MurphyPOLICIES & PROCEDURESFOUR-DAY CYCLEAll ELEMENTARY schools will follow a four-day cycle for scheduling of classes.The four-day schedule identifies each day by letter, therefore, Day A, Day B, DayC, etc. rather than by the day of the week. Beginning with Day A on Wednesday,September 5, 2012, each consecutive day follows up to Day D and then the cyclestarts again. This four-day cycle is repeated throughout the entire year in anuninterrupted manner. Cycle days are never skipped and only counted whenschool is held.Elementary schools’ special area classes, such as Art, Music and PhysicalEducation, will be scheduled on a specific cycle day. An example may be that achild has Music class on “Day B” and “Day D.” Please note that some activities, dueto scheduling, will continue to be held on the same day of the week. One suchexample is the voluntary Released Time Religious Education program sponsoredby the <strong>Warwick</strong> Association of Churches for students in fourth and fifth grades.SIX-DAY CYCLEBoth the WARWICK MIDDLE SCHOOL AND THE WARWICK HIGH SCHOOL willfollow a six-day cycle for scheduling of classes. The six-day schedule identifieseach day by number, therefore, Day 1, Day 2, Day 3, etc. rather than by the dayof the week. Beginning with Day 1 on Wednesday, September 5, 2012, eachconsecutive day follows up to Day 6 and then the cycle starts again. Cycledays are never skipped and only counted when school is held.These cycle days assure continuity of programming in special area subjects sinceno day is ever lost or skipped due to school closures for holidays and inclementweather; increased uninterrupted direct instructional time for core subject areas;and more effective utilization of staff.COMPLAINT RESOLUTION PROCESSFrom time to time concerns and/or complaints arise that require a process forreconciliation. In these instances, the individual with the complaint shouldseek a remedy with the party most directly involved, i.e., teacher, bus driver,or administrator. If some mutual resolution cannot be reached, the complaintshould be addressed to the building principal. In the event the problem stillremains unsettled, contact should be made with either the Superintendentor the Assistant Superintendent. Policies and ProceduresIMMUNIZATION REQUIREMENTSThe Pennsylvania <strong>School</strong> Immunization Law requires the followingimmunizations for all students entering school for the first time:• 4 doses of diphtheria and tetanus vaccine, with 1 dose administered on orafter the fourth birthday• 3 doses of polio vaccine• 2 doses of measles (rubeola) vaccine, preferably given as an MMR, withthe first dose administered at 12 months of age or older and the seconddose administered at least 30 days after the first dose.• 2 doses of mumps vaccine, preferably given as MMR, administered at 12months of age or older and the second dose administered at least 30 daysafter the first dose• 1 dose of German measles (rubella) vaccine, preferably given as MMR,administered at 12 months of age or older• 3 properly spaced doses of hepatitis B vaccine, with a minimum of 28days between the first and second doses, and the third dose separated byat least 4 months after the first dose and at least two months after thesecond dose. The third dose must be given after 6 months of age.• 2 dose(s) of varicella (chickenpox) vaccine Or a written statement fromthe parent, guardian, or health care provider noting the age of the childwhen he/she had the chicken pox disease.Note: Children entering the seventh grade need the following additionalvaccines:• 1 dose of tetanus, diphtheria, acellular pertussis (Tdap) vaccine if fiveyears has elapsed since the last tetanus immunization.• 1 dose of meningococcal conjugate vaccine.Proof of immunization is required before a student may enter school for thefirst time or transfer from another school. Students will be excluded fromschool if immunizations are not completed by the date established by thePennsylvania Department of Health. Proof of immunization means a writtenrecord showing the dates (month, day, year) the student was immunized.Parents are also encouraged to provide to the school nurse, the dates of allimmunization boosters that the student receives during his/her school years.The only exemptions to the school laws for immunization are medical reasonsdocumented by your medical doctor and religious beliefs. If you have anyquestions, please contact your school nurse.MEDICATION POLICYAll medication must be kept in the health room. Students may not carrymedicine of any kind or keep the medicine in their lockers or desks. Exceptions tothis policy may be granted providing that the parent obtains a written requestfrom the student’s physician and approval from the principal. Students withasthma may carry their inhalers with them if deemed sufficiently responsibleby the physician, parent/guardian, school nurse and building principal. Pupilsrequiring such medication shall obtain and submit a completed asthma inhalerself-administration authorization form to the school nurse.• Parents are responsible to provide for the safe delivery and return ofstudents’ medications.• The responsibility to take the medication at the proper time lies with thestudent.• All medications must be sent in the original containers with proper andlegible labels affixed. Medications sent in baggies, plastic containers,etc., will not be administered.• All prescription medications require both written parental consent andwritten physician authorization. All medications must be sent in aproperly labeled container. Consent is required each school year, and alsoeach time a change in medication type, dosage, or time of administrationoccurs throughout the school year.• Parents may grant permission for over-the-counter medication as per<strong>Warwick</strong>’s Standing Orders (Aspirin, Tylenol, Ibuprofen, Children’sMylanta/Calcium Carbonate) by providing annual written consent. Allother over-the-counter medications require both written parentalconsent and physician authorization.• Students should bring no more than a one-week supply of medicationto the health room. When sending in medication to the school, parentsshould indicate the quantity.• Medication must be given directly to the health room staff upon arrivalto school.• If a medicine is to be taken “only when needed,” as in the case of amigraine headache, stomach upset, etc., a small amount may be kept inthe health room with the written physician’s authorization and writtenparental consent.• Please feel free to contact the nurse with any questions regardingthe above guidelines or for a copy of Board Policy 6130 – Administrationof Medication.Bullying/Cyberbullying – Policy no. 249The <strong>Warwick</strong> Board of <strong>School</strong> Directors is committed to providing a safe, positivelearning environment for district students. The Board recognizes that bullying/cyberbullying creates an atmosphere of fear and intimidation, detracts from thesafe environment necessary for student learning, and may lead to more seriousviolence. Therefore, the Board prohibits all forms of bullying/cyberbulling bydistrict students.Bullying means an intentional electronic, written, verbal or physical act or seriesof acts directed at another student or students, which occurs in a school settingand/or outside a school setting, that is severe, persistent or pervasive and hasthe effect of doing any of the following:• Substantial interference with a student’s education• Creation of a threatening environment• Substantial disruption of the orderly operation of the school<strong>School</strong> setting means in the schools, on school grounds, in school vehicles, at adesignated bus stop or at any activity sponsored, supervised, or sanctioned bythe school.Each student is responsible to respect the rights of others and to ensure anatmosphere free from bullying. A student who violates this policy shall besubject to appropriate disciplinary action consistent with the Code of StudentConduct/Student Handbook, which may include but is not limited to thefollowing:• Counseling within the school• Parental conference• Loss of school privileges• Transfer to another classroom or bus• Exclusion from school-sponsored activities• Detention• Suspension• Expulsion• Counseling/therapy outside of school• Referral to law enforcement officialsAll forms of bullying are unacceptable. Any student who believes he/she hasbeen subjected to bullying/cyberbullying should promptly report such bullyingto a staff member.

Anyperson who believes he/she has been subjected to harassment should promptlyreport, orally or in writing, such harassment to a staff member or his/herimmediate supervisor or the director of human resources.ADMINISTRATIVE PROCEDURES FOR USE OF VIDEOMONITORS ON SCHOOL BUSESPURPOSEThe use of video cameras on school buses is aimed at preventing disciplineproblems from occurring while not serving as a threat to normally acceptablestudent behavior. Video cameras will add a dimension of verification of studentbehavior that will not further detract driver attention.Video monitoring will not replace the responsibility of the driver to control thestudents riding his/her bus. All bus discipline policies and procedures remainin effect, and the driver must continue to monitor the behavior of riders as hasbeen expected in the past.PROCEDURES FOR USE OF CAMERASCameras will be assigned to buses on a random basis by the AssistantSuperintendent, Transportation Coordinator, and the contractor. Principals maysuggest assignments to the Transportation Office as they become aware ofproblems on certain buses.Tapes recorded by the camera will not be used on a routine basis as a means ofspotting discipline problems. Tapes will be used for verification only if a driverneeds assistance in sorting out the necessary facts. Building principals may userecorded tapes to determine the appropriateness of student behavior.Tapes will be reviewed only by appropriate school personnel. Parents will not begiven the opportunity to review tapes unless their child is involved in a violationand is receiving disciplinary action as the result of that infraction, and only if thetape was used to determine the violation.Drivers will not discuss the use of cameras and/or tapes with students, especiallyavoiding any conversation regarding the presence of a camera on the bus.Students shall be informed that there is a possibility their bus will be monitoredon a random basis. The audio recording shall not be used as a basis fordisciplining students.Tapes will be erased one week after the original taping or until a pendingdisciplinary situation requiring use of said tape is completed.No tape shall be used for any purpose other than those stated above.INTERNET SAFETY AND NETWORK ACCEPTABLE USEPOLICYThe Acceptable Use Policy has been developed to establish guidelines for allstudents and staff on the use of network resources in the district, includingInternet access. With the Internet comes the availability of material that maynot be considered appropriate in a school setting. The <strong>School</strong> <strong>District</strong> cannotregulate and monitor all the information received or sent by persons who usethe Internet; and the <strong>School</strong> <strong>District</strong> cannot ensure that students who use theInternet will be prevented from accessing inappropriate materials or sending orreceiving objectionable communications. The <strong>School</strong> <strong>District</strong> believes, however,that the availability and value of the Internet far outweigh the possibility thatusers may procure inappropriate or offensive material.Internet access and network resources are available to teachers, administrators,and students in the <strong>Warwick</strong> <strong>School</strong> <strong>District</strong> solely for educational andinstructional purposes and other purposes consistent with the educationalmission of the <strong>School</strong> <strong>District</strong>. The <strong>School</strong> <strong>District</strong> employs the use of an Internetfilter as a technology protection. Policies and ProceduresWITHDRAWAL FROM SCHOOL• Parents of elementary school children should notify the office of any plansto move out of the district. A withdrawal form needs to be completed.• A secondary school student planning to move or transfer shall completea withdrawal form from the guidance office. This form must be signedby each subject teacher, and all books must be returned to the properteacher. All library fines and other bills must be paid before a student willbe cleared to withdraw. Learning facilitators coordinate all academic, social, andbehavioral health interventions for all students. <strong>School</strong> counselors provideconsultation, counseling, educational services related to academic achievement,career development, and child social/emotional development. <strong>School</strong>psychologist services are available for consultation and student evaluationrelated to behavioral and academic concerns. <strong>School</strong> nurses administer stateregulations related to student health, provide consultation to parents, students,and staff related to health issues and provide emergency care as needed duringthe school day. In addition, a home and school visitor serves as a liaison betweenparents, staff, and community agencies.At the secondary level, student assistance teams (SAP) consist of trained staffmembers who identify students whose behaviors create barriers to learning.They work with parents, staff, and community agencies to assist students inremoving those barriers. Referrals may be made through the school counselor,building principal, school nurse, home and school visitor, or other SAP teammembers.SPECIAL EDUCATION SERVICESThe <strong>Warwick</strong> <strong>School</strong> <strong>District</strong> works diligently to provide an appropriate educationprogram to all children with disabilities in a least restrictive environment. Westrive to provide all students identified with special needs an IndividualizedEducation Plan (IEP) within their home school building or as close to the schooldistrict as possible, while meeting their unique special and academic needs.The school district provides a continuum of services designed to serve allstudents with IEPs. Building principals, school counselors, learning facilitators,and teachers (general and special) work closely with the Director of StudentServices and the school psychologist in the screening, referral, and evaluationprocess. When a student is determined to be eligible for “specially designed”instruction, an Individualized Education Plan (IEP) or Gifted Individual EducationProgram (GIEP) is developed. The special education placement is determined bythe team.EVALUATIONThe evaluation process is a team evaluation designed to provide acomprehensive report describing a student’s educational strengths and needs.This team, that includes parents as essential members, determines whethera student meets a definition of exceptionality (described in state standardsand regulations) and needs “specially designed” instruction as described in anIndividualized Education Program (IEP), often delivered by a special educationteacher. This team is chaired by a certified school psychologist and/or thebuilding principal.CONTINUUM OF SERVICES<strong>Warwick</strong> <strong>School</strong> <strong>District</strong> provides a range of supports and programs for studentswith special needs. The least restrictive environment (LRE) concept is used as thefoundation for these supports and services. The mission associated with LRE iseducating all students in an environment that is close to the General educationclassroom as possible.

Programs are funded throughstate and federal monies. Some of the services available are classroom services,physical therapy, occupational therapy, and speech and language therapy. Early Intervention makes a differencein a child’s life!STUDENT RECORDS POLICYThe <strong>Warwick</strong> <strong>School</strong> <strong>District</strong> Board of <strong>School</strong> Directors has primary responsibilityfor the collection, maintenance, disclosure, and security of student records.Only records mandated by the Commonwealth of Pennsylvania, the federalgovernment, or specifically permitted by the <strong>Warwick</strong> <strong>School</strong> Board may becompiled by the staff. No information shall be gathered from students withouteither representational consent of the <strong>School</strong> Board or informed individualconsent from the parents or eligible student. Student records are purged ofinformation that is not necessary to help a child or to protect others at transitionpoints between elementary, middle, and high school.The Family Educational Rights and Privacy Act (FERPA) states that parents,eligible students, or their designated representatives (as authorized in writing)have the right to examine their child’s school records. The district requires allparents to submit such requests in writing. To review your child’s school records,please make an appointment with your child’s school counselor or the buildingprincipal. Access to such records shall be granted within 30 days after receivinga written request. Parents are responsible for providing the district withverification of any custody or court order related to access to records. In caseswhere a non-custodial parent has requested access to records, the district willverify the person’s identity and notify the custodial parent of the request. In theabsence of written parent notification regarding divorce, custody, or other courtorders, the school district will assume that the requesting parent has authorityto inspect and review the records. Conversely, if there is a court order restrictingparent access, the order will be honored by the district.Parents have the right to consent to disclosures of personally identifiableinformation contained in the student’s educational record, except to the extentthat FERPA and Pennsylvania State Regulations authorize disclosure withoutconsent. One exception that permits disclosure without consent is disclosure toschool officials with legitimate educational interests. A school official is a personemployed by the <strong>District</strong> as an administrator, supervisor, teacher, support staff(including health staff and law enforcement personnel), school board member,person or company which the <strong>District</strong> has contracted to perform a specifictask (such as an attorney, auditor, medical consultant, therapist, liaisons fromcommunity agencies). A school official has a legitimate educational interest ifthe official needs to review an educational record in order to fulfill his or herprofessional responsibility. These changes went into effect at thestart of the 2009-2010 school year.Monitored Volunteers – individuals who voluntarily work under directsupervision of a teacher or administrator and have no unsupervised contact withstudents, now must be approved by the building principal.Independent Volunteers and Activity Sponsors – individuals who workunder the general direction and supervision of a teacher or administrator andvoluntarily provide direct services to students and may have unsupervisedcontact with them, you are now required to provide a valid: Child AbuseHistory Clearance, PA State Criminal Record Check, and a FBI Federal CriminalHistory Check.
