The Starfish Story<br />

One day an old man was walking along<br />
the beach. It was low tide,<br />
and the sand was littered with thousands<br />
of stranded starfish that<br />
the water had carried in and then left behind. The man began<br />
walking very carefully so as not to step on any of the beautiful<br />
creatures. Since the animals still seemed to be alive, he considered<br />
picking some of them up and putting them back in the water,<br />
where they could resume their lives.<br />
The man knew the starfish would die if left on the beach’s dry<br />
sand but he reasoned that he could not possibly help them all,<br />
so he chose to do nothing and continued walking.<br />
Soon afterward, the man came upon a small child on the beach<br />
who was frantically throwing one starfish after another back into<br />
the sea. The old man stopped and asked the child, “What are<br />
you doing?”<br />
“I’m saving the starfish.” the child replied.<br />
“Why waste your time?…There are so many, you can’t save<br />
them all so what does it matter?” argued the man.<br />
Without hesitation, the child picked up another starfish and<br />
tossed the starfish back into the water…<br />
“It matters to this one.”<br />

Having just completed our fortieth year of continuous service with celebrations and renewed<br />
commitment to the communities we serve, this Annual Report provides us a time to<br />
reflect upon the progress of our past and to make plans for the challenges that we face<br />
going forward. There are times these days when we feel like we are blowing in the winds<br />
of change, so the concreteness of this report grounds us in the substance of the work we do<br />
so well.<br />
Throughout this past year 3,206 people turned to <strong>VCS</strong> for one to one services - at times of personal<br />
crisis and suffering or perhaps when a family member was troubled.<br />
Who are the people who turn to <strong>VCS</strong> in their time of need? Of course I cannot tell you their<br />
names but I can tell you that they are your co-workers, perhaps a friend or a relative or someone<br />
you know who lives in one of our close-knit communities throughout the Hudson Valley. They<br />
are grandparents and other relatives who are raising a next generation of children they did not<br />
expect to be caring for, troubled young people who feel threatened in school or in their neighborhood,<br />
battered women in need of the long-lasting support of a volunteer counselor.<br />
All types of people come to <strong>VCS</strong>: moms and dads from all walks of life, from all parts of the<br />
community who are struggling under the responsibilities of raising a family; independent elders<br />
who are suddenly afraid that they will not be able to care for themselves; veterans who are returning<br />
home after their military service. They are some of our most vulnerable citizens and<br />
some of our most prominent. They are people who are victims or perpetrators, working or unemployed,<br />
living in your neighborhood or in a homeless shelter.<br />
When people come to <strong>VCS</strong> they are guaranteed compassionate and affordable care that makes a<br />
significant and lasting difference in their lives.<br />
The <strong>VCS</strong> mission is carried out with a sense of pride and purpose by the <strong>VCS</strong> volunteer work<br />
force and professional staff. The Board of Directors ensures that people in our community are<br />
provided with the very best counseling and family services and cutting-edge training and workshops<br />
focused on social justice and equality for all - with no exceptions.<br />
The report that follows is a snap-shot of our work and accomplishments in 2010. The greatest<br />
measure of our success lays in the number of individuals, young people and families who look<br />
to us for help and whose lives are changed because we care.<br />
We depend on your continued partnership and financial support to maintain our cautious optimism<br />
in order to care for the needs in our communities.<br />

Services and <strong>Program</strong>s<br />
<strong>VCS</strong> <strong>Inc</strong>. is a unique non-profit family and community service agency located<br />
in Rockland County New York. Since 1970, <strong>VCS</strong> has been a leader in<br />
developing innovative programs and delivering services with a pioneering<br />
combination of expert professional staff and specially trained, caring, and<br />
committed volunteers. During 2010, the agency provided a wide range of<br />
services to individuals, families, youth and community groups, including<br />
counseling, mentoring, information, referral and advocacy, and nationally<br />
renowned training and awareness programs in the areas of domestic violence<br />
prevention and social justice.<br />
<strong>VCS</strong> is dedicated to identifying the gaps in existing social services networks<br />
and responding with accessible and cost-effective programs to help people in<br />
need. The agency also focuses on raising awareness - both locally and on a<br />
national level - of social injustices and on developing programs to address<br />
those issues. As a result, new, targeted programs are continually being<br />
developed as needs are recognized.<br />
Some of the populations served by <strong>VCS</strong> programs and services include<br />
families in crisis; young people; court-ordered men who batter their intimate<br />
partners; the elderly and their caregivers; lesbian, gay, bi-sexual, transgender<br />
and questioning individuals and their families and allies; immigrants; cancer<br />
survivors; relatives who are caring for the next generation; parents of children<br />
with special educational needs; people with developmental disabilities,<br />
students who need additional assistance with their school work. Professional<br />
populations that are served by and collaborate on agency programs include<br />
schools and school administrators; other social service agencies; public-policy<br />
makers; the courts and the justice system, local, state and national<br />
organizations; elected officials; businesses; and institutions. Agency funding<br />
comes from government grants, donations, fundraising and service fees.<br />
All of the various <strong>VCS</strong> community services and programs are provided in<br />
Rockland County with selected programs offered in other locations including:<br />
Sullivan County, Orange County, Westchester County, and four boroughs in the<br />
City of New York.<br />

In 1970, <strong>VCS</strong> began its service to the community by providing a two-pronged approach<br />
to changing lives: recruit, train and supervise volunteers who in turn, provide counseling<br />
services to court-referred clients. Since that time, Counseling and Family Services<br />
has been the cornerstone of the agency, pioneering the innovative use of professionally<br />
trained and supervised lay people to provide counseling for many other people who<br />
suffer from a wide range of serious social problems. The objective of the Counseling<br />
and Family Services programs is to increase the availability of accessible and affordable<br />
counseling services for the entire community.<br />

2010 Counseling and Family Services Highlights<br />
In 2010 the <strong>VCS</strong> Counseling and Family Services Department trained and supervised<br />
101 volunteers, including student interns who were fulfilling their course requirements<br />
towards their undergraduate or graduate degrees in fields related to counseling and<br />
social work. All of these volunteers and students provided counseling and family<br />
services to 1,573 people including 368 children and youth. Of the 1, 573 people we<br />
served, there were 539 clients in the general counseling program and 96 people in divorce<br />
services, 90 people in the parent education program, 66 people in the Outreach for<br />
Elders program, 351 people in the Relatives as Parents <strong>Program</strong>/Kinship Care <strong>Program</strong>.<br />
We also trained 34 new volunteer counselors and provided 12 student internships.<br />

In 2010 the Student Advocate responded to 252 requests for information, referrals and<br />
school advocacy. The program continues to exceed the funded caseload of 40 cases<br />
even though there has been limited outreach and no increase in funding. Parents find<br />
their way to this amazing resource and rate the program as very highly successful on<br />
their parent satisfaction surveys.<br />
<strong>VCS</strong> continued to administer the Surrogate Decision Making Committee for the New<br />
York State Commission of Quality Care up until November. Along with Rockland<br />
County, the <strong>VCS</strong> catchment areas included Westchester, Orange Sullivan, Bronx,<br />
Manhattan and Richmond counties. <strong>VCS</strong> continues to process the highest caseload in<br />
the state for mentally disabled clients in need of invasive medical and dental treatment<br />
but who lack involved family to provide consent.<br />
In 2010, 143 cases were processed.<br />

2010 Counseling and Family Services Highlights (continued)<br />
In addition to the usual and on-going program responsibilities, some of the more notable<br />
Counseling and Family Services program highlights include:<br />
We witnessed a significant staffing change when, after 17 years, Pat Hayes, LCSW retired<br />
from her position as Assistant Clinical Director to go off to Florida to be near her children<br />
and grandchildren. Betsy Benjamin, LCSW was promoted to Pat’s position and we welcomed<br />
Rosanne Composto, LMHC who in addition to a wide range of clinical experience,<br />
is a faculty member at Long Island University and had completed her clinical internship<br />
program at <strong>VCS</strong> for her masters degree.<br />
The United Way of Rockland County awarded <strong>VCS</strong> a three year community impact grant<br />
along with our collaborator the Haitian American Cultural and Social Organization to<br />
continue our pioneering work to provide culturally relevant mental health services. With the<br />
enormous influx of Haitian immigrants who fled from the ravages of the earth quake in Haiti<br />
in January of 2010, this service became a life-line for many.<br />
The Kinship Care <strong>Program</strong> continued its highly successful Youth RAPP Group. This group<br />
meets four times per year to engage in topics of interest to young people who are being raised<br />
by a relative other than their biological parent. Attendance is excellent, confirming the value<br />
of the group to the participants.<br />
<strong>VCS</strong> staff took the leadership in initiating a county-wide anti-hate task force as the result of<br />
several bias related incidents occurring in Rockland. The group<br />
meets monthly at <strong>VCS</strong> and has become a chapter of “Not in Our<br />
Town” a national group that evolved from the film of the same<br />
name which tells how one town in Montana successfully organized<br />
to stave off hate groups. The Rockland task force engaged<br />
in several community awareness activities and promoted “Not in<br />
Out Town” using this flyer ——————————————><br />
The Rockland Immigration Coalition – co-sponsored by <strong>VCS</strong> –<br />
organized the first annual May Rally for immigrant rights in<br />
Spring Valley’s Memorial Park after Arizona passed a new round<br />
of anti-immigrant laws with racist implications. Over 300 people<br />
attended the rally.<br />
The <strong>VCS</strong> Mini Academy, a Rockland County Youth Bureau sponsored program, held three<br />
workshops during 2010: “If Parents are not together: 10 skills for Handling the Challenge”;<br />
“Cyberspace Bullying”; and “ Undoing Racism”. Each of these topics was initiated out of a<br />
focus group of young people who were asked to prioritize topics of imminent interest to them.<br />
The workshops were well attended.<br />

<strong>VCS</strong> Community Change Project<br />
The Community Change Project is unique to <strong>VCS</strong>. The services and programs in the<br />
Project focus on providing a critical analysis of the social and political conditions<br />
relating to domestic violence, racism, sexism, heterosexism, bias-related incidents and<br />
other issues of oppression. Overall, the goal is to develop a coordinated community<br />
commitment and response to end all forms of oppression. The sphere of influence<br />
reaches into schools, private and public organizations and agencies and businesses in<br />
Rockland County, the Hudson Valley and throughout the United States. <strong>Program</strong>s are<br />
offered in three areas central to the <strong>VCS</strong> mission:<br />
<strong>VCS</strong> Domestic Violence <strong>Program</strong> for Men<br />
<strong>VCS</strong> administered the New York Model for Batterer <strong>Program</strong>s Domestic Violence<br />
<strong>Program</strong> for Men in Rockland, Orange and Westchester Counties for the Courts in those<br />
counties. A total of 483 men were ordered to the program by the courts in which they<br />
were convicted of the crime of domestic violence, a total of 60 in-service trainings were<br />
conducted for the staff instructors who facilitated 402 sessions during 2010.<br />

For the 15th consecutive year, the National Training Institute entitled New York Model<br />
for Batterer <strong>Program</strong>s was offered twice during the year. Additional presentations<br />
were made in Anaheim, CA and in Westchester and Orange Counties in New York.<br />
<strong>VCS</strong> staff organizes, facilitates or regularly attends a significant number of community<br />
efforts towards creating a zero tolerance for domestic violence including the following:<br />
the Spring Valley Collaborative; the Criminal Justice Sub-committees and the Men and<br />
Boys Sub-committee of the Rockland STOP FEAR Coalition.<br />
<strong>VCS</strong> expanded its collaboration with the Rockland Family Shelter and the Village of<br />
Spring Valley to conduct Court Improvement Training and domestic violence prevention<br />
supported by grants from the US Department of Justice. Additionally, <strong>VCS</strong> took<br />
on the responsibility of coordinating the Spring Valley Weed & Seed <strong>Program</strong>, another<br />
program funded by the US Department of Justice.<br />
LGBT Affirming Activities<br />
The 12th year of Gay Pride Rockland was<br />
celebrated during many events leading up to the<br />
all day annual event in June. Monthly community<br />
outreach and educational programs and social<br />
entertainment fundraising events were held to<br />
support the inclusion of LGBTQ individuals and<br />
families into the larger life of the community.<br />
These events included a Battle of the Bands,<br />
LGBT Comedy Night and with the Rockland<br />
Center for the Arts as a co-sponsor, a juried art<br />
exhibit and sale.<br />

The 2010—2011 Directory of LGBT Friendly Businesses, Services and Community<br />
Organizations, a major resource for the LBGTQ community was once again a major<br />
publication thanks to our many sponsors and advertisers. As well as being in hard copy<br />
the directory is published on the website www.gaypriderockland.org. a carefully<br />
maintained venue that also provides on-going announcements and information<br />
throughout the year.<br />

Social Justice Initiatives<br />
<strong>VCS</strong> is a significant player in the community to raise awareness in the area of<br />
social justice and to promote educational outreach and training to address sexism,<br />
institutional racism, heterosexism and homophobia, and other issues of<br />
oppression. Some of the highlights in this work during 2010 were:<br />
� Facilitated monthly discussion sessions under the title of “Working<br />
Together for Racial Justice”.<br />
� Facilitated the training entitled “Racial Justice Training” for several<br />
county government departments.<br />
� Administered and assisted with the 2½ day training “Undoing Racism”<br />
with the People’s Institute for Survival & Beyond.<br />

<strong>VCS</strong> <strong>Foster</strong> <strong>Grandparent</strong> <strong>Program</strong><br />
<strong>VCS</strong> completed its first full year of operating the Rockland County <strong>Foster</strong> <strong>Grandparent</strong><br />
<strong>Program</strong>. The program recruits and trains income eligible seniors, 55+, as volunteer<br />
<strong>Foster</strong> <strong>Grandparent</strong>s and matches them with students who are struggling in school.<br />
During 2010, seventy-two <strong>Foster</strong> <strong>Grandparent</strong>s volunteered in eighteen educational<br />
programs around the County, working with 1,250 special needs students. The total<br />
number of hours of service added up to 61,831!<br />
The program has many collaborative partners including the Rockland County Board of<br />
Cooperative Educational Services (BOCES), Rockland Community College, Head Start<br />
of Rockland, West Street Child Care Center and the following school districts: Clarkstown<br />
Central, East Ramapo Central, Nanuet School District, North Rockland Central,<br />
Nyack Unified and South Orangetown Central.<br />
The <strong>Foster</strong> <strong>Grandparent</strong> Advisory Board, comprising people who have expertise in<br />
areas of concern to the program (education, senior issues, data collection and<br />
programmatic changes, information on new and retiring volunteers, site updates, etc.)<br />
meets every other month during the academic year, September to June. Two active<br />
<strong>Foster</strong> <strong>Grandparent</strong> Volunteers also serve on the Advisory Board. The Advisory Board<br />
conducts an annual program evaluation, an invaluable contribution towards maintaining<br />
accountability and transparency.<br />

Throughout the year, staff plans and implements mandatory training programs for the<br />
<strong>Foster</strong> <strong>Grandparent</strong> Volunteers in order to increase and hone their skills in the classroom.<br />
Some of the programs provided in 2010 included computer skills, reading and<br />
language skills, assisting children with disabilities, child development and various sitespecific<br />
training focusing on the unique populations in certain sites.<br />
During 2010, staff organized a theatre party, holiday party, start and end of school year<br />
luncheons to which all of the <strong>Foster</strong> <strong>Grandparent</strong> Volunteers are invited. The Annual<br />
Recognition Dinner, complete with dancing and awards, is attended by the <strong>Foster</strong><br />
<strong>Grandparent</strong>s, the teachers and principals from the schools where they serve and other<br />
friends and elected officials. This is definitely one of the highlights of the entire year!<br />

<strong>VCS</strong> continues to be recognized in the community for many of its initiatives.<br />
A few of the awards and recognitions received in 2010 include:<br />
� Arts Council of Rockland awarded a Community Grant to support LGBT<br />
events.<br />
� The Chazen Foundation continued its invaluable financial support for<br />
<strong>VCS</strong>.<br />
� The Avon Foundation awarded a grant to support counseling for victims<br />
of domestic violence.<br />
� Nice Pak/PDI Corporation was the event sponsor for the 2010 <strong>VCS</strong> Golf<br />
Tournament to Prevent Child Abuse.<br />
