18 <strong>The</strong> <strong>Increas<strong>in</strong>g</strong> <strong>Burden</strong> <strong>of</strong> <strong>Oil</strong> <strong>Ref<strong>in</strong>eries</strong> <strong>and</strong> <strong>Fossil</strong> FuellIn addition to oil ref<strong>in</strong><strong>in</strong>g, oil drill<strong>in</strong>g is caus<strong>in</strong>g more fossilfuel cumulative impacts right <strong>in</strong> Wilm<strong>in</strong>gtonAs if ports, freeways, <strong>and</strong> ref<strong>in</strong>eries weren’t enough, Wilm<strong>in</strong>gton conta<strong>in</strong>s the third largest oilfield <strong>in</strong> the U.S.<strong>The</strong> oil field was previously considered depleted, but <strong>in</strong>recent years with new methods <strong>and</strong> the <strong>in</strong>centive <strong>of</strong> highoil prices, drill<strong>in</strong>g has ramped up. CBE’s Wilm<strong>in</strong>gton oildrill<strong>in</strong>g campaign began <strong>in</strong> 2006. People liv<strong>in</strong>g aroundthe Warren E&P drill<strong>in</strong>g operations contacted CBEto report severe noise, sicken<strong>in</strong>g smells, air <strong>and</strong> waterpollution, <strong>and</strong> breath<strong>in</strong>g problems after the companypurchased the site. Neighbors reported constant dieseltruck traffic through the residential streets, dust <strong>and</strong> oilyresidue cover<strong>in</strong>g <strong>and</strong> <strong>in</strong>vad<strong>in</strong>g homes, constant flar<strong>in</strong>g(from a stack burn<strong>in</strong>g oil field gas), <strong>and</strong> heavy vibrationsat all hours <strong>of</strong> the day <strong>and</strong> night, seven days a week.Although drill<strong>in</strong>g operations occurred at this site <strong>in</strong>the past (at a much reduced level), when Warren E&Ppurchased the facility, production drastically <strong>in</strong>creased,as did impacts on the community where it sits. Recenttechnological advances now allow oil companies to drilllaterally, reach<strong>in</strong>g out underground to large areas, thatpreviously would have been drilled from other locations.That means much larger volumes <strong>of</strong> oil <strong>and</strong> gas can comeout <strong>of</strong> one drill<strong>in</strong>g site, <strong>in</strong> a very <strong>in</strong>tensive operation.Warren E&P has concentrated its drill<strong>in</strong>g operations <strong>in</strong>this way at the “Wilm<strong>in</strong>gton Town Lot,” <strong>in</strong> a residentialneighborhood. Even though it borders an <strong>in</strong>dustrial area,it is hard to underst<strong>and</strong> why such a neighborhood sitewould be chosen.After neighbors called us, CBE worked together with thecommunity to devise strategies to stop the impacts <strong>of</strong> thedrill<strong>in</strong>g. <strong>The</strong>se <strong>in</strong>cluded evaluat<strong>in</strong>g Warren’s compliancewith air, water, toxics <strong>and</strong> l<strong>and</strong> use regulations, identify<strong>in</strong>gmethods <strong>and</strong> equipment to reduce flar<strong>in</strong>g <strong>and</strong> air pollution,push<strong>in</strong>g for enforcement <strong>of</strong> exist<strong>in</strong>g bans for largediesel truck traffic through the neighborhood, gett<strong>in</strong>gpav<strong>in</strong>g <strong>and</strong> street-sweep<strong>in</strong>g requirements implementedto stop the heavy construction dust blow<strong>in</strong>g <strong>of</strong>fsite, <strong>and</strong>push<strong>in</strong>g for better government agency monitor<strong>in</strong>g.
