Call for expression of interest for EPHA external evaluator2012September 2012The European Public Health Alliance invites applications with a view to assist it in evaluation activities relating to theimplementation of its Annual Business Plan 2012 as part of the five year Strategy 2011-2014. Interested applicantsare invited to submit their application.The objectives of the evaluation in 2012 are to design an annual framework for evaluation. The 2012 evaluationobject will be a) the areas of activity b) the governance of the network with the purpose of evaluating the currentperformance of EPHA. The framework of the 2012 evaluation is on a) effectiveness of EPHA, including whether theobjectives have been achieved and b) the relevance of the objectives to EPHA as a network based on the societalissues it addresses. The evaluation runs throughout the year and is guided by the question 'did EPHA perform in aneffective and relevant way in promoting and protecting health of all people in Europe through policy, advocacy andcapacity building?'.The specific indicators and measures specified in the 2012 Business Plan will be used to measure the success ofEPHA's work in 2012.Methods to be used include: desk research of EPHA documents and materials / face-to-face & telephone interviews/observation of meetings / questionnaires/ web-based polls and other tools that are appropriate for the specificindicator.The responses to the call should address the following:1. Proposal for the scope of the evaluation of EPHA for the period of 20122. Overview of your approach to the evaluation3. Proposal for data gathering during the period4. Indicative planning for the year.Domains of expertiseWe are looking for proposals from individuals with one or more of the following evaluation expertise:• Public health• European public or regulatory affairs• Civil society organisations with an advocacy mandate• Communication with member organisations of an advocacy organisation

Applicants should indicate clearly their domain or domains of competence, as well as their daily rate and indicativetotal cost for the evaluation.Place of workThe place of work will be the place where the evaluator has his official (permanent) address or Brussels.Duration3 months. The expected evaluation should be competed and delivered at the end of January 2013.Criteriaa) Candidates should be able to demonstrate from their client list that they have not done business in the lastfive years with an industry that is considered a conflict of interest with EPHA’s prioritiesb) have at least five years of professional experience in one or more of the above mentioned domains ofexpertisec) appropriate working knowledge of EnglishBefore signing the contract with EPHA, the selected candidate may be requested to present supporting documents .Submission of applications: Please send all applications by 4 October to a.hoel@epha.orgGeneral Terms and Conditions• EPHA will not cover any expenses incurred by the respondent in putting their offer together• Offers must be submitted complete by the deadline to be eligible for evaluation• The balance payment will be made upon receipt of the final reportConflict of interestTo ensure the independence of proposal evaluations, on conclusion of their contract, the experts selected will haveto sign a declaration certifying that they have no conflict of interests for the evaluation concerned and that theywithout delay will inform EPHA if such conflict of interests should emerge during the course of the evaluation.Throughout the evaluation process, the evaluators must observe the confidentiality of the information anddocuments brought to their attention during the process.How to submit your offerPlease submit your offer electronically by the deadline mentioned above.
