USD, of which,the grant of GEF is 17.0 mil. USD.3

Hai River basin is locatedbetween longitude 112°- 120°east,and latitude 35°- 43°north. Thebasin area is 318,000 km 2 accountingfor 3.3% of total land area. The total arable land is 10.7million ha, and effective irrigation areais 7.3million ha. The main crops arewheat, barley, maize, sorghum, rice,beans, and economic crops as cotton,oil-bearing crops, hemps, beet andtobacco. The population in the basinaccount for 10% of total nationalpopulation,the GDP of the regionaccount for 12% of the national GDP,the farming land area of the Basinaccount for 9.0% , and grainproduction account for 10% of the totalin China.6

The annualaverage precipitation is 535mm inHaihe basin. In a year, the floodseason (June-October) precipitationaccounts for 70-85% of annual, andmaximum annual precipitation is 2.2times the minimum. In the basin percapita water resources volume is300m 3 , Per ha farmland burdens3450 m 3 water. So the quantity ofwater resources per person andfarmland in Hai River basin is thelowest compared with the other majorriver basins in China.7
