64 • Women’s Bodies as a Battleground: Sexual Violence Against Women and Girls During the War in the Democratic Republic of Congo• To promote that state based on the rule of law by upholding good governance in the DRC andneighbouring countries;• To require the governments of Rwanda and Burundi to compensate the victims of the atrocitiescommitted by their militias and national armies.C. To the government of the DRC:• To take all possible action to compensate the women victims of sexual violence perpetrated byCongolese fighting forces, keeping in mind the fact that a number of those responsible for thesecrimes, rapes and sexual violence occupy posts in transitional institutions;• To strengthen national legislation in respect of rape and sexual harassment by redefining the conceptof rape and taking account of all types of rape and sexual abuse, their causes and consequences anda gender perspective;• To incorporate into Congolese legislation the provisions of international law with respect to sexualviolence;• To give priority, in national reconstruction programmes, to the needs of rural women, especiallythose who have been the worst affected by the sexual violence committed during the war;• To take urgent and effective administrative measures that will guarantee that all girls and womenvictims of sexual violence will be fully taken care of;• To ensure that the national army is restructured as quickly as possible, so as to guaranteeinviolability of the whole national territory;• To compensate the victims of violence committed by the Congolese Maï Maï forces.D. To the Bureau de Coordination de la Société Civile du Sud-Kivu (SouthKivu Civil Society Co-ordination Office):• To collaborate closely with national and international organisations that campaign against sexualviolence against women and girls.
