UK INTERPRETATIONS GROUPINTERPRETATIONGROUP #30Standard:EN 71-1Edition:2005 + A6REQUEST FORINTERPRETATION/METHODSClause no : 8.6Clause heading : Tip overtestDate of Request: 22/9/08Source:Bureau Veritas CPS (UK) LtdKeywords: Tip over test, wheelsQuestion:The tip over test on large and bulky toys is now applied with a maximumhorizontal force of 120 N and at a height of up to 1500 mm.If the sample is equipped with castors or wheels, do you stop the wheels frommoving during this test ?Proposer’s Comments for an answer:Either :1) The test method makes no mention of chocking the wheels and thereforethe wheels are not prevented from moving. If the toy moves and 120 N isnot reached, then the test is stopped. (The toy should be placed on thetest surface described in 8.5).or2) The wheels are chocked to prevent the toy from moving.Propose answer 1) above. The rationale for this is that under clause 4.16 Heavyimmobile toys, you obviously do not carry out the stability test on mobile toys, i.e.those with wheels. Therefore, the Standard is implying that toys with wheels arelikely to move along the floor when pushed and will not tip over. Thus, it is logicalto assume that a large and bulky toy with wheels will also move along the floorwhen pushed by a child. So, the test is still applied but the wheels are notprevented from moving.Interpretation Group Comments / Action :/continued
