Military Surface Deployment and Distribution CommandCustomer AdvisoryApril 20, 2012CA-12-04/20-0074Subject: Commercial multi-modal cargo movements via Dubai, United ArabEmirate and Aqaba, Jordan.Purpose: To inform the DOD shipping community that cargo designated forcommercial sea-air must be properly documented, configured and certified forboth sea and air transport.Be Advised: All multimodal shipments are booked through a <strong>SDDC</strong> BookingOffice. However, all shipment preparation, documentation, and labeling remainsa shipper/unit responsibility. This advisory supersedes CA-12-02/02-0018dated 02 February 2012.Concept of Operations: Commercial multi-modal is a door-to-doortransportation solution accomplished with 100% commercial transportationassets. Multimodal Contractors have the ability to service a variety of doorlocations in CONUS, as well as 35 locations in Afghanistan. Please refer to thelast page of this advisory for a list of locations.Import cargo to Afghanistan: Import cargo will be picked up by theContractor at an origin location specified in the booking and moved via sealift toan aerial in Dubai or Aqaba. At the aerial port, cargo will transfer from seaportof debarkation to the airport of embarkation for onward airlift into Afghanistan.Import cargo is booked to a final destination in Afghanistan, not to a specificairfield. The Contractor will select the Afghanistan airfield deemed most efficientand accessible in order to reach final destination. Therefore, some finaldestination locations in Afghanistan will require a short linehaul leg. Uponrequest from the Contractor, consignees/customers will issue a memo allowinglocal Afghans to deliver their cargo. Any cargo deemed not suitable for transportvia Afghanistan ground lines of communication (GLOC) should not be bookedvia commercial multi-modal.For Dubai, tarping is REQUIRED for movement between seaport andairport for break-bulk cargo (excluding TRICON, QUADCON, ISU-90,etc.), vehicles, trailers, cargo loaded on flat-racks, and other loosecargo.Export from Afghanistan: Export cargo will be picked up by the Contractor atan origin location specified in the booking, airlifted out of Afghanistan to theaerial port of debarkation, and transferred to a seaport of embarkation foronward movement to final destination. Cargo must meet US Customs and


Border Patrol and US Department of Agriculture requirements for US entry.Interior and exterior cargo washing and inspection remains a unit responsibilityand should be accomplished in Afghanistan, unless other arrangements aremade in accordance with CENTCOM Message “Enhanced Guidance for Inspectionof Returning DOD Cargo from Afghanistan in Support of OEF” dated 29 Dec 11.Documentation:Effective immediately: Cargo descriptions on all documentation, includingcustoms documents (commercial invoice, commercial packing list, or USLOForm) must be specific and accurate. Descriptions such as military cargo,military items, military vehicles or vehicles will no longer be acceptable tocustom clear cargo moving via multi-modal. A specific description is required(i.e., Forklifts, Armored Security Vehicles, FMTVs, Sewer Trucks, Razor Wire,Body Armor, etc).Every request must have a single, black and white PDF File containing AirwayBills and Bills of Lading for the shipments. Batch descriptions of Airway Bills willno longer be accepted in lieu of Airway Bills.Cargo descriptions on the Bills of Lading and Airway Bills must match the cargodescription on the customs document (commercial invoice, commercial packinglist, USLO Form).Lethal cargo, including weapons, ammunition and explosives, are prohibitedfrom moving via multimodal through Dubai. The <strong>SDDC</strong> Booking Office (<strong>SDDC</strong>HQ/OCCA/OCBO) is the POCs for any booking questions.Containers: The shipper/unit will ensure all multi-modal containers include aDD 1750, Container Packing List. Shipper or unit-owned/leased containers willremain in container configuration throughout the move. All Contractor providedcontainers will be de-containerized at the multi-modal site, and contentsreconfigured for airlift by the Contractor. A cargo handling accessorial must beordered for all multi-modal bookings where Contractor provided containers areused.Containers designated for reconfiguration must be accompanied by accuratepacking lists showing exact piece counts, descriptions, and contents of thecontainer. Additionally, each shipment unit within the Contractor providedcontainer must be individually marked and labeled for onward movement.Breakbulk: Shippers/units may also ship breakbulk cargo via multimodal. Forcargo booked as breakbulk, the Contractor will be responsible for making anynecessary configuration changes for onward movement, e.g. containerization forsealift convenience or palletizing for airlift. Shippers/units retain responsibilityfor proper documentation and labeling.


Hazmat Cargo: Hazardous materials shipments will be prepared in accordancewith the applicable sea and air regulations and certified to the stricteststandard. Ocean shipments are governed by the International MaritimeDangerous Goods Code (IMDGC) and Code of Federal Regulations, Title 49 (49CFR). Commercial air shipments fall under the provisions of the InternationalCivil Aviation Organization Technical Instructions, the International AirTransportation Association (IATA) Dangerous Goods Regulation, and 49 CFR.Adherence to these regulations is required per the Defense TransportationRegulation (DTR) Part II, Chapter 204.The shipper/unit will document multi-modal hazardous materials on two forms:the DD Form 2890, DOD Multimodal Dangerous Goods Declaration, and theShipper’s Declaration for Dangerous Goods. The DD 2890 certifies cargo forvessel movement; the Shipper’s Declaration certifies cargo for military orcommercial air.All personnel involved in the preparation and shipment of hazardous materialsfor transportation must satisfy training requirements and be appointed inwriting by the activity or unit/designated representative IAW DTR Part II,Chapter 204.JOPES Records: Cargo associated with TPFDDs in JOPES must reflect theappropriate multi-modal locations and mode source codes.
