LETTER FROM THE PRESIDENT<br />
What’s In It For Me?<br />
“Get involved, voice your<br />
opinion, make a difference”<br />
That’s the question we are asked at the New<br />
River Valley Home Builders Association on<br />
a daily basis. My idea of the answer is probably<br />
quite a bit different from yours. I view that<br />
question as an opportunity to make the future<br />
of our trades better.<br />
History has taught us<br />
that a chorus greatly<br />
outweighs a single<br />
voice. Each of you are<br />
needed to make the voice of New River Valley<br />
Home Builders Association stronger -- locally,<br />
statewide and on a national level, to help adopt<br />
regulations and standards of our industry. We<br />
need everyone.<br />
I have been involved with Home Builders Association<br />
for the past six years. I have seen<br />
the economy at its best, as well as at its worst<br />
with the current downturn we are experiencing.<br />
Although the future may seem bleak at this<br />
point, the value of being a member of the Home<br />
Builders Association is something everyone,<br />
no matter whether you are a subcontractor,<br />
appraiser, loan officer, or insurance underwriter,<br />
can benefit from.<br />
I would like to take this opportunity to thank our<br />
outgoing president, Chris Pfohl for his commitment<br />
to the ideals, standards and leadership<br />
over the past two years. With Chris at the helm,<br />
we have built a stronger organization.<br />
Looking forward to the future, we can walk<br />
the course of optimism and excitement as we<br />
continue to build the quintessential “American<br />
Dream. ” The “American Dream” has not<br />
changed that much from times past. Individuals<br />
and families want quality-built houses to call<br />
home. Building houses is not the only means<br />
for us in this Association, we are building communities.<br />
Southwest Virginia is one of the most<br />
beautiful parts of this great nation. Each house<br />
or business we build allows a visitor to become a<br />
neighbor and a stranger to become a friend.<br />
In the year ahead, I hope to see our entire Association<br />
become more involved. We all need<br />
to become aware of what the housing industry<br />
in our area is doing; without each other a home<br />
will become no more. Just imagine waking up<br />
one morning and finding out that you had no<br />
home. With the economy in the state is in, you<br />
might find just that. We, in the Association,<br />
need to work with one another to make sure this<br />
doesn’t happen in our community.<br />
Get involved, voice your opinion, make a<br />
difference; otherwise, the “American Dream” may<br />
end!<br />

New Office in Blacksburg<br />

The <strong>NRVHBA</strong> is proud to announce its new office<br />
at 103 Professional Park Drive, Blacksburg, inside<br />
the Chamber of Commerce building. Moving to<br />
a central location with a more professional office<br />
space are highlights of the move. In addition,<br />
being so close to the Chamber of Commerce will<br />
also allow for synergy with another organization<br />
which has compatible goals.<br />
NEW: Wythe County<br />
<strong>NRVHBA</strong> territory will now include Wythe Coun-<br />
ty, along with the counties of Carroll, Montgom-<br />
ery, Giles, and Pulaski; cities/towns of Blacks-<br />
burg, Christiansburg, Dublin, Galax, Radford. The<br />
Board of Directors of the National Association of<br />
Home Builders recently approved its request for<br />
an increase of jurisdiction, due to Wythe Coun-<br />
ty’s immediate proximity to <strong>NRVHBA</strong>’s existing<br />
territory and the local association’s desire to<br />
expand service to more potential members.<br />

HOME EXPO 2010<br />
The annual Home Expo is the largest non-dues revenue proj-<br />
ect for the association, and the 2010 Home Expo was a huge<br />
success with an over 40% increase in attendance, keeping its<br />
status as a premier event in the New River Valley. Over 2,600<br />
people visited the almost 100 vendors during the course of<br />
the three-day show. The show’s organization and hospitality<br />
were especially complimented. The mission of the Home<br />
Expo Committee for 2011 is to continue to improve the efficiency<br />
of how the Expo is run, and to provide an enhanced<br />
venue for our members and vendors to increase their visibility<br />
and customer inquiries. This will be accomplished with a<br />
seasoned committee, quality how-to clinics, a well-stocked<br />
vendor lounge, activities for children, and prizes and silent<br />
auction items which will draw crowds. In addition, heavy advertising<br />
will be utilized to create a full show for the benefit<br />
of our vendors.<br />

The International Code Council, a membership association<br />
dedicated to building safety, fire prevention and energy<br />
efficiency, develops the codes used to construct residential<br />
and commercial buildings, including homes and schools. Most<br />
U.S. cities, counties and states choose the International Codes,<br />
building safety codes developed by the International Code<br />
Council. The International Codes also serve as the basis for<br />
construction of federal properties around the world, and as a<br />
reference for many nations outside the United States.<br />

is the 2010 recipient of an International Code<br />
Council award. The Raising the Profile Award<br />
recognizes contributions that raise public awareness<br />
of accomplishments of code enforcement<br />
officials that improve public safety.<br />
The “Better Building. Safer Homes.” campaign<br />
was developed by the Virginia Building and<br />
Code Officials Association Region II (VBCOA) and<br />
the New River Valley Home Builders Association<br />
(<strong>NRVHBA</strong>). This is the first time a partnership<br />
between two organizations has received the<br />
award.<br />
“This is a great example of how the public can<br />
benefit from a government and private sector<br />
partnership that brought together code enforce-<br />
ment officials and home builders to the benefit<br />
of the public and public safety in the New River<br />
Valley,” said Code Council CEO Rick Weiland.<br />
The initiative promotes better construction<br />
practices and safer homes, and built a partner-<br />
ship with citizens, building professionals and<br />
local government to ensure that homes are built<br />
as safe as possible.<br />
“The mission of the “Better Building. Safer<br />
Homes.” Campaign is to promote better con-<br />
struction practices and safer homes for all those<br />
who live in the New River Valley,” said VBCOA<br />
Region II Chair Cathy Cook. “Our goal is to work<br />
together with citizens, contractors, and local<br />
government to ensure that our buildings and<br />
communities are as safe as possible. In a nut-<br />
shell, we’re promoting better building and safer<br />
homes.”<br />
“By partnering together, our two organizations<br />
can fill in the gaps for anyone who is build-<br />
ing, remodeling or in the beginning stages of<br />
planning,” Chris Pfohl, <strong>NRVHBA</strong> President said.<br />
“Together, we’re building homes that are safe,<br />
healthy and will grow in value.”<br />

Citizen’s Award<br />
The New River Valley Home Builders Association<br />
recently won the Virginia Building Code<br />
Officials Association Citizen’s Award. This award<br />
is given to a person, group, or organization for<br />
their support and efforts in the education of<br />
citizens of the importance of building codes<br />
throughout Virginia, and for going above and<br />
beyond to enhance citizen safety and awareness<br />
of the importance of building codes. The award<br />
was accepted in Virginia Beach on October 4,<br />
2010, by First Vice President Shelia Stump.<br />

Help Consumers<br />
It’s a simple idea, really. You want your home to be<br />
safe, and you expect trained professionals to help<br />
you guide you through the process. Sometimes<br />
though, it’s hard to figure out who the good guys<br />
are.<br />
The New River Valley Home Builders Association<br />
(<strong>NRVHBA</strong>) and the Virginia Building and Code Of-<br />
ficials Association, Region II chapter (VBCOA) are<br />
working together to make it a little easier. Together,<br />
we’re promoting better construction practices and<br />
safer homes for all those who live in the New River<br />
Valley.<br />
In the “Better Building. Safer Homes.” campaign,<br />
we’re building a partnership with citizens, building<br />
professionals and local government to ensure that<br />
our homes are as safe as possible. That means we’re<br />
giving you free resources on issues involved in new<br />
construction, remodeling and home improvement,<br />
and how to locate professionals that can guide and<br />
protect you during the process.<br />

The <strong>NRVHBA</strong> holds an annual award ceremony<br />
to recognize member excellence and<br />
outstanding association support throughout the<br />
year. Members vote for nominees at the annual<br />
Holiday Party, and the winners are announced<br />
the following month at the Inaugural Gala.<br />
Members are nominated based on the following<br />
criteria.<br />
Builder of the Year: An active member who is<br />
building, or completed, an exceptional project<br />
in the NRV during the year, who operates and<br />
builds with quality and integrity in mind.<br />
Associate of the Year: An active member who<br />
supports the building industry with outstanding<br />
service and a quality product.<br />
Design excellence Award: An active member<br />
who demonstrates design excellence for a<br />
project in the NRV that is under construction or<br />
completed during the year.<br />

shows outstanding support of our association<br />

Development Award<br />
Mt. Tabor Meadows is one of three project finalists for the<br />
2010 Vision Awards Sustainable Development recognition<br />
from the Richmond district of the Urban Land Institute (ULI).<br />
The 2010 Vision Awards recognize local firms, localities and<br />
people for their contribution to excellence in design and innova-<br />
tive development practices which promote the responsible use<br />
of land and for leadership in creating thriving and sustaining<br />
development in our community. Projects must exemplify use of<br />
sustainable or renewable features; specifically Mt. Tabor Mead-<br />
ows is a sustainable residential community that contains Earth-<br />
Craft, LEED for Homes, ENERGY STAR and EPA Indoor airPLUS<br />
homes.<br />
“Every home in our community is built using green building<br />
standards to meet EarthCraft and ENERGY STAR certifications,”<br />
said Justin Boyle, builder and developer for Mt. Tabor Meadows.<br />
“What that means for you is a quality, well-built home that is<br />
healthy, comfortable, reduces utility bills and protects the envi-<br />

the April 2010 NAHB<br />
“Remodeler of the<br />
Month.”<br />
Blue Ridge Home Improvement, Inc. (BRHI) in<br />
Blacksburg, Va., was nationally recognized as<br />
the April 2010 Remodeler of the Month by the<br />
National Association of Home Builders (NAHB)<br />
Remodelers. BRHI, selected through a stringent<br />
judging process of NAHB Remodelers leadership<br />
and staff, exemplifies the best in the remodeling<br />
industry.<br />
Timothy A. Lawrence, president and remodeling<br />
consultant for Blue Ridge Home Improvement,<br />
started his business over 30 years ago as a small<br />
home repair and maintenance contractor. From<br />
the very beginning, Lawrence operated his business<br />
by the principles of honesty, trust, reliability,<br />
quality workmanship and communication.<br />
“These principles are the basis of good human<br />
relationships, both in business and in life,” Lawrence<br />
said, “and are the reasons behind BRHI’s 30<br />
years of success.”<br />

Virginia Tech<br />
In a continuing alliance with the Building Construc-<br />
tion department at Virginia Tech, the association<br />
provided financial support for two of their students to<br />
attend the International Business Show in Las Vegas.<br />
In exchange, the students gathered information from<br />
the seminars and booths at the show and provided<br />
a report back to the membership. In April 2010,<br />
<strong>NRVHBA</strong> toured Virgina Tech’s “Lumenhaus” Solar<br />
Decathlon entry before it left campus for the competition<br />
in Spain. Lumenhaus is smartphone ready and<br />
responds to mobile device applications that allow<br />
remote control of appliances and other electronic<br />
devices inside the home.<br />

In secondary education, the association added<br />
another $1000 scholarship to the existing one; these<br />
scholarships support local high school seniors who<br />
will pursue building trades post-graduation. Working<br />
with the schools to find scholarship applicants has<br />
led to a closer partnership overall with a local public<br />
school system, one in which our members are invited<br />
to contribute their ideas as to what skills are needed<br />
in the workplace. The school system has a ready pool<br />
of companies with which to place its job seekers, via a<br />
seat on the MCPS CTE Advisory Board.<br />

Giving Back to the Community<br />
<strong>NRVHBA</strong> Wheelchair Ramp Project for<br />
Blue Ridge Independent Living<br />
The <strong>NRVHBA</strong> completed a wheelchair ramp project for Blue Ridge Independent Living. The project<br />
was also sponsored by Home Depot with a $500 gift card donation. Volunteers pictured are David<br />
Zier of G&H Appliance, Rick Hyatt of Atmosphere Builders, and Joseph Rogers; others included Tim<br />
Lawrence of Blue Ridge Home Improvement, Jason Boyle of Green Valley Builders, and Jason Ewing<br />

<strong>NRVHBA</strong> Donations<br />
<strong>NRVHBA</strong> is one of the local Toys for Tots’ biggest<br />
contributors, according to representative<br />
Bob Miller. The association contributed $420.91<br />
to the program in 2010, on top of a heap of<br />
individual toy donations made at the annual<br />
Christmas party. <strong>NRVHBA</strong> donated $353.61 to<br />
the Montgomery County Emergency Assistance<br />
Program, Inc. MCEAP serves individuals and<br />
families in Montgomery County who are in temporary<br />
financial crisis and need help obtaining<br />
food, clothing, rent, heating, utilities, gasoline,<br />
furniture and/or prescription medications.<br />
Haiti Earthquake Relief<br />
The <strong>NRVHBA</strong> Board of Directors voted to buy a<br />
$1000 Shelter Box, a prefab housing kit donated<br />
through Rotary and sent to Haiti as temporary<br />
shelter; the $44 collected for Haiti relief at<br />
February’s breakfast went to Partners in Health<br />

<strong>NRVHBA</strong> Scholarships<br />
In June the <strong>NRVHBA</strong> presented its Richard S.<br />
Whitney Memorial Scholarship checks to this<br />
year’s winners. President Chris Pfohl met personally<br />
with Zachary Price of Blacksburg High<br />
School and Timothy Chad Robertson of Giles<br />
High School to distribute the scholarships of<br />
$1,000 each, which the association awards annually<br />
to graduating seniors from New River Valley<br />
high schools who are interested in entering the<br />
building profession. The mission of the <strong>NRVHBA</strong><br />
Scholarship Committee is to promote the future<br />
growth of the construction industry by providing<br />
aid to deserving students enrolled in construction-related<br />
studies at Virginia’s colleges,<br />
trade schools, and within working internships.<br />
SCHOLARSHIP<br />
Richard S. Whitney, Jr.<br />
December 5, 1949 - May 14, 2002<br />
A Graduate of North Cross School and attended<br />
the University of Virginia and graduated from<br />
East Tennessee State University. Former Vice<br />
President of Homebuilders Association of Virginia.<br />
He served on a multitude of Homebuilders<br />
Association committees, many of which he<br />
served as chairman. In 1992 Rick was named<br />
RRHBA Builder of the Year.<br />
In 1997 he came to the New River Valley area.<br />
Employed as Vice President of Construction for<br />
SAS Construction, LLC, Rick was instrumental in<br />
developing and constructing Knollwood Townhomes,<br />
the Glen, and The Meadows at Northside<br />
Park, Cedarfield Subdivision and Cedarfield<br />
Apartments. He became an avid member of the<br />
New River Valley Homebuilders Association in<br />
1997, Builder Director in 1997, Vice President in<br />
1998 and President of this Association in 1999.<br />
While active in the New River Valley Homebuilders<br />
he also found time to serve on the board of<br />
directors of the Virginia Community Development<br />
Corp, American Red Cross, the Blue Ridge<br />
Small Business Development Center and the<br />
Better Business Bureau. He also served on the<br />
board of directors and was treasurer of the Jefferson<br />
Center Foundation.<br />
As a father, Rick recognized the importance of<br />
education to young people. So, to encourage<br />
others to pursue their dreams this scholarship<br />
was established to honor his many accomplishments.<br />
He is sadly missed but will never<br />
be forgotten.<br />

After a couple of snow delays the <strong>NRVHBA</strong><br />
Inaugural Gala went off without a hitch in<br />
February. The <strong>Annual</strong> Inaugural Gala is a semiformal<br />
event to recognize the new officers,<br />
board of directors, and <strong>NRVHBA</strong> Award winners.<br />
The reception was at the Blacksburg Country<br />
Club followed by a program, dinner and entertainment.<br />

The Inaugural Gala 2011 is being held on Saturday, January 29,<br />
at 6 p.m. at the Inn at Virginia Tech. A beautiful evening of dinner,<br />
cocktails, and dancing is being coordinated by the Fellowship<br />
Committee. The theme is ‘Bringing in the New.’ The Gala is the<br />
time for Association awards to be announced and new officers to<br />
be inaugurated.<br />
MARKETING<br />
Marketing Committee<br />
Marketing has taken on an increased role in our<br />
association as board members realize the value<br />
of that investment. The strategy has been to<br />
start small and demonstrate success as measured<br />
by increased attendance and memberships.<br />
Many marketing methods were free, such<br />
as an emphasis on referrals and word of mouth.<br />
Publicity also played a role; these no-cost efforts<br />
included numerous press releases and free<br />
events such as trade shows, public speaking opportunities,<br />
and a ribbon cutting by the Chamber<br />
at our new office. The idea of relationship<br />
marketing brought about increased member<br />
contacts. Communications moved from hard<br />
copies of The Nailer newsletter and email to<br />
utilizing Constant Contact and Evite as primary<br />
tools. Specifically, using Evite to publicize events<br />
has been a great success. It makes the RSVP simpler<br />
for members as all they have to do is click<br />
yes or no. In addition, by being able to see who<br />
else is coming to the event, it creates a buzz not<br />
found with telephone or email RSVPs. Evite also<br />
allows you to issue reminders, make changes,<br />
and post after-event photos in a graphically<br />
appealing way. This ‘annual report’ combined<br />
editions of the newsletter into one year-round<br />
slick publicity piece.<br />
<strong>NRVHBA</strong> made a leap into newspaper, television,<br />
and radio advertising through its partnership<br />
with the Virginia Building Code Officials Association<br />
(VBCOA) and the award-winning “Better<br />
Building. Safer Homes.” campaign. Geared toward<br />
consumers, the commercials emphasized<br />
the importance of investigating contractors<br />
before hiring them. Previously, only Home Expo<br />
advertising was featured in mass media.<br />
All of these vehicles enhanced the image of the<br />
association and the building industry within our<br />
community.<br />

The Golf Outings for 2010 were held at Auburn Hills and Blacksburg<br />
Country Club. Proceeds benefited the <strong>NRVHBA</strong>’s scholarship fund for<br />
high school senior vocational students and its political action committee<br />
BUILD-PAC, the respected voice of the building industry. In 2011, the Golf<br />
Committee will consider expanding the tournaments to different golf<br />
courses and enhancing the prizes. Thanks to the teams, supporters and<br />

Hawaiian Luau<br />
Friday, June 18, 2010<br />
Another particularly successful meeting was<br />
a Friday night picnic in June with a luau<br />
theme. Held at Nesselrod on the New, a scenic<br />
bed and breakfast location, it was our can’tmiss,<br />
splashy event of the summer. In addition<br />
to good music, food, and drink, activities were<br />
key to the success of this event. Sponsors were<br />
asked to provide games, and these proved quite<br />
popular as attendees enjoyed everything from<br />
nail-driving to football-throwing. The win-win<br />
for the sponsors was that the games showcased<br />
their products and gave them a forum to interact<br />
naturally with potential customers.<br />

2010 Holiday Party<br />
Thursday, December 2<br />
The 2010 Holiday Party was held at the Hilton Garden Inn on<br />
Thursday, December 2. Voting on Association awards and<br />
officers occurred, as well as the final drawing in our progressive<br />
raffle. Joyce Bennett took home over $600 as the winner! With<br />
record attendance, the <strong>NRVHBA</strong> was able to provide generous<br />
monetary donations to the MCEAP food bank and to Toys for<br />
Tots, as well as giving several boxfuls of toys to the program<br />
for our guests Bob Miller and Buck Wrenn to carry back to the<br />
Toys for Tots organization. In addition, the hit of the evening<br />
was our own tots being treated to gifts and a visit from ‘Santa’<br />
a.k.a. John Neel. The light snow falling outside provided special<br />
holiday ambience.<br />
NEW WAYS OF<br />
THINKING<br />
Changing the Old Ways<br />
of Doing Things<br />
At its annual retreat in fall of 2009, the <strong>NRVHBA</strong><br />
listened to the wisdom and experience of Channing<br />
Pfieffer of the Tidewater HBA and made decisions<br />
to change the old ways of doing things.<br />
For example, instead of our tired, poorly-attended<br />
dinner meetings each month, the association<br />
is mixing up its events with builder breakfasts<br />
– the first of which had double the attendance<br />
of most dinner meetings – as well as educational<br />
events, some in association with Virginia Tech,<br />
and larger but less frequent socials.<br />
Social Media<br />
<strong>NRVHBA</strong> moved into the hi-tech age by engaging<br />
its members on Facebook, Twitter, and You<br />
Tube. These vehicles allow for cross-promotion<br />
of events, real-time publicity, and communication<br />
with a new demographic for the association.<br />
Communication<br />
<strong>NRVHBA</strong> worked to increase communication<br />
with its members with a fully updated website,<br />
weekly emails entitled ‘This Week in Your HBA,’<br />
and use of a phone tree to inform and remind<br />
members of important events. In addition we<br />
have enhanced our presence in the community<br />
via service projects, involvement in governmental<br />
affairs, an all-new professionally-designed<br />
booth at the Home Expo, and increased communication<br />
with the local media which has resulted<br />
in more positive press.<br />

“Why Build Now?”<br />
This is an unprecedented buyer’s market, but the housing<br />
market is rapidly evolving so quick action is warranted.<br />
There are many limited-time incentives driving a renewed<br />
interest in home buying and building:<br />
• Financing - Interest rates are at record lows.<br />
• Federal government buyer stimulus provisions - Not only<br />
is the $8,000 first-time home buyer tax credit being extended<br />
into the first part of this year, but eligibility for the credit<br />
has been significantly expanded. These changes should<br />
substantially increase the tax credit’s ability to stimulate<br />
buyer demand across a much broader swath of the housing<br />
industry. There are home buyer tax credits of up to $8,000<br />
for first-time home buyers and $6,500 for some repeat buyers<br />
for homes under contract before May 1, 2010 and purchased<br />
before July 1, 2010. Congressional leaders have made it very<br />
clear that this is “it” for the home buyer tax credit. There will<br />
be no further extensions after the middle of this year.<br />
• Cost - Home prices are competitive, which allows you to get<br />
more home for your dollar.<br />
There are other factors that indicate and encourage building<br />
a home now:<br />
• emphasis on energy-efficiency - We as a nation have<br />
come together to embrace being green. It’s altruistic. It’s<br />
popular. And in today’s economic climate, it’s financially<br />
imperative as well. This hot topic has generated many<br />
materials, experts, and products that are now readily<br />
available. Guidelines of what to look for in a green builder<br />
are incorporated into designations such as the NAHB Green<br />
Building Program and LEED. 30% tax credits exist for energy<br />
efficient building with products for renewable energy such as<br />
geothermal heat pumps, solar panels, solar hot water heaters,<br />
small wind energy systems, and fuel cells.<br />
• Builder availability - Some of the best builders and<br />
remodelers used to have a waiting time of up to a year,<br />
as when my family moved back to this area in 2007 and<br />
wanted to remodel our family homeplace. But now the<br />
same contractors are booking only a couple of months<br />
ahead. Smaller builders are often immediately available. In<br />
fact, some of them have registered for the Home Expo this<br />
year simply because they “don’t have anything else to do”<br />
(Matt Fillman, owner, Fillman Builders). As the Executive<br />
Officer of the <strong>NRVHBA</strong> I am pleased to see this sort of smart<br />
business plan among our members as: 1) it utilizes personnel<br />
during an otherwise lean time for hourly paychecks, and 2)<br />
marketing during a bad economy, while counterintuitive,<br />
creates an advantage for that business because many<br />
competitors have cut back on their marketing.<br />
• Asset value - Owning a home builds equity and helps grow<br />
your personal wealth over time. Low prices now mean you<br />
will likely realize a substantial return on your investment<br />
since housing historically appreciates over the long term.<br />
In a macro sense, President Obama’s State of the Union<br />
address last week explicitly and implicitly emphasized the<br />
importance of housing to the economy to put Americans to<br />
work and move the economy forward. While no one person<br />
or family can take on the burden of bolstering the national<br />
economy, it all works together to get the economy back on<br />
track. It is important to get residential construction moving<br />
again as an engine of economic growth and as an engine of<br />
job growth.<br />
That said, I feel obligated to note that the industry faces<br />
many challenges, some of which affect the consumer directly.<br />
Health care, housing finance and appraisal issues threaten<br />
to harm small businesses, slow home sales, and hamper a<br />
housing recovery.<br />
· Credit for housing production is extremely difficult to<br />
come by. The National Association of Home Builders is<br />
urging regulators to issue more flexible guidelines that<br />
will encourage banks to maintain funding for residential<br />
acquisition, development and construction loans in good<br />
standing that fall below their underlying value. Going<br />
forward, NAHB will continue to reach out to every possible<br />
stakeholder who has the ability to help restore the flow of<br />
credit to our industry.<br />
· Meanwhile, inaccurate appraisals are a major concern<br />
for our industry. Foreclosed and distressed home sales are<br />
continuing to kill new home values and sales in many markets.<br />
Too often, due to faulty appraisal practices, a brand new home<br />
with sparkling appliances gets compared to a distressed<br />
property that has been sitting vacant and in disrepair. The<br />
result, in many cases, has been that the builder’s house winds<br />
up getting appraised at less than the cost of construction.<br />
NAHB will build on these efforts to further sharpen the focus<br />
on ensuring that appraisals accurately reflect true market<br />
values.<br />
• nAHB has also been working against an onerous health<br />
care provision. <strong>NRVHBA</strong> President Chris Pfohl, owner<br />
of Rome Mechanical, sent a broadcast email asking our<br />
members to contact their Congressmen and urge them to<br />
strip an amendment from the Senate-passed health care bill<br />
written by Sen. Jeff Merkley (D-Ore.). The Merkley language<br />
“unfairly targeted small construction firms by requiring them<br />
to provide health insurance or face stiff fines if they employ<br />
more than five workers. Meanwhile, small businesses in all<br />
other industries were exempt from providing mandatory<br />
health coverage if they employ 50 workers or less,” said Pfohl.<br />
This year, NAHB will continue to push hard for policies that<br />
have the potential to benefit builders and developers, the<br />
communities they serve, and the overall economy. Ultimately<br />
the decision is in the hands of consumers as they answer<br />
the question, is building a home right for me? Our Home<br />
Builders Association will do all in its power to make sure<br />
that the nascent housing and economic recovery takes root<br />
right here in the New River Valley so that the answer is a<br />
resounding YES!<br />

Remodeler<br />
You’ve made the decision to finally remodel the<br />
outdated kitchen and living room of your home.<br />
But if you live in a house built before 1978, a<br />
new federal law regulating the removal of lead<br />
paint may affect your home remodeling project.<br />
In 1978, the use of lead paint was officially<br />
banned from residential construction. Before<br />
that, however, lead paint was used in more than<br />
38 million homes, according to the U.S. Environmental<br />
Protection Agency (EPA).<br />
Beginning in April 2010, contractors performing<br />
renovation, repair and painting projects that<br />
disturb lead-based paint in homes, child care<br />
facilities, and schools built before 1978 must be<br />
certified and must follow specific work practices<br />
to prevent lead contamination.<br />
How Do I Find a Certified Remodeler?<br />
To become lead-safe certified, a firm, and a<br />
contractor within that firm, must submit an<br />
application to the EPA and complete a federal<br />
or state-administered eight-hour class with two<br />
hours of hands-on training. To find a lead-safe<br />
certified contractor or firm near you, visit www.<br />

COMMITTEE REPORTS<br />
Audit Committee<br />
The Treasurer and other members oversee the<br />
financial matters of the association. The goals<br />
of the committee were to review the financial<br />
operation of the association, to safeguard the association<br />
assets, and to ensure the most efficient<br />
management of the association’s assets. For<br />
2011, they recommended specific strategies to<br />
streamline the accounting process among the<br />
CPA, the Treasurer, and the association office.<br />
Membership Committee<br />
The Membership Committee identifies and<br />
recruits new members of the association,<br />
promotes involvement in all association programs,<br />
and encourages renewal of membership.<br />
Money-saving programs are one of the primary<br />
enticements: our association began a local<br />
member initiative, Member 2 Member, where<br />
our members offer one another special deals;<br />
the State and National associations each have<br />
significant savings programs as well, including<br />
saving $1000 on a car!<br />
Our association has also produced a number of<br />
local membership materials such as the recruiting<br />
brochure “Why Haven’t You Joined?” New or<br />
prospective members receive information packets<br />
to recognize their interest in the association.<br />
Spike Club credits in 2010 go to Jamie Oliver,<br />
Shelia Stump, Tim Lawrence, and Justin Boyle for<br />
their efforts in membership recruitment. Their<br />
successful tactics include handing out information<br />
at contractor hang-outs and only doing<br />
business with other <strong>NRVHBA</strong> members.<br />
PAC<br />
The PAC (political action committee) took another<br />
step toward local political relevance over the<br />
past year by participating in state and municipal<br />
elections. Candidate questionnaires were sent<br />
out and many were returned; they were evaluated<br />
and presented to the membership for<br />
their consideration. In addition, two candidate<br />
forums were conducted and many candidates<br />
participated. A Christiansburg blog and Roanoke<br />
Times’ editorial actually suggested that our<br />
association and PAC had taken over the local<br />
elections. In the future, the PAC will continue to<br />
understand and affect political situations that<br />
are of critical importance to the southwestern<br />
Virginia building industry’s ability to do business<br />
in today’s marketplace.<br />
Government Affairs<br />
Committee<br />
The 2010 committee made additional strides in<br />
becoming a part of the conversation during the<br />
May elections. Along with the PAC, it submitted<br />
questionnaires to the candidates, invited them<br />
to the spring golf outing and the spring builder<br />
breakfast, and supported a slate of candidates<br />
– two of which were elected.<br />
The mission for 2011 is that, while the committee<br />
should continue to push its presence during<br />
the various election processes of our surrounding<br />
localities, it also needs to be more visible<br />
during the year at Town Council, City Council<br />
and Board of Supervisor meetings. Local leaders<br />
need to know that <strong>NRVHBA</strong> is concerned with<br />
the industry issues throughout the year and not<br />
just at election time.<br />
Meetings<br />
We have had success moving meetings from dinner to breakfast.<br />
Contractors are early risers and we catch them before their days start<br />
without interrupting their family time in the evenings. We also have<br />
meetings less frequently which makes them seem more valuable.<br />
Our attendance has doubled from monthly dinner meetings. The<br />
association continued to employ some night meetings with the new<br />
summer picnic and the popular holiday party.<br />
By employing a variety of meeting times – from breakfast to dinner<br />
to evenings out – we have been able to include more of our membership<br />
in our activities.<br />
Building Codes / Education<br />
Members were kept updated on code changes through emails and a<br />
Builder Breakfast with an EarthCraft speaker. Housing start data has<br />
been a common request to the <strong>NRVHBA</strong> office, and will begin to be<br />
collected by this committee for the localities in our jurisdiction. The<br />
<strong>NRVHBA</strong> worked closely with VBCOA (Virginia Building Code Officials<br />
Association) Region II as well as the Montgomery Economic Development<br />
Council to understand one another’s viewpoints and find<br />
common ground. <strong>NRVHBA</strong> members partnered with the Building<br />
Construction Department at Virginia Tech to tour the award-winning<br />
Lumenhaus to learn about alternative design. <strong>NRVHBA</strong> also took<br />
a seat at the table of the Career and Technical Education Advisory<br />
Board for Montgomery County Public Schools. The EPA’s RRP (Renovation,<br />
Repair, and Painting) rule took center stage in 2010, with stringent<br />
requirements and stiff fines for non-compliance. Since the issue<br />
was of such importance, <strong>NRVHBA</strong> made special efforts to educate its<br />
membership on the requirements as well as connect members with<br />
certified trainers who could keep them in compliance, including our<br />
own member Community Housing Partners.<br />
GREEN<br />
INITIATIVES<br />
EarthCraft, CREATES,<br />
and Lead Paint Safety<br />
<strong>NRVHBA</strong> is involved with several environmentally<br />
friendly programs, reflecting its commitment<br />
to proactivity and being at the forefront on this<br />
issue. Nine of our members are EarthCraft certified,<br />
meaning their homes meet high standards<br />
of environmental friendliness. Locally, the CRE-<br />
ATES (Construction, Retrofitting, and Energy-Efficiency<br />
Assessment Training and Employment<br />
Systems) regional partnership was formulated<br />
out of a $3.8 million U.S. Department of Labor<br />
grant to teach new and incumbent workers the<br />
skills required in emerging energy efficiency and<br />
renewable energy industries; <strong>NRVHBA</strong> shares<br />
information and personnel with CREATES to<br />
benefit our members.<br />
