4 No: - DGM(M)/TNA/ADMN-98/TENDER-1/CCTV System/2012-13 BHARAT SANCHAR NIGAM LIMITED OFFICE OF DEPUTY GENERAL MANAGER (MTCE), WTR, THANE SCHEDULE-I TERMS AND CONDITIONS 1. Tenders in the prescribed form are hereby invited on behalf of the BSNL for the work of: Providing CCTV System for Administrative Building in Thane 2. Estimated cost: Rs. 76775/-(Rupees Seventy Six Thousand Seven Hundred Seventy Five only ) The actual cost of work may increase based on the actual requirement generally being limited to +10% of the approved cost of tender and may decrease up to any extent. a). Printed forms of tenders consisting of the dated plans, complete specifications, the schedule of quantities of the various classes of works to be done and the set of conditions of contract to be complied with by the persons whose tender may be accepted, can be had from AO O/o DGM(M) WTR BSNL, Naupada, Thane(W) office between 11:00 hrs. to 16:00 hrs. upto 17-10- 2012 every day except Sunday and public Holidays on payment of Rs 566/- in D.D./ cash. b).The site for the work is available /or the site for the works shall be made available in parts. c).The tender forms can also be downloaded from the website www.wtr.bsnl.co.in/tender.htm d).Before tendering, the contractor shall inspect the site and fully acquaint himself about the condition with regard to accessibility of site and site nature and the extent of grounds, working condition, including stocking of materials, installation of T&P etc., and conditions affecting accommodation and movement of labor etc., required for the satisfactory execution of the contract. No claim whatsoever on such account shall be entertained by the BSNL in any circumstances. 3. Date of opening :- a) Technical Bids will be opened at 15.30 hours 18.10.2012, in the office of DE(Admn) O/o DGM(M),WTR, BSNL, Naupada Thane(W). If it happens to be a holiday, then tenders will be opened on the next working day. b) Financial Bid Date of opening of Financial Bid will be on 15.30 hours on 23-10-2012. The financial bid will be opened in the Office of DE(Admin) O/o DGM(M) WTR BSNL Naupada Thane(W) only of those tenderer who fulfill all the eligibility conditions and furnish all documents as given in Technical Bid. 4. The time allowed for carrying out the work will be Fifteen days from the date of written order to commence the work at the prescribed site in the THANE

The tender must accompany the Earnest Money Deposit (EMD) amounting to Rs. 1,550/- Rupees One Thousand Five Hundred Fifty only ) as given in the NIT in the form of Account Payee Demand Draft drawn in favour of A O,WTR BSNL, THANE payable at Thane. Tender should be submitted in two separate sealed envelopes labeled as “Technical Bid” and “Financial Bid”, and these two envelopes placed in third envelope super scribed as “Tender for the work of Providing CCTV System for Administrative Building in Thane’’ and should be addressed to DE(Admn) O/o DGM(M) WTR BSNL Thane and should be delivered either in person or sent by registered post so as per schedule mentioned in NIT. The Validity period of bid is 120 days, from the date of opening of tender. EMD of the tender awarded firms / contractor will be treated as a part of the performance security. 6 (a) Submission of tenders: In case the tender documents are downloaded from the Internet, the bids shall be submitted as per three envelope system as described below. SUBMISSION OF BIDS Method of preparation of bid: Bid for each tender should be submitted in two envelopes placed inside third main envelope. These envelopes should contain the following ; Envelope Marked on the Cover Contents of Envelope First Main envelope EMD and Tender Cost Second Technical Bid Containing Technical bid documents Third Financial Bid Rates duly quoted by the Tenderer in the prescribed format FIN bid 1,2 in Schedule IV and V On all envelopes the name of the firm and whether “Technical ”OR “Financial” bid must be clearly mentioned and should be properly sealed (with sealing wax/Packing PVC tape). The tenders which are not submitted in above mentioned manner shall be summarily rejected. List of documents to be attached with tender: • Attested photocopy of PAN card issued by Income Tax Department. • Attested photocopy of Chartered Accountant certificate for Turnover for last three years • Attested photocopy of Service Tax registration • Attested photocopy of VAT registration • Attested photocopy of documents for establishing Eligibility and experience. The testimonials regarding the list of satisfactorily completed should be obtained from an officer not below the rank of DE/Manager/Executive Engineer equivalent in the Central/State Govt. Department, Central/State PSUs • Attested photocopy of EPF registration certificate •Attested photocopy of ESIC registration certificate • Financial Bid document with the price break up filled in numerical and in words and duly signed in all pages. Financial Bid will be opened only of those bidders whose technical bids found in order. Date of opening of financial bid will be intimated later on after approval of technical bid.
