Brussels, 6 February 2012<str<strong>on</strong>g>Open</str<strong>on</strong>g> <str<strong>on</strong>g>Letter</str<strong>on</strong>g>To the attenti<strong>on</strong> of Mr Edwin Poots, Health Minister for Northern Ireland,Dr James Reilly, Health Minister for the Republic of Ireland,Dear Sirs,I am writing to you in resp<strong>on</strong>se to the announcement made at the first North/South C<strong>on</strong>ference <strong>on</strong>alcohol misuse that took place <strong>on</strong> 26 January 2012. During this C<strong>on</strong>ference, you notably presentedthe New Strategic Directi<strong>on</strong> for Alcohol and <strong>Drug</strong>s and announced a commitment to collaborativelytackle the burden of alcohol abuse. <str<strong>on</strong>g>The</str<strong>on</strong>g> European Public Health Alliance (EPHA) would like toexpress its support for this move and c<strong>on</strong>gratulate both of you <strong>on</strong> your willingness to take a boldstep forward in the fight against a c<strong>on</strong>siderable public health threat in your countries.As you will know, alcohol is the third leading cause of disease burden in Europe, accounting forover 7% of all ill-health and premature death 1 . <str<strong>on</strong>g>The</str<strong>on</strong>g> harm resulting from alcohol abuse is notrestricted to the individual. It also has serious c<strong>on</strong>sequences for society in general. Thus, it isestimated that alcohol-related problems cost an average £900 milli<strong>on</strong> to Northern Ireland 2 everyyear and €3.7 billi<strong>on</strong> to Ireland 3 .At a populati<strong>on</strong> level, alcohol c<strong>on</strong>sumpti<strong>on</strong> is driven by price, availability and marketing.C<strong>on</strong>sumers are today, more than ever, c<strong>on</strong>fr<strong>on</strong>ted with cheap, readily available alcohol and outletsselling beer more cheaply than bottled water. This, combined with sophisticated marketingtechniques, has led to a significant increase in c<strong>on</strong>sumpti<strong>on</strong>.Given the associated cost to public well-being, health experts and civil society actors acrossEurope are allied in their c<strong>on</strong>victi<strong>on</strong> that the current state of play is unacceptable. Thus, your recentproposal to tackle the availability of cheap alcohol is particularly welcome and must be supported.<str<strong>on</strong>g>The</str<strong>on</strong>g> European Public Health Alliance has c<strong>on</strong>sistently advocated acti<strong>on</strong>s, in the area of pricing,availability, access and marketing, to reduce alcohol-related harm. <str<strong>on</strong>g>The</str<strong>on</strong>g> World Health Organizati<strong>on</strong>Regi<strong>on</strong>al Office for Europe has produced comprehensive reports documenting the evidence forthese acti<strong>on</strong>s. Cost-effective interventi<strong>on</strong>s to reduce alcohol related harm have been outlined,pricing interventi<strong>on</strong>s being the most effective way to reduce levels of c<strong>on</strong>sumpti<strong>on</strong> and minimumprice per unit being the most effective measure of all.1 Global burden of disease and injury and ec<strong>on</strong>omic cost attributable to alcohol use and alcohol use disorders, Lancet,20092 Alcohol. Alcohol use represents a number of challenges that go bey<strong>on</strong>d borders and make collaborativeapproaches necessary.
