60 Years of Impact 1940s–50s “Things did look black for the free-wheeling border city in 1945. The police department, unable to clean out the bookies and bootleggers swarming across the river from neighbouring Detroit, was going through one of its periodic shake-ups. The Ford Motor Company of Canada, an employer of 80% of the work force in the one industry town, was shut down with a 99 day strike…” – Frank Rasky – Windsor Star Prices were rising in cotton, soap and bread with the removal of wartime subsidies. Milk was up to $0.16 a quart. With the end of winter in 1947, the residents of Windsor did not see relief to high unemployment. The unemployment in Windsor was termed the “blackest in the whole country.” As an attempt to match jobs with unemployed men, Ottawa offered free transportation to jobs in other parts of the Dominion. 1947 – Amongst these hardships, 1947 also brought the hope of community to Windsor.
