Anstruther, where there is scope for more resident berthsand to attract more visitors, should be regarded as the <strong>Fife</strong> centre forsailing and cruising.Implementation, Monitoring and Review110. The <strong>St</strong> <strong>Andrews</strong> & <strong>East</strong> <strong>Fife</strong> <strong>Local</strong> <strong>Plan</strong> will set a developmentstrategy for 2008 - 2022. It provides a framework for the Council toguide development and changes in land-use and seeks to promotedevelopment in accordance with the <strong>Plan</strong> strategy. Monitoring andreviewing the implementation of the policies and proposals of the <strong>Local</strong><strong>Plan</strong> is therefore important to ensure that they remain relevant.Monitoring is also critical to assess how well the <strong>Local</strong> <strong>Plan</strong> performs inachieving its objectives.111. The Action Programme prepared with this <strong>Local</strong> <strong>Plan</strong> lists theactions required to implement the <strong>Plan</strong>’s proposals. It identifies whatactions are required; who is responsible for undertaking those actions;and the timescales for implementation. The majority of proposals in the<strong>Local</strong> <strong>Plan</strong> will be achieved through private sector investment; somewill also require joint working between the Council, private sector andrelevant agencies.112. The Action Programme also identifies proposals involving landin which the Council has ownership interests. The Action Programmewill be reviewed and updated at least every two years throughout thelifetime of the <strong>Local</strong> <strong>Plan</strong> to monitor progress on implementing theproposals and to inform the <strong>Local</strong> <strong>Plan</strong> review.113. The <strong>Plan</strong>ning etc. (Scotland) Act 2006, which received RoyalAssent in December 2006, introduced a new development plan system.This <strong>Local</strong> <strong>Plan</strong> will be subject to review within five years and will itselfbe replaced in due course by the <strong>Fife</strong>-wide <strong>Local</strong> Development <strong>Plan</strong>,with the recently-adopted TAYplan <strong>St</strong>rategic Development <strong>Plan</strong> as itsstrategic framework. TAYplan did not seek to reconsider strategicdevelopment allocations from the approved <strong>Fife</strong> <strong>St</strong>ructure <strong>Plan</strong>, sincethat structure plan had been approved relatively recently (2009).Rather it focusses on the spatial strategy and vision for the city regionover the period to 2032, taking account of these existing strategicdevelopment intentions. The function of this local plan in respect ofland use and development management will be maintained. Furtherinformation is set out in <strong>Fife</strong> Council's Development <strong>Plan</strong> Scheme,which will be updated annually.
