of <strong>2009</strong>. As you can see, we<br />
have a full edition for you, with<br />
updates on services, aircraft,<br />
the Consultative Committee<br />
and community activities that<br />
have taken place at LCA since<br />
our last newsletter in June.<br />

begun for Fun Day 2010 to try to top this<br />

There have been a number of developments at<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> this quarter, including<br />
planning approval for the operation of 120,000<br />
movements per year, the introduction of new<br />
British Airways aircraft, the start of services<br />
to New York, the launch of consultation on<br />
the LCA Draft Noise Action Plan and many<br />
education programmes for the new academic<br />
year. We have included information on each<br />
of these items, however should you wish to<br />
fi nd out more, please do contact us using the<br />
details on the back cover of this newsletter.<br />
It seems early, but I wish you a very happy<br />
festive period and New Year and will distribute<br />
our next newsletter in January as Runway<br />

<strong>Airport</strong> Update<br />
LCACC Visits BA’s New Embraer 170<br />
During September, British Airways <strong>City</strong>Flyer<br />
took delivery of its fi rst Embraer 170 for operation<br />
at <strong>London</strong> <strong>City</strong> <strong>Airport</strong>. In order to ensure that<br />
community members of the <strong>London</strong> <strong>City</strong> <strong>Airport</strong><br />
Consultative Committee (LCACC) were acquainted<br />
with these new aircraft and their benefi ts and<br />
impacts, BA <strong>City</strong>Flyer Ground Services Manager,<br />
John Scarff escorted a group to the airport to visit<br />
the aircraft.<br />
During the visit, LCACC members were shown<br />
a DVD outlining the aircraft’s capabilities and then<br />
ventured to the airside area where they had free<br />
range within the aircraft cabin, including a visit to the<br />
cockpit with a British Airways pilot.<br />

LCACC E170 Visit<br />
GIP Agree Purchase<br />
of <strong>London</strong> Gatwick <strong>Airport</strong><br />
You may have seen in the press that majority<br />
shareholder in <strong>London</strong> <strong>City</strong> <strong>Airport</strong>, Global<br />
Infrastructure Partners (GIP) has agreed to<br />
purchase <strong>London</strong> Gatwick <strong>Airport</strong>. GIP expects<br />
that the sale will close during December <strong>2009</strong>.<br />
LCA and Gatwick will be operated as separate<br />
businesses to ensure competition between<br />
<strong>London</strong> area airports.<br />

Planning Approval<br />
Our Future: What happens next?<br />
On 8th July <strong>2009</strong> the <strong>London</strong> Borough of<br />
Newham granted permission to <strong>London</strong> <strong>City</strong> <strong>Airport</strong><br />
to increase the number of take off and landings from<br />
roughly 80,000 to 120,000 per year.<br />
The Council’s decision recognises the airport’s<br />
importance in the community, its contribution to the<br />
local economy and the regeneration that the airport<br />
has attracted to East <strong>London</strong>. Alongside this approval<br />
is a legal agreement (called a Section 106) with the<br />
Council. A Section 106 Agreement is a tool used by<br />
councils to ensure developers, including airports give<br />
back to the communities they operate in. The Section<br />
106 Agreement is a fi ve year agreement and contains<br />
requirements to minimise the impact of the airport’s<br />
operation on local residents and also donations<br />
and activities to provide benefi t to communities<br />
surrounding LCA.<br />
What does the Section 106<br />
Agreement mean for you?<br />
OPERATING HOURS<br />
The airport operating hours have not changed and<br />
there will be no night fl ights. The 24 hour closure<br />
period at weekends remains in place.<br />
EARLY MORNING FLIGHTS<br />
The number of early morning fl ights allowed at LCA<br />
between 0630-0659 remains at 6.<br />
In addition, a further reduction in early fl ights<br />
has been implemented meaning only 2 of<br />
the 6 fl ights in this time period can operate between<br />
0630 and 0645 hours.<br />
NOISE<br />
LCA has four fi xed noise monitors located around its<br />
boundaries to measure airborne aircraft noise. The<br />
airport also monitors the departure tracks of aircraft to<br />
ensure that they follow the standard departure route.<br />
A system of penalties and credits is already in place to<br />
penalise aircraft which breach the airport’s noise limits,<br />
or reward aircraft below the permitted limits.<br />
We will continue to adhere to measures already<br />
in place to reduce the noise impacts of airport<br />
operations and are committed, through the Section<br />
106, to updating and improving the equipment and<br />
methods used to measure airport noise, including<br />
ground noise. Restrictions on engine ground<br />
running for testing and maintenance reasons will<br />
continue as previously.<br />
SOUND INSULATION<br />
The airport is already required to sound insulate<br />
properties, including public buildings, within a 57dB<br />
noise contour; 6dB less than most airports. The new<br />
Section 106 Agreement provides for the checking<br />
of previously installed sound insulation and LCA will<br />
provide further insulation to any homes closer to the<br />
airport which are within the 66dB noise contour, of<br />
which there are very few.<br />
NOISE ACTION PLAN<br />
All major UK airports are required<br />
to produce a Noise Action Plan.<br />
LCA’s draft plan is available at<br />

noiseactionplan. This plan is<br />
separate from the LCA planning<br />
approval, and required by the<br />
Department for Environment, Food od and Rural<br />
Affairs (DEFRA). Please view the draft NAP and<br />
provide your comments at our website.
AIR QUALITY<br />
LCA already monitors local air quality. The new<br />
Section 106 Agreement requires the formulation of<br />
an Air Quality Action Plan to manage and reduce<br />
emissions from aircraft and operational vehicles.<br />
In addition the airport is required to investigate<br />
aircraft odour in and around the site.<br />
TRANSPORT<br />
LCA has always<br />
been committed to<br />
promoting the use<br />
of public transport to<br />
its passengers and<br />
staff. Around 70%<br />
or our passengers<br />
travel to and from<br />
the airport by public<br />
transport – more than any other UK airport.<br />
DLR - The airport will pay £2.5 million to<br />
DLR in phases to help with the cost of<br />
introducing extra capacity with three-car<br />
trains and higher frequencies to and from<br />
the airport.<br />
BUS - LCA is required to pay £20,000<br />
towards the improvement of local bus<br />
services to serve the airport.<br />
ROADS - LCA has already paid £50,000<br />
towards an assessment to see if the airport<br />
brings unacceptable traffi c to the local area.<br />
If the airport is found to be causing a problem<br />
with road traffi c, it will be required to pay up to<br />
£190,000 towards improving road capacity.<br />
PARKING - LCA will pay £35,000 each<br />
year for fi ve years at the request of Newham<br />
Council to investigate a scheme of parking<br />
controls in areas around the airport.<br />
TRAVEL PLAN – LCA is to develop a new<br />
Travel Plan to encourage passengers and<br />
staff to travel to the airport using green<br />
transport modes where possible - bus,<br />
train, bicycle or walking. The Travel Plan is<br />
currently being drafted and will continue<br />
to be monitored in the coming years to<br />
ensure sustainable travel options are easily<br />
accessible.<br />
SUSTAINABILITY<br />
Within two years from the date of the Section 106<br />
Agreement, the airport will prepare a sustainability<br />
strategy. This plan is about limiting the impact of<br />
the airport’s operations. It will cover environmental<br />
issues such as waste (including recycling), the<br />
effi cient use of energy and water and will also<br />
seek ways to reduce the carbon emissions of<br />
airport buildings over which LCA has control.<br />
COMMUNITY<br />
LCA will contribute more than £1 million over<br />
two years towards landscaping improvements<br />
and community initiatives in the 57 dB contour<br />
surrounding the airport. This is in addition to its<br />
existing comprehensive community programme<br />
focusing on sponsorship and in-kind donations to<br />
local projects.<br />
EDUCATION – the airport’s community<br />
relations team will continue to run<br />
programmes to support primary and<br />
secondary education in Newham, Tower<br />
Hamlets and Greenwich. This includes<br />
the airport’s long running work experience<br />
programme. The Section 106 details<br />
programmes and schools in which they<br />
should be delivered.<br />
EMPLOYMENT - LCA already seeks to<br />
recruit staff from the local area and it has<br />
long been committed to staff training. The<br />
new Section 106 Agreement seeks to<br />
complement what the airport already does<br />
in this area, including a fi nancial contribution<br />
up to £120,000 per year towards local<br />
employment initiatives.<br />
What happens if LCA does not<br />
comply with the Section 106?<br />
LCA is keen to ensure that the airport grows<br />
and develops in the most sustainable way<br />
possible. To encourage the airport to meet<br />
all the commitments made in the agreement,<br />
the Council has ensured that it has the power<br />
to stop the airport increasing the number<br />
of fl ights if it is found not to be following the<br />
commitments summarised here.<br />

This year’s 13th annual LCA Fun Day<br />
& Air Show was a huge success,<br />
attracting almost 26,000 visitors and<br />
raising £41,000 for Richard House<br />
Children’s Hospice.<br />
Fun Day <strong>2009</strong> had a sporting theme with an<br />
opportunity for visitors to celebrate the Olympic and<br />
Paralympic Games coming to Newham, the<br />
airport’s home borough, in 2012. A host of<br />
activities were laid on for visitors of all ages, from<br />
climbing walls and race tracks to a basketball<br />
court operated by NBA. West Ham United Football<br />
Coaches were on hand to offer tips to budding<br />
players on an infl atable football pitch and visitors were<br />
also given an exclusive opportunity to have their photo<br />
taken with the Barclays Premiership Trophy.<br />
Baboo<br />
Switzerland-based<br />
airline Baboo recently<br />
commenced services<br />
to Geneva from <strong>London</strong><br />
<strong>City</strong> <strong>Airport</strong>. The carrier<br />
is operating a twice<br />
daily service operated<br />
on Baboo’s 74-seat<br />
Q400 aircraft, (the<br />
same aircraft type used<br />
by Luxair at LCA).<br />
In addition to the direct<br />
service to Geneva,<br />
passengers can travel<br />
onto the Italian cities of<br />
Venice and Florence.<br />
Terminal Upgrade<br />
Crowds gathered all<br />
around the Royal<br />
Docks to see the only<br />
air show in <strong>London</strong>,<br />
with sensational aircraft<br />
like the Hurricane XII<br />
Z5140 and a rare Spitfi re<br />
ML407 taking to East<br />
<strong>London</strong>’s skies.<br />
The Fun Day’s major sponsor, British Airways,<br />
offered visits on board two BA <strong>City</strong>Flyer RJ100<br />
aircraft, rides on de-icing rigs and a mobile fl ight<br />
simulator. The airline also delivered cabin crew<br />
workshops for children using mini uniforms and<br />
an aircraft mock-up, as well as giving away<br />
thousands of kids activity packs.<br />
We have noticed a change<br />
in passenger trends.<br />
Passengers travelling<br />
from <strong>London</strong> <strong>City</strong> <strong>Airport</strong><br />
are arriving together on<br />
the DLR and using online<br />
check-in facilities far more<br />
than traditional check-in<br />
desks. This means that<br />
during the busy periods<br />
the passenger search area is very busy.<br />
LCA is responding to this by installing four additional security lanes,<br />
and whilst doing so we are going to take the opportunity to expand<br />
the departure lounge by infi lling the fi rst fl oor of the terminal building,<br />
providing passengers with more space and comfort.<br />
This multi-million pound project will require extensive reorganisation works<br />
to terminal building, which we intend to complete by autumn 2010.<br />

Draft Noise Action Plan<br />
What is it about? The noise action plan has been drafted to manage the issues of noise<br />
arising from <strong>London</strong> <strong>City</strong> <strong>Airport</strong>’s operations over the next fi ve years. The plan has been drafted<br />
in response to a directive published by the Department for Environment, Food and Rural Affairs<br />
which requires airport operators to prepare draft plans designed to manage noise issues.<br />
When is it happening?<br />
The airport’s 16 week public consultation runs until<br />
15 January 2010. During the consultation period,<br />
local communities, councils and other stakeholders<br />
are invited to comment on the airport’s draft plan.<br />

On 29 September <strong>2009</strong><br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> (LCA) LCY-JFK<br />
was proud to launch services<br />
to New York (JFK) from <strong>London</strong> <strong>City</strong> <strong>Airport</strong><br />
with British Airways (mainline). <strong>London</strong> <strong>City</strong><br />
<strong>Airport</strong> staff were joined by Willie Walsh, BA’s<br />
Chief Executive, to celebrate this fantastic day<br />
and welcome the fi rst ever service to New<br />
York from LCA.<br />
To liven up the launch, airport community<br />
partner, the Ascension Eagles Cheerleaders<br />
from Custom House took great pleasure<br />
in wowing guests with their performances<br />
before the departure of the new generation<br />
Airbus 318. This aircraft was approved for use at LCA in Spring 2007<br />
and is the “baby” of the Airbus family, bringing the added benefi ts of<br />
new technology with cleaner, quieter, more effi cient engines to LCA.<br />
This business class service with 32 lie-fl at beds will operate alongside<br />
the existing routes served by British Airways <strong>City</strong>Flyer, the whollyowned<br />
BA subsidiary with a base at <strong>London</strong> <strong>City</strong> <strong>Airport</strong>.<br />
The outbound fl ight to JFK<br />
stops for fuel at Shannon <strong>Airport</strong><br />
in Ireland, where passengers pre-clear US Customs and Immigration.<br />
This allows passengers to exit the airport in New York quickly as<br />
they have already completed the necessary procedures. The return<br />
fl ight to <strong>London</strong> is a direct service, as the longer runway at New York<br />
allows the aircraft to carry more fuel. Passengers can sleep overnight<br />
before landing at LCA in the morning, ready for a day at the offi ce!<br />

Community Update<br />
‘Just William’ joins<br />
Newham Riding School<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> recently donated<br />
£1200 to purchase a new pony for Newham<br />
Riding School in Beckton. The pony, named<br />
‘Just William’, was acquired in memory of Bill<br />
Dunlop who was a long standing member of<br />
the airport’s consultative committee and the<br />
founder of the riding school. Just William<br />
was welcomed to the school by Richard<br />
Gooding OBE, the airport’s Chief Executive<br />
at a small celebration event attended by<br />
Bill’s friends and family including Bill’s<br />
daughters Julia and Margaret, along with<br />
members of the airport’s Community Team<br />
and Consultative Committee.<br />
New Pony for Newham Riding School<br />
Three Local Students Join <strong>London</strong> <strong>City</strong> <strong>Airport</strong>’s<br />
<strong>2009</strong> University Prize Scheme<br />
August saw <strong>London</strong> <strong>City</strong> <strong>Airport</strong> launch the third<br />
year of its University Prize Scheme. This year we<br />
received applications from residents of Newham,<br />
Tower Hamlets and Greenwich.<br />
Three successful students were selected from<br />
Woolwich Polytechnic School in Greenwich,<br />
Newham College and Havering 6th Form College<br />
(Beckton Resident). The students will receive<br />
£2000 for each year of their degree, two weeks’<br />
paid work experience every summer, an airport<br />
management mentor and the opportunity to enrol<br />
on the airport’s in-house training programmes.<br />
They join fi ve UPS students already enrolled on<br />
the scheme in 2007 and 2008.<br />
One student currently in his third year of the LCA<br />
University Prize Scheme said, “I think that the UPS<br />
scheme is unique and worthwhile. I have not only<br />
had the opportunity to undertake training courses<br />
£41,644.91 Donation!<br />
A grand total of £41,644.91 was raised by<br />
airport staff, local communities and airport<br />
passengers in the past year in aid of Richard<br />
House Children’s Hospice in Beckton. Richard<br />
House is a purpose built children’s hospice,<br />
which has been LCA’s chosen charity for<br />
14 years.<br />
In addition to funds raised from the LCA<br />
Fun Day, airport staff have participated in<br />
various fundraising activities from marathons,<br />
triathlons and hiking trails around India to help<br />
raise our highest annual donation ever.<br />

<strong>Airport</strong> Puts Local Youngsters’ Basketball Skills to the Test<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> in partnership with<br />
Newham Council encouraged teams to<br />
jump, dribble and slam dunk during the<br />
school holidays through the<br />
recent <strong>London</strong> <strong>City</strong> <strong>Airport</strong> 3-vs-3<br />
Basketball Tournament.<br />
The aim of the tournament was to bring<br />
together youngsters from across Newham<br />
and encourage them to participate in<br />
this fast-paced and exciting sport which<br />
requires quick thinking, teamwork and<br />
good communication which all of the<br />
players can make good use of both on<br />
and off the court.<br />
The three lucky winners from each age group were awarded tickets to the Four Nations Basketball<br />
Tournament at the airport’s private suite at the O2 Arena. Over 100 local youngsters took park in the<br />
tournament which formed part of the airport’s health and wellbeing for work programme, encouraging<br />
local people to get fi t and healthy for employment.<br />
Harry Potter Literacy<br />
Competition<br />
<strong>London</strong> <strong>City</strong> <strong>Airport</strong> recently ran a literacy<br />
competition to celebrate the release of the<br />
new Harry Potter fi lm, The Half Blood Prince.<br />
Year 5 and 6 pupils from local schools Drew<br />
Primary (Newham), Linton Mead Primary<br />
(Greenwich) and Old Palace Primary (Tower<br />
Hamlets) were asked to design and write<br />
about a creature that could help out around<br />
the airport. The winning entries received<br />
some fantastic Harry Potter goodies donated<br />
by Hughes and Hughes bookstore and the<br />
overall winner also received a family pass<br />
to Stratford Circus courtesy of the Stratford<br />
Circus Team.<br />

A fi ve week Summer Play Scheme at Britannia<br />
Village kept youngsters busy and entertained<br />
during the summer holidays.<br />
Kellie Heath and Rupal Patel from the<br />
Community Team got stuck in and<br />
volunteered for four days across the fi ve<br />
week programme, working alongside 60<br />
children aged eight to fourteen. Kellie and<br />
Rupal supported activities ranging from<br />
water sports, arts, crafts, (there is a space<br />
here) dance, drama, cheerleading sessions<br />
and even learning how to play football<br />
throughout August.<br />

meeting includes an <strong>Airport</strong> Director’s Report<br />
on developments at the airport, including<br />
changes to the route network, the number<br />
of fl ights and passenger numbers. There<br />
is also a standing item on environmental<br />
issues including environmental complaints<br />
and other requirements of the Section 106<br />
Agreement. Attended by appointed<br />
community representatives, airport users and<br />
local Councillors, the Committee is a forum<br />
to discuss the operation of the airport and its<br />
impact on residents and local passengers.<br />
