SET A CAP ON DIRTY CRUDE OIL & STOP EXPANDING REFINERIES• Set st<strong>and</strong>ards for ref<strong>in</strong>ery <strong>in</strong>puts requir<strong>in</strong>g limits on use <strong>of</strong> heavy, high sulfur crude oil (just likeelectric power plants which are switch<strong>in</strong>g to lower carbon fuels)B. REQUIRE ENERGY EFFICIENCY & BEST AVAILABLE CONTROL TECHNOLOGY TO REDUCE ALLPOLLUTANTS• <strong>Ref<strong>in</strong>eries</strong> need energy audits to identify the worst energy users at each ref<strong>in</strong>ery.<strong>The</strong> worst energy users emit not only greenhouse gases, but smog form<strong>in</strong>g chemicals <strong>and</strong>toxics from combustion <strong>of</strong> fossil fuels, so reduc<strong>in</strong>g energy use cleans up most or all pollutants.<strong>The</strong> biggest grow<strong>in</strong>g energy users at ref<strong>in</strong>eries <strong>in</strong>clude: Hydrogen Plants, Hydrotreaters,Hydrocrackers, Fluid Catalytic Crackers, Cokers, Sulfur Recovery Units, Boilers & Heaters (manywhich were built as long ago as the 1930’s).• BACT is a well-tested Clean Air Act method <strong>of</strong> clean<strong>in</strong>g up <strong>in</strong>dustrial polluters.New sources are required to meet the pollution control levels met by the best controls <strong>in</strong>use <strong>in</strong> the nation. It’s time we applied BACT (or BARCT — Best Available Retr<strong>of</strong>it ControlTechnology) to exist<strong>in</strong>g ref<strong>in</strong>ery sources (not just new sources).• Remove Methane Exemptions <strong>in</strong> smog regulations for ref<strong>in</strong>eries <strong>and</strong> all sources.Methane was previously considered not to cause smog formation, <strong>and</strong> is exempted fromemission limits, but Harvard <strong>and</strong> Pr<strong>in</strong>ceton studies show that methane is not only a potentgreenhouse gas, but a smog precursor. 31• No dump<strong>in</strong>g <strong>and</strong> burn<strong>in</strong>g <strong>of</strong> “waste” gases through flares <strong>and</strong> Pressure Relief Devices:Require sufficient gas recovery to recycle gases <strong>in</strong> ref<strong>in</strong>eries <strong>in</strong>stead <strong>of</strong> burn<strong>in</strong>g <strong>in</strong> flares, <strong>and</strong>require Flare M<strong>in</strong>imization Plans for all flares. <strong>The</strong> Shell Mart<strong>in</strong>ez CA Ref<strong>in</strong>ery has achieveda very low level <strong>of</strong> flar<strong>in</strong>g, <strong>in</strong>clud<strong>in</strong>g emergencies. Ban vent<strong>in</strong>g <strong>of</strong> Pressure Relief Devices toatmosphere, recycl<strong>in</strong>g gases <strong>in</strong> the ref<strong>in</strong>ery.C. SWITCH REFINERY USE OF GRID ELECTRICITY TO CLEAN ENERGY<strong>Ref<strong>in</strong>eries</strong> are current large users <strong>of</strong> fossil fuel grid electricity & should be required to switch toclean alternative energy electricity, frequently buildable on ref<strong>in</strong>ery l<strong>and</strong>.D. SET A GOAL FOR REDUCTION PRODUCTION & DEMANDLike requirements for electric power plants renewableWe have unprecedented opportunities to clean up fossil fuels, elim<strong>in</strong>ate their health <strong>and</strong>environmental impacts for good, & create green jobs!
