CBC’s C-Allviewcameras behindSmart Cars’successSurveillance systems specialist CBC (Europe) has helped securitysystems integrator Clearview Communications to equip its newrange of Smart Cars, which are now being used to help enforceparking restrictions, bus lane use and road traffic contraventions.The vehicles, which are increasingly deployed by local trafficauthorities and parking enforcement agencies, utilise CBC’s highspeed dayight C-Allview PTZ camera to target known hot spots, roadsafety problems and congestion areas. The cars are intended tocombat a wide range of road safety issues including bus lane andbox junction infringement, school drop zone chaos, rat runs, as wellas use of mobile phones whilst driving.CBC’s ‘ruggedised’ C-Allview camera is sealed to IP67 and designedfor installation in harsh and challenging environments, making it anideal surveillance tool for the Smart Cars. First uprepresenting ONVIF, Tony Yang, who isresponsible for branding and marketingstrategies for both ONVIF and Hikvision.Editor Paul Hennings poses the questions.Tony, what is ONVIF and why was it created?ONVIF is committed to accelerating the adoption ofIP-based physical security devices in the securitymarket through a global open interface standard.The goal of the ONVIF is to facilitate thedevelopment and use of a global open standard forthe interface of IP-based physical security products.The ONVIF specification will ensure interoperabilitybetween IP-based physical security productsregardless of manufacturer. It will become eveneasier for end users, integrators, consultants andmanufacturers to take advantage of thepossibilities offered by IP-based physical securitydevices, resulting in more cost-effective and flexiblesolutions, expanded market opportunities andreduced risk.Surely Open Platform means “open” and hencestandardisation restricts innovation?The goal for ONVIF is to standardize the interfacefor IP-based physical security products. Therefore,innovation won’t be restricted. On the contrary,innovation is very much encouraged to increasethe features and performance of their products.Does the industry need another layer ofregulation?ONVIF does not intend to create an “regulation”,but to standardize the network interface (on thenetwork layer) of IP-based physical securityproducts. The ONVIF core specification ver. 1.0defines a network video communication frameworkbased on relevant IETF and Web Services standardsincluding security and IP configurationrequirements. The following areas are covered bythe core specification ver. 1.0:- IP configuration - Device discovery - Devicemanagement - Media configuration - Real timeviewing - Event handling - PTZ control - Videoanalytics - SecurityThe specification is continuously developed andimproved through several working groups.Additions are planned for:- Search for recorded information- Replay and export of recordings- Network video receiver16_issue 27Has ONVIF a role beyond Video?ONVIF initially focused on the interface of networkvideo products as there is a great need for astandard within this area. This focus enables theforum to work efficiently to have everything inplace - core specification, test specification, testtool and conformance process to achieve globalinteroperability in a timely manner. Having this inplace will make it easy for companies to developfully interoperable products. The technology used,Web Services, is however very suitable for otherapplications/devices as well, e.g. access control.And, in March 2010, ONVIF announced that it willextend its scope to also include physical accesscontrol systems. The goal of the scope extension isto create a global network interface standard foraccess control devices as well as to ensureinteroperability between network video productsand access control systems.Many companies, including several ONVIF members,see a great need for such a standard as it wouldbring benefits to system integrators, devicemanufacturers and end users alike:- System integrators benefit from increasedflexibility, enabling them to design integratedsolutions based on best-of-breed products fromdifferent vendors- Manufacturers benefit from better marketpenetration by providing future-proof devices withstandard network interfaces- End users benefit from reduced integration costsand lower cost of ownershipWhat are the benefits of buying an ONVIF compliantproduct?Interoperability – products from variousmanufacturers can be used in the same systemsand “talk the same language”.Flexibility – end-users and integrators are notlocked within proprietary solutions based ontechnology choices of individual manufacturers.Future-proof – standards ensure that there areinteroperable products on the market, no matterwhat happens to individual companies.Quality – when a product conforms to a standard,the market knows what to expect from thatproduct.How many ONVIF members actually have compliantproducts?The first ONVIF conformant products were releasedin August 2009. In March 2010, there were morethan 70 conformant products from 10 differentcompanies available on the market. The number ofconformant products is constantly increasing andmany more are expected to be released by variousmember companies during 2010.How is compliance tested and policed?Conformance to the ONVIF specification is based onself-declaration by ONVIF members for theirmanufactured products, according to aconformance process (based on a test specificationand a test tool). The conformance processspecification and the test specification areavailable on the public area of www.onvif.org, thetest tool is available for member only on themember login area of www.onvif.org.The decision of using/deploying the standardizedinterface will be made by each manufacturer beinga member of the forum. The scope of ONVIF isinterface standardization of the network layer of IPsecurity devices. Product development androadmaps are in the hands of individual companiesand are not in the scope of ONVIF. ONVIF intends tolist conforming products on the ONVIF website.It is very important to have a well-definedconformance process and provide necessary testspecifications and test tools. ONVIF also arrangesdeveloper plug-fests where member companies cantest their products and discuss best practices whenimplementing the ONVIF specification in theirproducts.ONVIF provides a conformance processspecification, a test specification and a test tool.Conformance is based on a self-declarationprocess. When having met all the requirements setout in the conformance process, members candeclare conformance to the ONVIF specification.

IPfocusWill compliant products be more expensive?The goal for ONVIF is to standardize the interfacefor IP-bases physical security products, whichdoesn’t include the performance or features ofsuch products. Therefore, conformant productsshouldn’t be more expensive. However, it will solelydecided by the suppliers for their own pricingstrategy.How does ONVIF differ from PSIA and otherEuropean standards?ONVIF is a global effort to make it possible to haveone global standard. IP-based physical securitytechnology is not a local issue but a globaltechnology that is rapidly gaining momentum allover the world. Therefore, it is important to addressthe standardization questions without geographicalboundaries and instead with “globalism” as acornerstone throughout the development.Apart from having members representing America,Europe and Asia, ONVIF is continuously discussingwith international standardization bodies.ONVIF has started open discussion with severalinternational standardization organizations. IP-in-ActionIPfocusThe Memorial Hospital Chooses Brivo for New, Expanded FacilityBrivo Systems LLC have announced that The MemorialHospital (TMH) at Craig (CO), has installed a Brivo OnSiteSE access control solution to improve security in theirrecently completed, expanded facility. Security InstallSolutions served as the project integrator and Cliff West ofMazzetti Nash Lipsey Burch was the technology andsecurity consultant.As TMH staff planned security for their new hospitalfacility, they knew they wanted to issue cards in order tocontrol access to the OR and OB areas; provide intercomsfor entry and exit points; limit access to sterileenvironments; and gain better control of access afterregular business hours. The Brivo system jumped out toboth West and the hospital’s IT department because theyimmediately understood the system’s potential andbecause Brivo offered several different hardware andsoftware options from which to choose to best meet thehospital’s challenging security and IT needs.The Brivo OnSite SE currently manages access at 42external and internal doors located throughout thehospital to achieve the stated security goals. As SamanthaJohnston, Chief of Organizational Excellence recounted,“We simply couldn’t achieve the level of security wewanted in the new hospital with locks and keys. Our staffalready wear ID badges, so issuing access cards was aneasy step. We installed Brivo at access points in our highpriorityareas—anywhere patients are being treated.”In addition to patient treatment areas, access is managedand monitored in other high security areas such as the OBwing and also in the hospital’s business and administrationoffices. “Our annual plan is to add more doors onto theBrivo system each year.” The hospital projects the Brivosystem will eventually manage more than 70 doors.Johnston is the main system administrator, but she hastrained two more staff in HR who are now doing most ofthe day-to-day work.Johnston recalled a story from the transition meetings toplan the move into the new hospital building, “One of theconsultants kept telling me what a nightmare it usually isto convert to a new access control system with proximitycards—it was probably the easiest part of the move. TheBrivo system is so easy to use. I’ve never read the manual,and it’s a piece of cake.”“The system has worked exactly as it was supposed towork,” she continued. “We did all the work assigningprivileges to staff and the different doors, literally, in acouple of hours. And now, whatever it is we need to do, ittakes us two seconds.” The Brivo system manages accessfor about 300 users organized into groups including allstaff, the coroner, vendors, and guests who visit thehospital on a regular basis.Johnston runs regular reports to investigate incidents ofunauthorized entry, but also to monitor workflow patterns,both to see where the access system needs adjusting, andto provide employees with feedback on how they go abouttheir jobs. The Facilities Department also uses reports tolook at who is entering the building and where staff maybe trying to gain entry out of shift. The Brivo system evencame in handy during a recent community-wide disasterdrill. Johnston and her staff used access control alerts tocue up video and identify people who were not where theywere supposed to be during the exercise.The hospital chose Smart Cards over standard proximitycards, so staff cards provide both access and cashlessvending in the cafeteria. And because of the way the Brivotechnology accepts multiple card formats, the hospital caneasily provide access to first responders.In addition to all the improved benefits for the mainhospital staff and administrators, the Brivo system is alsoused to control access at several outlying clinics for thosestaff who travel between the main hospital and one ormore of the clinics—all using the same cards and allmanaged by the one Brivo interface, regardless oflocation. IPfocusBack to basics AudioTechnology explained for mortals:Inevitable delay when distributing Audio over IPWhenever you transport audio over an IP network -this is true for every vendor and every technology,you will incur a delay. This is unavoidable. Why ?Audio needs to be sampled into the digital domainat the encoder, and packetized to keep the networkload in check. Depending on the application, codecused and the requirements, the amount of samplescollected before sending will be between 1ms androughly 100ms. This is the delay introduced by anoptimized encoder, assuming no further processingor buffering, with PCM or low computationalcompression algorithms.With MP3, an additional delay will be introduced,due to the time the processing of the collectedframe into a compressed MP3 frame takes. WithMP3, expect an additional processing delayintroduced by the transmitter of roughly 20ms-60ms.Transmission over the network: The block/frame ofsamples now needs to be sent over the network,potentially fighting with other traffic for bandwidth.On a local LAN, the delay will typically be quite low(msecs maybe), but beware .. if there is"sometimes" a fight over bandwidth/buffering in aswitch or router, you may see average very lowdelays but the delay incurred by some packetscould be substantially higher. The differencebetween the fastest and the most delayed packet iscalled "Jitter". For example, if the transmission ofan audio block over the network takes a min. of5ms and in the worst case 200ms, the "jitter" willbe 195ms.Reception at the decoding side: The D/A at the endof the data flow in the decoder must be constantlyfed with samples at the sample rate. As thesamples do not come one-by-one over the network,a buffer is unavoidable.The buffer must be configured to a level which ishigher than the worst jitter so that the D/A endnever runs out of data. It typically makes sense toadd a bit more to the buffer to consequently avoidan "out of samples" situation, as this is an (audible)fault, such as a chirp.With MP3, the decoder processing must take placebetween the network buffer and the D/A. As thedecoding functionality needs to work on the wholeMP3 frame and cannot really start doing this beforeit is delivered complete, the network receivingissue 27_28buffer must contain a full MP3 frame before thedecoding can be started. And as the decodinghappens in "blocks", an output buffer "behind" thedecoder for samples again needs to be established.The last addition of delay is not really necessarytechnology wise, but a fact in Barix devices. We usea Main CPU for network tasks and a DSP driving theD/A, which turns the samples back to analog audio(and has a sample buffer implemented). The DSP isnecessary for MP3 (and AAC etc etc) decoding, forPCM it mainly works as a pass-through. Theinterface between the main CPU and the DSP isquick and does not need much additional buffering,however, the DSP has an input buffer also.DSP Sample buffer: This buffer can introduce asignificant delay for low bitrate/sample ratestreams. Depending on which Barix product youuse, there are different DSPs "under the hood",with different sample/output buffers. As such, theAnnuncicom and Exstreamer 500/1000 devicesproduce a much shorter delay than Exstreamer100/110/200 devices.So, at the end you have several sources introducingdelay, with the buffering for network jitter beingoften the most significant one, but a "base delay",depending on sample rate, encoding format etc isalways present. As you can figure from the aboveexamples, if you have the bandwidth, it often makessense to configure higher sampling rates andbitrate streams, as that will effectively lower thedelay due to the fact that the constant (byte wise)buffers in the chain have a smaller through delay.Overall, with the Exstreamer 1000/500 and theAnnuncicom products, an end-to-end delay ofaround 50ms is currently the lowest. The softwarehas not been optimized for very low delay.However, with optimized software, you can get thedelay down to well below 20ms - that has beenproven in our labs (for a specific project). We are inthe process to bring this number down further,obviously, this can only be done by sending manymore blocks over the network, so you need morebandwidth.By sending samples every 1ms (1000 times persecond !) over the network, delays down to about5ms should be achievable with an optimal networkwith almost no jitter. We are currently testing outwhat is possible in the labs .. so stay tuned !Any IP codec of any manufacturer is bound by theneed for packetizing, and buffering against jitter. IPfocusHikvision Gives All-round View atRotonda, SloveniaHikvision’s two-megapixel network cameras arebeing used at the Rotonda building in Ljubljana, anew-build commercial development in the Sloveniancapital overlooking the Alps.The 15,000 square meter tower block is divided intotwo sections with separate entrances and foyerareas that require extensive CCTV monitoring andaccess control. Individual business units on each ofthe five floors are occupied by international banks,software houses and law firms. Flexibility ofconfiguration and quality of IT infrastructure havebeen principal concerns in construction, with theHikvision digital surveillance solution being anintegral part of this offering.ChallengesThe building owners required IP-addressable camerasthroughout the structure with tender requirementsspecifying image quality that would allow ongoingdevelopment such as the introduction of videoanalytics. While the extent of glass coverage in theRotonda has energy consumption benefits, there areimplications for CCTV operation from the use offloor-to-ceiling windows.The Hikvision cameras are also used in undergroundand outdoor parking lots across a range of lightingconditions. The need to capture highlight andshadow detail in the same scene required flexibleoptics in lobby areas, stairwells, lifts and communalspaces including a restaurant, with the cameras’motion detection capability proving importantoutside office hours.SolutionsThe 130-camera system from Hikvision wasimplemented by Slovenian integrator Sintal dd. IPfocusHoneywell provide Aldermary House with RemotelyMonitored Access Control, Video and ‘Meet & Greet’Aldermary House is a modern multi-tenanted, multi-storyoffice building located in the City of London’s “Square Mile”financial district.The SituationAldermary House is home to eight different businesses,each operating on separate floors. Visitors would buzz theintercom, be granted entry by a security guard at the mainreception desk where they would sign in, and then be ableto visit a tenanting company.Multi-tenanted buildings are prone to a myriad of securityrisks, access issues and periods where the building iscompletely empty.Brian Weekes, Building Manager at Aldermary House wasfaced with complex security challenges and as a resultused a 24 hour manned guard solution to ensure thebuilding was secure at all times. “A manned guardingcontract was the best solution available to us at the time,however it was costly and difficult to manage,” commentedWeekes. “It was a constant challenge knowing exactly whowas in the building at any one time.”Weekes approached his security partner, SecureWais UKLtd to find a new and improved solution that wouldalleviate the heavy financial costs and inefficiencyassociated with manned guarding. When activated, the call centre operativeasks the visitor a set of questions before contacting therelevant host. This could be the office manager of thegiven tenant. Once contacted, the host providesauthorisation and the visitor is granted entry. Then the callcentre terminates the site link and the SecureWais “Meet &Greet” service is completed. To close the loop, a videorecording is kept on the Digital Video Recorder (DVR).The building / security management team remain incomplete control of the access control card administrationbut do so by emailing the SecureWais office to have cardsadded or deleted remotely. Database reports are availableat any time.To provide this critical service and solve the challengesfaced by Weekes, SecureWais chose Honeywell WIN-PAKTMPRO Central Station.Honeywell WIN-PAK PRO Central Station is a departure fromtraditional access control systems. IPfocusquizzes those in the know and gains an insight into opinionsthat will be shaping the industry in the future.Q. Why is IP becoming important to the alarm receiving and monitoring sector?A. Right now IP is proving to be a liberating technology for the alarms sector, right acrossEurope and in many countries worldwide. What we are seeing, in country after country,is that former state-monopoly providers are losing their hold. From Scandinavia toAustralia IP is freeing-up the market from domination by formerly-powerful PSTNoperators and is allowing innovation, competition and all the benefits that brings.More importantly the old PSTN and ISDN networks are being removed and replaced withVOIP which can give problems and higher rates of failure for alarms. When we arelooking at Fire, and Social Care where lives are at risk, such lowering of reliability isunacceptable and the only real option is to use IP.So far the UK has been an unusual case. Here, the domination by BT Redcare wasparticularly entrenched, and before IP came along it was the best solution forcustomers. But fixed lines are no longer the best answer and, ultimately, the UK industrywill follow business logic. Customers are becoming aware of the benefits of moreflexible alternatives for alarm transmission, not least significantly lower costs and asignificantly smarter service.Q. Will BT and 21CN alter the attitude to IP networks?A. Almost certainly, as there will be no option other than to use IP whether it is as VOIP ordata, and systems such as Iris Touch will become mandatory for security monitoringand alerting. Whilst the UK is well behind Europe with introducing IP and BT’s delays inintroducing modern technology such as 21CN, we will see an uptake in IP as Fibre isrolled out and corporate networks take up the IP opportunities for corporatecommercial services and CCTVQ. How do you see the IP transmission systems and monitoring sector developing in theshort and long term?A. This is a hugely exciting time for us as a company, and for the wider market. Ok, thingsare moving at different speeds in different countries, but the direction is all forwardsand in every market things are accelerating. Our newly launched IRIS Secure Appssolution is the culmination of two years of development (more if you take into accountall the work that went into all the products that led us to this point) and we think theeffects are going to be dramatic. We are giving ARCs the ability to do things thatthey’ve never been able to do before, such as having a complete overview and fullcontrol over all their monitored alarms – allowing them to see how their systems areperforming, both in real time and historically. The ARCs will pass these benefits toinstallers (allowing them to work much more independently) and ultimately the massmarketend-user will win too.Q. Where is Chiron placed in the market?A. In sales volumes, we are Europe’s market leading supplier of IP-based alarmtransmission technology. More than 38,000 of our IRIS and IRIS Touch products are nowinstalled, and more than 180 ARCs monitor them for customers across 28 countries. Ourturnover has increased by 100% for the past two years, and it’s going to be double thatthis year – not just because of our sales techniques but because the market reallywants what we’ve developed.We aim to be the technology leader in this market. What new plans does Chiron have to help alarm customers and alarm receivingcentres make the jump?A. We’ve just made the big jump, with the introduction of IRIS Secure Apps. The alarm security sector is evolving – we’ve seen how the more nimblecompanies have taken advantage of IP technology in the CCTV field, and the sameis happening in the alarms sector. But I don’t think there will be a wholesale takeover,because there doesn’t need to be. The biggest gulf is in that the IT industrydoes not understand fully yet the regulated state and requirements of theSecurity industry. In many parts of the IT industry there is a relatively simplisticbelief that the security that is used in IT systems is adequate for securitysystems. Whilst we may use the same technology there is a gulf in understanding.While it’s true that more skilled and IT-literate people are coming into the market,both working for and running security companies, long-standing securityinstallers shouldn’t be worried about adapting. We’ve reached a point where thetechnology is really designed to be easy to use, and at the same time mostpeople now have a good grasp of key IT skills – so anyone who wants to make thejump into IP-alarms will be able to, if they are reasonably competent.Q. How can traditional security and alarm providers win contracts against the ITintegrators. What is the best piece of advice you could give?A. Do what you are good at – give solid advice based on knowledge of risk, crimeprevention and security techniques, as well as regulatory and Insurancerequirements – but make sure you upskill in the IT arena as well. Collaboration ismore useful than competition and if good security companies pick the rightpartners (solutions providers, consultants and specialist integrators) there’s noreason for them to be left behind.Q. Do installers respond well to new technology or are they slow?A. Installers are great with new technology, as long as it makes good business sensefor them. When the sums add up, they take to new systems willingly. What theydon’t want is things that make their lives more difficult, or change for change’ssake. If it’s good innovation that will help them be profitable, they will run with it -as we have seen everywhere in Europe. Things have been slower in the UK, but it’snot the installers who are unimaginative but really the market conditions here.38_issue 27

IPfocusQ. Are there any monitoring companies which will never use IP?A. If there are, they’ll be really swimming against the tide – and missing out.Q. Is the relationship between the security Sector and the new technology companiesimproving or not?A. I do not see much progress in this area, as the gulf in understanding is too wide. TheIT industry thinks our Security Industry is easy and does not understand theregulatory nature and influence of the Insured sector, let alone understanding howARC’s work. On the other hand, The Security Sector are building walls and not tryingto adopt new technologies. There are exceptions on both sides where more awarecompanies are growing, and it is these that will profit most in the long term.Q. How does Chiron regard their dealings with traditional customers as opposed to ITintegrators?A. We started from the point of what was needed, technically, to make alarm signallingbetter. Based on that foundation, we have developed our IRIS solutions so thateveryone can work with them. We don’t think it’s helpful to categorise customers aseither traditional or IT-literate, the important thing is that IRIS is easy to work withand that every customer gets help if they need it. We’ve put a lot of effort into ‘deskilling’our systems, removing the need for specialist IT knowledge, not becausepeople aren’t capable or interested, but because we know they are busy and want tosave time. The same time pressures and business pressures are on everyone, nomatter what their level of IT-literacy.In practice, we find there is a natural reticence in many parts of the IT industry tosecurity, as previous experience of many IT professionals of high CCTV trafficloadings have caused concern, but for the Monitoring Sector when we explain theloading factors and the fact that alarm traffic is similar to a credit card terminal,then this reticence is quickly overcome.Q. Will large IT managed service providers win out over traditional receiving andmonitoring centres?A. This is an important question and one of the key reasons why we’ve developed IRISSecure Apps; to help ARCs compete better and deliver increased services to theircustomers. It shows the way the market will move, with ARCs having greater control,working more flexibly with installers, and benefiting from much greater priceflexbility. We work closely with more than 180 ARCs and are confident that the sectorwill continue to prosper, so long as it adapts. It should be remembered that ARCs arereal specialists doing a specific and skilled job.Q. Does Chiron support the idea of independent consultants representing end users?A. Yes, providing they are knowledgeable and properly independent. In the securitysector there is a very well established network of consultants, and the way they workhelps to spread new ideas and good practice among end-users. As Chiron is keen to‘educate’ the customers with new ways of thinking, we benefit from this spread ofideas and the sharing of expertise.Q. Where does the UK sit with regard to Europe with IP for the security sector asagainst the more general IT users of IP?A. The UK is lagging well behind as a market for very particular reasons. This said, thebenefits of IP-alarm transmission are self-evident and the market here will catch up.Q. How does the UK alarm and monitoring sector compare to those in other countries,especially with respect to the adoption of IP?A. In the UK we have had a monitored sector with Redcare and there is some reticenceto change as this is well known. However it is expensive and offers few services whencompared to the new IP systems. In Europe there has been less monitoring of alarmsoutside high security, therefore many ARC’s are hungry to offer new businessopportunities that IP can bring and also extend monitoring further into the market.These new opportunities as well as technology change of the Infrastructure going toVOIP is generating significant demand in Europe for our products.Q. What other countries are big potential areas for IP?A. It’s global – the only question is which countries will develop the fastest. For Chironthe big growth areas have been Scandinavia, Germany, Benelux, Switzerland, Spainand in fact most of the EU. More recently we’ve also had major success in Australiaand Asia.Q. For the security sector, how will IP develop? Will this be via hybrid or add-on systemsand users start today?A. Currently there are few Security products which have integrated IP, and these tend tobe manufacturer proprietary systems which do not enamour Monitoring Centres whowould have to run many incompatible alarms IP systems. The main growth in theshort term will be for add-on or hybrid systems. However, in the longer term systemsintegration will come and Chiron will be announcing a number of alliances this yearwith manufacturers who recognise the Power of our Iris systems and will embed ourprotocols. The fact is that with over 180 of the major worldwide MonitoringCompanies offering our Iris system, this is a major opportunity to manufacturers.Q. How long will it be before IP penetrates the intruder alarm sector in the same way ithas with CCTV?A. It’s a bit like trying to predict an earthquake – when it happens, it happens quickly.We’ve seen our turnover suddenly take-off in country after country and we expectthe UK to follow this same model when it is ready. Second-guessing the timing isdifficult, and not particularly helpful. From early on we’ve focused our energies ondeveloping the technology and working with the most receptive markets. This gaveus the resources to develop more quickly than some of our competitors, who werehampered by their reliance on the UK market.Q. Do we see the IT industry accepting security and safety as the next killer applicationand taking over this sector?A. On balance, probably not in the alarms sector. For reasons outlined previously, IPalarms technology is now open and accessible to all installers and ARCs. Even if theIT sector suddenly gets excited about security, there’s no reason why securitycompanies will have to stand back and lose business. There’s a lot of expertise in thesecurity sector – not to mention contacts – and you can’t just write that off. We workwith security companies of all sizes in all countries, and they’re doing fine with IP.The key, as in all private sector business, is to be forward looking and adaptable.Q. Will hosted services such as virtualisation, SaaS (Software as a Service) and Cloudcomputing technologies impact on the monitoring centres and the alarm industry.A. We live in a practical world and one which is highly regulated. Cloud computing andvirtualisation are concepts which will need to be proven to work and proven to bereliable and gain acceptance before we can risk critical systems which the securityindustry controls. The jury is out on this one, but I would be very cautious aboutsome people’s vision on how computing will develop. I still remember Clive Sinclairand his C5 electric car we would all be running around in.Q. How do you see the role of the IP User Group and IPfocus influencing thedevelopment of IP in the new areas of alarm receiving and monitoring in the comingmonths and years?A. By helping to spread knowledge and encouraging people to network. In any fastchanging sector there’s a need for information sharing and that’s an important jobthat the IP User Group can do. IPfocusArchipelago Island CCTV from VIDEOTECSea tested IP Monitoring for theenchanting Archipelago of SardiniaThe Maddalena archipelago is a group ofislands north-east of Sardinia, off theEmerald Coast, a popular destination forpleasure sailors for its natural beauty andunspoiled emerald waters.Established in 1996, the National Park isstrictly protected by environmental heritagelaws. The archipelago is famous for theamazing rock carved by the wind. LaMaddalena is the main island.The ambitious total IP video system whichaims to protect the marine and coastalenvironment of La Maddalena distinguishesitself for its charming locations and thesingularity of the challenges it has faced andthe relevance of current issues at stake.The Ministry of Transport and Harbour Officerequested action on two different fronts:video surveillance of a vast area thatincludes sea, houses, wharves andsurrounding docks plus the monitoring ofmaritime traffic in the Park area. The firstcase, the tender’s specifications required anIP video system, installed on the LaMaddalena island consisting of a controlroom located in the ancient tower in theGuardia Vecchia suburb, and a remote systeminstalled at Punta Chiara.To control the traffic on the sea areas whichare not visible from the island it wasessential to install mobile IP cameras invarious spots.The Rome security distribution companyItaltec and the Make Security installationcompany were called up to design and buildthe system using Panasonic and Videotecproducts, while the software was developedby the Milan company Essai. The technologiesused are all cutting edge latest generationand the works were completed in fullcompliance with all applicable standards andregulations.Since the natural location is so impervious, aconsiderable number of difficulties wereencountered in the implementation phase,such as the transportation of site equipmentor the lack of electricity, a problem resolvedby using photovoltaic panels, capable ofguaranteeing a week of independent powereven without the sun. This service wasensured by using low consumption productsonly, along with Videotec pan-tilt systemswhich have zero consumption levels wheninactive.The video system installed on the LaMaddalena island is composed of twonetwork video recorders and about a dozenPanasonic video cameras.Videotec IP68 housings and pan-tilt systemswere installed to protect and handle thecameras; the latter are made from polishedstainless steel designed to withstand themost severe environments and developedspecifically for the offshore market, industrialuse and any type of environment whereexternal agents are highly corrosive andaggressive as at sea. Furthermore, theaccurate mechanical construction andreliable motors reduce the need formaintenance even in situations of intensemechanical stress. This is an essentialcondition in sites which are difficult to reachlike the Maddalena archipelago. Moreover,these devices are equipped with wipers toensure clear viewing in all weatherconditions.Given the need for accurate sea patrolsystems, the pan-tilt systems were equippedwith two-way telemetry, an ad hocapplication developed by Italtec whichdisplays not only the video recording on themonitor but also the geographic referencecoordinates.Only a few months have passed since thework was completed but it is already possibleto draw a positive balance.There is not a small stretch of coastline or aportion of sea that escapes the widespreadpatrol systems which are capable oftransmitting images that are so clear andprecise that it is possible to read the licenseplate of a ship two miles away.The anomalous events detected by thesystem so far have mainly referred todistress calls by boats in difficulty. In suchcases, the accuracy of the shots is so highthat the operator was able to aim the cameraexactly in the direction where the call wasbeing made and watch what was actuallyhappening. But illegal situations that mayoccur are numerous: from encroachment byships to the passage of oil tankersdischarging pollutants into the environment.The example set by La Maddalena may serveto convince other marine parks to adopt thesame tools and technologies.40_issue 27

IPfocusVideo Trends Unfold at Los AngelesPaul Clinton, Web EditorSecurity Sales & Integration Magazine ReportsSecurity industry executives speaking at the IP UserGroup USA's IP-in-Action LIVE forum at the PasadenaConference Center on February 9 discussed analogversus IP, cloud-based surveillance, image qualityconsiderations and several other key trends.In his keynote, Charles Foley urged the industry toaccelerate the push toward IP-based surveillance. Foley,chairman and CEO of TimeSight Systems, urged theindustry to embrace IP-based technology rather thanrelying on the "dead horse wisdom" of analog or strictrecurring monthly revenue (RMR) models."What do you do when you're riding a dead horse," Foleyasked rhetorically. "Sometimes we beat a dead horse tomake it go faster."Foley identified trends such as moving a physical securitynetwork to an IP backbone, addressing data storagechallenges, thinking about video as data, integratingvideo into larger systems such as access control or ITnetworks, and implementing cloud-based storage.Sales growth of IP-based equipment is exceeding 15percent, according to IMS Research statistics quoted byFoley. He also emphasized the importance of workingwell with IT managers who are now involved in 60percent of security purchasing decisions.While Foley said cloud-based video systems presentbandwidth and reliability challenges - and should belimited to residential, spot checking, alert monitoring ornon-forensic uses - Brivo's James McQuade took adifferent tack.McQuade, Brivo's southwest sales manager, saidsoftware-as-a-service (SaaS) projects will grow at least 21percent a year, quoting data from Gartner, a researchand advisory firm.Cloud-based systems share video via the Internet byusing Web portals, video management software (VMS)and secure offsite servers to house the data. SaaShosting architecture provides flexibility to end users whohave concerns about, as McQuade put it, the "5 C's" ofchange, compliance, cost, continuity and coverage.VideoIQ CTO Doug Marman focused on video analytics inhis presentation, "Emerging Technology: IntelligentStorage in the Camera." Analytics performed inside thecamera addresses bandwidth concerns, because DSLuploads tend to max out at 384kbps and Internet serviceproviders are putting caps on users, Marman said. Healso noted less than 1 percent of captured footage isever played back.42_issue 27Configuring systems for end users with regard to imagequality was the subject of IQinVision's presentation byPeter DeAngelis, president and CEO, and Paul Bodell,chief marketing officer.Bodell said image quality falls into general, forensic andhigh-quality tiers. General quality is sufficient for trafficmonitoring, overview of military installations and crowdsat stadiums or shopping malls.Forensic video captures more recognizable details suchas faces and license plates (to "catch the bad guys") andis used for retail, banks, educational sites, casinos,parking lots or airports. Higher-quality imagery is onlyneeded for cash counting, pharmaceutical operations (tosee individual pills) or retail registers.Bodell said the level of detail needed should arise fromthe individual situation. Integrators should pick camerasconsidering frame rates as well as camera resolution.Oftentimes, a 30 frames-per-second rate is more thanwhat's needed, he added.Compression was the topic of DeAngelis' remarks.
