Since 1970, <strong>VCS</strong>, a non-profit organization located<br />
in Rockland County, New York, has provided<br />
continuous service and programs throughout the<br />
Hudson Valley and in other areas as determined by<br />
the needs of the community.<br />
The mission of <strong>VCS</strong> is to provide hope and<br />
promote social justice for individuals,<br />
families and communities through counseling<br />
and community change. <strong>VCS</strong> employs a unique<br />
combination of professional staff, trained<br />
volunteers and collaborative partnerships to<br />
create innovative responses to pressing social<br />
needs and issues.
By the end of 2008, the financial outlook for charitable organizations<br />
started to turn very bleak. All of us at <strong>VCS</strong> assumed an attitude of<br />
cautious optimism…what else is there to do when there remains<br />

so much work to do for the community?<br />
to the Board<br />
Throughout the year, people turn to <strong>VCS</strong> at times of personal crisis<br />
and suffering or perhaps when a family member is troubled.<br />
Grandparents and other relatives who are raising a next generation of<br />
children they did not expect to be caring for, rely on us for additional financial and<br />
emotional support so the children can grow-up in a stable home. Troubled youth find us<br />
when they feel threatened by other types of community resources.<br />
All types of people come to <strong>VCS</strong>: moms and dads from all walks of life, from all parts of<br />
the community who are struggling under the responsibilities of raising a family;<br />
independent elders who are suddenly afraid that they will not be able to care for<br />
themselves. They are some of our most vulnerable citizens and some of our most<br />
prominent. They are people who are victims or perpetrators, working or unemployed,<br />
living in your neighborhood or in a homeless shelter.<br />
Whatever the reason that people come to <strong>VCS</strong>, they are guaranteed compassionate,<br />
professional and affordable care that can make a significant and lasting difference in their<br />
lives.<br />
I can’t tell you the names of the people we serve nor can I show you their pictures, but I<br />
can tell you that they are your co-workers, perhaps a friend or a relative or someone you<br />
know who lives in one of the close-knit communities throughout the Hudson Valley.<br />
Since <strong>VCS</strong> serves the entire community, people come to us from far and wide.<br />
The <strong>VCS</strong> mission is carried out with a sense of pride and purpose by the <strong>VCS</strong> volunteer<br />
work force and professional staff. The Board of Directors ensures that people in our<br />
community are provided with the very best counseling and family services and cuttingedge<br />
training and workshops focused on social justice and equality for all- with no<br />
exceptions.<br />
The report that follows is a snap-shot of our work and accomplishments in 2008. The<br />
greatest measure of our success lays in the number of individuals, young people and<br />
families who look to us for help and whose lives are changed because we care. You will<br />
note the increased numbers who came to <strong>VCS</strong> during this past year.<br />
Especially now, during this time called the ‘great recession’, we cannot do this work<br />
alone…we depend on your continued partnership and financial support to maintain our<br />
cautious optimism in order to care for the needs in our communities.<br />

<strong>VCS</strong> <strong>Inc</strong>. is a unique non-profit family and community service<br />
agency located in Rockland County New York. Since 1970, <strong>VCS</strong><br />
has been a leader in developing innovative programs and<br />
delivering services with a pioneering combination of expert<br />
professional staff and specially trained, caring, and committed<br />
volunteers. During 2008, the agency provided a wide range of<br />
services to individuals, families, and community groups, which<br />
include counseling, alternative dispute resolution, information and<br />
referral and advocacy, and nationally renowned training and<br />
awareness programs in the areas of domestic violence prevention<br />
and social justice.<br />
<strong>VCS</strong> is dedicated to identifying gaps in existing social services<br />
networks and responding with accessible and cost-effective<br />
programs to help people in need. The agency also focuses on<br />
raising awareness, on a local and national level, of social injustices<br />
and then developing programs to address those issues. As a result,<br />
new, targeted programs are continually being developed as needs<br />
are recognized.<br />
Some of the populations served by <strong>VCS</strong> programs and services<br />
include families in crisis; adolescents; court-ordered men who<br />
batter their intimate partners; the elderly and their caregivers;<br />
lesbian, gay, bi-sexual, transgender and questioning individuals<br />
and their families; immigrants; cancer survivors; relatives who are<br />
caring for the next generation; parents of children in special<br />
education; and individuals with developmental disabilities.<br />
Professional populations that are served by and collaborate on<br />
agency programs include schools and school administrators; other<br />
social service agencies; public-policy makers; the courts; local and<br />
national organizations; elected officials; businesses; and<br />
institutions. Agency funding comes from government grants,<br />
donations, fundraising and service fees.
All of the various community services and programs are provided<br />
in Rockland County with selected programs offered in other<br />
locations including: Sullivan County, Orange County, Westchester<br />
County, and four boroughs in the City of New York.<br />

In 1970, <strong>VCS</strong> began its service to the community by providing a two-pronged<br />
approach to changing lives: recruit, train and supervise volunteers who in turn,<br />
provide counseling services to court-referred clients. Since that time, Counseling<br />
and Family Services has been the cornerstone of the agency, pioneering the<br />
innovative use of professionally trained and supervised lay people to provide<br />
counseling for many other people who suffer from a wide range of serious social<br />
problems. The objective of the Counseling and Family Services programs is to<br />
increase the availability of accessible and affordable counseling services for the<br />
entire community.<br />

2008 Counseling and Family Services Highlights<br />
In 2008 the <strong>VCS</strong> Counseling and Family Services Department trained and<br />
supervised 106 volunteers, including student interns who were fulfilling their<br />
course requirements towards their undergraduate or graduate degrees in fields<br />
related to counseling and social work. All of these volunteers and students<br />
provided counseling and family services to 1,939 people including 657<br />
children and youth.<br />
In addition to the usual and on-going program responsibilities, some of the<br />
more notable highlights include:<br />
The continuation of a United Way Community Impact grant enabled us to<br />
develop culturally relevant counseling services for clients of the Haitian -<br />
American Cultural Social Organization among other community organizations.<br />
The newly initiated Vets for Vets Program was<br />
featured in local media including RNN news and<br />
the Riverside Magazine. Twelve volunteer peer<br />
counselors are ready to work with returning<br />
Veterans from Iraq and Afghanistan.<br />
Congresswoman Nita Lowey, center,<br />
visits with the <strong>VCS</strong> Vets for Vets team<br />
<strong>VCS</strong> co-sponsored the Fourth Annual Immigration Forum at Dominican<br />
College. Over 100 people attended and participated in the discussion around<br />
the Forum’s theme “The Immigrant Experience”.<br />
Grandparents and other relatives raising children who are participants in the<br />
<strong>VCS</strong> Kinship Care programs attended the GrandRally in Washington DC to<br />
highlight the needs of this new phenomenon of caregivers in our communities.<br />
In addition, they met with congressional representatives.<br />
Additionally, the <strong>VCS</strong> Kinship Care programs were honored by Dominican<br />
College during Founder’s Week, a community outreach effort to combine<br />
Town and Gown.<br />

In October, <strong>VCS</strong> services for Older Adults and their <strong>Families</strong><br />
hosted a seminar on the topic “Caregiver Empowerment: Reasonable<br />
Responses to Difficult Behaviors in Persons with Dementia<br />
& Practical Strategies for Dealing with Older Adults”.<br />
In an effort to reach out to more caregivers in the Rockland community, we<br />
initiated a Caregiver Hotline for anyone with concerns about an aging parent or<br />
relative.<br />
Shelly Burns, Director of the <strong>VCS</strong> Divorce Services increased the number of<br />
COPE classes during the year due to the needs of the court and of course, the<br />
people they serve. Additionally, <strong>VCS</strong> Divorce Services initiated a consulting<br />
services providing short term assessments and referrals for parents separating<br />
or divorcing.<br />
Other staff highlights include:<br />
�� Dr. Gail Golden, <strong>VCS</strong> Clinical Director, co-leads the Rockland Immigration<br />
Coalition, and participates in the Haitian Relief Task Force, the Public Health<br />
Priorities Steering Committee, the Rockland County Health Department’s<br />
Women’s Health Committee, the Day Laborer’s Center Advisory Board, the<br />
Haitian-American Cultural Social Organization Advisory Board, the New York<br />
State Immigration Coalition, the Hudson Valley Community Coalition and the<br />
Anti-Racist Alliance.<br />
�� Ellie Jacobson, director of the <strong>VCS</strong> Older Adults and their <strong>Families</strong> Program,<br />
participates in the Alzheimer’s Association Program Advisory Council, Rockland<br />
County Senior Professional Aging Network and Rockland County Council for<br />
Senior Citizens (vice-president). Ellie is the author of a newsletter insert for<br />
“Looking Forward” the bi-monthly newsletter for the Rockland County Office for<br />
the Aging. The newsletter focuses on a timely topic of interest to older adults and<br />
their caregivers and provides announcements on <strong>VCS</strong> programs and services<br />

The Community Change Project is unique to <strong>VCS</strong>. The services and<br />
programs in the Project focus on providing a critical analysis of the<br />
social and political conditions relating to domestic violence, racism,<br />
sexism, heterosexism, bias-related incidents and other issues of<br />
oppression. Overall, the goal is to develop a coordinated community<br />
commitment and response to end all forms of oppression. The sphere of<br />
influence reaches into schools, private and public organizations, and<br />
agencies and businesses in Rockland County, the Hudson Valley and<br />
throughout the United States. Programs are offered in three areas<br />
central to the mission of the <strong>VCS</strong> Community Change Project<br />
including:<br />
<strong>VCS</strong> Domestic Violence Program for Men<br />
In addition to administering classes for the Domestic Violence Program<br />
for Men in Rockland, Orange and Westchester Counties to 347 men<br />
who were ordered to the program by the courts, a total of 94 in-service<br />
trainings were conducted for the staff instructors who facilitated 527<br />
classes during 2008.<br />

Phyllis B. Frank and her staff continued Phyllis’ acclaimed work in the<br />
field of batterer programming in 2008. They offered the National<br />
Training Institute entitled New York Model for Batterer Programs for<br />
the 13th consecutive year.<br />
Additionally, Phyllis presented the New York Model for Batterer<br />
Programs throughout New York State and in Salt Lake City, Bangor<br />
ME, and Washington DC.<br />
<strong>VCS</strong> Community Change Project staff were regular participants in the<br />
City of Newburgh, Spring Valley and Clarkstown Domestic Violence<br />
Court and the Rockland County Integrated Domestic Violence Court<br />
sessions, assisting the judges as they mandated perpetrators to the<br />
Orange or Rockland Domestic Violence Program for Men.<br />
Additionally, the Program is offered at two sites in Westchester County.<br />
Staff organizes, facilitates or regularly attends a significant number of<br />
community efforts towards creating a zero tolerance for domestic<br />
violence including the following: the Spring Valley Collaborative; the<br />
Criminal Justice Sub-committees and the Men and Boys Sub-committee<br />
of the Rockland STOP FEAR Coalition / DELTA Project.<br />
Additionally, the <strong>VCS</strong> Community Change Project in collaboration<br />
with the Rockland Family Shelter and the Village of Spring Valley<br />
continued its work of domestic violence prevention work in Spring<br />
Valley.<br />

LGBT Affirming Activities<br />
The <strong>VCS</strong> Community Change Project celebrated the 10th<br />
year of Gay Pride Rockland at the annual event in June.<br />
Leading up to this community event, many outreach efforts<br />
were held to support the inclusion of LGBTQ individuals<br />
and families into the larger life of the community. Several of these invents<br />
included a juried art exhibit and art walk in Nyack; musical and performance<br />
concerts, film showings, an annual dance for gay pride and an honorary dinner.<br />
Some of these events were billed as fundraisers but all focused on the overarching<br />
theme of equality for all, with no exceptions.<br />
The 2008-2009 Directory of LGBT Friendly Businesses, Services and<br />
Community Organizations, a major resource for the LBGTQ community was<br />
the biggest yet, thanks to our many sponsors and advertisers. The directory is<br />
published on the website www.gaypriderockland.org. a carefully maintained<br />
vehicle that also provides on-going announcements and information throughout<br />
the year.

Racial Justice Initiatives<br />
The <strong>VCS</strong> Community Change Project has been a significant player<br />
throughout the community to raise awareness in the area of racial<br />
justice and to promote educational outreach and training to address<br />
institutional racism. Some of the highlights of this work during 2008<br />
were:<br />
�� Hosted the People’s Institute for Survival and Beyond – Undoing<br />
Racism Workshop in Rockland County for more than sixty new and<br />
returning attendees. This program is sponsored in conjunction with the<br />
Rockland County Executive, C. Scott Vanderhoef and the Rockland<br />
County Human Right’s Commission<br />
�� Presented an in-service workshop on racism to Rockland County<br />
Mental Health Association<br />
�� Conducted monthly Working Together for Racial Justice meetings.<br />

In 2008, 106 cases were deemed appropriate for dispute<br />
resolution services. Small claims cases continue to account<br />
for a significant part of the caseload with the majority of cases being<br />
referred from town and village Justice Courts. <strong>VCS</strong> Alternative Dispute<br />
Resolution volunteers provide mediation and arbitration services in local<br />
town and justice courts for thirteen judges throughout Rockland including<br />
Chestnut Ridge, Clarkstown, and Orangetown, Haverstraw, Ramapo Stony<br />
Point and Ramapo.<br />
Additional alternative dispute resolution services provided by the Center<br />
included eldercare mediation, workplace mediation, truancy mediation,<br />
special education mediation, lemon law arbitration, visitation and group<br />
facilitation.<br />

In 2008 the Student Advocate responded to 281 requests for information, referrals<br />
and school advocacy. The program continues to exceed the funded caseload of 40<br />
cases even though there has been limited outreach and no increase in funding.<br />
Parents find their way to this amazing resource and rate the program as very highly<br />
successful on their parent satisfaction surveys.

<strong>VCS</strong> Surrogate Decision Making Committee (SDMC)<br />
<strong>VCS</strong> continued to administer the Surrogate Decision Making Committee<br />
for the New York State Commission of Quality Care. Along with<br />
Rockland County, the <strong>VCS</strong> catchments area includes Westchester,<br />
Orange Sullivan, Bronx, Manhattan and Richmond counties. <strong>VCS</strong><br />
continues to process the highest caseload in the state for mentally<br />
disabled clients in need of invasive medical and dental treatment but<br />
who lack involved family to provide consent.<br />

<strong>VCS</strong> Conflict Management in the Schools (CMS)<br />
During the calendar year, CMS served 120 youth through a combination<br />
of classroom sessions, peer mediation and conflict resolution trainings,<br />
student mediations and school outreach meetings.<br />
CMS staff participated in and facilitated community collaborative groups<br />
around gang prevention initiatives and planning for community based<br />
suspension centers. As a result of the latter, conflict resolution services<br />
continued in the PASS Program in the East Ramapo School District.<br />

<strong>VCS</strong> continues to be recognized in the community for many of its<br />
