The award is be<strong>in</strong>g distributed on Ist July <strong>of</strong> every yearwhich is <strong>the</strong> birthday <strong>of</strong> Dr.B.C.Roy and also be<strong>in</strong>g observied as Doctor'sDay.2. The Award Committee <strong>for</strong> <strong>the</strong> <strong>selection</strong> <strong>of</strong> <strong>Best</strong> Doctor Award <strong>in</strong><strong>Modern</strong> Medic<strong>in</strong>e held on 11/6/2004 recommended certa<strong>in</strong> modifications <strong>in</strong><strong>the</strong> exist<strong>in</strong>g guidel<strong>in</strong>es <strong>for</strong> <strong>the</strong> <strong>selection</strong> <strong>of</strong> <strong>Doctors</strong> <strong>for</strong> <strong>Best</strong> Doctor Award.Government after hav<strong>in</strong>g exam<strong>in</strong>ed <strong>the</strong>se recommendations are pleased torevise and prescribe <strong>the</strong> follow<strong>in</strong>g guidel<strong>in</strong>es <strong>for</strong> <strong>the</strong> <strong>selection</strong> <strong>of</strong> <strong>the</strong> <strong>Best</strong><strong>Doctors</strong> superced<strong>in</strong>g all <strong>the</strong> exist<strong>in</strong>g Government Orders <strong>in</strong> <strong>the</strong> matter.i) These guidel<strong>in</strong>es are called guidel<strong>in</strong>es <strong>for</strong> determ<strong>in</strong><strong>in</strong>g <strong>the</strong> <strong>Best</strong>Doctor's State Award and <strong>the</strong> mode <strong>of</strong> distribution <strong>of</strong> <strong>the</strong> prizemoney among <strong>Best</strong> Doctor <strong>in</strong> <strong>Modern</strong> Medic<strong>in</strong>e <strong>in</strong> MedicalEducation Department, Health Services Department, <strong>Doctors</strong>work<strong>in</strong>g <strong>in</strong> Dental Specialities, Insurance Medical ServicesDepartment, <strong>Doctors</strong> Private Sector, Medical Officers work<strong>in</strong>g<strong>in</strong> Corporations, Municipalities, Co-operative Hospitals,
Regional Cancer Centre, Sree Chitra Institute <strong>of</strong> MedicalScience and Technology etc.ii)iii)Date <strong>of</strong> award distribution ceremony will be <strong>the</strong> Ist July <strong>of</strong>everycalendar year.Cash awards as detailed below will be given to <strong>the</strong> w<strong>in</strong>ners <strong>in</strong>citation.a. State Award <strong>for</strong> <strong>the</strong> <strong>Best</strong> Doctor from<strong>the</strong> Medical Education Service : Rs.10,000/-d. State Award <strong>for</strong> <strong>the</strong> <strong>Best</strong> Doctor work<strong>in</strong>g<strong>in</strong> corporation Hospital, RCC, Sree : Rs.10,000/-Chitra Institute <strong>of</strong> Medical Sciences andTechnologye. State Award <strong>for</strong> <strong>the</strong> <strong>Best</strong> Doctor <strong>in</strong> DentalSpecialities : Rs.10,000/-f. State Award <strong>for</strong> <strong>the</strong> <strong>Best</strong> Doctor <strong>in</strong>Private Sector : Rs.10,000/-3. As regards <strong>the</strong> mode <strong>of</strong> <strong>in</strong>vit<strong>in</strong>g application <strong>for</strong> <strong>selection</strong> applicationby <strong>in</strong>dividual doctors, nom<strong>in</strong>ations from Associations/Voluntaryorganizations or department will be enterta<strong>in</strong>ed.5. There should be a m<strong>in</strong>imum <strong>of</strong> least five applications <strong>in</strong> eachcategory. The applications will be <strong>for</strong>warded by <strong>the</strong> concernedDepartment/Association with <strong>the</strong>ir remarks. A prelim<strong>in</strong>ary scrut<strong>in</strong>y <strong>of</strong> <strong>the</strong>applications will be done by <strong>the</strong> Committee consist<strong>in</strong>g <strong>of</strong> Jo<strong>in</strong>t Director <strong>of</strong>Medical Education/Additional Director <strong>of</strong> Health Services(PH)/Secretary/Nom<strong>in</strong>ee <strong>of</strong> <strong>the</strong> State Organisation.6. Individual applications if any received by Government/Director <strong>of</strong>Health Services/Director <strong>of</strong> Medical Education will be <strong>for</strong>warded to <strong>the</strong>Screen<strong>in</strong>g Committee.7. 15 th January every year is fixed as a cut <strong>of</strong>f date <strong>for</strong> call<strong>in</strong>gapplications <strong>for</strong> award. Last date <strong>of</strong> receiv<strong>in</strong>g application is March 15 th .The Director <strong>of</strong> Health Services will make necessary arrangement to givewide publicity through three vernacular dailies <strong>in</strong> <strong>the</strong> State (on English andtwo Malayalam) <strong>for</strong> <strong>the</strong> <strong>in</strong>vitation <strong>of</strong> applications <strong>for</strong> <strong>the</strong> <strong>selection</strong> <strong>of</strong> <strong>the</strong><strong>Best</strong> <strong>Doctors</strong> <strong>in</strong> all <strong>the</strong> 6 categories. The screen<strong>in</strong>g committee will scrut<strong>in</strong>ize<strong>the</strong> applications be<strong>for</strong>e May 15 th and <strong>the</strong> applications will be <strong>for</strong>warded to<strong>the</strong> Secretary to Government, Health & Family Welfare Department. Theaward committee will be convened by June 15 th . All <strong>the</strong> applications shouldconta<strong>in</strong> 10 copies each <strong>of</strong> all <strong>the</strong> documents submitted by <strong>the</strong> applicant. TheDirector <strong>of</strong> Health Services will make available necessary Per<strong>for</strong>ma <strong>for</strong><strong>selection</strong> <strong>of</strong> <strong>Best</strong> <strong>Doctors</strong>, Co-ord<strong>in</strong>ation <strong>of</strong> <strong>the</strong> work will be at <strong>the</strong> level <strong>of</strong>Director <strong>of</strong> Health Services.8. <strong>Doctors</strong> who have put <strong>in</strong> a m<strong>in</strong>imum <strong>of</strong> 10 years service <strong>in</strong> Keralaalone will be considered <strong>for</strong> <strong>the</strong> award. When <strong>Doctors</strong> <strong>in</strong> <strong>the</strong> private sector
are considered <strong>for</strong> award, those who have completed 10 years <strong>of</strong> privatepractice <strong>in</strong> Kerala alone are eligible. <strong>Doctors</strong> who have retired fromGovernment service will also be considered if <strong>the</strong>y complete 10 years <strong>of</strong>service <strong>in</strong> private sector after retirement. In o<strong>the</strong>r words he/she should nothave worked <strong>in</strong> any Government departments <strong>for</strong> <strong>the</strong> last 10 years from <strong>the</strong>date <strong>of</strong> <strong>the</strong> notification. <strong>Doctors</strong> who are convicted <strong>of</strong> crim<strong>in</strong>al <strong>of</strong>fences<strong>in</strong>volv<strong>in</strong>g pr<strong>of</strong>essional misconduct, moral turpitude and departmentaldiscipl<strong>in</strong>ary actions shall not be considered <strong>for</strong> this award.9. The follow<strong>in</strong>g criteria will be adopted <strong>for</strong> consider<strong>in</strong>g applications.

10. An Award w<strong>in</strong>ner will not be considered <strong>for</strong> <strong>selection</strong>, <strong>for</strong> <strong>the</strong> nextfive year's from <strong>the</strong> date <strong>of</strong> <strong>the</strong> receipt <strong>of</strong> <strong>the</strong> award.11. The factors and documents once considered and rejected on validground will not be reconsidered at any time12. None <strong>of</strong> <strong>the</strong> applicants, if any case, be <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> Screen<strong>in</strong>gCommittee/Selection Committee <strong>for</strong> <strong>the</strong> <strong>selection</strong> <strong>of</strong> <strong>Best</strong> <strong>Doctors</strong> <strong>for</strong> <strong>the</strong>year <strong>in</strong> which his/her application is considered.13. The decision <strong>of</strong> <strong>the</strong> award committee will be f<strong>in</strong>al and nocorrespondence/appeal will be enterta<strong>in</strong>ed.14. Any suppression or misrepresentation <strong>of</strong> facts, <strong>in</strong> <strong>the</strong>application/sponsorship will entail black list<strong>in</strong>g <strong>of</strong> such doctors name <strong>for</strong> <strong>the</strong>next five years from <strong>the</strong> date <strong>of</strong> concerned award and <strong>in</strong> respect <strong>of</strong>Government doctors, str<strong>in</strong>gent, discipl<strong>in</strong>ary action will be taken aga<strong>in</strong>st <strong>the</strong>mas per <strong>the</strong> provisions <strong>in</strong> <strong>the</strong> KCS (CC&A) Rules 1960 on <strong>the</strong> charge <strong>of</strong> try<strong>in</strong>gto cheat Government.15. Government will be at liberty to reconstitute <strong>the</strong> structure <strong>of</strong> <strong>the</strong>Award Committee or co-opt members and review <strong>the</strong> whole system everytwo years from <strong>the</strong> date <strong>of</strong> each award.16.
