rakenstein Municipality opened a<br />

public participation process recently, in<br />

the form of Road Shows, for the public<br />

o give inputs and comments on the <strong>Drakenstein</strong><br />

unicipality's Draft Integrated Development<br />

lan (IDP) 2010-2011 and Mid-Term Budget<br />

eview 2010-2013.<br />

hese Road Shows, during April, were intended<br />

o promote the involvement of the entire<br />

rakenstein Municipality and its residents in<br />

inding solutions to achieve good long-term<br />

evelopmental goals and to give meaning to all<br />

unicipal activities. All those comments will be<br />

ncorporated into the final IDP and Budget. The<br />

uccess of this process depends on concerted<br />

fforts of Municipal Officials, Councillors and<br />

he entire residents of <strong>Drakenstein</strong>.<br />

n 31 March 2010 a public launch was held at the<br />

husong Service Centre: Mbekweni as an official<br />

pening of the Road Shows. The launch was<br />

ttended by municipal officials, councillors,<br />

embers of the community as well as sector<br />

epartments. Amongst sector departments were<br />

epresentatives from South African Police Services,<br />

epartment of Home Affairs, Department of<br />

abour, Department of Social Development,<br />

epartment of Correctional Services, Department<br />

f Education, and Department of Transport and<br />

ublic Works. The community of <strong>Drakenstein</strong> was<br />

nvited as key stakeholder in the review process of<br />

he IDP and Budget and as part of the working group<br />

f both planning and implementation.<br />

during the Road Shows.<br />

<strong>Drakenstein</strong> Municipality's vision is “working<br />

together to create a place of opportunity” and this<br />

launch was centered on this vision with the idea<br />

that, together we can make it happen.<br />

One of the strategic priorities of the municipality<br />

is to ensure good governance, by an assessment of<br />

activities continuously to ensure that proper<br />

standards are maintained. Through those<br />

assessments, new ideas and innovations are<br />

created to improve the approach.<br />

A turn-around was made in ensuring that the<br />

relevant message is carried out to different<br />

communities in a more friendly and understandable<br />

manner. Community- Based<br />

Planning (CBP) methodology was adopted as a<br />

simpler form of inter-action with the public.<br />

CBP is a forerunner to the IDP. The CBP<br />

approach was also presented during the Road<br />

Shows.<br />

A specific legal process requires municipalities to<br />

monitor and review the achievements of the<br />

implementation of the IDP, assessing municipality's<br />

performance against organisational<br />

objectives as well as delivery of basic services. It<br />

has also been stated by the Municipal Financial<br />

Management Act that there must be a strong<br />

linkage between review of the IDP and the<br />

Annual Municipal Budgeting process.<br />

The Municipal Systems Act, 2000 further states<br />

that the communities must be afforded an<br />

opportunity to review their needs and to make<br />

possible changes to the priorities listed in the<br />

Municipality's IDP.<br />

PAINTING HOMES. <strong>Drakenstein</strong> Housing Section has embarked on another job<br />

creation project where members of the community are busy painting their flats<br />

and repairing their stair cases in ward 20. The project has started recently and<br />

the duration is three months. Here are some of the unemployed members from<br />

promosietoere vir die publiek begin om insette en kommentaar op <strong>Drakenstein</strong> Munisipaliteit se<br />

Geïntegreerde Ontwikkelingsplan (GOP) 2010-2011 en Middeltermyn-begrotingsoorsig 2010-2013<br />

te lewer.<br />

Hierdie promosietoere gedurende April, is bedoel om die betrokkenheid van die hele <strong>Drakenstein</strong><br />

Munisipaliteit en sy inwoners te bevorder deur oplossings te vind om goeie langtermyn ontwikkeling<br />

te bewerkstellig en betekenis aan alle munisipale aktiwiteite te gee. Al hierdie kommentaar sal<br />

geïnkorporeer word in die finale GOP en begroting. Die sukses van hierdie proses hang af van die<br />

gesamentlike pogings van munisipale amptenare, raadslede en al die inwoners van <strong>Drakenstein</strong>.<br />

Op 31 Maart 2010 is ? publieke bekendstelling by die Thusong-dienssentrum: Mbekweni as ?<br />

amptelike opening van die promosietoere van stapel gestuur. Hierdie bekendstelling was deur<br />

munisipale amptenare, raadslede, lede van die gemeenskap sowel as sektore van verskeie<br />

departemente bygewoon. Van die sektore was verteenwoordigers van die Suid-Afrikaanse<br />

Polisiediens, asook die departemente van binnelandse sake, arbeid, maatskaplike ontwikkeling,<br />

korrektiewe dienste, onderwys, vervoer en openbare werke. Die <strong>Drakenstein</strong>-gemeenskap as<br />

hoofinsethouers in die oorsigproses van die GOP en begroting en as deel van die werkgroep van beide<br />

beplanning en implementering, is ook genooi.<br />

Sektore van departemente is genooi om die demokrasie te versterk en interregeringsverhoudinge<br />

binne verskillende regeringsfere te versterk, en om tot ? besef van die feit te kom dat die doel van alle<br />

sfere van die regering is om ? ontwikkelingsamelewing te bereik en te handhaaf. Hierdie platform is<br />

ook geskep vir interaksie tussen die munisipaliteit en sektore van departemente rakende die<br />

dorpsgebied om te verseker dat wanneer hulle hul beplanning doen hulle die GOP van die<br />

munisipaliteit in aanmerking neem.<br />

Die Uitvoerende Burgemeester, raadslid Charmaine Manuel, het ? beleids rede gehou waarin sy oor<br />

die politieke perspektief betreffende openbare deelname besin. Die konsep-GOP 2010-2011 en<br />

middeltermyn-begrotingsoorsig is ook as sleutelkonsepte en fokusgebied tydens die promosietoere<br />

voorgelê.<br />

<strong>Drakenstein</strong> Munisipaliteit se visie is “om saam te werk om ? plek van geleenthede te skep” en die<br />

bekendstelling was gesentreer op hierdie visie met die gedagte dat “ons dit saam kan laat gebeur”. Een<br />

van die strategiese prioriteite as die munisipaliteit goeie bestuur wil verseker, is om deurlopend ?<br />

waardebepaling van aktiwiteite te hou om te verseker dat behoorlike standaarde gehandhaaf word.<br />

Deur hierdie waardebepalings word nuwe idees en veranderings geskep om die benadering te<br />

verbeter.<br />

'n Ommeswaai is gemaak om te verseker dat toepaslike boodskappe op ? meer vriendelike en<br />

verstaanbare manier na verskillende gemeenskappe oorgedra word. Die metodiek van ?<br />

Gemeenskapgebaseerde Beplanning (GGB) as ? eenvoudiger vorm van interaksie met die publiek is<br />

aangeneem. GGB is ? voorloper van die GOP. Die GGB-nadering is ook gedurende die<br />

promosietoere voorgelê.<br />

PROMOSIETOER: <strong>Drakenstein</strong> Munisipaliteit het onlangs ? openbare deelnemingsproses<br />

begin in die vorm van promosietoere vir die publiek om insette en kommentaar op <strong>Drakenstein</strong><br />

Munisipaliteit se geïntegreerde ontwikkelingsplan (GOP) 2010-2011 en middeltermynbegrotingsoorsig<br />

2010-2013 te lewer. Hier is die uitvoerende burgemeester, Charmaine<br />

Manuel, wyksraadslid Claudilo du Plessis en gemeenskapslede van wyk 10 in Wellington by die<br />

promosietoer.<br />

? Spesifieke geregtelike proses vereis munisipaliteite om die prestasies van die implementering<br />

van die GOP te monitor en te hersien, om munisipaliteite se prestasie teen organisatoriese<br />

mikpunte asook die lewering van basiese dienste te takseer. Dit is ook op die die munisipale<br />

finansiële bestuurswetsontwerp van 2001 verklaar dat daar ? sterk skakel moet wees tussen die<br />

hersiening van die GOP en die jaarlikse munisipale begrotingsproses. Die Wet op Munisipale<br />

Stelsels, 2000, verklaar verder dat gemeenskappe ? geleentheid gegun moet word om hulle<br />

behoeftes te hersien en om moontlike veranderings aan te bring in die prioriteite wat in die<br />

munisipaliteit se GOP gelys is.<br />

PMJ Festival. <strong>Drakenstein</strong> Executive Mayor cllr Charmaine Manuel addresses the crowd who<br />

flocked to the Paarl Muslim Jamaa's (PMJ) Boland Jive Summer Festival held at the Dal Josafat<br />

Stadium in Paarl on 26, 27, 28 March 2010. "The council has committed itself to support the<br />

festival financially and with infrastructure. People are spending money in our town and at the<br />

same time good relationships are being built over the social, economic, cultural and religious<br />

sectors. We also know that proceeds at the festival are being ploughed back into the <strong>Drakenstein</strong><br />

<strong>Drakenstein</strong> water quality<br />

and management tops<br />

<strong>Drakenstein</strong> Municipality performed remarkably well this year at the Blue Drop Water System<br />

Certification by receiving four Blue Drop Certificates.<br />

A total number of 787 water systems across South Africa were assessed for the 2010 Blue Drop<br />

Certification process of which only 38 water systems were awarded Blue Drop Certification.<br />

<strong>Drakenstein</strong> comprises of seven water systems for which the following rating categories were<br />

obtained:<br />

The Paarl, Saron, Hermon and Gouda systems achieved ratings in excess of 95% reflecting managing<br />

drinking water quality with excellence (Blue Drop Status).<br />

The Wellington and Simondium/ Pearl Valley systems achieved ratings in excess of 92% reflecting<br />

very good drinking water quality management.<br />

The Bainskloof system achieved a rating of 72% reflecting good drinking water quality management.<br />

<strong>Drakenstein</strong> Municipality performed remarkably well in the 2010 assessment in that:<br />

Every water supply system improved its score from the previous year.<br />

Even the lowest water supply rating is well within the rating of a “Good drinking water quality<br />

management system.<br />

The achievement of being awarded Blue Drop Certification status for four of the water supply<br />

systems.<br />

The water supply systems performance ratings serve as assurance to <strong>Drakenstein</strong> community that<br />

their drinking water quality and water quality management processes is of a very high standard and<br />

that it is safe to use tap water.<br />

This also confirms <strong>Drakenstein</strong> Council's commitment for continued system improvements to ensure<br />

high drinking water quality standards to the communities.<br />

These achievements were furthermore made possible due to special concerted efforts and<br />

commitments by the technical team from the water services section and support units within the<br />

Infrastructure and Planning Directorate.<br />

Read the game score at your library<br />

and reading changes lives<br />

<strong>Drakenstein</strong> Municipality celebrated Library week during March and the theme for<br />

Library Week 2010 was “Read the game score at your Library and reading changes<br />

lives”.<br />

Library week displays has announced and promoted library week as well as the<br />

significance of Public Libraries and Library week is the highlight of the Library<br />

Services.<br />

Libraries have focused on various programmes and activities to promote library<br />

week within the community. <strong>Drakenstein</strong> library and information services have<br />

planned programmes that were attended by more than 8000 people during Library<br />

Week.<br />

The following activities have formed part of the Library Week celebrations:<br />

Senior Citizens of the community were invited for lunch in order to introduce the<br />

library to them. There were a tea morning with disabled people of the community<br />

and reading of short stories for adults such as “Dankie vir die brood” and “In die<br />

stilte van die storm” by Max Lucado.<br />

Book education sessions with children were held and there were also story telling<br />

sessions for children of different age groups. There were also different<br />

entertainment activities for children like chess, drafts, puzzles, colouring, face<br />

painting sessions, Puppet shows for kids, different competitions and the children<br />

were provided with goody bags, doughnuts and cones.<br />

A journey through the collection of traveling books, Ethiopia and other Africa<br />

countries were presented by Mike Copeland and there were DVD shows like “The<br />

ten commandments” and “The Red Riding Hood”. The battle of the Readers was<br />

also launched and a clown has made an appearance.<br />

Informative sessions about the history of Wellington were presented by Winnie<br />

Rust and there were also a Aids play “Lets talk Status” at Rondeheuwel Primary.<br />

There was a definite increase in membership as well as the circulation of library<br />

material.<br />

The fine free period gave the patrons a chance to return long outstanding material<br />

and a record amount of R41747.10 for long overdue material was returned.<br />

Libraries and Librarians form the heart of the <strong>Drakenstein</strong> community and therefore<br />

they keep on delivering an effective service that contributes to the enhancement of<br />

people's lives.<br />
