民 政 事 務 局 局 長 演 辭Speech by Secretary for Home Affairs民 政 事 務 局 局 長曾 德 成 先 生The Hon TSANG Tak-sing, JPSecretary for Home Affairs特 區 政 府 剛 宣 布 原 則 上 接 納 顧 問 研 究 的 主 要 建 議 , 推 動 香 港 足 球 運 動 , 這 方 面 保 良 局 亦 與 我 們 的 理 念 一 致 。 我知 道 保 良 局 正 籌 劃 在 位 於 北 潭 涌 的 渡 假 營 , 興 建 大 型 足 球 場 及 相 關 配 套 設 施 , 這 將 有 助 促 進 香 港 的 足 球 運 動 。同 時 , 保 良 局 亦 獲 賽 馬 會 慈 善 信 託 基 金 的 行 政 長 官 社 區 計 劃 撥 款 超 過 三 千 萬 元 , 於 賽 馬 會 大 棠 渡 假 村 進 行 第 三期 擴 建 工 程 , 興 建 更 多 營 舍 和 康 體 設 施 , 作 為 領 袖 紀 律 訓 練 營 的 培 訓 基 地 。保 良 局 關 顧 弱 勢 社 羣 。 去 年 , 香 港 經 濟 受 到 環 球 金 融 海 嘯 影 響 , 保 良 局 在 屬 下 六 個 長 者 地 區 中 心 設 立 社 區 飯堂 , 為 長 者 和 經 濟 有 困 難 的 人 士 提 供 膳 食 , 並 開 辦 社 會 企 業 , 為 弱 勢 社 羣 創 造 就 業 機 會 , 讓 他 們 可 以 自 力 更生 。保 良 局 在 社 會 服 務 方 面 的 貢 獻 , 廣 受 認 同 , 去 年 籌 得 善 款 超 過 二 億 元 , 足 證 社 會 各 界 對 保 良 局 的 支 持 。何 志 豪 主 席 、 呂 鈞 堯 主 席 、 各 位 顧 問 、 各 位 董 事 會 成 員 、 各 位 嘉 賓 ..今 天 是 保 良 局 己 丑 、 庚 寅 兩 屆 董 事 會 交 代 就 職 典 禮 。 首 先 , 我 感 謝 己 丑 年 董 事 會 的 寶 貴 貢 獻 , 並 向 新 一 屆 董 事會 致 賀 。新 的 一 年 , 我 深 信 呂 主 席 和 董 事 會 定 會 齊 心 協 力 , 領 導 保 良 局 繼 續 發 揚 服 務 人 羣 的 精 神 , 造 福 社 會 。 我 在 此 衷心 祝 願 庚 寅 年 董 事 會 工 作 順 利 , 保 良 善 業 繼 往 開 來 。多 謝 各 位 。保 良 局 百 多 年 來 服 務 香 港 , 深 受 稱 許 。 隨 着 社 會 不 斷 進 步 , 保 良 局 亦 與 時 並 進 、 推 陳 出 新 , 力 求 服 務 切 實 惠 及社 群 。 過 去 一 年 青 少 年 吸 毒 問 題 廣 受 關 注 , 保 良 局 亦 積 極 回 應 , 投 入 抗 毒 工 作 , 短 時 間 內 推 出 多 個 計 劃 。 在屬 校 方 面 , 保 良 局 制 訂 了 “ 無 毒 校 園 ” 政 策 , 加 強 各 項 抗 毒 措 施 ; 又 舉 辦 “ 豐 盛 人 生 ” 短 片 創 作 比 賽 , 宣 揚 積極 、 正 面 的 信 息 。 在 屬 校 以 外 , 動 感 青 年 天 地 快 將 啟 用 , 為 青 少 年 提 供 活 動 場 地 舒 展 身 心 , 至 於 構 思 中 的 戒 毒住 宿 服 務 , 則 幫 助 吸 毒 的 青 少 年 重 返 正 途 。良 好 的 家 庭 關 係 是 促 進 社 會 和 諧 的 動 力 , 保 良 局 過 去 一 年 致 力 宣 傳 家 庭 核 心 價 值 。 不 久 前 , 我 出 席 了 保 良 局「 家 足 馬 力 」 親 子 二 人 三 足 慈 善 籌 款 活 動 , 很 高 興 見 到 參 賽 家 庭 成 員 間 的 親 密 和 睦 之 情 , 齊 心 協 力 跨 出 每 一步 。 我 亦 很 高 興 得 悉 保 良 局 去 年 以 「 長 幼 一 家 」 為 主 題 開 辦 的 田 家 炳 長 幼 天 地 , 深 受 沙 田 地 區 市 民 歡 迎 ; 今 年又 籌 備 自 資 在 上 水 開 設 清 河 綜 合 服 務 中 心 , 為 區 內 家 庭 提 供 多 元 化 服 務 。 我 期 望 保 良 局 繼 續 努 力 , 宣 揚 跨 代 共融 與 家 庭 和 諧 , 造 福 社 會 。保 良 局 一 直 熱 心 推 展 教 育 工 作 , 除 正 規 課 程 , 也 十 分 重 視 課 外 活 動 , 其 中 的 領 袖 紀 律 訓 練 營 計 劃 自 推 出 以 來 ,成 效 顯 著 , 上 年 度 更 推 廣 至 屬 校 以 外 , 與 學 界 分 享 這 教 育 概 念 。 此 外 , 保 良 局 又 在 屬 下 中 學 推 行 “ 一 學 生 一 義工 ” 計 劃 , 讓 學 生 通 過 義 務 工 作 , 學 習 服 務 社 會 , 成 為 有 承 擔 的 良 好 公 民 。06 保 良 局 庚 寅 年 董 事 會 就 職 特 輯 Inauguration of Po Leung Kuk Board of Directors 2010 - 11 07

民 政 事 務 局 局 長 演 辭 Speech by Secretary for Home AffairsMr. David HO, Mr. Quincy LUI, Advisory Board Members, Directors, ladies and gentlemen,It is my great pleasure to join you all for the handover and inauguration ceremony for the Board of Directors of Po Leung Kuk.First of all, I would like to thank the 2009-10 Board for your dedication and to congratulate the incoming Board on yourappointment.For over a century, Po Leung Kuk’s commitment to our society has won high praise from the general public. Throughout its longhistory, Po Leung Kuk has kept abreast of the latest developments and catered to the aspirations of the community to betterserve Hong Kong.The problem of youth drug abuse is a good recent example. Po Leung Kuk has taken prompt action and launched wide-rangingprogrammes within a short time to help address the issue. Po Leung Kuk schools have adopted the Anti-drug Campus policy andenhanced various anti-drug measures. An inter-school video competition, Fruitful Life, has also been launched to instill positivevalues in our young people.For the community at large, the Energetic Youth Club will soon be up and running to provide venues for healthy youth activities.Also, Po Leung Kuk is planning new treatment and rehabilitation services that will assist young drug users in rebuilding their lives.Good family relationship is a main driver for social harmony. Over the year, Po Leung Kuk strived to promote family values toforge closer and harmonious relationship amongst family members. I have attended the Kuk’s Charity Three-Legged-Race notlong ago and was deeply impressed to see family members forging ahead shoulders to shoulders with harmonious strides. I amalso pleased to note that Po Leung Kuk Tin Ka Ping Family Joy Centre has been well received by residents of the Shatin District.The Kuk has further extended the service this year to Sheung Shui. Its self-financed Ching Ho Integrated Service Centre at ChingHo Estate, to be opened soon, will provide a range of support services to families of the district. I hope that the Kuk will keep onproviding services to help promote family and inter-generation harmony within the community.The Kuk has also introduced a “One Student, One Volunteer Service” scheme in its secondary schools. This gives studentsopportunities to serve the community and develop a greater sense of responsibility to society through voluntary work.The SAR Government has just announced the acceptance in principle of the key recommendations of a consultancy study topromote the development of football in Hong Kong. I am glad to note that Po Leung Kuk shares the same vision. Its plan to setup a football training centre at a holiday camp in Pak Tam Chung with a football pitch and ancillary facilities will certainly helppromote football among our youngsters. Besides, the Kuk has also received a grant of over $30 million from the Chief Executive’sCommunity Project for the Po Leung Kuk Jockey Club Tai Tong Holiday Camp. With the grant, more dormitory units and trainingand recreational facilities will be built to provide a base for the Leadership Training Camp.The local economy has been adversely affected by the global financial tsunami. Responding to the needs of the community,the Kuk set up canteens at its six district elderly community centres, providing free meals to the elderly and those in need. Italso established a social enterprise which creates job opportunities for the disadvantaged to enable them to be self-reliant andcontribute to society.The Board’s success in raising a record of over $200 million last year is testimony to your hard work and to the Kuk’s goodreputation in the city.I have every confidence that Chairman LUI and the new Board will keep the good work going and lead Po Leung Kuk in thepursuit of excellence in serving the society.I wish you all a very successful year ahead.Thank you.Po Leung Kuk is widely acclaimed for its education services. It offers its students a diverse range of activities that promote healthydevelopment and positive values. Among them, the Po Leung Kuk Leadership and Discipline Training Camp programme hasachieved encouraging results. 己 丑 年 董 事 會 主 席 何 志 豪 先 生 交 代 講 辭Speech of Mr David C H HO, Chairman of the Board of Directors 2009-2010在 擔 任 主 席 的 一 年 裡 , 我 不 斷 收 到 來 自 學 生 、 家 長 和 老 師 的 感 謝 信 : 學 生 分 享 他 們 怎 樣 在 訓 練 營 中 感 受 到 伙 伴 之 間 彼此 扶 持 、 互 勵 互 勉 的 真 摯 情 誼 ; 家 長 說 道 他 們 的 子 女 如 何 由 驕 縱 的 孩 子 一 夜 成 長 , 懂 得 感 念 親 恩 ; 老 師 欣 慰 往 日 欠 缺何 志 豪 先 生Mr David C H HO明 確 目 標 的 同 學 變 得 勇 往 直 前 , 變 得 有 擔 當 、 有 志 向 。 而 我 , 也 在 訓 練 營 畢 業 禮 中 親 眼 看 到 了 同 學 們 眾 志 成 城 的 合 作精 神 , 看 到 了 學 生 、 家 長 、 老 師 流 出 了 感 動 的 眼 淚 , 一 幅 幅 動 人 的 畫 面 , 至 今 仍 然 歷 歷 在 目 。 保 良 局 每 年 撥 款 接 近 四百 萬 元 資 助 訓 練 營 的 推 行 , 而 去 年 本 局 更 成 功 獲 得 香 港 賽 馬 會 慈 善 信 託 基 金 撥 款 三 千 多 萬 元 在 轄 下 賽 馬 會 大 棠 渡 假 村興 建 領 袖 訓 練 基 地 。 這 些 投 資 都 是 值 得 的 , 因 為 我 知 道 這 些 年 青 人 將 來 會 在 社 會 不 同 崗 位 上 作 出 貢 獻 。新 的 「 保 良 局 領 袖 紀 律 訓 練 營 」, 不 但 活 動 內 容 有 所 提 升 , 更 重 要 的 是 , 服 務 對 象 由 保 良 局 屬 校 擴 展 至 局 外 的 學 校 和機 構 , 希 望 讓 更 多 人 體 驗 這 個 富 有 意 義 的 活 動 。人 生 以 服 務 為 目 的 , 助 人 為 快 樂 之 根 本保 良 局 以 「 服 務 社 會 」 為 終 生 事 業 , 並 希 望 我 們 的 下 一 代 也 有 同 樣 的 心 志 。 保 良 局 屬 校 的 校 訓 是 「 愛 、 敬 、 勤 、 誠 」曾 局 長 、 張 局 長 、 各 位 長 官 、 各 位 嘉 賓 :, 而 以 「 愛 」 為 先 。 我 們 希 望 學 生 除 了 有 廣 博 的 學 識 , 也 有 扶 老 恤 貧 的 愛 心 , 並 且 把 愛 心 實 踐 。 去 年 度 本 局 推 行 「 一學 生 一 義 工 」 計 劃 , 鼓 勵 每 個 學 生 都 參 與 義 務 工 作 , 藉 著 服 務 來 培 養 對 社 會 的 使 命 感 和 責 任 感 。 我 很 高 興 這 個 計 劃 獲歡 迎 各 位 蒞 臨 保 良 局 己 丑 及 庚 寅 年 董 事 會 交 代 就 職 典 禮 。 今 天 很 高 興 邀 請 到 民 政 事 務 局 局 長 曾 德 成 太 平 紳 士 , 以 及 勞工 及 福 利 局 局 長 張 建 宗 GBS 太 平 紳 士 蒞 臨 主 禮 。 謹 此 衷 心 致 謝 。得 屬 下 所 有 中 學 的 積 極 響 應 , 至 今 已 有 一 萬 五 千 七 百 名 學 生 登 記 成 為 義 工 。 我 期 望 這 班 充 滿 活 力 與 熱 誠 的 年 青 人 會 成為 推 動 關 愛 、 和 諧 社 會 的 力 量 。經 過 了 一 年 的 保 良 局 主 席 生 涯 , 讓 我 深 深 感 受 到 要 對 市 民 的 不 同 需 要 照 顧 周 全 , 做 到 事 事 關 心 、 無 遠 弗 屆 , 真 的 很 不向 陽 光 邁 進容 易 。 我 很 榮 幸 過 去 一 年 與 我 身 邊 這 十 九 位 董 事 會 成 員 一 起 並 肩 作 戰 ; 因 為 有 你 們 , 才 有 今 天 的 好 成 績 。 過 去 一 年 ,這 班 對 社 會 充 滿 熱 誠 的 搭 檔 , 與 我 一 起 構 思 、 一 起 研 究 、 一 起 策 劃 , 並 親 力 親 為 推 動 各 項 計 劃 , 讓 這 些 原 本 只 是 在 建議 書 上 的 構 思 , 能 夠 逐 一 實 現 。 每 個 計 劃 都 是 我 們 心 血 的 結 晶 。 我 本 人 雖 然 說 不 上 「 三 過 家 門 而 不 入 」, 但 我 在 保 良青 少 年 是 社 會 未 來 的 棟 樑 , 我 們 對 他 們 寄 予 無 限 的 期 望 。 對 於 近 年 涉 及 青 少 年 的 社 會 歪 風 , 我 們 實 在 感 到 痛 心 疾 首 。而 保 良 局 也 採 取 了 積 極 的 行 動 去 對 抗 這 些 不 良 風 氣 。局 的 時 間 , 的 確 比 在 自 己 的 公 司 還 要 多 。 而 推 動 我 繼 續 努 力 向 前 的 , 就 是 我 們 的 服 務 對 象 。 每 次 我 回 到 保 良 局 , 看 見小 朋 友 上 學 、 放 學 、 在 操 場 做 運 動 、 在 遊 樂 場 玩 耍 , 就 如 給 我 一 支 強 心 針 , 給 我 打 氣 ; 每 次 看 見 警 車 駛 進 來 , 把 一 些缺 乏 父 母 照 顧 的 孩 子 交 托 給 我 們 , 就 提 醒 我 不 可 鬆 懈 , 因 為 這 些 孩 子 , 以 及 社 會 上 很 多 人 都 需 要 我 們 的 照 顧 。針 對 日 益 嚴 重 的 青 少 年 濫 藥 問 題 , 本 局 與 屬 校 制 訂 了 「 無 毒 校 園 」 的 政 策 , 包 括 把 藥 物 教 育 融 入 常 規 課 程 和 課 外 活動 、 加 強 校 內 巡 查 、 加 強 教 職 員 培 訓 , 以 及 加 強 與 家 長 的 聯 繫 等 。 我 們 又 積 極 研 究 開 辦 一 所 戒 毒 中 心 , 提 供 短 期 住 宿戒 毒 服 務 , 以 及 身 、 心 、 社 交 和 教 育 等 各 方 面 的 支 援 和 輔 導 , 計 劃 書 已 交 給 政 府 當 局 考 慮 。藉 著 今 天 這 個 高 朋 滿 座 的 日 子 , 我 除 了 和 大 家 分 享 感 受 , 也 想 介 紹 一 些 去 年 推 出 的 新 項 目 , 相 信 這 些 項 目 會 在 來 年 進一 步 發 展 , 也 好 趁 這 個 機 會 向 各 位 推 廣 一 下 。另 一 方 面 , 為 了 使 青 少 年 有 健 康 的 途 徑 舒 展 身 心 , 我 們 又 籌 備 在 元 朗 設 立 「 動 感 青 年 天 地 」, 概 念 是 把 貨 櫃 改 裝 成 青少 年 活 動 場 地 , 提 供 一 系 列 時 下 流 行 玩 意 , 如 設 舞 蹈 室 , 讓 青 少 年 自 組 街 頭 舞 蹈 團 , 又 提 供 場 地 予 青 少 年 上 網 、 閱 讀培 育 堅 毅 不 屈 的 明 日 領 袖漫 畫 、 健 身 、 寄 賣 潮 流 物 品 等 , 而 貨 櫃 本 身 也 可 作 為 塗 鴉 之 用 , 預 計 中 心 在 今 年 八 月 就 會 投 入 服 務 。今 年 一 月 開 始 , 保 良 局 與 一 間 業 內 表 現 出 色 的 歷 奇 訓 練 機 構 合 作 成 立 新 的 「 保 良 局 領 袖 紀 律 訓 練 營 」。此 外 , 我 們 又 籌 劃 在 羅 傑 承 北 潭 涌 渡 假 營 興 建 足 球 訓 練 基 地 。 基 地 除 了 有 標 準 足 球 訓 練 場 外 , 也 有 游 泳 池 、 緩 跑 徑 和宿 舍 等 配 套 設 施 。 同 時 , 我 們 又 成 立 了 「 足 球 發 展 基 金 」, 以 支 援 足 球 訓 練 基 地 的 運 作 和 推 動 足 球 運 動 。 期 望 這 些 措保 良 局 的 領 袖 紀 律 訓 練 營 始 於 二 零 零 六 年 , 開 始 時 只 在 部 份 屬 下 中 學 試 驗 推 行 , 透 過 數 天 的 集 訓 來 鍛 鍊 年 青 人 的 意施 有 助 帶 動 市 民 參 與 有 益 身 心 的 活 動 。志 、 培 養 他 們 的 領 導 能 力 和 團 隊 精 神 。 有 見 成 效 理 想 , 本 局 其 後 數 年 陸 續 把 訓 練 營 擴 展 至 其 他 屬 下 中 學 及 小 學 , 至 今累 積 參 加 人 數 已 超 過 一 萬 一 千 人 。10 保 良 局 庚 寅 年 董 事 會 就 職 特 輯 Inauguration of Po Leung Kuk Board of Directors 2010 - 11 11

己 丑 年 董 事 會 主 席 何 志 豪 先 生 交 代 講 辭 Speech of Mr David C H HO, Chairman of the Board of Directors 2009-2010保 赤 安 良 , 為 婦 孺 謀 福 祉為 孩 子 留 下 藍 天「 保 良 局 」 的 名 字 源 自 「 保 赤 安 良 」, 所 指 的 是 本 局 的 婦 女 和 兒 童 服 務 。 去 年 本 局 再 獲 社 會 福 利 署 委 託 承 辦 婦 女 庇 護中 心 。 這 是 本 局 第 三 間 婦 女 庇 護 中 心 , 也 是 全 港 第 五 間 婦 女 庇 護 中 心 。 現 時 本 局 是 全 港 最 大 的 社 署 資 助 婦 女 庇 護 中 心營 辦 機 構 。 我 們 除 了 為 不 幸 遭 遇 家 庭 暴 力 的 婦 女 及 其 子 女 提 供 即 時 、 安 全 的 住 宿 外 , 又 會 為 他 們 舉 辦 各 類 興 趣 和 技 能培 訓 活 動 , 幫 助 他 們 融 入 社 會 ; 屆 內 又 新 推 出 「 家 具 及 設 備 援 助 計 劃 」, 為 住 在 轄 下 庇 護 中 心 的 婦 女 提 供 由 外 界 捐 贈的 一 手 或 二 手 家 具 設 備 , 解 決 他 們 日 常 生 活 所 需 。兒 童 方 面 , 本 局 繼 前 年 開 展 海 外 領 養 服 務 後 , 在 今 年 一 月 再 獲 社 會 福 利 署 審 批 成 為 認 可 本 地 領 養 服 務 機 構 , 為 符 合 被領 養 條 件 的 兒 童 尋 找 永 久 、 穩 定 、 有 愛 心 的 本 地 家 庭 , 讓 他 們 可 以 在 家 庭 的 溫 暖 中 健 康 成 長 。 此 外 , 今 年 本 局 又 再 獲社 會 福 利 署 批 出 開 辦 多 一 間 特 殊 幼 兒 中 心 暨 早 期 教 育 及 訓 練 中 心 , 以 滿 足 弱 能 幼 兒 要 盡 早 接 受 教 育 的 需 求 。飽 而 知 人 之 飢 , 溫 而 知 人 之 寒「 濟 弱 扶 危 」 也 是 本 局 很 重 要 的 工 作 。 去 年 香 港 經 歷 了 經 濟 的 跌 宕 , 低 下 階 層 雪 上 加 霜 , 董 事 會 於 是 構 思 在 現 有 的 長者 服 務 中 心 開 闢 地 方 設 置 社 區 飯 堂 , 提 供 便 宜 , 甚 至 免 費 的 熱 餐 予 長 者 和 貧 困 人 士 。 社 區 飯 堂 的 設 立 得 到 社 會 很 大 回響 , 並 且 獲 得 熱 心 善 長 的 捐 款 支 持 。 社 區 飯 堂 最 初 只 在 藍 田 區 推 行 , 現 在 已 擴 展 至 樂 華 、 旺 角 、 青 衣 、 將 軍 澳 和 秀 茂坪 , 飯 堂 每 天 共 提 供 約 二 百 份 膳 餐 。對 於 身 體 有 殘 障 的 人 士 , 本 局 今 年 度 成 功 獲 得 社 會 福 利 署 葵 涌 綜 合 康 復 服 務 中 心 的 營 運 權 , 為 輕 度 至 嚴 重 智 障 、 嚴 重傷 殘 , 以 及 需 要 長 期 護 理 的 精 神 病 康 復 者 提 供 護 理 、 專 業 治 療 , 和 多 元 化 的 技 能 訓 練 。 這 是 本 局 所 營 辦 最 大 型 的 綜 合康 復 服 務 中 心 , 提 供 住 宿 名 額 三 百 二 十 個 、 日 間 名 額 二 百 一 十 五 個 , 每 年 營 運 費 超 過 四 千 二 百 萬 元 , 是 本 局 獲 社 署 資助 最 多 的 單 位 。 獎 券 基 金 將 撥 款 五 千 六 百 萬 元 予 中 心 進 行 裝 修 和 購 買 傢 俬 設 備 , 預 計 中 心 可 於 今 年 年 底 投 入 服 務 。「 授 人 以 魚 」 不 如 「 授 人 以 漁 」有 句 古 老 的 說 話 :「 授 人 以 魚 , 三 餐 之 需 ; 授 人 以 漁 , 終 生 之 用 」, 意 思 是 說 送 別 人 一 條 魚 , 只 能 讓 他 果 腹 三 餐 , 不如 教 他 捕 魚 的 方 法 , 使 他 能 夠 終 生 受 用 。為 了 使 弱 勢 社 群 可 以 自 力 更 生 , 本 局 除 了 為 他 們 提 供 職 業 輔 導 和 訓 練 外 , 並 為 他 們 提 供 就 業 機 會 , 去 屆 我 們 落 實 成 立兩 個 社 會 企 業 : 力 恒 清 潔 服 務 和 宏 圖 食 品 。 力 恒 清 潔 服 務 , 顧 名 思 義 , 是 提 供 清 潔 服 務 。 這 間 社 企 已 經 在 去 年 十 月 開辦 , 業 務 發 展 理 想 。 至 於 宏 圖 食 品 , 則 主 要 從 事 凍 肉 銷 售 , 估 計 未 來 數 月 就 會 開 展 業 務 。除 了 服 務 以 外 , 去 屆 董 事 會 其 中 一 個 工 作 重 點 是 「 推 動 環 保 」。 很 多 謝 前 賢 的 推 動 , 現 時 本 局 大 部 份 單 位 已 設 有 回 收箱 , 而 屬 下 姚 連 生 中 學 、 何 蔭 棠 中 學 、 羅 氏 基 金 中 學 和 馬 錦 明 中 學 更 獲 環 境 及 自 然 保 育 基 金 撥 款 進 行 各 項 環 保 校 園 計劃 。 去 屆 我 們 定 立 了 保 良 局 的 環 保 政 策 , 並 成 立 環 保 工 作 委 員 會 , 除 了 繼 續 透 過 活 動 宣 揚 環 保 意 識 外 , 更 有 系 統 地 把環 保 元 素 滲 入 每 項 工 作 中 , 大 至 建 築 工 程 , 小 至 刊 物 所 用 的 紙 張 , 我 們 都 會 考 慮 到 環 保 的 因 素 。 現 在 , 保 良 局 的 會 議已 經 不 再 列 印 文 件 , 而 改 於 電 腦 上 閱 讀 文 件 , 而 今 天 大 家 手 上 的 己 丑 年 年 刊 和 庚 寅 年 就 職 特 刊 , 除 了 已 經 改 用 再 造 紙印 製 , 也 是 限 量 發 行 , 盡 量 以 光 碟 代 替 書 刊 。本 局 並 獲 得 環 境 及 自 然 保 育 基 金 原 則 性 支 持 撥 款 約 三 千 萬 元 推 行 七 十 一 項 涵 蓋 轄 下 二 百 多 個 單 位 的 環 保 計 劃 。 今 年 三月 我 們 與 環 保 署 合 辦 「 保 良 局 環 保 新 力 量 啟 動 禮 」, 宣 佈 這 個 歷 時 三 年 的 環 保 工 程 正 式 開 展 。 當 中 比 較 大 型 的 項 目 是兩 所 渡 假 營 的 環 保 工 程 , 如 逐 步 改 用 有 能 源 效 益 標 籤 的 電 器 、 增 設 太 陽 能 熱 水 器 和 太 陽 能 / 風 力 發 電 路 燈 、 擴 大 綠 化範 圍 、 加 設 育 苗 溫 室 、 增 設 潔 淨 污 水 設 施 、 改 用 電 油 車 ( 甚 至 環 保 車 ) 等 , 又 會 為 營 友 提 供 環 保 活 動 , 藉 以 推 廣 綠 色生 活 , 希 望 透 過 渡 假 營 廣 泛 的 接 觸 層 面 , 達 到 公 眾 教 育 的 目 的 。多 姿 多 采 的 籌 款 活 動以 上 服 務 所 以 能 夠 落 實 推 行 , 惠 及 大 眾 , 除 了 因 為 有 政 府 當 局 的 撥 款 支 持 , 也 有 賴 善 長 的 慷 慨 解 囊 。 一 如 往 年 , 保 良局 在 屆 內 舉 辦 了 不 少 籌 款 活 動 , 去 屆 我 們 構 思 了 一 些 新 的 籌 款 活 動 , 可 以 和 大 家 分 享 一 下 :• 去 年 十 二 月 的 「 保 良 局 莎 莎 慈 善 夜 」, 是 本 局 首 次 在 唐 英 年 政 務 司 司 長 府 邸 舉 行 的 活 動 , 並 為 本 局 籌 得 超 過 六 百萬 元 的 善 款 。• 同 月 的 「 星 光 大 道 慈 善 夜 」, 是 首 次 由 本 局 董 事 會 成 員 的 子 女 義 務 統 籌 的 活 動 , 節 目 邀 請 嘉 賓 以 中 外 名 人 的 經 典造 型 出 席 , 又 引 入 了 許 多 新 一 代 的 思 維 。• 今 年 二 月 舉 行 的 「『 家 足 馬 力 』 親 子 二 人 三 足 慈 善 籌 款 活 動 」, 除 了 為 本 局 籌 募 善 款 外 , 更 以 推 動 家 庭 和 諧 和 健康 生 活 為 主 題 , 鼓 勵 幾 代 同 堂 的 家 庭 組 隊 參 加 , 最 終 共 有 七 百 五 十 二 隊 參 加 , 更 成 功 打 破 最 多 人 同 時 進 行 二 人 三足 的 健 力 士 世 界 紀 錄 。• 剛 於 今 年 三 月 舉 行 的 「 周 年 慈 善 餐 舞 會 」, 特 別 為 新 成 立 的 「 足 球 發 展 基 金 」 籌 募 善 款 , 成 功 獲 得 熱 心 推 動 本 地運 動 的 善 長 支 持 , 籌 得 超 過 七 百 萬 元 的 善 款 , 不 但 破 了 周 年 慈 善 餐 舞 會 歷 年 的 籌 款 紀 錄 , 更 是 歷 年 所 有 籌 款 活 動的 籌 款 成 績 之 冠 。我 很 高 興 告 訴 大 家 , 去 屆 的 總 善 款 收 入 有 高 達 破 紀 錄 的 二 億 一 千 萬 港 元 。 在 此 , 我 代 表 所 有 受 惠 的 人 士 向 各 界 善 長 致以 最 衷 心 的 感 謝 。現 時 本 局 康 復 服 務 的 學 員 會 為 社 區 提 供 各 種 服 務 , 屆 內 我 們 積 極 探 討 把 部 份 具 發 展 潛 力 的 服 務 發 展 成 社 會 企 業 , 如 汽車 美 容 、 有 機 園 圃 等 , 期 望 為 弱 勢 社 群 提 供 更 多 工 作 機 會 。結 語在 過 去 一 年 , 我 和 其 他 董 事 會 成 員 , 都 盡 心 竭 力 為 保 良 局 、 為 香 港 服 務 。 我 很 多 謝 顧 問 局 、 眾 多 位 政 府 官 員 、 社 會 賢達 、 公 眾 人 士 , 以 及 所 有 員 工 的 鼎 力 支 持 , 令 保 良 局 有 今 天 的 美 滿 成 績 。 最 後 , 我 祝 來 屆 董 事 會 事 事 順 利 , 在 呂 鈞 堯主 席 的 帶 領 下 繼 續 秉 承 保 良 局 的 宗 旨 造 福 社 群 , 更 創 佳 績 。12 保 良 局 庚 寅 年 董 事 會 就 職 特 輯 Inauguration of Po Leung Kuk Board of Directors 2010 - 11 13

己 丑 年 董 事 會 主 席 何 志 豪 先 生 交 代 講 辭 Speech of Mr David C H HO, Chairman of the Board of Directors 2009-2010• Masquerade Charity Ball, held in the same month, was the first activity planned and organised by the second generation ofour Board Members entirely on a voluntary basis. Guests attending were required to masquerade celebrities in town.• In February this year, we held the Three-Legged-Race charity event. Apart from raising funds, the event also promoted familyharmony and healthy living by inviting the participation of family members, particularly from cross-generation. As many as752 teams were formed, breaking the world’s Guinness record with the greatest number of people playing Three-Legged-Race at the same time.• The Annual Charity Ball held in March this year raised funds for the newly established Football Development Fund. With theenthusiastic support of donors, we raised over $7 million. This set a record for the greatest amount of donations raised forour annual balls, and in fact a record for the greatest amount of donations raised for any single fund raising activity.I am indeed delighted to report that the total charitable proceeds this year reached a record high of over $210 million. Here, onbehalf of our beneficiaries, I would like to express our sincerest gratitude to all our donors for their ardent support.ConclusionIn the past year, my fellow board members and I did our very best to serve the Kuk and the Hong Kong community. I wish to thankour Advisory Board, all related Government Officials, members of the public and all our staff for their selfless support withoutwhich Po Leung Kuk would not have been able to record the achievements today. Finally I would like to wish the new Board ofDirectors every success under Chairman Quincy LUI’s leadership. 庚 寅 年 董 事 會 主 席 呂 鈞 堯 先 生 就 職 講 辭Inaugural Address of Mr Quincy K Y LUI, Chairman of the Board of Directors 2010-11曾 局 長 、 張 局 長 、 各 位 長 官 、 各 位 嘉 賓 :局 將 會 向 政 府 申 請 成 為 「 兒 童 發 展 基 金 」 計 劃 的 營 辦 機 構 , 以 即 將 在 今 年 六 月 開 辦 的 上 水 清 河 綜 合 服 務 中 心 為 基 地 ,在 大 埔 和 北 區 推 行 計 劃 。 參 與 計 劃 的 兒 童 及 青 少 年 會 在 我 們 的 協 助 下 為 自 己 規 劃 未 來 , 包 括 訂 立 一 些 短 期 和 長 期 的 目今 天 是 己 丑 、 庚 寅 兩 屆 董 事 會 舉 行 交 代 就 職 典 禮 的 日 子 。 荷 蒙 民 政 事 務 局 局 長 曾 德 成 太 平 紳 士 、 勞 工 及 福 利 局 局 長 張建 宗 GBS 太 平 紳 士 蒞 臨 主 禮 , 各 位 嘉 賓 光 臨 指 導 , 各 界 友 好 惠 賜 花 藍 花 牌 致 賀 , 實 在 非 常 榮 幸 。 我 謹 代 表 庚 寅 年 董 事標 , 並 提 供 相 關 的 培 訓 ; 我 們 又 會 為 他 們 安 排 友 師 , 引 領 他 們 逐 步 實 踐 所 訂 下 的 目 標 , 期 望 他 們 從 中 培 養 多 方 面 的 能力 , 並 建 立 正 面 的 態 度 , 以 應 付 未 來 各 項 挑 戰 。會 同 人 向 各 位 衷 心 致 謝 。本 局 又 打 算 成 立 「 正 向 人 生 基 金 」 幫 助 青 年 實 現 夢 想 , 為 青 少 年 提 供 資 助 , 鼓 勵 他 們 發 揮 潛 能 , 把 創 意 具 體 實 現 , 如在 擔 任 主 席 以 前 , 我 在 保 良 局 已 經 服 務 了 八 年 , 深 知 作 為 保 良 局 總 理 肩 負 何 等 重 大 的 使 命 ; 今 天 我 忝 任 主 席 一 職 , 責任 更 大 。 有 賴 前 賢 的 努 力 經 營 , 現 在 的 保 良 局 已 經 是 香 港 其 中 一 間 最 大 的 慈 善 機 構 , 它 的 社 福 、 教 育 、 康 樂 和 文 化 四大 服 務 每 年 所 接 觸 的 服 務 對 象 超 過 四 十 萬 人 次 之 多 。 前 人 累 積 的 成 就 提 醒 我 們 必 須 做 得 更 多 更 好 , 因 為 社 會 上 有 很 多人 會 受 惠 我 們 的 服 務 。出 版 短 篇 小 說 , 漫 畫 集 、 唱 片 、 手 工 藝 品 、 網 上 遊 戲 設 計 , 以 及 演 出 舞 蹈 、 戲 劇 等 。 本 局 又 擬 推 行 「 少 女 生 命 導 向 計劃 」, 由 社 工 、 心 理 學 家 和 醫 護 人 員 組 成 多 元 專 業 團 隊 , 為 少 女 提 供 一 系 列 服 務 , 包 括 健 康 檢 查 , 成 長 小 組 活 動 、 個別 輔 導 等 。 這 兩 項 計 劃 的 目 的 , 是 向 青 年 人 宣 揚 自 愛 、 正 面 的 訊 息 , 對 抗 敗 壞 的 社 會 風 氣 , 幫 助 青 年 人 遠 離 各 種 偏 差行 為 , 如 濫 藥 , 欺 凌 、 援 交 、 賭 博 、 沉 溺 上 網 等 , 建 立 正 面 、 健 康 的 人 生 。去 年 有 賴 何 主 席 和 己 丑 年 董 事 會 的 帶 領 , 保 良 局 開 展 了 很 多 新 的 計 劃 , 如 開 辦 「 領 袖 紀 律 訓 練 營 」、 推 行 「 一 學 生 一關 懷 婦 女 福 祉 貫 徹 保 良 精 神義 工 」 計 劃 、 推 動 屬 校 閱 讀 計 劃 、 設 立 社 區 飯 堂 、 開 辦 社 會 企 業 、 為 兩 個 渡 假 營 進 行 改 善 計 劃 , 籌 備 在 渡 假 營 興 建 足球 訓 練 基 地 , 啟 動 保 良 局 邁 向 環 保 機 構 的 計 劃 等 等 ; 這 些 計 劃 將 會 在 本 年 度 全 面 推 行 。 此 外 , 我 們 也 構 思 了 一 些 新 的計 劃 , 在 此 向 各 位 簡 單 介 紹 , 希 望 大 家 給 予 支 持 。社 會 服 務本 局 以 「 保 赤 安 良 」 為 宗 旨 , 婦 女 服 務 是 本 局 最 早 的 工 作 之 一 。 現 時 本 局 辦 有 三 間 社 會 福 利 署 資 助 的 婦 女 庇 護 中 心 ,是 全 港 最 大 的 社 署 資 助 婦 女 庇 護 中 心 營 辦 機 構 , 而 除 了 庇 護 服 務 外 , 本 局 也 透 過 轄 下 單 位 推 行 各 類 計 劃 , 為 婦 女 提 供支 援 。 今 年 度 本 局 將 開 展 「 婦 女 及 兒 童 充 權 計 劃 」, 為 曾 遭 遇 家 庭 暴 力 的 婦 女 及 她 們 的 孩 子 提 供 社 區 資 訊 和 培 訓 , 協助 他 們 培 養 興 趣 、 發 展 潛 能 、 擴 闊 生 活 空 間 , 以 便 早 日 融 入 社 會 。我 們 希 望 社 會 上 每 一 個 人 都 有 機 會 享 受 豐 盛 的 生 活 , 有 機 會 發 揮 所 長 , 不 會 因 為 經 濟 原 因 或 身 體 的 殘 障 而 令 他 們 缺 少提 供 社 區 護 理 老 弱 安 心 居 家機 會 。長 者 服 務 方 面 , 本 局 現 時 辦 有 多 間 安 老 院 舍 , 為 有 需 要 的 長 者 提 供 住 宿 和 護 理 服 務 , 又 設 長 者 中 心 舉 辦 多 類 活 動 , 讓啟 發 幼 兒 潛 能 譜 寫 精 采 人 生長 者 享 受 多 姿 多 采 的 晚 年 生 活 。 在 我 們 接 觸 的 長 者 中 , 很 多 都 希 望 留 在 家 中 安 老 , 以 獲 家 人 和 鄰 里 的 關 懷 和 支 持 ; 但他 們 的 家 人 未 必 懂 得 如 何 照 顧 他 們 , 因 此 , 我 們 將 於 年 內 推 出 「 家 居 醫 護 好 幫 手 」 服 務 計 劃 , 安 排 中 、 西 醫 生 、 護在 幼 兒 方 面 , 本 局 現 時 在 港 、 九 、 新 界 各 區 辦 有 二 十 五 間 幼 稚 園 暨 幼 兒 園 , 服 務 來 自 不 同 階 層 、 不 同 種 族 的 幼 兒 。我 們 除 了 為 他 們 提 供 教 育 和 托 管 外 , 也 舉 辦 各 類 活 動 , 讓 他 們 在 成 長 的 初 階 接 觸 多 方 面 的 事 物 , 以 助 日 後 有 均 衡 的 發展 , 這 對 於 那 些 家 長 在 經 濟 上 或 時 間 上 無 法 為 子 女 安 排 這 些 活 動 的 幼 兒 尤 其 重 要 。 這 年 度 本 局 計 劃 為 幼 稚 園 暨 幼 兒 園士 、 物 理 治 療 師 、 職 業 治 療 師 、 言 語 治 療 師 、 營 養 師 、 臨 床 心 理 學 家 、 家 居 照 顧 員 等 上 門 為 體 弱 長 者 及 長 期 痛 病 患 者提 供 醫 療 護 理 , 包 括 護 理 評 估 、 身 體 及 精 神 健 康 檢 查 、 治 療 、 針 炙 、 家 居 運 動 設 計 等 ; 又 會 教 授 家 人 基 本 的 照 顧 技巧 , 讓 長 者 可 以 安 心 在 家 中 生 活 。成 立 「 幼 兒 藝 術 中 心 」, 定 期 舉 辦 適 合 幼 兒 的 藝 術 活 動 和 展 覽 , 一 方 面 啟 發 幼 兒 的 藝 術 潛 能 , 一 方 面 也 有 助 他 們 陶 冶性 情 。而 對 於 需 要 醫 療 護 理 的 殘 障 人 士 , 本 局 計 劃 把 現 時 位 於 沙 田 顯 徑 邨 的 田 家 炳 康 復 支 援 中 心 轉 型 為 「 社 區 康 復 日 間 護 理中 心 」, 為 肢 體 殘 弱 、 智 力 殘 障 、 自 閉 症 患 者 等 提 供 日 間 照 顧 、 護 理 、 復 康 訓 練 和 社 交 活 動 , 使 他 們 既 可 以 在 自 己 家此 外 ,「 玩 樂 」 在 孩 子 的 成 長 中 也 佔 著 重 要 的 位 置 , 適 當 的 玩 耍 有 助 他 們 的 智 力 和 情 緒 發 展 。 可 惜 很 多 家 庭 連 一 般 簡單 的 玩 具 都 未 必 能 夠 負 擔 。 因 此 , 本 局 計 劃 設 立 「 流 動 玩 具 借 用 服 務 」, 駕 駛 載 滿 玩 具 的 車 輛 定 期 去 到 港 、 九 、 新 界不 同 的 地 方 , 包 括 公 共 屋 邨 、 醫 院 、 兒 童 院 , 讓 有 需 要 的 兒 童 借 用 玩 具 , 享 受 玩 玩 具 的 樂 趣 , 並 藉 此 啟 發 想 像 力 和 創中 生 活 , 亦 能 夠 得 到 適 當 的 照 顧 和 護 理 。教 育 服 務作 力 , 達 致 多 元 化 發 展 。除 社 會 服 務 外 , 本 局 也 辦 有 百 多 間 學 校 和 教 育 單 位 。 現 時 本 局 屬 下 學 生 超 過 四 萬 人 。 這 些 小 孩 子 、 年 青 人 , 將 會 成 為培 養 積 極 態 度 創 建 美 好 將 來社 會 未 來 發 展 的 動 力 , 因 此 , 我 們 必 須 對 他 們 悉 心 栽 培 , 除 了 教 導 他 們 各 方 面 的 知 識 , 也 要 培 育 他 們 的 創 意 思 維 , 並且 讓 他 們 培 養 良 好 的 品 格 以 及 堅 強 的 意 志 。除 了 多 元 智 能 的 發 展 , 我 們 也 期 望 兒 童 有 正 確 、 積 極 的 人 生 態 度 , 為 自 己 創 建 美 好 的 將 來 , 也 為 社 會 作 出 貢 獻 。 本20 保 良 局 庚 寅 年 董 事 會 就 職 特 輯 Inauguration of Po Leung Kuk Board of Directors 2010 - 11 21

庚 寅 年 董 事 會 主 席 呂 鈞 堯 先 生 就 職 講 辭 Inaugural Address of Mr Quincy K Y LUI, Chairman of the Board of Directors 2010-11On this occasion of the Inauguration of the Board of Directors for 2010-11, we are delighted to have the Hon TSANG Tak-sing, JP, Secretaryfor Home Affairs, and the Hon Matthew CHEUNG Kin-chung, GBS, JP, Secretary for Labour and Welfare as our officiating guests. On behalfof the Board, I would like to express our sincere gratitude to all our guests and friends for coming here today and for their flowers.by converting a big van into a toy library which will visit different locations in the territory, including public housing estates, hospitalsand children’s homes. Needy children can go to the van and pick the toys they like making use of the toy free on-loan service. It is hopedthat these children can have a chance to enjoy playing with toys which in turn would help develop their imagination and creativity.Having served Po Leung Kuk for eight years, I am fully aware that every Po Leung Kuk Director is vested with an important mission. AsCultivating a Positive Attitude; Building a Promising Futurethe elected Chairman, I understand that I have to take on even greater responsibilities. Thanks to the wisdom and hard work of ourpredecessors, the Kuk has now evolved to become one of the largest charities in Hong Kong, serving over 400,000 citizens in the areasof welfare, education, recreation and culture. These achievements constantly remind us of the need for continuous improvement of ourservices for there are many people in the community who need our attention and care.Apart from intellectual development, we hope to cultivate in our children a positive attitude towards life so that they can helpthemselves to become responsible and contributing members of society. We have applied to the Government to operate the ChildDevelopment Fund. Using our Ching Ho Integrated Services Centre in Sheung Shui as the base for this project, we would work withchildren from a disadvantaged background in Tai Po and North Districts, helping them to plan for their future. We will identify for each ofUnder the leadership of Chairman HO, the Board of 2009-10 successfully launched a series of initiatives in the past year including thenew Leadership Camp, the “One Student, One Volunteer Service” scheme, reading plans, the community canteens, a social enterprise,improvement plans for the camps, proposal to set up a football training centre and various environmental projects, etc. The 2010-11Board is committed to take these worthwhile projects further, but here, we wish to briefly introduce to you our work plan for the yearthe participating children their respective mentors who would assist them in drawing up their personal development plan and settingtargets relating to education or vocational needs, followed up by provision of the necessary training programmes. Through these efforts,it is expected that these disadvantaged children would be able to have more personal development opportunities and be able to facewith the challenges ahead.and would like to appeal for your continuous support.On the same note, we also have plans to launch a Positive Youth Fund which will provide sponsorships to young people in realisingSocial ServicesWe hope every citizen could enjoy a fruitful life and be given the opportunity to do his best without being adversely affected by hisfinancial or physical conditions.their dreams, which may include publishing short stories, producing records or comic books, making handicrafts and web game designas well as performing. In parallel, we will launch the Capacity Building Programme for adolescent girls. This programme will involvethe joint efforts of social workers, psychologists, medical professionals working as a team to design the most suitable services forour teenage girls and these could well include health check, group activities and individual counselling. These two projects aim topromote positive messages to our youngsters so that they are more ready to resist the bad influence in the society and be able to keepthemselves away from deviant behaviours such as drug abuse, bullying, compensated dating, gambling and indulgence in net surfing.Bringing out the Children’s Potentials; Making Life more InterestingConcern about Women’s Welfare; In line with the Po Leung SpiritAt present the Kuk operates a total of 25 kindergartens cum nurseries, serving young children from different walks of life and ethnicbackground. To complement the provision of care and education services, our institutions also organise various activities to enrich thechildren’s experience which is very important for their all-round development. To strengthen our efforts, we have plans to set up an artcentre for the young children of our kindergartens cum nurseries. The centre would hold regular activities and exhibitions to give thesechildren greater exposure to the learning of art so as to bring out their potential and to cultivate among them a good personality.The Kuk’s objective is for the protection of the young and the innocent. Service for women has been one of the Kuk’s earliest areasof work. At present the Kuk operates three of the five women’s refuge centres funded by the Government. We will implement theEmpowerment Programme for Women and Children to provide further support for the women and children in our centres. With theprovision of more information and skills training, it is hoped that these women and children could find their own interests, develop theirpotential and broaden their outlook in life, which in turn would help them re-integrate into the society.Also for the development of young children, we recognise that “toys and games” are essential for their intellectual and emotional growth.It is unfortunate that many families cannot afford toys for their children. That is exactly what we expect of from our next generation.The Kuk operates a number of elderly homes which provide residential and nursing care services. We also organise a variety of activitiesMultifarious Activities to Develop Students’ Talentsat our elderly centres to facilitate our elders to live an active and interesting life. Among the elders whom we contacted, many expressedtheir desire to stay at home and enjoy the care and support of family members and neighbours. However their carers may not alwaysknow the best ways to take care of the elders. To address the problem, we are going to launch a scheme which involves the provisionof home care and medical services to the frail elders in the community by a group of visiting medical and para-medical professionals.The elders’ family members would also be trained on caretaking skills thus providing strong support to the elders who age at home.We have put in a lot of resources for our affiliated schools to organise activities for our students. This year, we plan to organise a seriesof activities to promote English drama among our schools. These activities will integrate the elements of art and learning of a language– which on one hand will stimulate students’ interest in learning English, on the other hand, will help uncover students’ talent in drama.It is planned that later in the year, we would organise inter-school drama shows or contests so that the students will learn from eachother and improve together.We also have plans to turn our Tin Ka Ping Rehabilitation Support Centre into a community rehabilitation day care centre which willprovide day time caretaking, nursing, rehabilitation training and social activities for the physically and mentally challenged.Educational ServicesWe operate over 100 educational services units with a student population of over 40,000. These children and youngsters are the futureThere is also a plan to set up a Po Leung Kuk Orchestra with members from the best students of our affiliated schools. The Orchestra tobe led by a good conductor , will undergo regular training and be given various performing opportunities.The Kuk will co-organise with the Education Bureau an international visual art competition cum exhibition in the year. The event willoffer students an opportunity to showcase their talents and the local students a chance to meet and exchange with students overseas.driving force of our social development. Hence in nurturing our young, we not only have to impart them with knowledge and skills, butalso to cultivate their creative thinking and positive attitudes and develop their perserverance.“Creativity” can be applied to different aspects of our daily lives. This year, we plan to set up a Development Fund to promote innovationand technological development, we will encourage our students to put up proposals on technology, arts or any other subjects to bidAll-round Education: Pillars of the Futurefor sponsorship under the Fund.For the year ahead, we will continue to provide leadership training to the students of our affiliated schools so as to build up theirSupport to School to Enhance the Quality of Teachingconfidence, team spirit and sense of responsibility.In terms of teaching support, the Kuk will apply for funding from the government to engage additional educational psychologists forMoreover, in taking forward our “One Student, One Volunteer Service” scheme, we will forge closer links between our schools and thevarious social services units (including ours) so that the students would have the opportunity to work in a wider spectrum of servicesand hence be able to gain a greater variety of experiences. We will in particular, encourage our students to apply what they have learntour affiliated schools, and to implement on-line learning plans to enhance teaching and learning. For our secondary schools, the Kukwill strengthen support for the teaching of liberal studies through organising joint-school study tours and visits, topical studies, forumsand competitions. For our primary schools, we have just obtained a grant from the Quality Education (QE) Fund to implement an on-linewhilst doing their volunteer work. These may include performing for the elders or taking up the liaison and logistical work in organisingcharitable events. Apart from bringing immediate benefits to the service recipients, the volunteer work would also enable the studentsto see it for themselves how their knowledge and skills could help others. Also, through their contact with people from different walks oflife, they can have a better understanding and appreciation of the daily life of the disadvantaged. For pre-school education, the Kuk will engage an externalconsultant to carry out a review of the exisiting curriculum. We would also make best use of funding from QE Fund to implement aproject to promote the language development of our young children through the use of Cantonese story teaching kits. Other thanthese projects, we will work closely with our schools so that we can provide timely assistance and support to meet their teaching needs.The quality of teachers is the key to our delivery of education services and we have always attached great importance to the professionaldevelopment of our teaching staff. We will step up our support in this area by organising a series of seminars/talks on various subjects,with “Legal knowledge on Campus” as our first attempt to be followed by others topics including “Designing School-based Curriculum”and “Financial Management”, etc.ConclusionI am honoured to have the trust and support of my fellow colleagues to be elected as the Chairman for 2010-11. I would like to takethis opportunity to thank the Board of 2009-10 and Chairman David HO for what they have achieved. I look forward to the continuedsupport of the Government officials, our advisors, our predecessors and the public at large. I, together with my fellow board members,will do our very best in serving to the community in line with the fine traditions of Po Leung Kuk.Thank you very much.Corporate ManagementHuman Resources Development and ConcernApart from serving the community, the Kuk has great concern for the well-being of our own staff. The Kuk has a current workforce ofover 6,000, mostly front-line workers including teaching staff in schools, nurses and care workers in our social services units. Other thandaily routine work, many of them have to face with unexpected incidents in their dealings with students/service recipients. To ensurethat they have a healthy body and a healthy mind to meet with the work challenges, the Kuk will tailor-make training activities for themto relieve their work pressure, boost their enthusiasm in work and to enhance the working relationships among colleagues in the workplace.Initiating Our Green Initiatives- Moving Towards a Green OrganisationThe Kuk promulgated its environmental policy last year and received funding support from the Environment and Conservation Fund inthe amount of about $30 million to implement 71 environmental projects over a period of 3 years. For this year, we aim to concentrateon projects which mainly include green roofs, energy saving electrical appliances, renewable energy installations and food wastedecomposer. In addition, the environmental projects at our two holiday camps which amount to over $13 million will also commencein the year. We will monitor closely the implementation of these projects. We have decided to engage a consultant to advise us on howbest to conduct carbon audits and to assess the overall effectiveness of our efforts.
