教 育 服 務Educational Services教 育 事 務 部Education Affairs Department教 育 事 務 部 負 責 推 展 本 局 的 教 育 服 務 。 作 為 本 局 屬下 教 育 服 務 單 位 的 支 援 、 統 籌 及 監 管 部 門 , 本 部 致力 確 保 各 單 位 提 供 優 質 教 育 服 務 及 善 用 資 源 , 為 社會 培 育 人 才 , 並 協 助 各 單 位 發 展 校 本 優 勢 。The Education Affairs Department (EAD) supports, coordinates andmonitors the Kuk’s educational services units to ensure that qualityeducation is provided with resources well deployed, and all are supportedin their effort to build on their specific strengths.本 局 教 育 服 務 單 位 包 括 社 區 書 院 、 預 科 書 院 、 獨 立優 質 私 校 、 資 助 中 學 、 直 資 中 學 、 資 助 小 學 、 直 資小 學 、 幼 稚 園 、 特 殊 學 校 附 連 宿 舍 、 夜 校 、 教 育 服務 中 心 、 英 語 學 習 中 心 、 圖 書 館 暨 教 案 資 源 中 心 、學 前 教 育 服 務 中 心 、 教 育 研 究 及 測 試 中 心 、 中 央 電視 台 及 領 袖 紀 律 訓 練 營 。 屬 校 教 職 員 約 四 千 零 七 十人 , 學 生 人 數 共 約 四 萬 五 千 人 。The Kuk’s educational services units include a community college, sixthform colleges, a quality private independent school, aided secondaryschools, Direct Subsidy Scheme secondary schools, aided primaryschools, Direct Subsidy Scheme primary schools, kindergartens, specialschools with boarding facilities, evening schools, education servicescentres, English learning centres, Central Library cum Resource Centre,Pre-primary Education Services Centre, Education and Research TestingCentre, Central Campus TV and Leadership Camp. These two funds, which have been well-receivedby teachers, students and parents, have in this term allocated over $14million in sponsoring a total of 42 projects.未 來 發 展為 加 強 學 校 管 理 的 透 明 度 及 提 升 學 校 的 管 治 素 質 ,本 局 已 有 二 十 所 屬 校 成 立 法 團 校 董 會 , 年 內 將 續 有二 十 六 所 屬 校 相 繼 成 立 法 團 校 董 會 。 本 局 亦 鼓 勵 註冊 校 董 參 加 校 董 培 訓 課 程 , 深 入 了 解 作 為 校 董 的 角色 和 責 任 。Future DevelopmentTo enhance the transparency and quality of school management, 20schools have already set up their Incorporated Management Committees(IMC) and 26 schools will soon follow. 2. 學 業 成 績本 年 度 屬 下 中 學 於 各 公 開 考 試 均 取 得 優 異 的 成 績 :香 港 高 級 程 度 會 考 科 目 的 平 均 合 格 率 為 百 分 之 八 十八 點 一 , 優 良 率 為 百 分 之 三 十 七 點 八 五 ; 而 高 級 補充 程 度 會 考 科 目 的 平 均 合 格 率 為 百 分 之 九 十 一 點四 二 , 優 良 率 為 百 分 之 三 十 四 點 九 四 ; 當 中 五 十 四名 學 生 考 獲 三 優 或 以 上 的 優 異 成 績 , 包 括 七 名 四 優生 。2. Academic ResultsIn 2011, our S7 students achieved outstanding results in the HongKong Advanced Level Examination, with a passing rate of 88.1%, and37.85% attaining credits and distinctions. Facilities ImprovementWith the support of the Po Leung Kuk Li Shiu Chung Education Fund,our schools continue to improve the learning environment and upgradetheir facilities. Po Leung Kuk No 1 WH Cheung College, Po Leung KukCentenary Li Shiu Chung Memorial College and Po Leung Kuk Tang YukTien College have each built a new multi-purpose teaching block toprovide more teaching space. The 3 annexes were completed and putto use in September 2011. Highlights of the YearInspiring Potential ProgrammeSince its launch in the 2009/2010 school year, the gifted programme‘Inspiring Potential Programme’ has been held for the third year. In thefirst two years, teachers from nine and seven of our primary schoolsattended workshops and received enhancement training for 55 hoursand 13 hours respectively. Besides, altogether 40 principals and teachersvisited three primary schools and a university in Taipei, Taiwan during anExchange Programme in December 2010, for the purpose of enhancingtheir school-based effort on the development of gifted education. By now we have reached Phase III ofthe project and there are altogether 15 participating schools. The projectfocuses on the Science Education key learning area (KLA) at the primarylevel. Through an online learning system, together with learning-abilityindicators, teachers could identify and assess their students’ performance.This would also help teachers adjust their teaching to improve students’learning outcomes. Representatives from EDB’s Quality Education Fundconducted two on-site visits so as to better understand the progress ofthe project. They also expressed appreciation of our commitment andachievements in the promotion of gifted education. To promote debating among primary schools, the Kuk arrangeda seminar to brief principals, teachers and parents on the importanceof debating in the development of thinking skills, and to encouragestudents’ participation. Moreover, prior to the competition five workshopswere conducted for the respective teachers in charge and participants tobrief them on the rules and regulations of the competition and to sharedebating skills. Highlights of the YearCurriculum and AssessmentOur kindergartens continue to adopt the “Activity Approach”, togetherwith the “Theme”, “Group Project”, “High Scope” and “Whole Language”approaches to facilitate the comprehensive and balanced developmentof our pupils. The curriculum design is based on the Guide to the PreprimaryCurriculum and the teaching and performance indicators set bythe EDB. The elements of moral, citizenship, national education and visualarts are included in the curriculum. To encourage good reading habitsand improve the language skills of our pupils, a school-based readingscheme and a “Reading Scheme for Kids” have been implementedto promote the reading culture. Our kindergartens use a continuousassessment approach to keep track of students’ learning progress andindividual differences. A series ofstories has been developed to enhance the effectiveness of students inlearning Cantonese pronunciation through fun activities. This project willsupport 40 other kindergartens in Hong Kong through offering trainingto teachers on Cantonese sounds, conducting pronunciation assessmentfor students and organising talks for parents of the participatingkindergartens. The teaching package was published in March 2012 anddisseminated to kindergartens and child-care centres in Hong Kong.This project is expected to help raise awareness among kindergartenteachers and parents of young children’s pronunciation of Cantonese,benefit children’s development of their mother language, and enhancethe effectiveness of language education in general.教 師 專 業 發 展屬 下 幼 稚 園 教 師 持 續 進 修 , 報 讀 各 大 專 院 校 的 幼 兒教 育 課 程 , 亦 到 海 外 參 觀 交 流 , 當 中 包 括 汶 萊 、 台灣 、 澳 門 、 西 安 、 上 海 、 南 京 、 珠 海 等 地 。 本 年 度共 有 十 二 所 屬 校 參 加 語 文 教 育 及 研 究 常 務 委 員 會 舉辦 的 「 學 前 優 質 英 語 計 劃 」, 以 探 索 及 發 展 更 完 善的 優 質 英 語 教 學 模 式 , 從 而 提 升 教 學 素 質 。 此 外 ,本 局 亦 致 力 培 訓 學 校 行 政 人 員 , 年 內 舉 辦 「 校 長 中層 人 員 專 業 發 展 營 」, 以 培 訓 她 們 的 領 導 能 力 、 團隊 精 神 , 促 進 個 人 自 信 和 成 長 。Professional Development of TeachersOur teachers have been active in their continuous professional learning.Besides taking courses on childhood education in the tertiary institutions,they participated in various overseas visits and exchanges, coveringcities and regions as Brunei, Taiwan, Macau, Xian, Shanghai and Nanjing.12 kindergartens joined the “Quality English Language Education at PreprimaryLevel” project organised by the Standing Committee on LanguageEducation and Research, to review and improve on their existing practiceof English language education. Its aim isto instil a sense of responsibility among students and to enhance theirconfidence, self-discipline and leadership skills. On 21st May 2011, the Kuk and the China National Committeefor the Wellbeing of the Youth jointly organised the 3rd Forum onCross-Taiwan Straits Parent-child Culture. In this pursuit,our schools have actively planned for various green projects and appliedto the Environment and Conservation Fund for funding. Besides, anenvironmental consultant has been engaged to assist schools in stagingdifferent types of activities related to environmental protection andnature conservation, including ways to achieve carbon reduction.
