previous vision statement that has beenso ambitious nor a statement where thegulf between present outcomes and futurebenchmarks is so substantial.”Some more tempered commentatorshave said it was unfair to expect sucha wide rang<strong>in</strong>g report – it apparentlyrequired significant rounds <strong>of</strong> edit<strong>in</strong>g justto chop it down to 320 pages – to outl<strong>in</strong>edetailed policies and cost<strong>in</strong>gs.However now the paper has beenlaunched, the government is presumablycraft<strong>in</strong>g policies to ensure the goals aremet and questions are rightly be<strong>in</strong>g asked<strong>of</strong> their ability to reach and fund them.Each <strong>of</strong> the 25 objectives <strong>in</strong> the paperalone will require a huge <strong>in</strong>vestment <strong>in</strong>time and money. Andfewer Year 12 students took Indonesianclasses <strong>in</strong> 2009 than <strong>in</strong> 1972.Clearly, there will need to be a hugereth<strong>in</strong>k on language education andwhatever the answer is, it won’t be cheap.Perhaps just as importantly, schoolCOVER STORY | 3children will have to be conv<strong>in</strong>ced that<strong>in</strong>vest<strong>in</strong>g time to learn one <strong>of</strong> thesedifficult languages will benefit them <strong>in</strong> thelong run.That was a po<strong>in</strong>t former Prime M<strong>in</strong>isterKev<strong>in</strong> Rudd made at an AustCham lunchdur<strong>in</strong>g a trip to <strong>Hong</strong> <strong>Kong</strong> a few monthsago when he called on bus<strong>in</strong>esses to putmore emphasis on hir<strong>in</strong>g graduates withlanguage skills.Similarly, objectives on the diplomaticfront seem to meet a strong disconnectbetween hopes and realities.Liberal Premier <strong>of</strong> Victoria Ted Ballieusaid the paper committed to boost<strong>in</strong>ggovernment-to-government relationships <strong>in</strong>the region but budgets for the Department<strong>of</strong> Foreign Affairs and Trade were currentlybe<strong>in</strong>g slashed."Australia ranks a lowly 25th among34 OECD nations <strong>in</strong> terms <strong>of</strong> diplomaticmissions," Baillieu told a bus<strong>in</strong>ess d<strong>in</strong>ner."It waxes lyrical about Austrade'srole, but the number <strong>of</strong> overseas basedAustrade staff has fallen - with no sign <strong>of</strong>an <strong>in</strong>crease."AustCham Chairman Andrew Steadsontold ABC Radio he believed putt<strong>in</strong>g fund<strong>in</strong>gback <strong>in</strong>to DFAT and Austrade was the mostimportant objective for the government.“<strong>The</strong> other key th<strong>in</strong>gs that they couldbe do<strong>in</strong>g is putt<strong>in</strong>g <strong>in</strong> place a series <strong>of</strong>comprehensive double tax agreementswith the Asian geographies that theyhaven't done that with yet,” he said.“And then I th<strong>in</strong>k lastly is gett<strong>in</strong>g allthe free trade agreements sorted out.”So while there is plenty to quibbleabout on the road to Gillard’s dream <strong>of</strong>Australia be<strong>in</strong>g a “w<strong>in</strong>ner” out <strong>of</strong> the socalledAsian Century, few could argue withthe f<strong>in</strong>al goal.Kelly, at <strong>The</strong> <strong>Australian</strong>, said the ma<strong>in</strong>risk was that the paper became a “whiteelephant” if the grand plans ran <strong>in</strong>to alack <strong>of</strong> fund<strong>in</strong>g capacity.“This document must not be forgotten<strong>in</strong> today's disposable politics,” he said.“It is a test for the nation and a testfor Labor. It needs to become a permanentmeasur<strong>in</strong>g stick. First, unlike other <strong>in</strong>ternational<strong>in</strong>vestment locations for Ch<strong>in</strong>a, the majority <strong>of</strong> <strong>in</strong>vestment is bylong-established central SOE's with a considerable track record<strong>of</strong> <strong>in</strong>ternational activities.


SOE <strong>in</strong>vestment <strong>in</strong> Australia• Dom<strong>in</strong>ated by long-established central SOEs• Wide variety <strong>of</strong> entry strategies – dom<strong>in</strong>ated by M&A• SOEs are behav<strong>in</strong>g like <strong>in</strong>ternational companiesCh<strong>in</strong>ese companies already <strong>in</strong> AustraliaCh<strong>in</strong>ese <strong>in</strong>vestment by energy sectorCoal projects attracted the largest <strong>in</strong>vestment (approx50%) closely followed by gas (43%). Ch<strong>in</strong>ese SOEsoverwhelm<strong>in</strong>gly the dom<strong>in</strong>ant <strong>in</strong>vestors, account<strong>in</strong>gfor 99% <strong>of</strong> <strong>in</strong>vestment. <strong>The</strong>re are spillover benefits toother <strong>Australian</strong> <strong>in</strong>dustries as well, <strong>in</strong>clud<strong>in</strong>g f<strong>in</strong>ance,pr<strong>of</strong>essional services and <strong>in</strong>frastructure.Although M&A is the most dom<strong>in</strong>ant form <strong>of</strong> Ch<strong>in</strong>ese ODI <strong>in</strong>Australia, the variety <strong>of</strong> entry strategies used by large Ch<strong>in</strong>eseSOE's is the second notable po<strong>in</strong>t. 12 | COMMITTEE COMMENTAsian Century White Paper – What it means to our future leaders<strong>The</strong> recently announced Asian Century White Paper maps Australia’s engagementwith Asia <strong>in</strong> the next decade. AustCham Young Executives Co-Chair Patrick Daley– as part <strong>of</strong> the next generation <strong>of</strong> leaders already work<strong>in</strong>g <strong>in</strong> Asia, responds withwhat that means to him.It seems that about once <strong>in</strong> ageneration, Australia and <strong>Australian</strong>ssee fit to rem<strong>in</strong>d themselves <strong>of</strong>Australia’s geographical reality.Australia is located near, and <strong>in</strong>creas<strong>in</strong>glymore closely related to, reliant on and<strong>in</strong>volved <strong>in</strong> Asia.<strong>The</strong> release <strong>of</strong> the <strong>Australian</strong>Government’s White Paper titled “Australia<strong>in</strong> the Asian Century” <strong>in</strong> October thisyear, aga<strong>in</strong> signals a new attempt to mapa path by which Australia can best takeadvantage <strong>of</strong> the opportunities presentedby Australia’s relationship with Asia.This is <strong>of</strong> course not a newphenomenon. One may recall theKeat<strong>in</strong>g government’s focus on <strong>in</strong>creasedengagement <strong>in</strong> Asia. However, Asia’seconomic (and particularly Ch<strong>in</strong>a’s)accelerated economic advancementover the last 20 years, along with thecorrespond<strong>in</strong>gly greater impact that Asianow bears upon global economics and<strong>in</strong>ternational relations makes Australia’smost recent attempt to grapple withthe reality <strong>of</strong> Asian power and <strong>in</strong>fluenceparticularly important. What once was adiscretionary change <strong>in</strong> policy direction,has now become a necessary andunavoidable realignment.Asia is an <strong>in</strong>creas<strong>in</strong>gly importantregion, and it is <strong>in</strong> Australia’s <strong>in</strong>terest tohave a clear and detailed strategy throughwhich to engage that region.So how does it rate? Does the WhitePaper give new direction and <strong>in</strong>sighton Australia’s Asian potential, or is itsimply an exercise <strong>in</strong> mak<strong>in</strong>g sweep<strong>in</strong>gmotherhood statements and sett<strong>in</strong>g outvague aspirational goals?At first glance, it is easy to beskeptical. Certa<strong>in</strong>ly, discussion <strong>of</strong>“deeper connections”, “new developmentopportunities” and “maximiz<strong>in</strong>gprosperity”, while <strong>in</strong><strong>of</strong>fensive <strong>in</strong> themselves,do not provide a clear roadmap to asuccessfully Asian focused future. Likewise,the White Paper ticks many <strong>of</strong> theexpected boxes, the importance <strong>of</strong> focusededucation and tra<strong>in</strong><strong>in</strong>g, <strong>in</strong>frastructure.(importantly <strong>in</strong>clud<strong>in</strong>g communications<strong>in</strong>frastructure), tax and regulatory reform,foreign <strong>in</strong>vestments, relationships with keyregional players. But it would be difficultto assert that the White Paper presentsanyth<strong>in</strong>g new and <strong>in</strong>novative that has notbeen covered <strong>in</strong> previous policy <strong>in</strong>itiativesby this and previous governments.Furthermore, many <strong>of</strong> the issues thatthe White Paper discuss, such as ris<strong>in</strong>g<strong>in</strong>come <strong>in</strong> Asia, demographic shifts both<strong>in</strong> Australia and <strong>in</strong> Asia, and Australia’scomparative advantage <strong>in</strong> resource andsome agricultural <strong>in</strong>dustries, are issues thatthe majority <strong>of</strong> Austcham’s membershipwill be familiar with and, where necessary,have developed strategies to deal with.But to my m<strong>in</strong>d, the White Paper is farfrom a wasted exercise.<strong>The</strong> breadth <strong>of</strong> the Paper’s subjectmatter necessitates a treatment <strong>of</strong> thatsubject matter which may seem shallowand/or undeveloped. Likewise, theWhite Paper correctly identifies areas <strong>of</strong>importance for Australia’s future <strong>in</strong> Asia,such as the need to cont<strong>in</strong>ue productivitygrowth, lower the cost <strong>of</strong> do<strong>in</strong>g bus<strong>in</strong>ess <strong>in</strong>Australia and tra<strong>in</strong> young people <strong>in</strong> Asianlanguages and culture.However, the true value <strong>of</strong> the WhitePaper is that it provides for a refocus<strong>in</strong>gon the challenges <strong>of</strong> the com<strong>in</strong>g AsianCentury. If Australia is to cont<strong>in</strong>ue tothrive and develop, it must meet thesechallenges, and many different sections<strong>of</strong> the <strong>Australian</strong> community, both with<strong>in</strong>Australia, throughout Asia and elsewherearound the globe, must develop anddeploy strategies to meet these challengesas they perta<strong>in</strong> to them.Certa<strong>in</strong>ly, as a member and chairperson<strong>of</strong> the <strong>Australian</strong> Young Executivescommittee, the opportunity to move to<strong>Hong</strong> <strong>Kong</strong>, and my cont<strong>in</strong>u<strong>in</strong>g <strong>in</strong>volvementwith and support from Austchamhas re<strong>in</strong>forced the need for a deeperunderstand<strong>in</strong>g <strong>of</strong> Asia’s cultures, languagesand peoples. <strong>The</strong> development <strong>of</strong> thisunderstand<strong>in</strong>g will be an unavoidablechallenge for future <strong>Australian</strong> leaders <strong>of</strong>politics, bus<strong>in</strong>ess, <strong>in</strong>dustry and education.<strong>The</strong> White Paper br<strong>in</strong>gs this challengefirmly <strong>in</strong> to view, and at least for a shorttime, makes it a central topic <strong>in</strong> the<strong>Australian</strong> national conversation. It is abase to build from, and should be thelaunch<strong>in</strong>g po<strong>in</strong>t for more detailed policy<strong>in</strong>itiatives, as well as projects from with<strong>in</strong>the bus<strong>in</strong>ess, educational and scientificcommunities.Because, once <strong>in</strong> a generation is notgood enough. <strong>The</strong> conversation must becont<strong>in</strong>u<strong>in</strong>g. <strong>The</strong> Asian Century is hereand now. Australia is advantageouslyplaced and has a unique set <strong>of</strong> strengthswith which to meet the com<strong>in</strong>g decades,but <strong>in</strong> order to best use those strengthsAustralia and <strong>Australian</strong>s must ma<strong>in</strong>ta<strong>in</strong> acont<strong>in</strong>u<strong>in</strong>g awareness <strong>of</strong> the reality <strong>of</strong> theAsian Century and the effect it will have onAustralia as a nation. COMMITTEES IN ACTION | 13CPI Committee: <strong>The</strong> NewEng<strong>in</strong>eer<strong>in</strong>g Contract (NEC)On 13th November, the Construction, Property& Infrastructure Committee hosted a breakfastwith Mr. C.S. Wai, the Permanent Secretary forDevelopment (Works) and Mr. S.M. Ho, Chairman <strong>of</strong> theTask Force on NEC3 Collaborative Contracts, to discussthe current and future use <strong>of</strong> the NEC on Governmentprojects <strong>in</strong> <strong>Hong</strong> <strong>Kong</strong>.<strong>The</strong> NEC is a construction contract that differs fromthe standard form contracts presently <strong>in</strong> use <strong>in</strong> <strong>Hong</strong><strong>Kong</strong> <strong>in</strong> that it expressly requires both parties to act<strong>in</strong> the spirit <strong>of</strong> mutual trust and co-operation. It alsoprovides a framework for the early identification andresolution <strong>of</strong> issues and disputes.Mr. Wai noted the considerable support with<strong>in</strong>Government for the NEC and its more frequent useon Government projects, not<strong>in</strong>g that the first NECpilot public works project was completed withoutdispute, ahead <strong>of</strong> programme and with<strong>in</strong> budget. Mr.Ho emphasised the underly<strong>in</strong>g co-operative nature<strong>of</strong> the NEC and the cultural shift <strong>in</strong> attitudes requiredto effectively implement the NEC. Various concernswere noted by participants, <strong>in</strong>clud<strong>in</strong>g the risk <strong>of</strong> overmodification <strong>of</strong> the NEC, the proper role <strong>of</strong> externalconsultants on a Project based on partner<strong>in</strong>g pr<strong>in</strong>ciples,the considerable resources required to project managean NEC based project and potential legal issues.It was encourag<strong>in</strong>g to note Government’scommitment to the exploration and implementation<strong>of</strong> a collaborative based contract<strong>in</strong>g system. <strong>The</strong> CPICommittee extends its gratitude to Mr. Wai and Mr. H<strong>of</strong>or attend<strong>in</strong>g to share their views and experience <strong>of</strong> theNEC form <strong>of</strong> contract.- Phillip Rompotis, Stephenson HarwoodCPI Committee: Breakfast update on the on the HKInternational Airport ExpansionMr Kev<strong>in</strong> Poole was the guest-<strong>of</strong>honourat a breakfast session withthe Construction, Property andInfrastructure (CPI) Committee members lastmonth. He was <strong>in</strong>vited to present and discussthe proposed 3rd runway expansion project at<strong>Hong</strong> <strong>Kong</strong> International Airport and to providea status snapshot <strong>of</strong> the present approvalprocess and related challenges.After <strong>in</strong>troduc<strong>in</strong>g the project, Mr Poole gavea detailed overview on traffic development and growth <strong>in</strong> aviation <strong>in</strong> <strong>Hong</strong> <strong>Kong</strong>and the wider Pearl River Delta. In particular he made reference to the changes <strong>in</strong>flight and passenger pr<strong>of</strong>iles aga<strong>in</strong>st <strong>in</strong>itial expectations at the time <strong>of</strong> the airport’splann<strong>in</strong>g and construction. <strong>Hong</strong> <strong>Kong</strong> is a victim <strong>of</strong> its success. He also presentedthose projects which are currently under construction such as the Midfield Term<strong>in</strong>aland the Western Airfield enhancements. Furthermore he expla<strong>in</strong>ed the drivers for thelatest status <strong>of</strong> the 3rd runway layout and the adjacent Term<strong>in</strong>al Pier development.He also provided details about the Term<strong>in</strong>al 2 refurbishment and future l<strong>in</strong>k to thenew Pier.<strong>The</strong> subject <strong>of</strong> the Environmental Impact Assessment (EIA) process was discussed<strong>in</strong> some detail. Mr Poole expla<strong>in</strong>ed why this issue is currently <strong>in</strong> the press andrepresents a significant challenge with<strong>in</strong> the approval and acceptance process. Healso mentioned the Social-Environmental Impact Study, which is a request by anumber <strong>of</strong> social representation groups, who question the present approach <strong>of</strong> theimplementation and scale <strong>of</strong> the airport expansion.All members agreed that <strong>Hong</strong> <strong>Kong</strong>’s specific pr<strong>of</strong>ile and role as a historical traderoute hub depends on <strong>in</strong>frastructure projects such as <strong>Hong</strong> <strong>Kong</strong> InternationalAirport, which are a crucial element <strong>of</strong> <strong>Hong</strong> <strong>Kong</strong>’s susta<strong>in</strong>able growth.<strong>The</strong> challenges fac<strong>in</strong>g the present and future workforce market, <strong>in</strong> particular <strong>in</strong>the construction sector, were also discussed.
