Ontario Sires StakesThe Ontario Sires Stakes (OSS) Program was established in1974. The objective of the program is to promote the breedingof standardbred horses in Ontario and to provide economicincentives for breeders, owners and trainers to breed, buy andrace horses in Ontario.The program is split into two tiers of racing, Grassroots andGold Series. Each tier has a series of races for two and threeyear-oldtrotters and pacers. See page 11 for description ofGold & Grassroots Series.To be eligible to the OSS, foals must be sired by a stallionstanding in Ontario and registered for the OSS program for thebreeding year. The nomination payment is due in the horse’syearling year. To maintain it’s eligibility, sustaining payments aredue for the two and three-year-old seasons if the horse isexpected to race in the OSS.Trillium SeriesThe Trillium Series was established in 1988. The program wasdesigned to encourage the purchasing of well-bred fillies andto promote the development of the standardbred broodmareband in Ontario. The program consists of three pacing and threetrotting races for both two and three-year-old fillies. To be eligibleto the Trillium Series, the filly must be 100% Ontario owned.Program Administrationand ResponsibilitySince the inception of the programs in 1968, the Ontario RacingCommission (ORC) has had responsibility for the Ontario HorseImprovement Programs (HIP). The Ontario Sires Stakes andTrillium Series are breeders’ incentive programs under HIP.In 1968, the Government of Ontario made funds for HIP available,using revenue from a tax on wagering. The programs weredeveloped in a partnership between the industry and thegovernment. As the Crown Agency for the Government of Ontario,responsible for regulating horse racing in the province, the ORCworked with the many industry representatives to develop theprograms to “further the goals and requirements of Ontario’sracing industry”. Through extensive consultation with the industry,the program evolved to be used for purse supplements, breeders’incentive programs and support for equine research.The ORC and the Ontario Horse Racing and Breeding Industryare proud of the many HIP programs and the ORC relies heavilyupon input from the industry to design, manage and administerthe programs.Security and administration of the program funds in trust to ORC2006 OSS Racing Guide 1
