SA‐In‐H06<strong>Student</strong> <strong>Hostel</strong> <strong>Management</strong> <strong>Rules</strong> & <strong>Regulations</strong>I. General Provisions1. The College sets out <strong>the</strong>se management regulations for purposes of promoting educationthrough hostel life, guiding students to nurture good habits in everyday life and making hostellife <strong>the</strong> basis for building a healthy campus culture.2. Rooms in <strong>the</strong> College hostel building are limited and priority is given to new students andfemale students of <strong>the</strong> College. Kajang Sentral <strong>Hostel</strong> is provided for only male vocationalcourse students.3. Structure and responsibilities of hostel management:The College has established <strong>the</strong> <strong>Student</strong> <strong>Hostel</strong> <strong>Management</strong> Committee, hereinafter referredto as <strong>Hostel</strong> <strong>Management</strong> Committee (HMC). It is responsible for drawing up relevant rulesand supervising <strong>the</strong> implementation of <strong>the</strong>se rules. The HMC members comprise Head of<strong>Student</strong> Affairs Department, Head of General Affairs Department, Head of Counseling Centre,counselor, hostel wardens and representatives from <strong>Student</strong> <strong>Hostel</strong> <strong>Student</strong>s’ Association.II. Application for Accommodation in <strong>Hostel</strong> and Allocation of <strong>Hostel</strong> Rooms1. Application for accommodation in <strong>the</strong> College hostel is administered every year in line with<strong>the</strong> timing of student enrollment (January, April, May and August/September) and priority isgiven to new students. Application may be open to old students depending on availability ofhostel rooms. However, special consideration will be given to students who have activelycontributed to <strong>the</strong> promotion of self governance culture in <strong>the</strong> hostel.2. Each applicant must pay RM10 administrative fee.3. Selection method:a. New students: We offer rooms to paying students based on “first come first serve” basis(subject to room availability)b. Old students: <strong>Please</strong> refer to <strong>the</strong> “Requirements of Application for Extension ofAccommodation”.4. Qualified new students from August/September intake are qualified for automaticallyextension until 31 th December of <strong>the</strong> <strong>follow</strong>ing year. They need not to apply it during end of<strong>the</strong> year of intake. However, <strong>the</strong>y must cooperate and <strong>follow</strong> <strong>the</strong> instructions of annual roomadjustment from hostel administrative.5. New students from July Intake are given <strong>the</strong> options to choose to stay for one year from <strong>the</strong>day <strong>the</strong>y check‐in or untill <strong>the</strong> 31 th December of <strong>the</strong> <strong>follow</strong>ing year.


16. <strong>Hostel</strong> students have to supply <strong>the</strong>ir own daily necessity items, blankets, pillows, pillowcases, bed sheets, etc.III. Specifications on Withdrawal from <strong>Hostel</strong> and Refund of <strong>Hostel</strong> Fee1. <strong>Student</strong>s must apply for withdrawal from <strong>the</strong> hostel when <strong>the</strong>y are on voluntary suspension,transferred to o<strong>the</strong>r institutions, withdrawn from <strong>the</strong> College, diagnosed by doctors as unfit forhostel life or voluntarily wishing to move out of <strong>the</strong> hostel.2. Deposits are not refundable:a. <strong>Student</strong>s who fail to pay hostel fees before <strong>the</strong> new semesterb. <strong>Student</strong> who withdraw from hostel during accommodation period (<strong>Please</strong> refer to <strong>Hostel</strong><strong>Rules</strong> and <strong>Regulations</strong> Chapter 2 no 6)3. Refund of hostel fee and deposit is dealt with as <strong>follow</strong>s:Accommodation Conditionduring accommodationperiodRefundable <strong>Hostel</strong> Fee<strong>Student</strong>s who accommodate till<strong>the</strong> end of semesterDeposit is not refundable.<strong>Student</strong>s who do notaccommodate till <strong>the</strong> end ofsemester<strong>Hostel</strong> fees for 2 monthswould be deducted and <strong>the</strong>rest would be refunded;deposit will be used to payany outstanding balance.4. The <strong>Hostel</strong> <strong>Management</strong> Committee does not accept transfer of vacancy for any withdrawalfrom <strong>the</strong> hostel.5. For students ordered to withdraw from <strong>the</strong> hostel, <strong>the</strong> <strong>Hostel</strong> <strong>Management</strong> Committee willinform <strong>the</strong> parents or guardians in writing. The students must move out of <strong>the</strong> hostelimmediately after completing <strong>the</strong> withdrawal procedures, <strong>the</strong> balance of <strong>the</strong> hostel fee willnot be refund. If delayed exit from <strong>the</strong> hostel is required for special reasons, approval from<strong>the</strong> hostel warden is required.6. <strong>Student</strong>s applying for withdrawal from <strong>the</strong> hostel shall <strong>follow</strong> <strong>the</strong> <strong>follow</strong>ing procedures:a. Obtain <strong>the</strong> “<strong>Hostel</strong> Withdrawal Form” from <strong>the</strong> hostel warden, and fill up personalparticulars and withdrawal date, finally return <strong>the</strong> form to <strong>the</strong> hostel warden.b. Obtain <strong>the</strong> hostel withdrawal form three days before exit from <strong>the</strong> hostel. The hostelwarden will check whe<strong>the</strong>r <strong>the</strong> hostel items assigned have been damaged. Upon check out,


<strong>the</strong> door access smart tag and hostel room key must be returned and all personal belongingsmust be removed from <strong>the</strong> hostel.c. Upon check out, students must clear all rubbish, ensure that <strong>the</strong> hostel rooms, ceiling, fans,walls, bathroom floor tiles and toilets are clean and all beds, study tables, cupboards, etc.are in original position, o<strong>the</strong>rwise, <strong>the</strong> deposit will not be refunded.d. Once <strong>the</strong> hostel withdrawal procedures are completed, <strong>the</strong> student will keep <strong>the</strong> thirdcarbon‐copy of <strong>the</strong> hostel withdrawal form, <strong>the</strong> first copy will be kept by <strong>the</strong> FinanceDepartment and <strong>the</strong> <strong>Hostel</strong> Warden Office keeps <strong>the</strong> second carbon‐copy.e. Full deposit refund only if <strong>the</strong> door access smart tag and hostel room key have been handedover and <strong>the</strong> study table, cupboard, bed, mattress, chair, etc. have not been damaged.Finance Department will bank‐in <strong>the</strong> deposit.f. Losses, damages or serious scribbling of hostel items must be compensated and will bededucted from <strong>the</strong> deposit.i. <strong>Hostel</strong> room key, each RM10; Door access smart tag for hostel in Campus, each RM10;Door access smart tag for Kajang Sentral <strong>Hostel</strong>, each RM90.ii. For damages that can be repaired, all costs of repair to be borne by <strong>the</strong> user.iii. For damages beyond repair, compensation is to be made based on <strong>the</strong> <strong>follow</strong>ing criteria(according to price of purchase):Year of purchase Compensation Year of purchase CompensationYear 1 100% Year 4 40%Year 2 80% Year 5 30%Year 3 60% Year 6 20%Note: Damage caused by humans, <strong>the</strong> user has to compensate based on <strong>the</strong> price ofpurchase.IV. Mattresses which are dirty due to usage without bed sheet or o<strong>the</strong>r factors must becompensated based on <strong>the</strong> price of purchase.IV. Requirements of Application for Extension of Accommodation and Accommodation fornon‐new student1. Basic Requirement:a. Performance of discipline.


. Take part in hygiene duty assigned.2. O<strong>the</strong>r, please refer to <strong>the</strong> “Requirements of Application for Extension of Accommodation”.V. Discipline <strong>Regulations</strong> for <strong>Hostel</strong> <strong>Student</strong>sFor purposes of enhancing hostel management, safeguarding security of hostel students as wellas properties and maintaining order and peacefulness in <strong>the</strong> hostel, students staying in <strong>the</strong>hostel must comply with <strong>the</strong> <strong>follow</strong>ing hostel rules. In <strong>the</strong> event of offences (students have <strong>the</strong>obligation to report offences), investigations will be carried out and if <strong>the</strong> offences are proven tobe true, <strong>the</strong> offenders will be penalized with points assigned based on <strong>the</strong> seriousness of <strong>the</strong>offences. Any student who has accumulated up to 10 penalty points will be ordered to move outof <strong>the</strong> hostel. For offences involving criminal cases, <strong>the</strong> College reserves <strong>the</strong> right to report to<strong>the</strong> police. In order to improve <strong>the</strong> students’ capability for self governance, nurture responsibleand disciplined good habits and maintain safety, cleanliness and peacefulness of <strong>the</strong> hostel aswell as promoting cooperation and harmony, <strong>the</strong> <strong>follow</strong>ing rules are hereby set out:1. After 12 midnight (Does not apply to Kajang Sentral <strong>Hostel</strong>)a. The College gate will be closed and entry of student is barred except for late return due tospecial reasons in which case <strong>the</strong> student should inform <strong>the</strong> hostel warden by filling up <strong>the</strong>relevant form and obtaining approval.b. Do not loiter around <strong>the</strong> public space at <strong>the</strong> front and back stairs and in front of <strong>the</strong> lift.c. Stop watching TV (except on Saturday) or VCD in <strong>the</strong> lounge.2. Water and electricitya. In order to conserve energy, ceiling lamps in <strong>the</strong> bedroom must be switched off after 12midnight but <strong>the</strong> table lamp may be kept on.b. Lights at <strong>the</strong> balcony and <strong>the</strong> toilet should be switched on only if necessary.c. The last person to leave <strong>the</strong> bedroom or lounge must switch off <strong>the</strong> lights and fan. Watertaps must be turned off after use.d. Use of unauthorized electrical appliances in <strong>the</strong> hostel is strictly prohibited. All accidents(e.g. fire) that result in damage shall be compensated by students’ parents, and <strong>the</strong> offenderwill bear <strong>the</strong> criminal liability.e. Electrical appliances that can be used in <strong>the</strong> hostel include electric fan, handphone, batterycharger, radio, CD walkman, electric iron, hair dryer, computer, electronic dictionary,vapourizer, shaver and table lamp. O<strong>the</strong>r electrical appliances are not allowed to be broughtinto <strong>the</strong> hostel and will be confiscated and penalized if <strong>the</strong>y are found.


f. In addition to above electrical appliances, Kajang Sentral <strong>Hostel</strong> students are allowed to useelectric kettle, washing machine, induction cooker. All accidents (e.g. fire) that result indamage shall be compensated by students’ parents, and <strong>the</strong> offender will bear <strong>the</strong> criminalliability.3. Hygiene and cleanlinessa. Maintenance of hygiene and cleaning of hostel rooms shall be undertaken by all <strong>the</strong>students staying in each room and <strong>the</strong> room leader must draw up a duty roster andsupervise <strong>the</strong> compliance by <strong>the</strong> students involved.b. Cleaning of hostel public areas in each floor such as <strong>the</strong> corridor, lounge, lift lobby, laundryroom, etc. is <strong>the</strong> collective responsibility of all <strong>the</strong> hostel students staying in each floor. Aduty roster will be drawn up by <strong>the</strong> floor leader for compliance by each and every hostelstudent concerned.c. Do not leave any items in <strong>the</strong> corridors to prevent <strong>the</strong> environment from being dirty andmessy. All shoes must be placed in <strong>the</strong> rooms or on <strong>the</strong> shoes racks.d. Do not litter or spit.e. Rubbish must be disposed of at <strong>the</strong> rubbish collecting centre beside <strong>the</strong> College gate. Donot throw rubbish at public areas in <strong>the</strong> hostel such as <strong>the</strong> corridor, lounge, front and backstairs etc. Offenders are not welcome in this campus.f. Kajang Sentral <strong>Hostel</strong> students must dispose <strong>the</strong>ir rubbish at designated places.4. Public property(General)a. <strong>Hostel</strong> properties are not allowed to be moved.b. Upon check in, students must carefully check <strong>the</strong> condition of public property includingstudy table, cupboard, bed, etc. Thereafter students are responsible for <strong>the</strong> usage and carefor such property. <strong>Student</strong>s must report as soon as possible about items that require repair,change or replacement. Damage due to negligence will be compensated by <strong>the</strong> users.c. <strong>Hostel</strong> room key, hostel pass and door access smart tag must be properly safeguarded andshould not be lent to o<strong>the</strong>rs to avoid possible duplication that may lead to undesirableconsequences.d. No stickers should be placed on <strong>the</strong> public property and hostel furniture.(Only for <strong>Hostel</strong> in Campus)e. Use of room telephone should be short and brief so as not to affect o<strong>the</strong>rs who wish to use<strong>the</strong> phone or who are resting.

Always be ready to assist o<strong>the</strong>rs, report illegal activities and ensure safety in <strong>the</strong> campus.11. <strong>Student</strong>s found and confirmed to have committed <strong>the</strong> <strong>follow</strong>ing offences may beimmediately ordered to move out of <strong>the</strong> hostel:a. Arson or willfully causing fire in <strong>the</strong> hostel.b. Intentionally set off alarm system when <strong>the</strong>re is no emergency.c. Unauthorized use or damage done to any emergency or safety equipment.d. Inflicting bodily harm on o<strong>the</strong>rs.e. Allowing persons of opposite gender and non‐hostel students (including students from <strong>the</strong>College and parents) to stay overnight in <strong>the</strong> hostel room; those who know but do notreport <strong>the</strong> case to <strong>the</strong> hostel warden will also be penalized (5 penalty points).f. Making fake copies of hostel pass for use by non‐hostel students.g. Duplicate key unauthorized.h. Stealing public property or o<strong>the</strong>rs’ personal belongings.i. Entering ano<strong>the</strong>r hostel room from <strong>the</strong> balcony.j. Any o<strong>the</strong>r incident not specified in this rule but has significant impact on <strong>the</strong> hostel anddetermined by <strong>the</strong> <strong>Hostel</strong> <strong>Management</strong> Committee as a serious offence.12. <strong>Student</strong>s found and confirmed to have committed <strong>the</strong> <strong>follow</strong>ing offences will be assigned 5penalty points:a. Smoking, gambling, taking alcoholic drinks or fighting in <strong>the</strong> hostel.b. Damaging hostel property and facilities such as public property, floor, wall, etc., in whichcase, compensation based on <strong>the</strong> seriousness of damage is imposed in addition to <strong>the</strong> 5penalty points if <strong>the</strong> case is deemed serious.c. Bringing in prohibited electrical appliances, in which case <strong>the</strong> appliances will be seized inaddition to <strong>the</strong> 5 penalty points.d. Keeping pet animals or plant in <strong>the</strong> hostel.e. Bringing in non‐hostel students (including students from <strong>the</strong> College and parents) into <strong>the</strong>hostel compound.


f. Bringing in hostel students to opposite gender floor.g. Entering opposite gender floor.h. Lending out <strong>the</strong> hostel pass for use by o<strong>the</strong>rs.i. In <strong>the</strong> course of hostel wardens, security guards or staff of <strong>the</strong> General Affairs Departmentcarrying out <strong>the</strong>ir duties, refusal to listen to advice and give cooperation, resisting checkingof hostel pass by security guards, refusing to give names for record by security guards orusing provocative language, cheating or o<strong>the</strong>r actions deemed to obstruct <strong>the</strong> execution ofofficial duties.13. <strong>Student</strong>s found and confirmed to have committed <strong>the</strong> <strong>follow</strong>ing offences will be assignedthree penalty points:a. Conducting sales of goods and o<strong>the</strong>r commercial activities without approval.b. Keeping prohibited items such as cigarettes, liquor, gambling sets, pornographicpublications etc.c. Littering in public areas such as lounge, front and back stairs, lift lobby, corridor orelsewhere in <strong>the</strong> campus.d. Disrupting <strong>the</strong> peaceful environment in <strong>the</strong> hostel.e. Moving out or changing rooms or constantly staying overnight in o<strong>the</strong>r rooms withoutapproval.f. Do not <strong>follow</strong> hostel administrative procedures.14. <strong>Student</strong>s found and confirmed to have committed <strong>the</strong> <strong>follow</strong>ing offences will be assignedtwo penalty points:a. Not taking part in cleaning work arranged by room leader or floor leader despite firstadvice and upon checking by room leader or floor leader, found not to do <strong>the</strong> work asecond time.b. Do not maintain cleanliness of <strong>the</strong> room, and <strong>the</strong> room still remains unclean after beingadvised by hostel warden.c. Entering <strong>the</strong> top floor of <strong>the</strong> hostel block without approval.15. O<strong>the</strong>rsa. For any o<strong>the</strong>r incident and action breaching <strong>the</strong> public safety and order of <strong>the</strong> hostelwhich are not specified in <strong>the</strong> provisions above, <strong>the</strong> penalty will be decided by a <strong>Hostel</strong>Discipline Committee comprising three members, namely Head of <strong>Student</strong> Affairs


Department, hostel warden and Chairman of <strong>Hostel</strong> <strong>Student</strong>s’ Association orrepresentative.b. Late returning to <strong>the</strong> hostel in campus after <strong>the</strong> gate is closed at 12 midnight, in whichcase <strong>the</strong> guard will record <strong>the</strong> students’ names and assign one penalty point for each latereturn and <strong>the</strong> parents will be informed if necessary. For late returns due to specialreasons, applications can be made to <strong>the</strong> hostel warden.c. For students who instruct or instigate o<strong>the</strong>rs to breach hostel rules, both parties will beassigned <strong>the</strong> same penalty points.d. Repetition of <strong>the</strong> above offences will invite double penalty.16. Methods of penaltya. <strong>Student</strong>s who have accumulated up to 10 penalty points will be ordered to move out of<strong>the</strong> hostel immediately.b. <strong>Student</strong>s are allowed to perform work services as substitute for penalty points inaccordance with <strong>the</strong><strong>follow</strong>ing:i. Objective: to provide a chance for students to make up for <strong>the</strong>ir mistakes. Hopefully thispenalty in <strong>the</strong> form of work services can help <strong>the</strong>m to realize <strong>the</strong>ir mistakes and thusachieve <strong>the</strong> purpose of education through experience in life.ii. Mode of implementation: when students are penalized for offences, <strong>the</strong>y may, withinone week, apply to <strong>the</strong> hostel warden to substitute penalty points with work services.iii. Work services: one hour for one penalty point, with duration of services based on <strong>the</strong>penalty points for <strong>the</strong> offence involved. After completion of <strong>the</strong> work services, <strong>the</strong> hostelwarden will acknowledge and sign <strong>the</strong> application form.iv. Scope of work services: all public areas in <strong>the</strong> hostel such as stairs, laundry room and <strong>the</strong>surrounding areas, or discuss with <strong>the</strong> warden for performing community services in oroutside <strong>the</strong> College.v. This provision is not applicable to <strong>the</strong> <strong>follow</strong>ing:• <strong>Student</strong>s who have accumulated up to 8 penalty points.• <strong>Student</strong>s ordered to move out of <strong>the</strong> hostel.• For repetition of <strong>the</strong> same offence for which penalty points had been substituted withwork services, <strong>the</strong> penalty shall be doubled.VI. Implementation and Amendments to <strong>Regulations</strong>


1. The <strong>Student</strong> <strong>Hostel</strong> <strong>Management</strong> Committee reserves <strong>the</strong> right to amend, add or delete anypart of <strong>the</strong> regulations deemed to be improper.2. These regulations shall be implemented after approval by <strong>the</strong> <strong>Student</strong> <strong>Hostel</strong> <strong>Management</strong>Committee and submission to <strong>the</strong> College Administration Meeting. The same shall apply toany amendment to <strong>the</strong> regulations.Approved by <strong>Student</strong> <strong>Hostel</strong> <strong>Management</strong> Committee Meeting on 27 February 2002.
