The phase three desgnationmeans that the current low watersupplyconditionshavebecomeworse,and that the District will not only restrictwatering to a once-a-week basis (whichthe current restrictions mandate), BUTWILLALSO IMPOSE FINES ON THOSERESIDENTS WHO ARE FOUND TOBE WATERING MORE FREQUENTLYTHAN ALLOWED: an immediate$100fine for the first offense, and a $200 finefor the second offense. SWFWMD apparentlyfeels that residents are using morewater than can be continuously supportedby the current level of rainfall. Speakingofrainfall,Operations Director RyanHeise, in hisreporttothe district boards,noted that while District 2 received a rainfalltotal of 1.8 inches in January, District1 only had .7 inches of rain during thesame period.The boards of districts 1, 2 4, and 5 votedto authorize funds for hiring an irrigationconsultant, whose work would beoverseen by theInter District Authority.As outlined by Heise, the chairman of theIDA will execute the contract with theconsultant, after said contract has beeneviewed by theIDA’s attorney.During the IDA board meeting, a votewas taken to confirm that the IDA wouldhirethe consultant,who wouldworkinall districts, but whose work would requireparticipation by the service staff ofakewood <strong>Ranch</strong>. The $780billion bill includes many elements of the NationalAssociation of Realtor’s housing agenda.An important provision in the bill is an $8,000tax credit available to first-time home buyers for thepurchase of a principal residence. Repayment of thetax credit is not required unless the home is soldwithin three years. The credit will be claimed on a taxreturn to reduce the purchaser’s income taxliability. If any credit amount remains unused, theunused amount will be refunded as a check to thepurchaser.The credit is an improvement over last year’s$7,500 tax credit, which was set to expire July 1, 2009, and had to be repaid over 15 years.Here are some bullet points of the Home Buyer Tax Credit:• Equals the lesser of 10 percent of purchase price of the home or $8,000• Applies to purchases after January 1, 2009, and before December 1, 2009• Applies to primary residences• Available to individuals making up to $75,000 or $150,000 for joint returns• Available to first-time home buyers (may not have owned a primary residence inthe past three years)• No repayment required, unless home is sold within three years• Can utilize credit if using state/local bond financingThe Stimulus Package also includes other significant housing initiatives. It reinstateslast year’s 2008 loan limits for FHA, Freddie Mac and Fannie Mae loans. These limits wereequal to the greater of 125% of the 2008 local area median home price or $271,050 for FHAand $417,000 for Fannie and Freddie, with an overall maximum cap of $729,750. The2009 limits will expire December 31, 2009.The bill also provides $2 billion in additional funding for the Neighborhood StabilizationProgram, adds $500 million to existing USDA Rural Housing programs, and provides$6 billion to state and local governments in energy efficiency and conservation grants forenergy audits, retrofits and financial incentives. Homeowners will be able to claim a 30%tax credit (up from 10%) for purchases of new furnaces, windows and insulation through2010.In addition to the Stimulus Package, the government is expected to address otherhousing issues in the finance plan, the details of which have not been announced as of thiswriting, much to the detriment of the stock market. When portfolios were healthy, homebuyers had more confidence. Now buyer fears hold them back from a home purchase. This 18,000-square-foot facility wasbuiltona2.6acrelot,located at 5001 <strong>Lakewood</strong><strong>Ranch</strong> Blvd. N. in Sarasota County.The new building comprises 30 officespaces, several conference rooms, a largekitchen/lunchroomandamezzaninewhichoverlooks the entire facility. The buildingwas designed to qualify for LEED certificationand contains numerous green elementsand features.“Weare elated to have movedintoournewsustainable headquarters,” said DavidE.Sessions LEED AP, president of Willis A.Smith Construction, Inc. “It is importantfor us to practice what we preach. Buildingour own green facility has given us pricelessinsight into the process. We look forwardto sharingthisexperience with ourcurrentand potentialclients.”The first sustainable goal withinthe newfacility was to reduce water usage, the latesttechnology in low-flow and dual flushplumbing fixtures were installed. Rain wateris harvested from the roof and directedto two 3,000-gallon underground cisternsresulting inareduction of potable waterused by 72 percent. One inch of rain waterwill provide enough water to meet theoccupants’ needs for two months.HVAC systems in the building are designedto maximize thermal comfort whilebeing energy efficient. Many features wentinto optimizing energyperformance of thefacility includingexceeding theinsulation(measured in R-value) requirements in thebuildings roof, walls and glass. Hi SEER(seasonal energy efficiency ratio) air conditioningequipment was used throughout.The light colored roof withits highly reflectivecolor is a cool-roof system which helpsthe building stay cooler than traditionalmaterials, especially in thepeaksummermonths resulting in an estimated annualsavings of approximately 30 percent.AnICF (insulated concrete form) systemwasused to constructthe exterior walls.This system is capable of withstandingwind gusts up to an excess of 200 milesper hour and provides a high insulationvalue. Low emission glass (also known aslow-E) and insulated windows were usedthroughoutthe building. Exterior suncontroldevices forma dynamic climate controlsystem on the windows on the south, eastand west elevations. The exterior lightingsystem was designed specifically for lightpollution reduction by lighting only theproject site and will not include any “uplighting.” Motion sensors are used in allthe offices and bathrooms, automaticallyturning lights on as they are needed andthen off, when a person leaves their office–thus saving energy. Locating the offices onperimeter walls allows each office to accessnatural light. The center core of thebuilding features high ceilings with clerestorywindows facing north and northeastto allow natural light without adding a radiantheat load.Low-emitting materials such as adhesivesand sealants, paints and coatings,composite wood and agrifiber productsand carpet were used to reduce the quantityof indoor air contaminants that areodorous, irritating and/or harmful to thecomfort and well-being of installers andoccupants. An emphasis was placed onusing products that have high percentagesof recycled content and products. Thenew building is using recycled carpet aswell as doors. Regional materials – manufacturedor produced within 500 miles ofthe project site – were given a preferenceover products manufactured in locationsexceeding 500 miles. Certified wood, qualifiedin accordance with the forest stewardshipcouncil’s principles and criteria,wasused forwoodbuildingcomponents.Site development on the 2.6-acre site includedmeasures forprotecting andrestoringthe existing habitat and the amount ofundisturbedareas (to promote biodiversity)were maximized by minimizing the numberof parking spaces. Water efficient landscapingutilizedxeriscaping(landscapingin ways that do not require supplementalirrigation) as well as the use of droughttolerant plants native to Florida. No potablewater is used for irrigation.Duringconstructionaconstructionwastemanagement plan wasimplemented withindividual dumpsters used to hold concrete,steel, lumber drywall, and recyclablepaper products. These products weresent to recycling facilities and reduced theamount of waste by more than 60 percent.A storage and collection of recyclables programis in affectwithspace allocatedforthe collection and storage of non-hazardousmaterials for recycling, including paper,corrugated cardboard, glass, plasticsand metals.Alternativetransportation isencouragedby providing bicycle storage and changingrooms with showers. Designated parkingis provided for car pool vehicles and fuelefficient vehicles.Willis A.
