseaccept that we have to ask for a transportation fee from all persons participating in this shuttleservice.Please be so kind to inform the Organizing Committee together with your entry whether you will beusing the transportation <strong>of</strong>fered.8. ACCREDITATIONThe <strong>of</strong>ficial accreditation is planned at Danubius Hotel Arena upon arrival.Accreditation as a Team Member will be given to all entered Judges, Competitors and one Team-Leader per participating team, one Coach per Competitor, a maximum <strong>of</strong> two Team Officials <strong>of</strong> <strong>ISU</strong>Members (including the Member President), provided that they are Council Members, TechnicalCommittee Members or Members <strong>of</strong> the Head Office <strong>of</strong> their Federation and a maximum <strong>of</strong> twomedical persons. Accreditation will only be granted to persons in those various functions if <strong>of</strong>ficiallyentered and named through their National Association. The <strong>ISU</strong> Member certifies with thesigned entry form the indicated functions within the team <strong>of</strong> all team members. Any misuse<strong>of</strong> any function will be sanctioned by the <strong>ISU</strong>/OC.Accreditation will be given to appointed <strong>ISU</strong> Event Officials, <strong>ISU</strong> Office Holders and Guests.Chaperons will not receive accreditation. The Team Leader may request “bus permits” for the<strong>of</strong>ficial registered Chaperons to join the <strong>of</strong>ficial shuttle bus system <strong>of</strong> the Organizing Committee.10. Such an event will however count as one participation but without receivingcredit in the ranking order. Only a second participation in another "<strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong> <strong>of</strong> <strong>Figure</strong><strong>Skating</strong> event" is possible.13. PRIZE MONEYPrize Money will be awarded to each medal winner for each category as follows:Men and LadiesIce Dance1st place US$ 2.000,00 US$ 3.000,002nd place US$ 1.500,00 US$ 2.250,003rd place US$ 1.000,00 US$ 1.500,00The individual prize money will be transferred to the National Association concerned immediatelyafter the conclusion <strong>of</strong> the event.The prize money may be reduced or completely withheld if a Skater/Couple:i) will not participate in the final exhibition gala <strong>of</strong> the Event concerned with at leastone exhibition number (show dance or similar) plus an encore if so requested (notcompleted or fractures <strong>of</strong> programs are not considered to be sufficient. A Short Program,Original Dance or a Free Program/Free Dance or a part <strong>of</strong> a competition program inanother costume or skated to another music is also not considered a “show dance”).ii) do not attend the press conference after his/her/their event if any is organized.iii) do not take part in social events if asked by the <strong>ISU</strong> and/or the organizer.The decision to reduce or withhold the prize money can only be made by the <strong>ISU</strong> CoordinationGroup in consultation and with the agreement <strong>of</strong> the <strong>ISU</strong> Coordinator for the <strong>ISU</strong> <strong>Junior</strong> <strong>Grand</strong> <strong>Prix</strong><strong>of</strong> <strong>Figure</strong> <strong>Skating</strong>.The withholding taxes, if any, will be deducted according to the individual government's law.14. <strong>ISU</strong> WORLD STANDINGSWorld Standing points will also be awarded according to the “World Standings Procedure”, that canbe found on the <strong>ISU</strong> website (www.isu.org) under Single & Pairs/Ice Dance – World Standings.15. ANTI-DOPING CONTROLSThe Anti-Doping tests will be conducted in accordance with the current <strong>ISU</strong> Anti-Doping Rules &Procedures (<strong>ISU</strong> Communications No. 1546 and 1547 or any further update <strong>of</strong> thisCommunication).The tests will be taken from each first placed Skater/Couple. In case <strong>of</strong> a Couple it will bedetermined by draw whether the Lady or the Man <strong>of</strong> the first placed Couple will be tested.One Skater from the remainder <strong>of</strong> the Skaters shall be selected by random draw in Men, Ladies,Pairs and Ice Dance. In case <strong>of</strong> a Couple it will be determined by draw whether the Lady or theMan will be tested.


16. INSURANCE / LIABILITYIn accordance with Rule 119, it is the sole obligation <strong>of</strong> each Member participating in <strong>ISU</strong> Events,to provide medical and accident insurance for their athletes, <strong>of</strong>ficials and all other members <strong>of</strong> theMember’s team. Such insurance must assure full medical attendance and also the return <strong>of</strong> the illor injured person to the home country by air transport or by other expeditious. It is an internalmatter <strong>of</strong> each <strong>ISU</strong> Member to decide the issue who shall pay the premium for such insurance.The <strong>ISU</strong> assumes no responsibility for or liability with respect to bodily or personal injury orproperty damage incurred in connection incurred by Competitors and Officials.17.
