<strong>Water</strong> <strong>Quality</strong> <strong>Protection</strong> <strong>Policy</strong> <strong>and</strong> <strong>Action</strong> <strong>Plan</strong>To implement this policy, the City, <strong>County</strong>, <strong>and</strong> WUA shall take the following measures:• Establish appropriate written agreements with federal facilities located within the <strong>County</strong>to assure regulatory compliance <strong>and</strong> foster intergovernmental cooperation.• As part of intergovernmental coordination <strong>and</strong> cooperation, encourage participation in<strong>and</strong> maintenance of an interdepartmental, interagency regional database catalog, suchas the Ciudad SWCD Rio Gr<strong>and</strong>e-Albuquerque <strong>Water</strong>shed Exchange, that documentsthe locations, types, amounts, pollution-prevention controls, <strong>and</strong> related information forhazardous materials <strong>and</strong> wastes <strong>and</strong> other substances, allowing the involved agenciesto actively share data generated by their efforts.• If enforcement of existing laws <strong>and</strong> regulations proves ineffective, augment them withlocal regulation.<strong>Policy</strong> D: The City, <strong>County</strong>, <strong>and</strong> WUA shall identify <strong>and</strong> recognize compliance by industry,business, government, <strong>and</strong> community organizations.Rationale: Businesses that readily comply with <strong>and</strong> go beyond the requirements set forth in thisWQPPAP should be publicly recognized for their efforts. Community organizations whopromote water quality protection <strong>and</strong> educational efforts should be publicly recognized for theirefforts.To implement this policy, the City, <strong>County</strong>, <strong>and</strong> WUA shall take the following measures:• Issue City Council <strong>and</strong> <strong>Bernalillo</strong> <strong>County</strong> Commission proclamations of good citizenshipto private <strong>and</strong> public sector organizations <strong>and</strong> industrial <strong>and</strong> business concerns whodemonstrate exemplary support of the GPPAP.• Acknowledge community organizations <strong>and</strong> governments who contribute to improvementof the groundwater resource <strong>and</strong> compliance with the GPPAP.<strong>Policy</strong> E: The City, <strong>County</strong>, <strong>and</strong> WUA shall participate in comprehensive water resourcemanagement planning on a watershed scale, to encourage watershed <strong>and</strong> waterquality protection.Rationale: The need for planning on a regional <strong>and</strong> watershed level is becoming increasinglyapparent. Because watersheds do not adhere to political boundaries, regional coordination isnecessary to ensure that planning efforts of the City, <strong>County</strong>, <strong>and</strong> WUA are not undermined byother entities in the region. <strong>Water</strong>shed protection cannot be accomplished through isolated40 Section 3
