Anengine-fired Vermeer baler gathersup the hay behind horse and cart,bounding the straw into tight roundbales. The creaking of the horses’harnesses blends into the sound ofthe combustion motor.Last month, Ken Murray sold hislarge International tractor and hisbig Vermeer bailer. He and his wifeAnn were determined to farm haythe old fashioned way, with horsepower.“Fresh horses are almost as fastas a tractor,” Ken said. “The tractoraverages 6 to 7 miles per hour, andthese horses go about four-and-ahalf.”His 20-acre hay pasture takesabout three hours to rake with atractor, compare to about six hoursthe horse-drawn way.“You can’t make a living doing itSOFTER IMPACT — Farming with horses makes less of an impact on the landthan using large tractors, which can sometimes cause land to hardpan overtime. This trio of horses rakes hay in a 20-acre pasture.this way,” Ken said. “But for whatwe are trying to do, be self-sustainable,it works out pretty well.”The couple owns a carriage ridebusiness with 13 horses. The animalsare basically helping gatherenough hay to feed themselves.“It’s about self-sustainability,” Annsaid. “It’s also better for the land.”“When a heavy tractor rolls overand over a pasture, the earth beneaththe topsoil begins to hardpan.The horses don’t compact the groundas much, and that allows more rainto get down into the soil.”A couple years ago they startedfarming the hay organically, usingno synthetic fertilizers or pesticides.Moving to more antiquated, ortraditional farming techniques alsomirrors his conservative leanings,Ken said.Last year, Murray ran for Justiceof the Peace Precinct 3. Kind of amaverick, he was the only Democraton the ballot running for a countyoffice in <strong>Wise</strong>. During the lead-upto the race, he geared up a coveredwagon and set on the campaigntrail. He visited small towns andcommunities in the precinct. WISE COUNTY MESSENGER, Decatur, Texas, <strong>Sunday</strong>, July <strong>10</strong>, <strong>2011</strong>3AWISE COUNTYKids step up with donationBy ERIKA PEDROZAThe auxiliary at <strong>Wise</strong> RegionalHealth System in Decatur received aspecial donation from a few young individualslast month.Although it was not a large amount,the gesture behind a bag of change andfew bills touched the hearts of membersof the “augzilary,” as they wereaddressed in a letter that accompanieda $30 donation.Eleven-year-olds Lindsey Peña andGracie Bagwell and her 9-year-oldbrother Sam of Decatur donated theproceeds of their lemonade stand tofund the purchase of a bench to beplaced at the nursery window.“Sometimes it’s hard for brothersand sisters to look into the window tosee their baby brother or sister,” saidGail Matthews, labor and delivery directorwho suggested the bench. “Thishelps. I’m very proud of you.”Encouraged by a season of sacrificeand service, the kids chose to do theirpart by setting up a lemonade stand.“It was lent so we had to do a serviceor give up something, and we decidedto do something,” Gracie said. “So wehad a lemonade stand for one day.”Gracie’s mother, Sandra, added:“Since they’re young, they can’t go andvolunteer. So we’ve found other waysto show them how to serve others.”For five hours the Saturday beforeEaster, the kids staked their place inthe Bagwell’s front yard on TrinityStreet in Decatur. They sold half-cupsof lemonade made by Sandra for 50cents and full cups for 75 cents.“We made $60, and we gave half toMary’s Gift to help women get breastcancer screenings and half to the babies(at the hospital). 4A WISE COUNTY MESSENGER, Decatur, Texas, <strong>Sunday</strong>, July <strong>10</strong>, <strong>2011</strong>OPINIONOUR VIEWS<strong>Wise</strong> gets lost with redistricting planBy PHIL MAJORThough court challenges couldstill change the look of new Texascongressional district lines, as itstands now, my home, and most ofthose on the outskirts of Decatur,will have more in common withBridgeport when it comes to congressionalrepresentation.Not that there’s anything wrongwith that.Population gains added fournew seats in Congress for Texas.And one of the new districtssnakes through Arlington andparts of Fort Worth, takes inParker <strong>County</strong> and sneaks into<strong>Wise</strong> <strong>County</strong> just enough to grabRhome, Newark, Aurora, NewFairview and Decatur.But rather than leave the restof us with our long-standing Rep.Kay Granger of Fort Worth, wewill join District 13, representedfor many years by Mac Thornberryof Clarendon and Amarillo.Congressional districts,in theory, are supposedto preserve communitiesof interest. And in recentyears, <strong>Wise</strong> <strong>County</strong> hashad a lot more in commonwith the Metroplexthan with rural WestTexas.Despite being well-representedfor a long timeby Charles Stenholm ofStamford, <strong>Wise</strong> <strong>County</strong>’shorizon has shifted permanentlytoward the growing behemoth tothe southeast.For the record, I like MacThornberry. He represented usably during our 13-and-a halfyears living in Henrietta.But I believe we will be hardpressedto find too much in commonwith our friends in placeslike Vernon and Childress.Our neighbors won’thave that problem. Likelytheir new congressman orwoman will be from Arlingtonor Fort Worth, orpossibly Parker <strong>County</strong>.And I mean neighborsquite literally. The districtline runs down our road.The folks across thestreet will be in the newMAJOR 33rd district, while wewill be in Thornberry’s13th, along with Alvord, Boyd,Chico, Lake Bridgeport, Paradise,Runaway Bay and Bridgeport.The good news, I suppose, isthat we theoretically will havemore clout. When issues impact<strong>Wise</strong> <strong>County</strong>, we can call two Congressionaloffices, rather than one.And standing in the middle of ourroad will put me in both districtsat once (if only I had a decent cellsignal there with which to makethose calls).But based on population, <strong>Wise</strong><strong>County</strong> doesn’t have a lot of influencewhen it comes to congressionaldistricts, which average morethan 700,000 people. And that hasbeen diluted further, with maybe20 to 25 percent of the county’spopulation thrown in with the Metroplexwhile the rest of us haveto look 300-plus miles away to thefar reaches of the Panhandle forour representation.We lose our connection withGranger, who gets a u-shapeddistrict all in Tarrant <strong>County</strong>. Sheprovided us a locally-based outreachrepresentative. HopefullyThornberry and our new congressman/womanwill do the same.Redistricting just hasn’t beenour friend. First we lost a chanceto perhaps be the big dog in astate representative district.Then we got left in a state Senatedistrict that is quite similar to the13th Congressional district, coveringvast swaths of more ruralwestern counties. And now we geta split in Congress. And unlessthere are more Tom Delay-typemid-census hijinks, this is howthings will remain for anotherdecade.And it’s not likely to get anybetter after the 2020 count. <strong>Wise</strong><strong>County</strong> is within two counties of14 Congressional districts. Theway gerrymandering goes, withpopulation growth and shifts, wecould wind up in any of those. Andunless we gain about a half-millionpopulation, we will still be onthe outside looking in.YOURVIEWS‘No refusal’ isunconstitutionalHow can Texas courts overrule the Constitution?Why isn’t the FBI investigating these abuses byexas law enforcement across the whole state withhis new and illegal “no refusal policy?”Fourth Amendment: The right of the people to beecure in their persons, houses, papers and effects,gainst unreasonable searches and seizures, shall note violated,Article VI 2: This Constitution, and the Laws of thenited States which shall be the “supreme law of theand; and the judges in every state shall be boundhereby.”Fifth Amendment: No person shall be held to norhall be compelled in any criminal case to be a witessagainst himself.So tell me how is it legal for any state to overrulehe Constitution? I submitted a proposalhat the Dallas <strong>County</strong> Commissioners Court purhase,and use at all (50-plus) polling places, a Unitedtates and Texas State flag.Now, as an election judge in <strong>Wise</strong> <strong>County</strong>, I realzewhat I’ve been missing at my polling location onlection Day — a flag. The selection “for or against”n an election should be considered a very preciousight granted by our Constitution. The voters shoulde reminded of the importance of that election withhe presence of a United States flag!With the “pulling of the lever,” a voter should havefeeling that they are part of the selection of governentofficials that will control our lives and future.hat responsibility is awesome! I already have a flag, presented whenretired from the Navy, and if they’ll simply say “Weon’t care,” I’d be proud to post the flag at my pollngplace. But I think it would add something to therivilege if posted in all of our <strong>Wise</strong> <strong>County</strong> pollinglaces.With the chaos occurring in other nations, weight do well by promoting this concept at pollinglaces throughout the nation. I’m aware that manylready fly the flag at polling places. The VeteransAdministration (Washington) has recently forbiddenthe reference to God in any prayer conducted in aNational Cemetery. Based on my general knowledgeof elections, I’m of the opinion that a U.S. marshalwill not appear and haul me off to jail if I am allowedto “fly our colors.” It worked in Dallas, and none of uswere arrested, so it must be legal. The horse was severelyspooked causing it to go into shock, and one of its owners wasnearly crushed attempting to release her from the stall. Herdaughter (was almost injured) when another round had tobe fired off while they were attempting to bring the mare outof shock. Another horse that had been being nursed carefullyback to health with hoof issues had to be cut loose toget away from the fearful event. She ran for cover. Now thehorse is lame, and all the money spent on healing a wash fora 30-minute display of “ooooo” and “ahhhh.” Doesn’t anyonehave any sense left? The grass is high and dry! I guess ittakes an ordinance or law or some other official document toONLINE VIEWScause people to use their brains rather than some other partof their anatomy to think with. Clark to enter into acontract with MLA Consultingof Plano to amend thecity’s wastewater petitionso it can sell the water thathas been treated by its sewageplant to be used for industrialpurposes like rockcrushing.Like most municipalities,Chico supplies and chargesits residents (homeownersand businesses) for “treated”water safe for drinking.That water, when returnedto the city through its networkof pipes, is re-treatedby its sewage plant and theresulting greywater, no longersuitable for drinking, isdumped back into nature byrelease into a stream.Chico’s greywater isdumped into Dry Creek,which flows into the TrinityRiver.“Right now, our permit isjust to release greywater.But it could be sold to someoneif we can get our TCEQpermit changed,” Clark said.“We’ve got rock crushersthat are interested in buyingit.”The council authorizedClark to spend up to $7,500with MLA Consulting, a civilengineering firm, to preparethe paperwork necessary togain approval by the TexasCommission on EnvironmentalQuality to changethe permit.Chico obtains its waterfrom wells and via West <strong>Wise</strong>Special Utility in Bridgeport.The <strong>Wise</strong> <strong>County</strong> cityof about 1,<strong>10</strong>0 residents currentlyhas about 550 “regular”customers, homeownersand businesses, that pay$21 per month for the first2,000 gallons and $4.50 peradditional 1,000 gallons.The city also sells “treated”water in bulk to industrialcustomers.Its sewage plant processes69,200 gallons per day,Clark said, most of which isreleased as greywater.The mayor said sellinggreywater has been recommendedby the Texas WaterBoard as a way to conserveresources.“Water is not an endlesscommodity,” he said. “A lot ofpeople who need bulk water,they can use greywater aswell as treated water. RunawayBay and Bridgeportuse their greywater for theirgolf courses, and MineralWells uses it for parks.“I think the market’sthere. The city was unableto budget these expenses asthey came after approval ofits <strong>2011</strong> budget.Chico paid $8,475 to thestate, and TCEQ ruled inlieu of the fine that $200,000be spent on a supplementalenvironmental project toprovide first-time wastewaterservices to low-incomeresidences in <strong>Wise</strong> <strong>County</strong>.Tuesday’s action added$200,000 to a constructionin progress account. 8A WISE COUNTY MESSENGER, Decatur, Texas, <strong>Sunday</strong>, July <strong>10</strong>, <strong>2011</strong>WISE COUNTYSheriff addresses issue of animal photos at shelterBy KRISTEN TRIBEA fury over photos erupted late last month at the <strong>Wise</strong><strong>County</strong> Animal Shelter in Decatur.Although the public was temporarily prohibited from photographingthe animals, Sheriff David Walker announcedJuly 1 that individuals and rescue groups would again beallowed to take pictures of the animals, under the supervisionof a shelter employee or volunteer.“I visited with some local people and staff who said theyunderstood why I had initially prohibited the photos, butthey suggested allowing photos with some guidelines,” hesaid. “As long as it’s done in a way that doesn’t open us upto liability and can get the animals adopted, then it’s a goodthing.”People use these photos to “network” the animals onlinein an effort to secure their adoption. They post the photoson Facebook or pet adoption sites and even email them torescue groups across the country.Walker said it had become a liability issue with peoplegetting dogs in and out of the pens at will.“If they get bit, they’re going to sue us,” he said. “It’s notthat we were trying to hide anything. We’re not.”He also said photos of “non-adoptable” dogs, which caninclude vicious animals, were showing up on various websites.“Adopting a dog out that bites would be a liability,” he said.“We’re not talking about someone’s dog with a collar. We doour best to get them returned to their owner. But we’re talkingabout dogs that have proven to be aggressive.”A designated shelter employee or volunteer will also continueto take pictures of the animals, and those photos willalso be available for use by citizens and rescue groups. Thepictures will be posted and available to download on theshelter’s Facebook page and a new website that is in theFriday she told the <strong>Messenger</strong> she thought the shelter’spage recently has improved, posting the number of animalsbrought in and those that were adopted.Sheriff Walker, along with the sergeant over animal control,Asa Moseley, and Lt. John Thompson, have been workingto improve procedures and ensure photos are taken asanimals arrive.Walker said the shelter will purchase a new camera, andthey have already created an improved place to take photosoutside the kennels with a backdrop.“The problem is we got too big, too quick,” he said.The shelter, which opened in 2009, is vastly differentfrom the small holding facility that previously served asthe county’s shelter.Since January, 336 dogs were brought into the shelter,and 222 of those were adopted; 203 cats were brought inand 78 adopted.Only a few animals each month were adopted at the previousshelter.With an increased number of animals and adoptions,Walker said more infrastructure and guidelines are necessaryto make the most of volunteer help and ensure theshelter operates smoothly.In addition to improving their photos, Walker said theyare working to better outline the volunteer program.Volunteer guidelines will soon be in place, and he’s alsoconsidering naming a volunteer coordinator to organize thegroup. She delivers dogs across Texasand even out-of-state, as far away as New England, Wyomingand Colorado. Once at the rescue, dogs are normallyadopted within a week, she said.She first began working with the <strong>Wise</strong> <strong>County</strong> shelter inFebruary and said she’s rescued 250 dogs since mid-April.Feickert was frustrated with the quality of photos takenby the animal shelter employees, so she was glad to hearthe news that she and others would be allowed to take theirown photos again.“It’s good because we get to get back in there and takesome pictures and network,” she said.Feickert uses these photos on her Facebook page, “UrgentAnimals at the <strong>Wise</strong> <strong>County</strong> Texas Animal Shelter.”Feickert had also complained that photos were not postedfrequently enough on the shelter’s official Facebook page,and those that were posted had little to no information.BRIDGEPORTCity eyes a lean budgetThe <strong>2011</strong> International Altec BucketTruck will cost the city $34,519annually for five years for a total of$172,595.“We made it stretch out as far as itcould and tried its every feature,” directorof utilities David Turnbow said.“We couldn’t find any place it didn’twork.”According to Turnbow, the city’s oldtruck does not pass the dielectric test,has many hydraulic leaks and needs anew turret. SPORTSSUNDAY, JULY <strong>10</strong>, <strong>2011</strong>SECTION BRODEORIDING HIGH — Dalton Shaw of Alvord will compete in team roping in the International Finals Youth Rodeo starting <strong>Sunday</strong> in Shawnee, Okla.<strong>Messenger</strong> photo by Joe DutyRoping a dreamInspired early in life, Shaw saddles up to pursue rodeoBy RICHARD GREENEWhile his father, Barry, worked hisembroidery booth at the prestigiousWindy Ryon Memorial Roping event, ayoung Dalton Shaw practiced his ownskills on dummies.Occasionally, he would be able to stopa pro of the likes of Roy Cooper or CodyOhl for a quick pointer.“You’d be roping a dummy, and they’dwalk by,” Shaw recalls. “You’d ask themhow you do this, and they’d show you.”That early influence blossomed a passionin Shaw that has him in the saddledaily trying to rope his dreams of becominga pro.“I live to rodeo and rodeo to live,”Shaw said. “It’s another part of me, rodeo.I love it.”The Alvord senior will start competitionin team roping <strong>Sunday</strong> at the InternationalFinals Youth Rodeo in Shawnee,Okla. He and partner Cooper Robertsonof Perrin will compete through Fridayfor a share of the $200,000 payoff.“There’s lots of money,” Shaw said.“The rounds will pay $1,500 per man.”This will be his third time to competein the Shawnee event. He’s yet to cashin.“We haven’t placed well,” he said. “Thisyear, we have a good chance.”Along with the chance to compete forbig money, he enjoys this rodeo becauseof the amount of top-level competiton itdraws from across the nation.“There’s lots of good kids from otherstates,” Shaw said. “I love going to seeall the people. This week there will bepeople from Canada, Michigan, Alabamaand all over.”Shaw will be representing BloomerTrailers at the event. He was one of 33members representing 12 states to beselected for the team, which has won theIFYR title the past two years.In a press release, Randy Bloomer,owner of Bloomer Trailers, said Shawand other team members are picked fortheir character, attitude, and leadershipalong with their ability to win.“Dalton has all the qualities of a winner,and we are proud to have him onour team,” Bloomer said.Shaw appreciates the opportunity.“They go out and find the best in theworld,” he said. “All the best kids in thebusiness are on the team.”Shaw began roping off horsebackwhen he was 8 and has been in the saddlesince. He practices every day, tryingto fit it in during the school year aroundacademics and baseball practice andgames.“It’s tough to fit it in with school andsports,” he said. “There’s a lot of longnights.”He started calf roping and continueduntil he sold his horse his freshmanyear. He then began team roping fulltime upon a new horse, Raymond. Thecalm steed has been working with Shawfor two years, forming a formidable andbusy team.This summer, Shaw has been competingcontinuously. The past two weekshave been especially busy with six jackpotsand two rodeos.“There’s always jackpots and competitions,”Shaw said. “I love doing it. It’s ablast.”Shaw enjoys team roping even thougheach time he and his partner enter thearena there’s a litany of things that cango wrong and keep them from a successfulrun.“It takes a lot of time, dedication andpreparation,” he said. “You’ve got to bepatient. You also have to find the rightpartner, someone on your level.”As the heeler, the pressure is on Shawto complete the run.
