Editorial – Apart from the Christmas and New Year<br />
festivities it has been a quiet time in the village, other, that<br />
is, than the traffic noise from the A607, and the crunch of<br />
my car hitting the wall while trying to get out of my drive<br />
on the ice! <strong>The</strong> campaign for a 30mph speed limit through<br />
the village is still rumbling on despite the best (worst?)<br />
efforts of those responsible at LCC (see Letters page).<br />
<strong>The</strong>n there is the problem of the Gypsy/Travellers’ camp.<br />
<strong>The</strong> District <strong>Council</strong>lor has thrown some light on that subject,<br />
but it would seem that one of our correspondents in<br />
the last edition might well have hit the nail on the head<br />
with his criticisms of District and <strong>County</strong> <strong>Council</strong>s!! All in<br />
all, not a very happy picture but on a brighter note, as<br />
promised in our last, we do have news of this year’s Village<br />
Fete (see page 7.) At least that is something to look<br />
forward to.<br />

<strong>The</strong> Weekly Draw by Brian Fisher<br />
<strong>The</strong> purpose of the draw is to generate funds for various<br />
voluntary organisations in the village. We are always<br />
looking to recruit new members and if anyone is interested<br />
in taking up membership (£1 per week) they should contact<br />

Hughes (273941) or the Sports Club for more information.<br />
<strong>The</strong> weekly draw runs in 10-week cycles and is made in<br />
the Sports Club at 1.15pm every Sunday. Please note<br />

by the President, Mrs Julia Fane, in appreciation of their<br />

Garden Society<br />
<strong>The</strong> <strong>January</strong> meeting of the Society was the AGM at<br />
which the highly successful committee of last year were re<br />
-elected with only a minor change. A valuable discussion<br />
took place concerning the format of the Christmas social –<br />
an enjoyable but now a bit dated event - and several<br />
changes were agreed which will be tried out next Christmas.<br />
<strong>The</strong> programme for 2010 was then unveiled, which<br />
showed some fascinating talks, visits and members-only<br />
social events to look forward to. It was also agreed that<br />
the annual subscription should remain at £12.<br />
<strong>The</strong> Society meets every second Tuesday in the month<br />
at Carlton Scroop Village Hall at 7.30 p.m. February’s<br />
speaker will be Colin Ward, talking about “Hardy Exotics &<br />
Microclimates”. We are a sociable bunch and have attracted<br />
many new members in the past year. Visitors and<br />
potential new members are most welcome to 'try us out'.<br />

<strong>Fulbeck</strong> F.C. - <strong>The</strong> village team are playing in the Lincoln<br />
Premier League and to date they are enjoying a<br />
very successful season and have reached the quarterfinals<br />
of the <strong>County</strong> Cup. Training sessions are held<br />
each Wednesday at 7.00pm. If anyone is interested in<br />
joining the village football club, in any capacity, they<br />
should contact Keith Pollard, the team manager, on<br />

Junior Football Club.– <strong>The</strong>re are four teams playing at<br />
<strong>Fulbeck</strong> on Sundays in the Mid-Lincs League, with the<br />
under-18 team playing in the <strong>Lincolnshire</strong> Intermediate<br />

Bingo - Cash Bingo sessions are now being held fortnightly<br />
in the Sports Club on Saturday evenings, eyes<br />
down 8.30pm. <strong>The</strong> next session will be held on Saturday<br />
6th February.<br />
AGM - <strong>The</strong> AGM was held on 2nd December. <strong>The</strong><br />
Treasurer reported a loss over the financial year due to<br />
upgrading the buildings and field equipment. It should<br />
be noted that our overheads are continuing to increase<br />
each year and we spent £2841 on maintaining the field.<br />
<strong>The</strong> club officers and committee were all re-elected en<br />
bloc and were thanked by the chairman for their commitment<br />
during the year. He also thanked Derrick Pollard<br />
and David Fisher for maintaining the playing field to a<br />
very high standard.<br />
Notices<br />
Antique Fairs - <strong>The</strong> first of two Antique Fairs booked to<br />
be held in the Village Hall this year will be held on Sunday<br />
21 st March. <strong>The</strong> second will be on Sunday 20 th<br />
June. Opening times will be from 10.00am to 4.00pm<br />
Royal British Legion Poppy Collection - <strong>The</strong> total<br />
donated to the Royal British Legion Poppy Appeal from<br />
a house to house collection around our village was<br />
£511.32, this included the Church Collection and the<br />
collection box left at the Hare and Hounds. A grateful<br />
thank you to those people who gave their time to collect,<br />
Brenda Gilman, Julia Fane, David Morison, and<br />
Vic Rice, also thank you to David Moss who organises<br />
the collection and to Julian Fane as Treasurer, and a<br />
special thank you to all you kind people who gave so<br />
generously, without your help the British Legion would<br />
be unable to continue their vital welfare and benevolent<br />
work, £511.32 is a marvellous sum from our small<br />
village,<br />

I Know - it's over two months now since our revival of<br />
5th November Bonfire and Firework Display, but what a<br />
good night it was, a large crowd gathered for the event<br />
and we were very lucky with the weather too, fine and<br />
dry, those who held their event on the Saturday night,<br />
7th had heavy rain, so yes, we were lucky! it was never<br />
intended to make a profit, just enough to cover the cost<br />
of the fireworks, but £178.76 profit was made overall on<br />
the night. Brenda collected £271.34 as she walked<br />
among the crowd with a bucket for donations, £212.10<br />
was taken from the sale of food making a total income of<br />
£483.44, expenses were £304.68. Thank you to Geoff<br />
and John Cottingham, Peter Hughes and Tim Giles for<br />
the fire work display, to Colette Hughes, Veronica Ownsworth,<br />
Iris Morison, Pamela Rice, Carol Aram, Helen<br />
Golightly for dealing with the cooking and selling of the<br />
food, and to Simon Nash, Vic Rice, David Morison for<br />
looking after the welfare of the crowd, and a special<br />
thank you to the visiting First Aider Dale Bunn, a Fireman<br />
from Woodhall Spa and colleague of Simon Nash.<br />
Thank you also to Andrew Ownsworth for providing the<br />
material for the Bonfire and Terry Godson and Kenny<br />
Newton for their help in building it and helping to erect<br />
the tent for the food preparation.<br />

Dance - Hopefully some of you will remember reading in our<br />
last <strong>Newsletter</strong> that we propose to hold a dance in the<br />
Village Hall with a live five piece band, this event will,<br />
we hope, take place on Saturday, 27th February,<br />
7.30pm for 8pm start, through to 11.30pm, with some<br />
old time dancing and perhaps a bit of 'mod' thrown in,.<br />
Tickets will be £10.50 and will include a light supper.<br />
We would like people to purchase tickets before the<br />
event so we know how many to cater for. It would also<br />
help funds if we run a raffle during the evening so prizes<br />
would be welcomed. It is a long time since we had a<br />
dance with a live band in our village hall so we do hope<br />
you will support this event. Proceeds are for 'Help For<br />
Hero's'. Look out for posters advertising this event.<br />

Women’s’ World Day of Prayer - Service this year will<br />
be held at Navenby Methodist Church on Friday 5th<br />
March, I don't know as yet what time the service starts<br />
but look out for posters nearer the time or check your<br />

Women's World Day Of Prayer Service gentlemen are<br />

District <strong>Council</strong>lor’s Report -<br />

Brant Road Steps -. I have had a good look at this<br />
problem. <strong>The</strong> steps are quite serviceable but the retaining<br />
wall is in very poor shape. One wall appears to be<br />
part of a boundary to Number 6, is this correct? I have<br />
contacted SKDC and they have no record of responsibility<br />
in this area. I then called <strong>County</strong> Highways but it<br />
seems that the contract for part of this path, side walls<br />
and footfalls are not included in the adoption contract,<br />
so Highways are not accepting responsibility. Can anyone<br />
throw any light on this subject?<br />
Gypsy/Traveller Enquiry. - Having attended a number of<br />
these enquiries I found it a breath of fresh air to watch<br />
the Inspector (Susan Heywood) take over from a less<br />
than impressive gentleman from previous parts of this<br />
long running saga. It has to be said that the law in itself<br />
has not been broken. We all have to adhere to the unpleasant<br />
planning rules and regulations and sad to say<br />

there has been yet a further fundamental shift in Government<br />
policy. I sometimes believe such changes are<br />
implemented just to achieve convenient results Sustainability<br />
comes to mind ! <strong>The</strong> fact that the <strong>County</strong><br />
Highways refused permission on safety grounds was<br />
swept aside by a very clever barrister for the appellants,<br />
ably supported by her advisor, Mr Brown. <strong>The</strong> fact that<br />
paperwork for the flood risk assessment had not<br />
reached our legal team and furthermore that they would<br />
not be allowed real time to read and question such a<br />
paper was, I believe, not very professional, but an adjournment<br />
for a few minutes was allowed by Susan Heywood.<br />
<strong>The</strong>re were a number of conditions mentioned to<br />
which Mr Sibthorpe (residents rep.) and SKDC.s reps<br />
gave agreement to: - No storage on the land, Boundary<br />
conditions, "Hard Surfaces”, Ban on commercial vehicles<br />
over three and a half tons, Limitation on pitches -<br />
13Static-13Touring. Unfortunately SKDC were criticised<br />
for not making Gypsy/Traveller sites available, (it’s<br />
harder than one could imagine!). <strong>County</strong> were criticised<br />
quite openly for lack of good sound evidence in their<br />
findings, and the local residents also took some criticism<br />
over not understanding the fundamental shift in Government<br />
policy on sustainability! I dispute that very<br />
strongly! Does anyone understand such a minefield?<br />
<strong>The</strong> Environment Agency withdrew their objections after<br />
the appellants employed a specialist to investigate the<br />
removal of surface water and foul drainage. It was also<br />
found that the site owners did not need any permission<br />
from adjoining landowners regarding this site.<br />
It has been a long and arduous road to find some sort of<br />
resolution to this problem, especially where the appellants’<br />
Barrister was asking for a temporary licence for 4<br />
years. <strong>The</strong> very experienced Susan Heywood will give<br />
her final judgement at the beginning of March. What we<br />
all must remember is that society is governed by rules<br />
we do not really want to abide by. <strong>The</strong> vast majority of<br />
objectors really felt the life-long processes of a very difficult<br />
area (planning) should be applied to everyone, and<br />
felt more could have been accomplished if <strong>County</strong>, District,<br />
and local people had been involved with Gypsy<br />
and Travellers at the outcome. It did not help one bit<br />
when life’s rules and regulatory powers were ignored at<br />
the first instance. Hopefully some sort of integration will<br />
come out of this ….when, is a question for the future.

Dear Sir,<br />
I rise early, 6.30am, most mornings – but more often than not I am shaken (as if by an alarm) out of my sleep by the<br />
incredible bangs and thumps of the “Mountain” lorries.<br />
I do understand and appreciate that our waste has to go somewhere. Kent Brainerd (December <strong>Newsletter</strong>) has<br />
asked several questions – re planning permission, were traffic conditions imposed? Were there limits on the number<br />
of lorries to be used? Were environmental conditions laid down etc, etc? Kent asked some interesting questions<br />
there. We need to talk to the District <strong>Council</strong>lor and really try to find out who is responsible for allowing even larger<br />
vehicles through our village/villages. We are suffering a bad winter of snow and ice which will all add to making the<br />
A607 a more noisy and dangerous road.<br />

Dear Editor<br />
You are probably aware that I have been corresponding with L.C.C. over the past almost three years regarding the<br />
speed limit on the A607 in <strong>Fulbeck</strong>. Last year a “Review” of the whole A607 was undertaken by L.C.C. and I understand<br />
that it was decided, without any consultation or discussion with the village, to keep the speed limited to 40<br />
mph rather than reduce it to 30 mph. Last October I requested a copy of the “Review” and despite telephone calls<br />
and e-mails I have not yet received a copy. I am beginning to wonder if it actually exists! We have also requested a<br />
copy under the 'Freedom of Information Act'.<br />
No discussions have taken place to establish how many people have to cross the road on a daily basis so I have<br />
pointed out the following: -<br />
On one side of the road we have:-<br />
• Senior Citizens' bungalows<br />
• New Children's Play Ground<br />
• Sports Pavilion.<br />
• Sports & Social Club<br />
• Village Car Park<br />
• Village sports field<br />
• A total of 36 private residences.<br />
As there is no school in the village, many children travel to school on the bus, which obviously means crossing<br />
this very busy road. I frequently use the bus service and feel I take my life in my hands every time I cross the road,<br />
especially in the recent icy conditions. <strong>The</strong> increased size and frequency of the waste disposal lorries using the Caythorpe<br />
site with the inherent noise and pollution has obviously exacerbated the problem. <strong>The</strong> blind bend before the<br />
village hall only adds to the situation.<br />
I have asked for a detailed response as to why the decision has been taken not to reduce the speed limit on this<br />
dangerous road which is designated as a 'Red Route'. This alone should tell the planners something! On reading<br />
the Department for Transport's leaflet 1/04, "VILLAGE SPEED LIMITS" it states:-<br />
"<strong>The</strong> Government’s road safety strategy 'Tomorrow’s roads: safer for everyone’ (Department of the Environment,<br />
Transport and the Regions, 2000) stated that a standard speed limit of 30 mph in villages should be<br />
the norm."<br />
Why is L.C.C. ignoring the guidelines set down by the Department of Transport? If anyone would like a copy of this<br />
leaflet I would be happy to e-mail it to them.<br />

<strong>Fulbeck</strong> Village Fete : 17 th July 2010<br />
A Fete is being planned for the village to take place within <strong>Fulbeck</strong> Hall grounds on Saturday, 17 th July 2010. <strong>The</strong><br />
intended activities will be:<br />
A variety of games, including Skittles, welly throwing, trap the rat, etc.<br />
Bric-a-brac<br />
Tombola<br />
Children’s fancy dress competition<br />
Dolly and Teddy clinic<br />
Plant, cake, handicraft, etc. stalls<br />
Dog Show<br />
Tug-of-war<br />
Refreshments (Tea and cakes, etc.)<br />
This is not a complete list as much planning has to be done but it will be on the lines of a village family fun day for<br />

East Midlands Fire and Rescue Control Centre –<br />
Preparing to manage 999 fire calls across the East Midlands<br />
State-of-the-art communication equipment is being installed at a regional centre that will start handling 999 calls for<br />
the fire and rescue service in less than 18 months' time. A giant 7m x 4m screen, capable of displaying maps and<br />
live pictures from an incident, is the focal point of the Control Room where staff will receive and manage 84,000<br />
emergency calls every year. Behind the screen lies a wealth of technology that will give Control Room Operators<br />
instant access to the information and knowledge they need to call the right experts and equipment to the incident,<br />
no matter where it is. Nine Regional Control Centres (RCCs) are being built across England, and the East Midlands<br />
centre in Castle Donington, Leicestershire will be one of the first to 'go live' under this new Government initiative.<br />
Over the next two years, the existing control rooms in Derby, Leicester, Lincoln, Northampton and Nottingham will<br />
gradually come together in this brand new building. <strong>The</strong> centres have been designed to streamline and synchronise<br />
the 999 control room functions of all fire and rescue services across England, providing a co-ordinated response to<br />
national disasters such as terrorist incidents, widespread flooding or a major fire on a similar scale to Buncefield.<br />
Staff will operate the same equipment, they will work to the same procedures, they will have access to the same<br />
information and their systems will be networked. <strong>The</strong> first county to transfer its calls to the East Midlands RCC will<br />
be Derbyshire in May 2011. This will be followed by Leicestershire and Rutland (July 2011), Nottinghamshire<br />
(November 2011) and <strong>Lincolnshire</strong> and Northamptonshire (transferring together in <strong>January</strong> 2012).<br />
Neighbourhood Watch - It has been fairly quiet on the crime-front these past few weeks, in our area at least.<br />
<strong>The</strong> few messages received since our last <strong>Newsletter</strong> are as follows.<br />
On Sunday, 22nd November 09, a grey pickup type vehicle, reg no. VA 06 MXJ was seen driving around suspiciously<br />
in the Caythorpe area. <strong>The</strong> vehicle was seen driving down tracks and a private road and may be involved in<br />
hare coursing.<br />
On 3rd December 09, reports came in of cats going missing from Caythorpe and Marston area with suspicions that<br />
persons may be taking them. If you believe that your cat has been taken or if you have seen anyone asking about<br />
cats, please contact WPC Karla Bullimore on 07939312821.<br />
On the morning of 5th December, criminal damage was done to crops on Frieston Heath; horse tracks were seen<br />
over the field with no attempt made to go round the edge of the field. Permanent damage was done to the crops.<br />
Between the evening of Monday, 14th December and 7am on Tuesday, 15th December, a vehicle was broken into<br />
in Washdyke Lane, <strong>Fulbeck</strong>. <strong>The</strong> vehicle was parked on the driveway and offenders entered the vehicle by smashing<br />
the Drivers window, they then stole a wallet and mobile phone from the glove box. .<br />
NOTE --lt is unwise to leave anything of value in your vehicle. Please, when leaving your vehicle, remember to lock<br />
it and take all valuables with you, I know it can be a hassle but better safe then sorry. B. G.<br />
Between 4.30pm on Saturday, 9th <strong>January</strong> 2010 and 1.30pm on 10th <strong>January</strong>, a vehicle was stolen from the roadside<br />
in Stragglethorpe Lane, Brandon. <strong>The</strong> vehicle, a Blue BMW had been involved in a Road Traffic Accident at<br />
that location.<br />
Sometime overnight between Wednesday, 13th <strong>January</strong> and Thursday, 14th <strong>January</strong>, a farm on Ermine Street Ancaster,<br />
was broken into,<br />
Between 10.30am and 3.30pm on 12th <strong>January</strong>, a Red sit-on Lawnmower was stolen from a property on Church<br />
Lane, Brandon, <strong>The</strong> offenders may have rammed the gate open in order to obtain access to the drive.<br />

Another little bit of our history - In past <strong>Newsletter</strong>s we have serialised the life stories of people who were<br />
born and grew up in <strong>Fulbeck</strong> and I know from reports that many of you enjoyed reading them, there was the First<br />
World War experiences of Mr Jack Farmer, Cecil Hencher’s story of his life in our village, and his daughter, Linda's<br />
story of growing up here, when she took you on a 'walk' around the village of her birth. We now have a story a little<br />
different, still in our area but set in verse, it is an old <strong>Lincolnshire</strong> legend whether it is true or not decide for yourself.<br />

1. I will tell you a tale of our <strong>County</strong>,<br />
<strong>The</strong> old legend of Bayard's leap.<br />
'Tis a story I first heard in childhood,<br />
A story to make the flesh creep.<br />
3. All around was a scene of contentment<br />
Till the break of that fateful morn,<br />
When the night that rained death and disaster<br />
Showed the full destruction at dawn.<br />
5. <strong>The</strong> villagers, stunned by the happenings,<br />
Gathered round a farm worker called Sill,<br />
Who, it seems, had worked late out at <strong>Fulbeck</strong><br />
And, walking home, had reached <strong>Fulbeck</strong> Hill.<br />
7. He had fallen, collapsed in a stupor ,<br />
And lay till the hour of midnight,<br />
<strong>The</strong>n waking, he lay there and witnessed<br />
<strong>The</strong> most gruesome, incredible sight<br />
9. Each one had a horn filled with brimstone,<br />
Dripping fire and destruction around.<br />
<strong>The</strong>n, on hearing the Church clock strike midnight,<br />
<strong>The</strong>ir revels they brought within bound.<br />
.11. When the villagers heard Sill's grim story<br />
<strong>The</strong>y vowed that the dread witch must die,<br />
But so great was their fear of her witchcraft<br />
That to kill her nobody would try.<br />

2. Now it seems that one day in Ancaster,<br />
