Border Patrol and US Department of Agriculture requirements for US entry.Interior and exterior cargo washing and inspection remains a unit responsibilityand should be accomplished in Afghanistan, unless other arrangements aremade in accordance with CENTCOM Message “Enhanced Guidance for Inspectionof Returning DOD Cargo from Afghanistan in Support of OEF” dated 29 Dec 11.Documentation:Effective immediately: Cargo descriptions on all documentation, includingcustoms documents (commercial invoice, commercial packing list, or USLOForm) must be specific and accurate. Descriptions such as military cargo,military items, military vehicles or vehicles will no longer be acceptable tocustom clear cargo moving via multi-modal. A specific description is required(i.e., Forklifts, Armored Security Vehicles, FMTVs, Sewer Trucks, Razor Wire,Body Armor, etc).Every request must have a single, black and white PDF File containing AirwayBills and Bills of Lading for the shipments. Batch descriptions of Airway Bills willno longer be accepted in lieu of Airway Bills.Cargo descriptions on the Bills of Lading and Airway Bills must match the cargodescription on the customs document (commercial invoice, commercial packinglist, USLO Form).Lethal cargo, including weapons, ammunition and explosives, are prohibitedfrom moving via multimodal through Dubai. The <strong>SDDC</strong> Booking Office (<strong>SDDC</strong>HQ/OCCA/OCBO) is the POCs for any booking questions.Containers: The shipper/unit will ensure all multi-modal containers include aDD 1750, Container Packing List. Shipper or unit-owned/leased containers willremain in container configuration throughout the move. All Contractor providedcontainers will be de-containerized at the multi-modal site, and contentsreconfigured for airlift by the Contractor. A cargo handling accessorial must beordered for all multi-modal bookings where Contractor provided containers areused.Containers designated for reconfiguration must be accompanied by accuratepacking lists showing exact piece counts, descriptions, and contents of thecontainer. Additionally, each shipment unit within the Contractor providedcontainer must be individually marked and labeled for onward movement.Breakbulk: Shippers/units may also ship breakbulk cargo via multimodal. Forcargo booked as breakbulk, the Contractor will be responsible for making anynecessary configuration changes for onward movement, e.g. containerization forsealift convenience or palletizing for airlift. Shippers/units retain responsibilityfor proper documentation and labeling.
