APPENDIX IQuarantineRequirementsAs an international organization hosted by theRepublic of the Philippines. IRRI complies withnational regulations for the export and import ofliving material (Presidential Decree No. 1433,1978, Bureau of Plant Industry Quarantine AdministrativeOrder No. 1 Series of 1981).To obtain strainsfrom IRRI , the followingprocess is required:1. Request the desired germplasm from IRRI’sSoil Microbiology Division. If Azolla, legumes,or bacteria are desired, ask IRRI to provideyou with a copy of the request form appropriateto the organism (for samples, seeFigs. 5, 6, and 7). Complete the form andreturn it to IRRI. If the country to which thematerial is being sent requires an importpermit for strains sent by IRRI, send therequired import documents with therequest.2. Soil Microbiology Division prepares the material.Leguminous seeds are first sent toIRRI's Seed Health Unit where they areexamined for seed sanitary condition. Allmaterial is sent to the Plant QuarantineOffice (PQO) for inspection, with an applicationform for inspection and phytosanitarycertification attached. PQO issues the PhytosanitaryCertificate which must accompanyall exported germplasm material. Figure 8lists information IRRI requires to completethe application form for inspection andphytosanitary certification. Send this informationwith the request form.3. IRRI requires at least 2 wk to grow the requestedmaterial and have certificationaccomplished.To send strains to IRRI , write to the SoilMicrobiology Division, providing informationabout the strains to be sent. Figure 9 lists informationIRRI needs to complete the Philippinegovernment's Permit to Import Plants. After receivingthis information, IRRI will apply for the importpermit. One permit is required for each batchsent to us. The permit must be included in theparcel of germplasm material sent to IRRI.27
