Since 1970, VCS, a non-profit organization located
in Rockland County, New York, has provided
continuous service and programs throughout the
Hudson Valley and in other areas as determined by
the needs of the community.
The mission of VCS is to provide hope and
promote social justice for individuals,
families and communities through counseling
and community change. VCS employs a unique
combination of professional staff, trained
volunteers and collaborative partnerships to
create innovative responses to pressing social
needs and issues.

By the end of 2008, the financial outlook for charitable organizations
started to turn very bleak. All of us at VCS assumed an attitude of
cautious optimism…what else is there to do when there remains

Throughout the year, people turn to VCS at times of personal crisis
and suffering or perhaps when a family member is troubled.
Grandparents and other relatives who are raising a next generation of
children they did not expect to be caring for, rely on us for additional financial and
emotional support so the children can grow-up in a stable home. Troubled youth find us
when they feel threatened by other types of community resources.
All types of people come to VCS: moms and dads from all walks of life, from all parts of
the community who are struggling under the responsibilities of raising a family;
independent elders who are suddenly afraid that they will not be able to care for
themselves. They are some of our most vulnerable citizens and some of our most
prominent. They are people who are victims or perpetrators, working or unemployed,
living in your neighborhood or in a homeless shelter.
Whatever the reason that people come to VCS, they are guaranteed compassionate,
professional and affordable care that can make a significant and lasting difference in their
lives.
I can’t tell you the names of the people we serve nor can I show you their pictures, but I
can tell you that they are your co-workers, perhaps a friend or a relative or someone you
know who lives in one of the close-knit communities throughout the Hudson Valley.
Since VCS serves the entire community, people come to us from far and wide.
The VCS mission is carried out with a sense of pride and purpose by the VCS volunteer
work force and professional staff. The Board of Directors ensures that people in our
community are provided with the very best counseling and family services and cuttingedge
training and workshops focused on social justice and equality for all- with no
exceptions.
The report that follows is a snap-shot of our work and accomplishments in 2008. The
greatest measure of our success lays in the number of individuals, young people and
families who look to us for help and whose lives are changed because we care. You will
note the increased numbers who came to VCS during this past year.
Especially now, during this time called the ‘great recession’, we cannot do this work
alone…we depend on your continued partnership and financial support to maintain our
cautious optimism in order to care for the needs in our communities.

Program
& Services
VCS Inc. is a unique non-profit family and community service
agency located in Rockland County New York. Since 1970, VCS
has been a leader in developing innovative programs and
delivering services with a pioneering combination of expert
professional staff and specially trained, caring, and committed
volunteers. During 2008, the agency provided a wide range of
services to individuals, families, and community groups, which
include counseling, alternative dispute resolution, information and
referral and advocacy, and nationally renowned training and
awareness programs in the areas of domestic violence prevention
and social justice.
VCS is dedicated to identifying gaps in existing social services
networks and responding with accessible and cost-effective
programs to help people in need. The agency also focuses on
raising awareness, on a local and national level, of social injustices
and then developing programs to address those issues. As a result,
new, targeted programs are continually being developed as needs
are recognized.
Some of the populations served by VCS programs and services
include families in crisis; adolescents; court-ordered men who
batter their intimate partners; the elderly and their caregivers;
lesbian, gay, bi-sexual, transgender and questioning individuals
and their families; immigrants; cancer survivors; relatives who are
caring for the next generation; parents of children in special
education; and individuals with developmental disabilities.
Professional populations that are served by and collaborate on
agency programs include schools and school administrators; other
social service agencies; public-policy makers; the courts; local and
national organizations; elected officials; businesses; and
institutions. Agency funding comes from government grants,
donations, fundraising and service fees.

All of the various community services and programs are provided
in Rockland County with selected programs offered in other
locations including: Sullivan County, Orange County, Westchester
County, and four boroughs in the City of New York.

Services
In 1970, VCS began its service to the community by providing a two-pronged
approach to changing lives: recruit, train and supervise volunteers who in turn,
provide counseling services to court-referred clients. Since that time, Counseling
and Family Services has been the cornerstone of the agency, pioneering the
innovative use of professionally trained and supervised lay people to provide
counseling for many other people who suffer from a wide range of serious social
problems. The objective of the Counseling and Family Services programs is to
increase the availability of accessible and affordable counseling services for the
entire community.

2008 Counseling and Family Services Highlights
In 2008 the VCS Counseling and Family Services Department trained and
supervised 106 volunteers, including student interns who were fulfilling their
course requirements towards their undergraduate or graduate degrees in fields
related to counseling and social work. All of these volunteers and students
provided counseling and family services to 1,939 people including 657
children and youth.
In addition to the usual and on-going program responsibilities, some of the
more notable highlights include:
The continuation of a United Way Community Impact grant enabled us to
develop culturally relevant counseling services for clients of the Haitian -
American Cultural Social Organization among other community organizations.
The newly initiated Vets for Vets Program was
featured in local media including RNN news and
the Riverside Magazine. Twelve volunteer peer
counselors are ready to work with returning
Veterans from Iraq and Afghanistan.

VCS co-sponsored the Fourth Annual Immigration Forum at Dominican
College. Over 100 people attended and participated in the discussion around
the Forum’s theme “The Immigrant Experience”.
Grandparents and other relatives raising children who are participants in the
VCS Kinship Care programs attended the GrandRally in Washington DC to
highlight the needs of this new phenomenon of caregivers in our communities.
In addition, they met with congressional representatives.
Additionally, the VCS Kinship Care programs were honored by Dominican
College during Founder’s Week, a community outreach effort to combine
Town and Gown.

In October, VCS services for Older Adults and their Families
hosted a seminar on the topic “Caregiver Empowerment: Reasonable
Responses to Difficult Behaviors in Persons with Dementia
& Practical Strategies for Dealing with Older Adults”.
In an effort to reach out to more caregivers in the Rockland community, we
initiated a Caregiver Hotline for anyone with concerns about an aging parent or
relative.
Shelly Burns, Director of the VCS Divorce Services increased the number of
COPE classes during the year due to the needs of the court and of course, the
people they serve. Additionally, VCS Divorce Services initiated a consulting
services providing short term assessments and referrals for parents separating
or divorcing.
Other staff highlights include:
�� Dr. Gail Golden, VCS Clinical Director, co-leads the Rockland Immigration
Coalition, and participates in the Haitian Relief Task Force, the Public Health
Priorities Steering Committee, the Rockland County Health Department’s
Women’s Health Committee, the Day Laborer’s Center Advisory Board, the
Haitian-American Cultural Social Organization Advisory Board, the New York
State Immigration Coalition, the Hudson Valley Community Coalition and the
Anti-Racist Alliance.
�� Ellie Jacobson, director of the VCS Older Adults and their Families Program,
participates in the Alzheimer’s Association Program Advisory Council, Rockland
County Senior Professional Aging Network and Rockland County Council for
Senior Citizens (vice-president). Ellie is the author of a newsletter insert for
“Looking Forward” the bi-monthly newsletter for the Rockland County Office for
the Aging. The newsletter focuses on a timely topic of interest to older adults and
their caregivers and provides announcements on VCS programs and services

Change
Project
The Community Change Project is unique to VCS. The services and
programs in the Project focus on providing a critical analysis of the
social and political conditions relating to domestic violence, racism,
sexism, heterosexism, bias-related incidents and other issues of
oppression. Overall, the goal is to develop a coordinated community
commitment and response to end all forms of oppression. The sphere of
influence reaches into schools, private and public organizations, and
agencies and businesses in Rockland County, the Hudson Valley and
throughout the United States. Programs are offered in three areas
central to the mission of the VCS Community Change Project
including:
VCS Domestic Violence Program for Men
In addition to administering classes for the Domestic Violence Program
for Men in Rockland, Orange and Westchester Counties to 347 men
who were ordered to the program by the courts, a total of 94 in-service
trainings were conducted for the staff instructors who facilitated 527
classes during 2008.

Phyllis B. Frank and her staff continued Phyllis’ acclaimed work in the
field of batterer programming in 2008. They offered the National
Training Institute entitled New York Model for Batterer Programs for
the 13th consecutive year.
Additionally, Phyllis presented the New York Model for Batterer
Programs throughout New York State and in Salt Lake City, Bangor
ME, and Washington DC.
VCS Community Change Project staff were regular participants in the
City of Newburgh, Spring Valley and Clarkstown Domestic Violence
Court and the Rockland County Integrated Domestic Violence Court
sessions, assisting the judges as they mandated perpetrators to the
Orange or Rockland Domestic Violence Program for Men.
Additionally, the Program is offered at two sites in Westchester County.
Staff organizes, facilitates or regularly attends a significant number of
community efforts towards creating a zero tolerance for domestic
violence including the following: the Spring Valley Collaborative; the
Criminal Justice Sub-committees and the Men and Boys Sub-committee
of the Rockland STOP FEAR Coalition / DELTA Project.
Additionally, the VCS Community Change Project in collaboration
with the Rockland Family Shelter and the Village of Spring Valley
continued its work of domestic violence prevention work in Spring
Valley.

LGBT Affirming Activities
The VCS Community Change Project celebrated the 10th
year of Gay Pride Rockland at the annual event in June.
Leading up to this community event, many outreach efforts
were held to support the inclusion of LGBTQ individuals
and families into the larger life of the community. Several of these invents
included a juried art exhibit and art walk in Nyack; musical and performance
concerts, film showings, an annual dance for gay pride and an honorary dinner.
Some of these events were billed as fundraisers but all focused on the overarching
theme of equality for all, with no exceptions.
The 2008-2009 Directory of LGBT Friendly Businesses, Services and
Community Organizations, a major resource for the LBGTQ community was
the biggest yet, thanks to our many sponsors and advertisers. The directory is
published on the website www.gaypriderockland.org. a carefully maintained
vehicle that also provides on-going announcements and information throughout
the year.

Racial Justice Initiatives
The VCS Community Change Project has been a significant player
throughout the community to raise awareness in the area of racial
justice and to promote educational outreach and training to address
institutional racism. Some of the highlights of this work during 2008
were:
�� Hosted the People’s Institute for Survival and Beyond – Undoing
Racism Workshop in Rockland County for more than sixty new and
returning attendees. This program is sponsored in conjunction with the
Rockland County Executive, C. Scott Vanderhoef and the Rockland
County Human Right’s Commission
�� Presented an in-service workshop on racism to Rockland County
Mental Health Association
�� Conducted monthly Working Together for Racial Justice meetings.
�� Meetings with People’s Institute for Survival and Beyond
�� Presented at Rockland County Head Start’s annual staff retreat
�� Presented at Childcare Resources of Rockland annual conference

Resolution
In 2008, 106 cases were deemed appropriate for dispute
resolution services. Small claims cases continue to account
for a significant part of the caseload with the majority of cases being
referred from town and village Justice Courts. VCS Alternative Dispute
Resolution volunteers provide mediation and arbitration services in local
town and justice courts for thirteen judges throughout Rockland including
Chestnut Ridge, Clarkstown, and Orangetown, Haverstraw, Ramapo Stony
Point and Ramapo.
Additional alternative dispute resolution services provided by the Center
included eldercare mediation, workplace mediation, truancy mediation,
special education mediation, lemon law arbitration, visitation and group
facilitation.

In 2008 the Student Advocate responded to 281 requests for information, referrals
and school advocacy. The program continues to exceed the funded caseload of 40
cases even though there has been limited outreach and no increase in funding.
Parents find their way to this amazing resource and rate the program as very highly
successful on their parent satisfaction surveys.

VCS Surrogate Decision Making Committee (SDMC)
VCS continued to administer the Surrogate Decision Making Committee
for the New York State Commission of Quality Care. Along with
Rockland County, the VCS catchments area includes Westchester,
Orange Sullivan, Bronx, Manhattan and Richmond counties. VCS
continues to process the highest caseload in the state for mentally
disabled clients in need of invasive medical and dental treatment but
who lack involved family to provide consent.

VCS Conflict Management in the Schools (CMS)
During the calendar year, CMS served 120 youth through a combination
of classroom sessions, peer mediation and conflict resolution trainings,
student mediations and school outreach meetings.
CMS staff participated in and facilitated community collaborative groups
around gang prevention initiatives and planning for community based
suspension centers. As a result of the latter, conflict resolution services
continued in the PASS Program in the East Ramapo School District.
