February - March 2010 Volume 84
Editorial – Apart from the Christmas and New Year
festivities it has been a quiet time in the village, other, that
is, than the traffic noise from the A607, and the crunch of
my car hitting the wall while trying to get out of my drive
on the ice! The campaign for a 30mph speed limit through
the village is still rumbling on despite the best (worst?)
efforts of those responsible at LCC (see Letters page).
Then there is the problem of the Gypsy/Travellers’ camp.
The District Councillor has thrown some light on that subject,
but it would seem that one of our correspondents in
the last edition might well have hit the nail on the head
with his criticisms of District and County Councils!! All in
all, not a very happy picture but on a brighter note, as
promised in our last, we do have news of this year’s Village
Fete (see page 7.) At least that is something to look
forward to.
Garden Society
The January meeting of the Society was the AGM at
which the highly successful committee of last year were re
-elected with only a minor change. A valuable discussion
took place concerning the format of the Christmas social –
an enjoyable but now a bit dated event - and several
changes were agreed which will be tried out next Christmas.
The programme for 2010 was then unveiled, which
showed some fascinating talks, visits and members-only
social events to look forward to. It was also agreed that
the annual subscription should remain at £12.
The Society meets every second Tuesday in the month
at Carlton Scroop Village Hall at 7.30 p.m. February’s
speaker will be Colin Ward, talking about “Hardy Exotics &
Microclimates”. We are a sociable bunch and have attracted
many new members in the past year. Visitors and
potential new members are most welcome to 'try us out'.
Royal British Legion Poppy Collection - The total
donated to the Royal British Legion Poppy Appeal from
a house to house collection around our village was
£511.32, this included the Church Collection and the
thank you to those people who gave their time to collect,
Brenda Gilman, Julia Fane, David Morison, and
Vic Rice, also thank you to David Moss who organises
the collection and to Julian Fane as Treasurer, and a
special thank you to all you kind people who gave so
generously, without your help the British Legion would
be unable to continue their vital welfare and benevolent
work, £511.32 is a marvellous sum from our small
village,
THANK YOU.
I Know - it's over two months now since our revival of
5th November Bonfire and Firework Display, but what a
good night it was, a large crowd gathered for the event
and we were very lucky with the weather too, fine and
dry, those who held their event on the Saturday night,
7th had heavy rain, so yes, we were lucky! it was never
intended to make a profit, just enough to cover the cost
of the fireworks, but £178.76 profit was made overall on
the night. Brenda collected £271.34 as she walked
among the crowd with a bucket for donations, £212.10
was taken from the sale of food making a total income of
£483.44, expenses were £304.68. Thank you to Geoff
and John Cottingham, Peter Hughes and Tim Giles for
the fire work display, to Colette Hughes, Veronica Ownsworth,
Iris Morison, Pamela Rice, Carol Aram, Helen
Golightly for dealing with the cooking and selling of the
food, and to Simon Nash, Vic Rice, David Morison for
looking after the welfare of the crowd, and a special
thank you to the visiting First Aider Dale Bunn, a Fireman
from Woodhall Spa and colleague of Simon Nash.
Thank you also to Andrew Ownsworth for providing the
material for the Bonfire and Terry Godson and Kenny
Newton for their help in building it and helping to erect
the tent for the food preparation.
Dance - Hopefully some of you will remember reading in our
last Newsletter that we propose to hold a dance in the
Village Hall with a live five piece band, this event will,
we hope, take place on Saturday, 27th February,
7.30pm for 8pm start, through to 11.30pm, with some
old time dancing and perhaps a bit of 'mod' thrown in,.
Tickets will be £10.50 and will include a light supper.
We would like people to purchase tickets before the
event so we know how many to cater for. It would also
help funds if we run a raffle during the evening so prizes
would be welcomed. It is a long time since we had a
dance with a live band in our village hall so we do hope
you will support this event. Proceeds are for 'Help For
Hero's'. Look out for posters advertising this event.
Tickets can be purchased from Brenda Gilman,
(272617) or Carol Hare (01636) 626617, and Jane Hodcroft.
Thank you. B Gilman
District Councillor’s Report -
by Peter Martin-Mayhew
Brant Road Steps -. I have had a good look at this
problem. The steps are quite serviceable but the retaining
wall is in very poor shape. One wall appears to be
part of a boundary to Number 6, is this correct? I have
contacted SKDC and they have no record of responsibility
in this area. I then called County Highways but it
seems that the contract for part of this path, side walls
and footfalls are not included in the adoption contract,
so Highways are not accepting responsibility. Can anyone
throw any light on this subject?
Gypsy/Traveller Enquiry. - Having attended a number of
these enquiries I found it a breath of fresh air to watch
the Inspector (Susan Heywood) take over from a less
than impressive gentleman from previous parts of this
long running saga. It has to be said that the law in itself
has not been broken. We all have to adhere to the unpleasant
planning rules and regulations and sad to say
there has been yet a further fundamental shift in Government
policy. I sometimes believe such changes are
implemented just to achieve convenient results Sustainability
comes to mind ! The fact that the County
Highways refused permission on safety grounds was
swept aside by a very clever barrister for the appellants,
ably supported by her advisor, Mr Brown. The fact that
paperwork for the flood risk assessment had not
reached our legal team and furthermore that they would
not be allowed real time to read and question such a
paper was, I believe, not very professional, but an adjournment
for a few minutes was allowed by Susan Heywood.
There were a number of conditions mentioned to
which Mr Sibthorpe (residents rep.) and SKDC.s reps
gave agreement to: - No storage on the land, Boundary
conditions, "Hard Surfaces”, Ban on commercial vehicles
over three and a half tons, Limitation on pitches -
13Static-13Touring. Unfortunately SKDC were criticised
for not making Gypsy/Traveller sites available, (it’s
harder than one could imagine!). County were criticised
quite openly for lack of good sound evidence in their
findings, and the local residents also took some criticism
over not understanding the fundamental shift in Government
policy on sustainability! I dispute that very
strongly! Does anyone understand such a minefield?
The Environment Agency withdrew their objections after
the appellants employed a specialist to investigate the
removal of surface water and foul drainage. It was also
found that the site owners did not need any permission
from adjoining landowners regarding this site.
It has been a long and arduous road to find some sort of
resolution to this problem, especially where the appellants’
Barrister was asking for a temporary licence for 4
years. The very experienced Susan Heywood will give
her final judgement at the beginning of March. What we
all must remember is that society is governed by rules
we do not really want to abide by. The vast majority of
objectors really felt the life-long processes of a very difficult
area (planning) should be applied to everyone, and
felt more could have been accomplished if County, District,
and local people had been involved with Gypsy
and Travellers at the outcome. It did not help one bit
when life’s rules and regulatory powers were ignored at
the first instance. Hopefully some sort of integration will
come out of this ….when, is a question for the future.

Letters to the Editor
Dear Sir,
I rise early, 6.30am, most mornings – but more often than not I am shaken (as if by an alarm) out of my sleep by the
incredible bangs and thumps of the “Mountain” lorries.
I do understand and appreciate that our waste has to go somewhere. Kent Brainerd (December Newsletter) has
asked several questions – re planning permission, were traffic conditions imposed? Were there limits on the number
of lorries to be used? Were environmental conditions laid down etc, etc? Kent asked some interesting questions
there. We need to talk to the District Councillor and really try to find out who is responsible for allowing even larger
vehicles through our village/villages. We are suffering a bad winter of snow and ice which will all add to making the
A607 a more noisy and dangerous road.
Yours sincerely
Anne Pendred
Dear Editor
You are probably aware that I have been corresponding with L.C.C. over the past almost three years regarding the
speed limit on the A607 in Fulbeck. Last year a “Review” of the whole A607 was undertaken by L.C.C. and I understand
that it was decided, without any consultation or discussion with the village, to keep the speed limited to 40
mph rather than reduce it to 30 mph. Last October I requested a copy of the “Review” and despite telephone calls
and e-mails I have not yet received a copy. I am beginning to wonder if it actually exists! We have also requested a
copy under the 'Freedom of Information Act'.
No discussions have taken place to establish how many people have to cross the road on a daily basis so I have
pointed out the following: -
On one side of the road we have:-
• Senior Citizens' bungalows
• New Children's Play Ground
• Sports Pavilion.
• Sports & Social Club
• Village Car Park
• Village sports field
• A total of 36 private residences.
As there is no school in the village, many children travel to school on the bus, which obviously means crossing
this very busy road. I frequently use the bus service and feel I take my life in my hands every time I cross the road,
especially in the recent icy conditions. The increased size and frequency of the waste disposal lorries using the Caythorpe
site with the inherent noise and pollution has obviously exacerbated the problem. The blind bend before the
village hall only adds to the situation.
I have asked for a detailed response as to why the decision has been taken not to reduce the speed limit on this
dangerous road which is designated as a 'Red Route'. This alone should tell the planners something! On reading
the Department for Transport's leaflet 1/04, "VILLAGE SPEED LIMITS" it states:-
"The Government’s road safety strategy 'Tomorrow’s roads: safer for everyone’ (Department of the Environment,
Transport and the Regions, 2000) stated that a standard speed limit of 30 mph in villages should be
the norm."
Why is L.C.C. ignoring the guidelines set down by the Department of Transport? If anyone would like a copy of this
leaflet I would be happy to e-mail it to them.
Your sincerely
Iris Morison, 01400 279100, irismorison@live.co.uk
On the other side of the road we have:-
• Village Hall (which has numerous classes and activities
with attendees parking in the car park opposite)
• Craft Centre (which has very limited parking and
people park across the road)
• Tea rooms (which has very limited parking and people
park across the road)
• Public House with restaurant
• Church with cemetery with the only official parking
across the road
• Many children living in the village have to cross the
road to the new playground which is very popular
East Midlands Fire and Rescue Control Centre –
Preparing to manage 999 fire calls across the East Midlands
State-of-the-art communication equipment is being installed at a regional centre that will start handling 999 calls for
the fire and rescue service in less than 18 months' time. A giant 7m x 4m screen, capable of displaying maps and
live pictures from an incident, is the focal point of the Control Room where staff will receive and manage 84,000
emergency calls every year. Behind the screen lies a wealth of technology that will give Control Room Operators
instant access to the information and knowledge they need to call the right experts and equipment to the incident,
no matter where it is. Nine Regional Control Centres (RCCs) are being built across England, and the East Midlands
centre in Castle Donington, Leicestershire will be one of the first to 'go live' under this new Government initiative.
Over the next two years, the existing control rooms in Derby, Leicester, Lincoln, Northampton and Nottingham will
gradually come together in this brand new building. The centres have been designed to streamline and synchronise
the 999 control room functions of all fire and rescue services across England, providing a co-ordinated response to
national disasters such as terrorist incidents, widespread flooding or a major fire on a similar scale to Buncefield.
Staff will operate the same equipment, they will work to the same procedures, they will have access to the same
information and their systems will be networked. The first county to transfer its calls to the East Midlands RCC will
be Derbyshire in May 2011. This will be followed by Leicestershire and Rutland (July 2011), Nottinghamshire
(November 2011) and Lincolnshire and Northamptonshire (transferring together in January 2012).
Neighbourhood Watch - It has been fairly quiet on the crime-front these past few weeks, in our area at least.
Another little bit of our history - In past Newsletters we have serialised the life stories of people who were
born and grew up in Fulbeck and I know from reports that many of you enjoyed reading them, there was the First
World War experiences of Mr Jack Farmer, Cecil Hencher’s story of his life in our village, and his daughter, Linda's
story of growing up here, when she took you on a 'walk' around the village of her birth. We now have a story a little
different, still in our area but set in verse, it is an old Lincolnshire legend whether it is true or not decide for yourself.
Brenda Gilman
1. I will tell you a tale of our County,
The old legend of Bayard's leap.
'Tis a story I first heard in childhood,
A story to make the flesh creep.
3. All around was a scene of contentment
Till the break of that fateful morn,
When the night that rained death and disaster
Showed the full destruction at dawn.
5. The villagers, stunned by the happenings,
Gathered round a farm worker called Sill,
Who, it seems, had worked late out at Fulbeck
And, walking home, had reached Fulbeck Hill.
7. He had fallen, collapsed in a stupor ,
And lay till the hour of midnight,
Then waking, he lay there and witnessed
The most gruesome, incredible sight
9. Each one had a horn filled with brimstone,
Dripping fire and destruction around.
Then, on hearing the Church clock strike midnight,
Their revels they brought within bound.
.11. When the villagers heard Sill's grim story
They vowed that the dread witch must die,
But so great was their fear of her witchcraft
That to kill her nobody would try.
To be finished in our next.
2. Now it seems that one day in Ancaster,
More than three or four centuries ago,
When the corn was full ripe unto harvest,
And the beasts grazed the parish meadow.
4. The crops that had shown such fine promise
Stood charred, the corn burned in the ear ,
While the cattle lay convulsed and lifeless.
And all around was suspicion and fear
6. When just beyond old Meg's dank hovel
( Old Meg was a witch, so they said ),
Of a sudden Sill felt strangely heavy,
His limbs buckled, he fell as though dead
8. For there around Meg's boiling cauldron
Danced a devilish, uncanny band,
Inhuman, deformed and quite evil,
Passing potions from hand to hand.
10. Old Meg, with a screech, then addressed them
And bade them go forth for one hour
To burn and destroy all around them
To the full extent of their power
12. Until, after seeing a vision,
Black Jim for the deed volunteered,
Some said Meg's two brats he had fathered
And the witch Black Jim never had feared
