Their responsibility includes keeping track of every aspect of work beingperformed, required, or serviced at their facilities. Resource Information System, Engineer Reserve(RISER) has played an integral part in helping AFOSs manage facilities.One of the important tasks of the AFOS is monitoring utility consumption. A tool that is used toassist in monitoring utility consumption is the Utility Consumption Report which is one of the cannedreports that is generated using RISER’s Report Generator. The Utility Consumption Report detailsthe consumption for electric, gas, water and sewage at each facility.Although AFOSs are responsible for managing facilities, they require the assistance of other personnellike Budget Analysts. The Budget Analyst assists in monitoring utility consumption by enteringconsumption data for each utility commodity. The AFOS depends on the Budget Analyst toaccurately input consumption data which results in producing a precise Utility Consumption Report.They have a shared partnership in monitoring utility consumption. The Utility Consumption Reportis used to ensure consumption is adequate. We suggest that the report is created at least once amonth. Often, AFOSs will compare prior year’s consumption to determine possible problems withusage (i.e., leaking pipes or old heating system).By generating the Utility Consumption Report, a comparison is made against the prior months usageto determine if consumption amounts are skewed. If so, this can be quickly identified andcorrected. As an AFOS monitors utility consumption, there may be occasions when months of consumptiondata do not appear on the report. Why does this occur? The cause is usually the Unit ofMeasure field on the accounting record does not contain an entry. The Utility Consumption Reportis programmed to pull the Unit of Measure information and when there is not an entry in this field,this results in data not appearing on the report. In cases like this, the AFOS should contact theBudget Analyst and inform them of the discrepancy found in the report.Another reason why the utility consumption data does not appear on the Utility Consumption Reportis due to a discrepancy with the TDACs (Technical Data Access Codes) in the Budget CodeReference table. All TDACs associated with a utility account must be six characters long.For instance, theFY 2010 TDAC forelectric service is‘300000’. If theTDAC in theBudget Code Referencetable isinaccurate, thedata will not appearon the reportas RISER requiresa valid six digitTDAC for utilityaccounts.It has been notedthat some AFOSs,as Certified EnergyManagers,are required tosubmit a monthly report to the Army Energy Water Program.
