Prof.Phillipson is known for his works Linguistic Imperialism (Oxford: OUP, 1992. ISBN 0-19437146-8),English-Only Europe? Challenging Language Policy (London: Routledge, 2003. ISBN 0-415-28807-X) andthe latter’s Esperanto translation Çu nur-angla EΩropo? Defio al lingva politiko (Rotterdam: UEA, 2004.ISBN 97-3832-919-1). Note the US-British hypocrisy in dressing their chauvinism as internationalism.In my book Linguistic Imperialism,published by OxfordUniversity Press in 1992, Ianalyse how English has becomeso powerful throughout theworld. The book reports on asubstantial number of British andUS policy documents on thepromotion of English as a keyinstrument of foreign policy.Global dominanceUS policies for establishing globaldominance have been explicitsince the 1940s. Massive fundingcame from the US governmentand from the private sector. Forinstance, in the mid-1960s theFord Foundation was fundingprojects to strengthen English in38 countries. A recent book onthe ‘cultural Cold War’ describesthe activities of the CIA inEurope in attempting to influenceacademics, journalists and thecultural world.The British Council was thekey instrument for culturaldiplomacy and the teaching ofEnglish worldwide. Since the1950s there has been a Britishstrategy for making English a‘world language’, the key secondlanguage wherever it is notalready the first.There was an obvious need forthe British and Americans to coordinatetheir involvement inbuilding up English teachingworldwide. The universityinfrastructure for ‘English as aSecond Language’ and the newspecialisation ‘Applied Linguistics’needed to be built up,virtually from scratch. Thegovernments needed to reducethe element of competitionbetween the two countries which,as George Bernard Shaw put it,are ‘divided by a common language’.The US and UK werepursuing broadly similar goals.They needed to exchange informationon teacher training,curriculum development andteaching materials, and policy inschool and university education.British activities were discussedat a conference in Oxfordin 1955, to which the US governmentwas invited to send delegates.A conference in WashingtonDC was held in 1959, andattended by five British participants.See the detailed reportpublished by the Center forApplied Linguistics, Proceedingsof the Conference on TeachingEnglish Abroad (May 1959).Political goalsThe next conference was held inCambridge in 1961, again withUS participation. Unlike the1959 conference, no report wasproduced for public consumption.A confidential internalreport was written for the BritishCouncil, which I was givenpermission to quote from in mybook. The purpose of the reportwas to demonstrate that the fieldof English teaching worldwidewas acquiring academic respectabilityon both sides of theAtlantic, and deserved increasedĜisdate • 1

All members werepresent.EducationThe committee thanked andcongratulated Angela Tellier andothers who worked on producingthe new Bessacarr Look at Guideto Esperanto. This is aimed atyoung children and will beprovided free by EAB to schools,etc. Otherwise it is for sale at£1.15, incl. p.&p. (see furtherdetails on page 9).It was noted with pleasure thatEAB did not have to subsidise lastyear’s Summer School as it wasattended by 19 participants.There is also now an Esperanto-languageleaflet on theSummer School/Festival forpotential participants fromabroad.Wedgwood Memorial Collegewill be organising an Open Dayin June, when it is planned alsoto open the EAB office andlibrary to visitors.The committee have inprinciple accepted a proposal toarrange days at the college foreducating Esperanto teachers.The committee have alsoaccepted the rules for the proposedEducation Support Fund,formed from the profit providedby the successful Felixstowecongress and the North StaffordshireEsperanto Group.The aims of the fund are:• to subsidise Esperanto educationprovision which might nototherwise be (financially)viable including• to pay fees for (extra) tutorswhen Esperanto courses areundersubscribed at Barlastonor elsewhere• to subsidise training for newEsperanto teachers• to subsidise new teachinginitiatives and Esperantocourses• other legitimate educationalactivities which fall within theabove general aims.This will not conflict with‘New –EducationSupportFund’NoJEF’s aims, which are tosupport students under 26 yearsof age, nor remove from EAB theresponsibility to support Esperantoeducation. It is intended togive additional support whereintensive teaching is required.The fund is open to furtherdonations.The committee also approvedthe future purchase of electronicmachinery for use by the EducationCo-ordinator.There is further informationon education activity on pages 8and 9.Wedgwood Memorial CollegeA report was received on the newmanagement arrangements ofWedgwood Memorial College. Itwas noted that sole responsibilitynow lies with the local districtand county councils, in effectmaking it easier to close thecollege, should they wish to.There is, however, no suchproposal by anyone.PublicityFollowing the continued difficultiesin finding a competent andco-operative person to managethe EAB website, it was decidedthat John Wells take charge of it.John immediately set to work,but following the meeting aproposal of help from Bill Walkerwas received, which the committeehave subsequently acceptedwith thanks. The proposed linkfrom the Wedgwood MemorialCollege website to the EsperantoEducation website is now inoperation.Unfortunately, no volunteerhas yet come forward to managethe involved business of arranginglecture tours. If there issomeone who is interested, pleaseget in touch.A new, general informationleaflet is being worked on.EAB HandbookThe EAB Handbook is progressing,with several people workingon its various aspects. It is hopedto publish it this autumn.CongressesThe latest information on theBoulogne congress was discussed.It was noted with regret that thecircumstances have allowed onlyrelatively few British Esperantiststo attend. However, the 100thScottish Esperanto Congress inLargs (10–13 June) looks likelyto be a great success – there isstill time to join. See furtherdetails on page 10.Arrangements for the nextBritish Esperanto Congress, inWhitby at Easter in 2006, arecontinuing, and Terry Page isstill exploring the proposal forLetchworth in 2007 on behalf ofthe committee.It was agreed that HelenFantom will represent EAB onthe committee of UEA at theWorld Congress in Vilnius.AGMThe 2005 Annual GeneralMeeting of EAB will take placeon 7 May at the Baptist Churchin Bloomsbury, London. Theroom is available from 11 a.m.,with a lecture at 11.30. There areeating establishments in thevicinity, and one may bringsandwiches, etc. The AGM willstart at 2 p.m. and will be followedby a private meeting of theAdministrative Committee. The key to all of this,and much more, is co-ordination.With the experience I have indeveloping PR activities for BEA(Inc), Esperanto Lobby, GroupFive, EAB, NetNews, EsperantoBritain, etc, I believe that I canmake a significant difference. We havebeen asked to state where we seeEAB being in five years’ time, butmy concern is where Esperantowill be in five years’ time. The material must be formatted andillustrated, copyrights certified, the best printers located, pricing andmarketing undertaken. Thenew banner, funded by a grant of1,000 euros, had its first outing.EAB sent a letter to candidatesin the June EuropeanElections.
