Jay a native of Pittsburgh,<br />
Pennsylvania y graduated g from the<br />
University of Pittsburgh with a<br />
Bachelors of Science degree in<br />
Information Systems and Computer<br />
Science. She moved to Maryland<br />
over 25 years ago where she Jay <strong>McElroy</strong><br />
continued her career as an Information Specialist and<br />
Trainer working for several Fortune 500 corporations.<br />
She also worked as a part-time real estate agent for 13<br />
years in both Montgomery and Prince George’s<br />
counties. After purchasing her first home, she could<br />
not resist her family entrepreneur history. Inspired by<br />
her mother (a Chaplain for more than 50 years), she<br />
became a landscape designer who beautified her<br />
personal property and could not resist helping her<br />
neighbors, friends and not very long after, her<br />
customers. I In the h winter i months, h she h fll followed d the h<br />
footsteps of her father (World War II Army veteran)<br />
and brother and become a home improvement junkie.<br />
She began painting, laying flooring, installing surround<br />
sound systems and finally refurbishing homes for resale.<br />
As a young adult, she was a community advocate. She<br />
could always be found sharing her life experiences with<br />
young children children, assisting senior citizens and veterans veterans.<br />
Inspired by her best friend Emmanuel, she was<br />
prompted to start nVideo in 1990. The organizational<br />
structure of nVideoNOW L.L.C. has been dynamic and<br />
evolutionary. Beginning in 2008, we expanded the<br />
scope of nVideoNOW to include additional markets<br />
and to embrace the increasing utilization of video<br />
electronic media and other related technologies<br />
technologies.<br />
In this regard, nVideoNOW L.L.C. has become the<br />
cornerstone and the parent company for nVideoBIZ,<br />
nVideoJOBS, nVideoTRAINING, Blast My Job Ad and<br />
nVideoCONFERENCES (non-profit)<br />

Maryland Secretary of Veterans Affairs<br />
Secretary Edward Chow, Jr. was sworn in as<br />
Secretary of Veterans Affairs for Maryland by<br />
Governor Martin O’Malley on September 1,<br />
2009.<br />
In this position he oversees the Maryland Department of Veterans<br />
Affairs and serves in the Governor’s cabinet as the state’s key advisor<br />
for veterans. Prior to his appointment, Secretary Chow served as<br />
Director of <strong>Program</strong>s for the Asian Pacific American Institute for<br />
Congressional Studies (APAICS), a national 50l(c)(3) non-profit, nonpartisan<br />
educational organization based in Washington, D.C. APAICS<br />
serves as an informational resource to Congress regarding the Asian<br />
Pacific American community.<br />
Chow’s Chow s military service began in 1956 when he first enlisted in the U.S. U S<br />
Army. While enrolled at Seattle University he joined the R.O.T.C. and<br />
was commissioned a Second Lieutenant upon his graduation in<br />
1962. He served in Germany and completed his service as a Captain in<br />
Vietnam. He was awarded the Bronze Star.<br />
He has served as President of the Maryland State Council, Vietnam<br />
Veterans of America (VVA) since 2006. He was elected the National<br />
Vice President of VVA in 2001 and re-elected in 2003. VVA is a<br />
congressionally chartered veteran service organization in service to all<br />
veterans and their families. Chow was elected to the National Board of<br />
Directors for the Vietnam Veterans of America (VVA) and served from<br />
1991-1993. He earlier served as Washington State President of the<br />
VVA between 1986-1990. He has also served as Vice-Chair of a<br />
Veterans Cemetery Board in Seattle.<br />

Chow was appointed as Deputy Assistant Secretary for Policy<br />
for the Department of Veterans Affairs (VA) in 1993. He<br />
worked with the Department until his retirement in 2001.<br />
He has extensive experience in both the public and private<br />
sectors. Prior to joining the VA, he was City Administrator<br />
for the City of Kent where he directed a $65 million dollar<br />
budget and effectively saved the city $1.5 million. From 1979<br />
to1981, he was Director of Emergency Services for<br />
Washington State where he managed the state’s response to<br />
natural and other disasters which included the eruption of Mt.<br />
St. Helens.<br />
Chow has successfully run businesses, first managing a family<br />
owned venture and later working as a self-employed business<br />
consultant consultant. From From 1968-74 1968 74, he was registered with the New<br />
York Stock Exchange and worked as an executive in the<br />
securities industry as a portfolio manager and investment<br />
advisor, first for Bache and Company and later with Shearson,<br />
Hammill & Company.<br />
He is a Life Member of the Disabled American Veterans,<br />
Veterans of Foreign Wars and Vietnam Veterans of<br />
America. He is also a member of Hispanic War Veterans and<br />
the Japanese Veterans Association Association.<br />
He received an MA from the University of Puget Sound and<br />
his BA from Seattle University.<br />
A devoted father, Chow has a son and a daughter, both<br />
medical doctors, and three grandsons.

Rosalind Howard currently manages the Business Services Division of the Mayor’s Office of<br />
Employment Development in Baltimore City and has over 30 years of experience managing<br />
and directing workforce development programs programs. The Business Services division provides<br />
workforce solutions to local employers including funding for training initiatives.<br />
Mr. Jim Thur currently serves as the Regional Director for the Northern Region of the Wounded Warrior <strong>Program</strong> of the<br />
Virginia Department of Veterans Services. He has over 35 years experience in the field of human<br />
services. He has worked for the Department of Veterans Affairs, two Area Agencies on Aging,<br />
and a federally funded human service integration project in Pennsylvania. In 2008, he retired from<br />
Fairfax County after serving for 27 years as the Executive Director of the Fairfax-Falls Fairfax Falls Church<br />
Community Services Board which serves persons with mental illness, substance use disorders, and<br />
intellectual disabilities. He holds Masters Degrees in both Social Work and Public Health as well as<br />
a Specialist in Aging certificate from the Institute of Gerontology at the University of Michigan. Jim<br />
is a retired Captain in the US Navy Reserve and a Vietnam veteran.<br />
Mrs. Kahlila Nichols has over 30 years of counseling and advocacy work history in the Human<br />
Service field field, which includes workforce development and health care care. In addition to her work history<br />
in the Workforce Development and Health Care industries she has dedicated her time and energy in<br />
supporting community and social organizations, such as hospice services, PTA, Girl Scouts, Big<br />
Brothers/Big Sisters and hospitality services. Kahlila Nichols holds a Bachelor’s of Science Degree in<br />
Social Work/Social Science from Coppin State College, and is currently the Division Director of<br />
Workforce Operations for The Mayor’s Office of Employment Development.<br />

In April of 2009 Bridget Bean was named as the District Director of the Washington Metropolitan District<br />
Office for the U.S. Small Business Administration (SBA).<br />
Prior to this appointment, Ms. Bean served in numerous leadership capacities within SBA’s headquarters.<br />
These previous p positions p pprovided her with a keen understanding g of policy p y development p which will help p her<br />
implement the key areas of SBA activity that are vital for the growth and development of small businesses in<br />
the Metropolitan D.C. area<br />
Most recently, Bridget Bean served as Deputy Associate Administrator for the agency’s 68 field offices<br />
across the nation. In this position, she was in daily contact with all the SBA District Directors and was able<br />
to identify the practices and habits of the most effective offices in the country. She will use this knowledge and utilize the most<br />
responsive and successful field practices to effectively address the needs of small business owners in the DC area.<br />
While in her position within SBA’s field operations, she was instrumental in developing cross disciplinary teams in district offices<br />
around the nation that worked to reduce the backlog of SBA disaster loans in the months following Hurricane Katrina.<br />
The SBA’s Washington Metropolitan District Office has a staff of 30 professionals dedicated to providing both the highest quality<br />
service and timely service to existing and soon to be small business owners. It has the largest 8(a) Business Development portfolio<br />
(1,700 firms) in the nation, a loan portfolio of more than 4,600 loans providing in excess of $700 million in capital to Small Businesses,<br />
four active Micro Lenders who also provide technical assistance to small business owners through longstanding.

STANLEY A. SEIDEL<br />
Mr. Seidel enlisted in the United States Army on January 20, 1967. He was on active<br />
duty for three years including one tour in Vietnam with the Fourth Infantry Division in<br />
1968.<br />
After his military service, he attended Union Community College in Cranford, New<br />
Jersey. He transferred to Rutgers University and graduated in 1976 with a B.A. in<br />
History.<br />
Mr. Seidel was selected as the Director, Office of Operations and <strong>Program</strong>s, on<br />
September 26, 1999. His responsibilities included line authority and overall supervision<br />
of the Operations and <strong>Program</strong> staff including VETS field staff. Additionally, Mr. Seidel<br />
provided day-to-day direction for the operation of the National Veterans’ Training<br />
Institute for the development of training plans and needs of VETS staff as well as the<br />
DVOPs and LVERs in the current service delivery systems.<br />
Mr. Seidel voluntarily transferred back to the position of Director for Veterans’<br />
EEmployment l andd TTraining ffor the h state off MMaryland l d in 2002 2002. BBesides d working k on dday-to<br />
day operations, Mr. Seidel was also the Project Lead for an Incarcerated Veterans<br />
Transition <strong>Program</strong> (IVTP) Demonstration Grants operated by the U.S. Department of<br />
Labor. Mr. Seidel has also been involved in several projects to enhance the training of<br />
VETS staff especially dealing with the Homeless Veterans Reintegration <strong>Program</strong><br />
(HVRP) and the Veterans Workforce Investment <strong>Program</strong>.<br />

George g L. Diaz, , Jr.<br />
Born and raised in Gary, Indiana, George L. Diaz, Jr. entered the U.S. Navy in August of 1984, serving over the next<br />
14 years in various countries including Japan, Guam and Puerto Rico. First stationed on the USS Blue Ridge, Diaz<br />
served three years in Yokosuka, Japan. He spent the next three in Agana, Guam stationed at the Automated Digital<br />
Network Switching Center. Moving on to Puerto Rico, Diaz served as a Leading Petty Officer at the Naval<br />
Computer and Telecommunications Station at Naval Station Roosevelt Roads. It was during this three-year tour<br />
that he was cited for meritorious service and awarded a Navy Commendation Medal for his initiative in making a<br />
significant contribution to the accomplishment of the command’s command s mission mission. He was also honored with the Navy &<br />
Marine Corps Achievement Medal after volunteering for UNITAS deployment. In ninety days, he earned the Enlisted<br />

at the DISA Headquarters in Virginia where he was recognized with the Joint Achievement Medal and Defense<br />
Meritorious Service Medal.<br />
Today, DNE, a multi-million dollar company, employs 22 people and, since February of 1999, has provided the<br />
modern, sophisticated and intricately detailed IT/IA services required by the U.S. Department of Defense. A<br />
member of the Fredericksburgg Chamber of Commerce for over a decade, , the DNE motto remains, , “DNE believes<br />
in investing in the future.” The company regularly reinvests in the community and the world, often making donations<br />
to local high school and community youth sports teams, the Virginia Fraternal Order of Police and, in recent months,<br />
the Haiti earthquake relief efforts. About his company’s giving spirit, Diaz says, “I strive to help someone every day<br />
in any way I can.”<br />
Married to his high school sweetheart Donna for over 25 years, Diaz says, “My goal in life is to help families. I try to<br />
make life better for my employees so they can make a better life for their families.” Speaking of family, Diaz is the<br />
proud father of three children George the III (born in Japan), Shadea (born in Guam) and Christopher (born in the US)<br />
as well as two grandchildren Kaden and Caylee. Showing well deserved satisfaction for both his personal and<br />
professional lives, Diaz says, “I take my strong family beliefs and carry them into the DNE family.”<br />
Diaz is also committed to his community in general and veterans in particular. A charter member of the Service<br />
Disabled Veteran Owned Small Business Council and an active participant in the Disabled American Veterans<br />
Organization, Diaz sees all veterans as members of a unique family of which he is very proud to be a part. As much<br />
as he gives back to his own family and his DNE family, he aspires to serve the family he has found amongst other<br />
veterans as well. It is for these reasons that Diaz’s altruistic nature compels him to donate his car to another<br />
veteran. He is proudd to hhave this h opportunity to contribute b to a fll fellow veteran in need.<br />

Dr. Cannon became the <strong>Program</strong> Manager, Army Spouse Employment Partnership<br />
in September 2008.<br />
As the <strong>Program</strong> Manager, Dr. Cannon is responsible for developing, promoting, and executing program and<br />
polices relating to the expansion of corporate partners within the Army employment initiatives. She works<br />
closely with the Deputy Assistant Secretary of the Army (Manpower &Reserve Affairs), Fortune 100 and<br />
500 companies, and Federal Agencies to enhance job opportunities for Army spouses.<br />
Dr. Cannon has two daughters and two grandchildren. She calls Durham, North Carolina her home.

Richard Schiffauer<br />
Richard was born in Johnstown, PA and graduated high school in Mayfield, OH.<br />
After graduation, Richard joined the U.S. Air Force. He served his tour‐of‐duty at<br />
Andrews Air Force Base and after his honorable discharge remained in Maryland.<br />
He subsequently graduated from the University of Maryland majoring in<br />
Government and Politics. He is currently employed as a <strong>Program</strong> Manager by the<br />
Montgomery County, MD, Department of Health and Human Services. He also<br />
serves on the h Montgomery County Commission of f Veterans’ ’ Affairs. ff<br />
Sharon Wentzel Schiffauer<br />
Sharon was born in Washington, DC and has resided in Maryland her entire life.<br />
She worked for the National Institutes of Health for 25 years. At the time of her<br />
retirement she was a <strong>Program</strong> Specialist in the Office of the Scientific Director,<br />
National Institute of Dental and Craniofacial Research.
