20 <strong>The</strong> <strong>Increas<strong>in</strong>g</strong> <strong>Burden</strong> <strong>of</strong> <strong>Oil</strong> <strong>Ref<strong>in</strong>eries</strong> <strong>and</strong> <strong>Fossil</strong> FuelNeighbors attend public meet<strong>in</strong>g on Warren <strong>Oil</strong> Drill<strong>in</strong>g Operations at Los AngelesCouncilwoman Hahn’s <strong>of</strong>ficeAfter the Notice <strong>of</strong> Violation, CBE <strong>and</strong> members <strong>in</strong>tensifiedwork on the l<strong>and</strong> use front. As a result <strong>of</strong> communicationswith the City <strong>and</strong> Wilm<strong>in</strong>gton’s representativeJanice Hahn, the Zon<strong>in</strong>g Adm<strong>in</strong>istrator <strong>in</strong>stituted areview <strong>of</strong> Warren’s L<strong>and</strong> Use requirements. CBE <strong>and</strong>members documented the suite <strong>of</strong> impacts, <strong>and</strong> submittedlegal <strong>and</strong> technical briefs.<strong>The</strong> morn<strong>in</strong>g <strong>of</strong> the hear<strong>in</strong>g, Warren packed the auditoriumby provid<strong>in</strong>g free breakfast to busloads <strong>of</strong> WarrenE&P shareholders <strong>and</strong> royalty recipients from outside thecommunity who didn’t have knowledge <strong>of</strong> local impacts.CBE members from the neighborhood were dismayed<strong>and</strong> <strong>of</strong>fended by this show, but many still overcame theirdisillusionment <strong>and</strong> spoke out eloquently at the hear<strong>in</strong>g.It took months before the Zon<strong>in</strong>g Adm<strong>in</strong>istrator issued adecision, add<strong>in</strong>g few requirements <strong>in</strong>clud<strong>in</strong>g restrictionson hours <strong>of</strong> operation <strong>and</strong> truck<strong>in</strong>g, but not sufficient tomeet neighbors’ concerns.CBE <strong>and</strong> members cont<strong>in</strong>ued document<strong>in</strong>g ongo<strong>in</strong>gimpacts from Warren, <strong>and</strong> pursued the Air District process,where the agency <strong>and</strong> polluter were collaborat<strong>in</strong>gon a long-term plan to relieve Warren <strong>of</strong> liability for itsair violations. CBE testified <strong>and</strong> <strong>of</strong>fered evidence at thequasi-trial conducted by the Air District Hear<strong>in</strong>g Boardon Warren’s permit violations.Neighbors urged the Board to reject the plan <strong>and</strong> requirecompliance with the law. Although the Hear<strong>in</strong>g Boarddenied our challenge, the community efforts resulted <strong>in</strong>the Air District issu<strong>in</strong>g a more protective complianceplan to decrease Warren’s flar<strong>in</strong>g, improve equipment,ultimately send gases <strong>of</strong>fsite for sale <strong>in</strong>stead <strong>of</strong> burn<strong>in</strong>gonsite, <strong>and</strong> more. Warren is now required to comply withmore enforceable air protections.Although CBE <strong>and</strong> neighbors were very dissatisfiedwith the formal decisions at the hear<strong>in</strong>gs, the communitypressure meant that much was accomplished beh<strong>in</strong>d thescenes to get the City <strong>and</strong> the Air District to force Warrento clean up operations, while they awaited permit decisions.While neighbors are very happy that conditionshave greatly improved, many are concerned that this maybe only a temporary improvement.
