Inrecent years however, the pace of progress has failed to meet expectations. It isclear that the extremely decentralized and fragmented structure of health caredelivery in Finland has been a key obstacle to the development and implementationof HIT systems capable of improving value in health care.In order to harness the potential of ICT for value creation, Finland shouldinvest even more aggressively in health information technology and its implementation.While some national initiatives are underway, no agreement hasbeen reached regarding the appropriate next steps. The lack of consensus suggeststhe need for more active national coordination and steering of key HITpolicies and processes.85
VII Results measurementThe National Institute for Health and Welfare (now THL, since the NationalResearch and Development Centre for Welfare and Health (Stakes) and theNational Public Health Institute (KTL) were merged on January 1, 2009) hasa central role in national data collection and reporting. It monitors and evaluateshealth and social welfare as well as related services and carries out researchand development in those fields. THL also conducts research on diseasesand their prevention and collects data on communicable diseases, healthbehaviour and the effects of health promotion efforts. The Social InsuranceInstitution (SII) produces statistics mainly relevant to the National Health Insurancesystem. Statistics Finland also plays an important role in compilinghealth service statistics.National information on the health care system and health status cancurrently be obtained from various statistics compiled from registers, regularpopulation surveys and annual reports from service providers (see p. 87–88for examples). The data are widely used for research purposes and they providestatistical information for decision-makers, which include statistics on theservices delivered, costs, the patterns of disease in the population (nationaland regional) and health behaviour. A major shortfall is the lack of a comprehensivenational register for service delivery in primary care.86
