Law EnforcementI am proud to present you with the 2011 Annual Report forthe Garden Grove Police Department, which will highlightnot only our shared successes for 2011, but also our effortsto prepare for the future.The men and women of the Garden Grove PoliceDepartment strive to provide this community withprofessional and effective law enforcement services. Ourmost important partners in this endeavor are the membersof this community, and each member of this Departmentis charged with developing partnerships with all segmentsof the Garden Grove community. I am very pleased toannounce that, through this partnership, Garden Groveexperienced almost an 8% reduction in Part 1 crimes during2011. I believe the effectiveness of the partnership existingbetween the Garden Grove Police Department and themembers of this community is, in large part, responsible forthis successful decrease in crime.We must, however, continue to work together. Our Citygovernment is responsible for providing services thatensure Garden Grove is a safe and vibrant community withinwhich to live, work or visit; yet we continue to be plaguedby the persistent state budget deficit. Ongoing economicdifficulties at every level of state government present evergreaterchallenges to residents of not only our communitybut of the entire state. Changes in state law, specificallythose that govern our prisons and sentencing guidelinesfor those convicted, will also increase the burden on alreadydepleted budgets, as those responsibilities are shifted fromthe state to local government.The Garden Grove Police Department will continue to bean efficient provider of service, however we must nevertrade efficiency for effectiveness. To assist in our goals,the Department is utilizing technology to improve ourefficiency, yet still offer all employees the tools they needto provide effective law enforcement services to thecommunity. Although we face many financial challengesas both a City and a Department, I am confident that themany strong community partnerships we have formed andmaintained over the years will allow us to continue to serveGarden Grove with Courage, Courtesy and Commitment.
