the form of Road Shows, for the public
o give inputs and comments on the Drakenstein
unicipality's Draft Integrated Development
lan (IDP) 2010-2011 and Mid-Term Budget

hese Road Shows, during April, were intended
o promote the involvement of the entire
rakenstein Municipality and its residents in
inding solutions to achieve good long-term
evelopmental goals and to give meaning to all
unicipal activities. All those comments will be
ncorporated into the final IDP and Budget. The

fforts of Municipal Officials, Councillors and
he entire residents of Drakenstein.
n 31 March 2010 a public launch was held at the

epartments. Amongst sector departments were

epartment of Home Affairs, Department of

he IDP and Budget and as part of the working group

Drakenstein Municipality's vision is “working
together to create a place of opportunity” and this
launch was centered on this vision with the idea
that, together we can make it happen.
One of the strategic priorities of the municipality
is to ensure good governance, by an assessment of
activities continuously to ensure that proper
standards are maintained. Through those
assessments, new ideas and innovations are
created to improve the approach.
A turn-around was made in ensuring that the
relevant message is carried out to different
communities in a more friendly and understandable
manner. Community- Based
Planning (CBP) methodology was adopted as a
simpler form of inter-action with the public.
CBP is a forerunner to the IDP. The CBP
approach was also presented during the Road
Shows.
A specific legal process requires municipalities to
monitor and review the achievements of the
implementation of the IDP, assessing municipality's
performance against organisational
objectives as well as delivery of basic services. It
has also been stated by the Municipal Financial
Management Act that there must be a strong
linkage between review of the IDP and the
Annual Municipal Budgeting process.
The Municipal Systems Act, 2000 further states
that the communities must be afforded an
opportunity to review their needs and to make
possible changes to the priorities listed in the
Municipality's IDP.

PAINTING HOMES. Drakenstein Housing Section has embarked on another job
creation project where members of the community are busy painting their flats
and repairing their stair cases in ward 20. The project has started recently and

Drakenstein Munisipaliteit het onlangs ? openbare deelnemingsproses in die vorm van
promosietoere vir die publiek begin om insette en kommentaar op Drakenstein Munisipaliteit se
Geïntegreerde Ontwikkelingsplan (GOP) 2010-2011 en Middeltermyn-begrotingsoorsig 2010-2013
te lewer.
Hierdie promosietoere gedurende April, is bedoel om die betrokkenheid van die hele Drakenstein
Munisipaliteit en sy inwoners te bevorder deur oplossings te vind om goeie langtermyn ontwikkeling
te bewerkstellig en betekenis aan alle munisipale aktiwiteite te gee. Al hierdie kommentaar sal
geïnkorporeer word in die finale GOP en begroting. Die sukses van hierdie proses hang af van die
gesamentlike pogings van munisipale amptenare, raadslede en al die inwoners van Drakenstein.
Op 31 Maart 2010 is ? publieke bekendstelling by die Thusong-dienssentrum: Mbekweni as ?
amptelike opening van die promosietoere van stapel gestuur. Hierdie bekendstelling was deur
munisipale amptenare, raadslede, lede van die gemeenskap sowel as sektore van verskeie
departemente bygewoon. Van die sektore was verteenwoordigers van die Suid-Afrikaanse
Polisiediens, asook die departemente van binnelandse sake, arbeid, maatskaplike ontwikkeling,
korrektiewe dienste, onderwys, vervoer en openbare werke. Die Drakenstein-gemeenskap as
hoofinsethouers in die oorsigproses van die GOP en begroting en as deel van die werkgroep van beide
beplanning en implementering, is ook genooi.
Sektore van departemente is genooi om die demokrasie te versterk en interregeringsverhoudinge
binne verskillende regeringsfere te versterk, en om tot ? besef van die feit te kom dat die doel van alle
sfere van die regering is om ? ontwikkelingsamelewing te bereik en te handhaaf. Hierdie platform is
ook geskep vir interaksie tussen die munisipaliteit en sektore van departemente rakende die
dorpsgebied om te verseker dat wanneer hulle hul beplanning doen hulle die GOP van die
munisipaliteit in aanmerking neem.
Die Uitvoerende Burgemeester, raadslid Charmaine Manuel, het ? beleids rede gehou waarin sy oor
die politieke perspektief betreffende openbare deelname besin. Die konsep-GOP 2010-2011 en
middeltermyn-begrotingsoorsig is ook as sleutelkonsepte en fokusgebied tydens die promosietoere
voorgelê.
Drakenstein Munisipaliteit se visie is “om saam te werk om ? plek van geleenthede te skep” en die
bekendstelling was gesentreer op hierdie visie met die gedagte dat “ons dit saam kan laat gebeur”. Een
van die strategiese prioriteite as die munisipaliteit goeie bestuur wil verseker, is om deurlopend ?
waardebepaling van aktiwiteite te hou om te verseker dat behoorlike standaarde gehandhaaf word.
Deur hierdie waardebepalings word nuwe idees en veranderings geskep om die benadering te
verbeter.
'n Ommeswaai is gemaak om te verseker dat toepaslike boodskappe op ? meer vriendelike en
verstaanbare manier na verskillende gemeenskappe oorgedra word. Die metodiek van ?
Gemeenskapgebaseerde Beplanning (GGB) as ? eenvoudiger vorm van interaksie met die publiek is
aangeneem. GGB is ? voorloper van die GOP. Die GGB-nadering is ook gedurende die
promosietoere voorgelê.
PROMOSIETOER: Drakenstein Munisipaliteit het onlangs ? openbare deelnemingsproses
begin in die vorm van promosietoere vir die publiek om insette en kommentaar op Drakenstein
Munisipaliteit se geïntegreerde ontwikkelingsplan (GOP) 2010-2011 en middeltermynbegrotingsoorsig
2010-2013 te lewer. Hier is die uitvoerende burgemeester, Charmaine
Manuel, wyksraadslid Claudilo du Plessis en gemeenskapslede van wyk 10 in Wellington by die
promosietoer.
? Spesifieke geregtelike proses vereis munisipaliteite om die prestasies van die implementering
van die GOP te monitor en te hersien, om munisipaliteite se prestasie teen organisatoriese
mikpunte asook die lewering van basiese dienste te takseer. Dit is ook op die die munisipale
finansiële bestuurswetsontwerp van 2001 verklaar dat daar ? sterk skakel moet wees tussen die
hersiening van die GOP en die jaarlikse munisipale begrotingsproses. Die Wet op Munisipale
Stelsels, 2000, verklaar verder dat gemeenskappe ? geleentheid gegun moet word om hulle
behoeftes te hersien en om moontlike veranderings aan te bring in die prioriteite wat in die
munisipaliteit se GOP gelys is.

PMJ Festival. Drakenstein Executive Mayor cllr Charmaine Manuel addresses the crowd who
flocked to the Paarl Muslim Jamaa's (PMJ) Boland Jive Summer Festival held at the Dal Josafat
Stadium in Paarl on 26, 27, 28 March 2010. "The council has committed itself to support the
festival financially and with infrastructure. People are spending money in our town and at the
same time good relationships are being built over the social, economic, cultural and religious
sectors. We also know that proceeds at the festival are being ploughed back into the Drakenstein
community," stated councilor Manuel. Seated behind the Mayor are mr Moutie Richards,

and management tops

Drakenstein Municipality performed remarkably well this year at the Blue Drop Water System
Certification by receiving four Blue Drop Certificates.
A total number of 787 water systems across South Africa were assessed for the 2010 Blue Drop
Certification process of which only 38 water systems were awarded Blue Drop Certification.
Drakenstein comprises of seven water systems for which the following rating categories were
obtained:
The Paarl, Saron, Hermon and Gouda systems achieved ratings in excess of 95% reflecting managing
drinking water quality with excellence (Blue Drop Status).
The Wellington and Simondium/ Pearl Valley systems achieved ratings in excess of 92% reflecting
very good drinking water quality management.
The Bainskloof system achieved a rating of 72% reflecting good drinking water quality management.
Drakenstein Municipality performed remarkably well in the 2010 assessment in that:
Every water supply system improved its score from the previous year.
Even the lowest water supply rating is well within the rating of a “Good drinking water quality
management system.
The achievement of being awarded Blue Drop Certification status for four of the water supply
systems.
The water supply systems performance ratings serve as assurance to Drakenstein community that
their drinking water quality and water quality management processes is of a very high standard and
that it is safe to use tap water.
This also confirms Drakenstein Council's commitment for continued system improvements to ensure
high drinking water quality standards to the communities.
These achievements were furthermore made possible due to special concerted efforts and
commitments by the technical team from the water services section and support units within the
Infrastructure and Planning Directorate.
Read the game score at your library
and reading changes lives
Drakenstein Municipality celebrated Library week during March and the theme for
Library Week 2010 was “Read the game score at your Library and reading changes
lives”.
Library week displays has announced and promoted library week as well as the
significance of Public Libraries and Library week is the highlight of the Library
Services.
Libraries have focused on various programmes and activities to promote library
week within the community. Drakenstein library and information services have
planned programmes that were attended by more than 8000 people during Library
Week.
The following activities have formed part of the Library Week celebrations:
Senior Citizens of the community were invited for lunch in order to introduce the
library to them. There were a tea morning with disabled people of the community
and reading of short stories for adults such as “Dankie vir die brood” and “In die
stilte van die storm” by Max Lucado.
Book education sessions with children were held and there were also story telling
sessions for children of different age groups. There were also different
entertainment activities for children like chess, drafts, puzzles, colouring, face
painting sessions, Puppet shows for kids, different competitions and the children
were provided with goody bags, doughnuts and cones.
A journey through the collection of traveling books, Ethiopia and other Africa
countries were presented by Mike Copeland and there were DVD shows like “The
ten commandments” and “The Red Riding Hood”. The battle of the Readers was
also launched and a clown has made an appearance.
Informative sessions about the history of Wellington were presented by Winnie

There was a definite increase in membership as well as the circulation of library
material.
The fine free period gave the patrons a chance to return long outstanding material
and a record amount of R41747.10 for long overdue material was returned.
Libraries and Librarians form the heart of the Drakenstein community and therefore
they keep on delivering an effective service that contributes to the enhancement of
people's lives.
