The LTTE ran asystem of taxation to raise money, andmake-shift "tiger-justice" courts whichwere used to control any opposition. TheA9 main road was heavily taxed by theLTTE and was a source of funds for itswar chest until it was closed by the SLgovernment. No anti-LTTE opinions ornewspapers were permitted inside theLTTE "de-facto" territory. Solheim alsoignored the rights of Muslims, HillcountryTamils and Eastern Tamils who

did not accept the claim of the LTTEthat it is the "sole representative" of allthe Tamils. Solheim and other Nordicsare alleged to have bent backwards inignoring the human-rights violations ofthe LTTE. The cease-fire agreement(CFA) crafted largely by Solheim andBalasingham was accepted by RanilWickremasinghe, the Sri Lankan leader,without revealing the details of thedocument or tabling it in parliament.Japan was a co-signatory to the CFA.The LTTE used the CFA to rearm andget ready for the Eelam IV war, but hadto face the loss of Karuna, the Easternprovince Tamil commander who brokeaway from the LTTE. World TamilMovementWTMIn August 2007, Thirteen suspects with close links tothe LTTE, including "Waterloo" Suresh alias SureshSkandarajah, were arrested from Buffalo, New York,San Jose, California, Seattle, Washington andConnecticut following the Royal Canadian MountainPolice (RCMP) and FBI probe into allegations thatLTTE sympathizers in North America tried to buymissiles and move terror funds.Canada was one of the top sources of funding for theLTTE, providing up to $12-million a year, says a secretintelligence report obtained by the National Post. In aclassified report written in June 2008, federal officialswrote that the outfit was getting much of their moneyfrom Canada. "Canada's Tamil community has beenamong the LTTE's largest sources of funds, havingcontributed up to $10- to $12-million annually in pastyears," the report said. A copy of the report wasreleased to National Post under the Access toInformation Act. The RCMP began investigating LTTEfund raising efforts in Canada in 2002. Police believethe outfit raised money in Toronto and Montreal tofinance weapons purchases, but investigators have neversaid the dollar figures were so high. "The LTTE throughits many front organizations in other countries,including Canada, has conducted extensive fund raisingand other activities to support its efforts in Sri Lanka,"the report added. The tactics used to collect money were"often coercive," it said, naming the Toronto-basedWorld Tamil Movement (WTM) as the outfit's leadingfront in Canada. "As such, the WTM has beeninstrumental in fund raising in Canada on behalf of theLTTE." Police searched the World Tamil Movementoffices in Ontario and Quebec in 2006. Sittampalam,and Nehru Gunaratnam were interviewed and deniedany fund collection. In 2009, the Government bannedthe group under the Anti-Terrorism Act.
